WATSAN EVALUATION REPORT OUTLINE with key issues to explore 1. Table of Contents 2. Executive Summary 3.

Background TOR Methodology Constraints to evaluation 4. FINDINGS - Analysis of facts & evidence around the key evaluation criteria a. Effectiveness - extent to which an activity achieves its purpose, or whether this can be expected to happen on the basis of the outputs.

summary of activities planned against actual (outputs) (in annex?) highlight variances & give reasons compare population reach against logframe section on facilities (water points & latrines). are they functioning (observation & key informant/HH interviews) are they used are they sustainable (sustainability snapshot tool + something for latrines) technical issues around choice of interventions (in this section or elsewhere?) focus on behaviour changes how successful has programme been? choose issues from baseline? balance between hardware and software components linkages. Phast vols & water committees capacity building inputs & results WHY has the project achieved or not achieved its objectives?

b. Efficiency - how economically inputs (usually financial, human, technical and material resources) were converted to outputs

what was the approach taken & was it the most appropriate one (what alternatives were there) what were strengths and weaknesses of approach? what monitoring happened? compare against 2004 monitoring plan... how timely were the project activities? what were the organisational barriers and facilitators? reporting issues? connectedness with local authority & other initiatives integration were the elements of RC working together financial analysis what was proportion spent on direct / indirect costs why was there budget variance from planned to actual how could budgets be improved?

c. Sustainability likelihood of project benefits being maintained (+ issues of integration)

what aspects of the project should be sustainable and are they? shared view on sustainability? O&M aspects of facilities (sustainability snapshot above)

continuation of hygiene promotion activities staff & volunteer capacity Income generation projects how well were project activities integrated with other branch activities? evidence of watsan & hygiene promotion objectives are applied in community-based programming

d. Relevance / appropriateness did project have the right focus and right approach?

is project in line with local needs & priorities? what assessment was carried out? community priorities? what would have happened without intervention? How well was project planned? Adapted to local circumstances? Properly resourced? Why such variance in plans to actuals? Was the baseline appropriate & used? How were locations selected? Did it cover enough people? Coherent with national ERCS & government strategies?

5. RECOMMENDATIONS

What worked well that should be continued and built upon? What should be done differently?
