THE INSTITUTE FOR SOCIAL ACCOUNTABILITY (TISA) EXPRESSION OF INTEREST FOR PROGRAM OFFICER (1 position) AND ASSISTANT PROGRAM

TERMS OF REFERENCE (TORs) 1. Introduction The Institute for Social Accountability (TISA) is a not-for-profit, civil society initiative committed towards transparent, accountable, participatory, ethical and results oriented local governance in Kenya through the promotion of good governance, effective citizen engagement, continual learning and education and the promotion of sound operational practice. TISA seeks to recruit one Program Officer specialising in governance and one Assistant Program Officer with governance experience. This document articulates the brief Terms of Reference for this assignment and interested prospective candidates are requested to submit their application together with their updated Curriculum Vitae and supporting testimonials. Candidates are also requested to provide at least two names for official reference and one personal reference. 2. Scope of Work TISA is a governance institution specialising in local governance especially devolved government. TISA undertakes research, advocacy and learning activities. TISAs programs focus on the promotion of participatory governance, official institutional strengthen through policy engagement, the promotion of social accountability tools and methods among others. 3. About TISA TISA is committed to the creation of a successful future for the people of Kenya. In this regard, TISAs vision is; Empowered citizens claiming and enjoying their rights.

Mission; TISA recognizes the impact of provision of quality services on the socio- economic well being of the populace. Thus its overriding mission is; To promote effective and accountable devolved governance in Kenya through participatory learning, capacity building and advocacy initiatives TISAs vision shall be anchored on four strategic result areas over the next five years(2013-2017); 1) Empowered citizens claim and secure their rights under County Governments; 2) Effective systems and policies adopted for the implementation of accountable devolved government; 3) County governments govern accountably and deliver services effectively; 4) TISA is a Premier social accountability Institution;

4. Job Specification TISA seeks to recruit a program officer and assistant program officer to strengthen its governance work. The two candidates will be required to:

Coordinate TISAs governance and advocacy Programs on daily basis; Manage TISA social accountability programs; Develop and maintain close working relationships and dialogue with Parliament, County and National Governments Ministries and Agencies; and other Non-State Actors with a view to enhancing the public interest role of TISA

Coordinate and undertake research for TISA programs and advocacy; Initiate and manage programme reviews, external evaluations, studies and consultancies;

Assist in building strategic relationships and partnerships; Undertake program fundraising activities;

5. Requirements: The candidates will be required to demonstrate the following experiences, skills and aptitudes: Program Officer a. At least 2 years in relevant experience in the governance sector b. Understanding of Kenyas devolved governance framework c. A minimum Bachelors degree in social sciences especially economics, public policy, public finance, political science d. Strong research, writing and analytical ability e. Strong management and leadership qualities f. Ability to work within and lead a team Assistant Program Officer 1. Understanding of Kenyas devolved governance framework 2. A minimum Bachelors degree public policy, economics, public finance, law, political science or other social science 3. At least 2 years work experience 4. Research, writing and analytical ability 5. Well organised and ability to work within deadlines 6. Ability to work within a team
