TACLOBAN CITYPolice operatives are still facing a blank wall over the killing of a barangay chairman in Inopacan town in Leyte last Monday morning. The victim, Celso Malanquis, barangay chairman of Conalong, was shot at the head by a lone assassin while buying animal feeds in a store located in Barangay Taontaon. We cannot just say yet what the motive on the killing of Malanquis was, though we are eyeing political motive or it could be drug-related, PO1 Rolly Estelirina of the Inopacan police station said in a phone interview. Speaking through his personal assistant Diosdado Siao, Mayor Silvestre Lumarda, asked the police to hasten their investigation. We were shock on his killing. Our town is peaceful, Siao said, adding that the victim was a close political supporter of the mayor. The incident took place at 11:30 a.m. last Sept.23. Soria informed that the implementation of the firearms ban will start on Saturday, September 28 up to November 12 or 30 days before and 15 days after the elections. Soria ordered the setting up checkpoints in strategic places to strictly impose the gun ban during the election period and for police chiefs to closely coordinate with the Commission on Elections and their counterparts in the Armed Forces of the Philippines on the matter. The police ocial further informed that based on the Comelec Resolution No. 9735, all gun ban exemptions issued in connection with the last May 13 national and local elections shall be recognized as valid for purposes of the barangay and SK elections. The gun ban will be implemented through the conduct of checkpoint operations in strategic places, operation bakal/sita, implementation of search warrants, police response and intelligence-driven operations, Soria added. During the 6-month gun ban in connection with the May 2013 midterm elections, the PRO8 had arrested 186 violators wherein majority were civilians at 177 while 3 were members of the Armed Forces of the Philippines and 6 security guards. Of the figure, 22 violators were arrested in checkpoint operations, 106 during police responses, 19 during the implementation of search warrants, 7 during the service of arrest warrants and 32 during the conduct of focused police operations. Meanwhile, of the 155 firearms confiscated, 58 were high-powered and 97 were low-powered, and 151 criminal charges were filed in dierent courts throughout the region. Authorities also seized 16 hand grenades, 54 other explosives, 5 firearm replicas, 67 bladed weapons and 1200 rounds of dierent ammunition.

EMB warns Catbalogan for failure to properly implement ESWM

TACLOBAN CITY The Environmental Management Bureau in the region (EMB-8) has recently issued a warning against the city government of Catbalogan for failing to implement proper solid waste management in the city pursuant to the provisions of RA 9003 or the Ecological Solid Waste Management (ESWM) Act of 2000. RA 9003 mandates solid waste management as a primary responsibility of LGUs. Local officials should ensure the proper segregation, collection, transport, storage, treatment and disposal of solid waste through best practices in ecological waste management, excluding incineration. EMB-8 solid waste management regional coordinator Maribel Munsayac revealed in a recent weekly press conference that her office has written the office of City Mayor Stephany Uy-Tan, demanding, among others, the full implementation of their solid waste management plan. It was learned that officials and staff of the EMB-8 including some visitors from the central office, while travelling to the northern part of Samar province, observed the improper waste disposal of the city. We saw garbage disposed alongside the highway, which emits foul odor and proved to be an eyesore to the travelling public, Munsayac said. In the letter, it was mentioned that with Catbalogan as a main highway towards various points in Samar Island, this improper waste disposal is detrimental to the tourism promotion efforts being done by the government for its neighboring towns. It was learned that the EMB-8 has urged the city mayor for a dialogue to update the office of their solid waste management plan while they assured technical assistance should the city government needs it. TACLOBAN CITY Kalanggaman Island in Palompon, Leyte remains the provincial governments top priority in its tourism promotion effort under the administration of Leyte Gov. Leopoldo Dominico Petilla. The governor recently toured the island of Kalanggaman to personally see its tourism potential as a prime island destination in the province. Gov. Petilla said the province will continue to support promotional efforts of the local government unit of Palompon, led by Mayor Ramon Oate, to attract more local and foreign tourists to the area. The governor, however, warned the Palompon LGU to maintain Kalanggamans environmental richness and not to disturb its natural surroundings. Increased tourist arrivals to the island had been noticed during the past two years after concerted efforts from the LGU and the provincial government to promote the island. In 2012, the destination was reportedly toured by 1,239 foreigners and 10,751 domestic visitors, according to the Department of Tourism. Last April, around

This is an eight-year program that started in 2008 and would end on 2016. Leytes LED strategy prioritizes the Northwest Leyte Tourism Corridor. TACLOBAN CITY - The new leadership of Tacloban City Police District was commended by city Vice Mayor Jerry Yaokasin. In an interview, Yaokasin commended PSSupt. Domingo Cabillan for his eorts in curbing criminalities in the city. One of the first eorts he saw, according to Yaoksain, was the presence of policemen in every corner of the streets in the downtown and market areas. A force to reckon with

earing of the reason why 24 year-old Kae Davantes had to untimely and brutally die at the hands of seemingly soulless men makes you literally sick in the stomach. Everyone thought it to have been plotted by a syndicate involved in car napping yet it would turn out to have been authored by petty and amateur crooks, some of whom are barely out of their teens. The rst to be sacked of the ve that were allegedly involved squealed that it was not premeditated for the victim to be Devantes; neither was it part of the plan to butcher her to death. The plan was to rob her of her belongings pure and simple only that robbing someone of her hard-earned money isnt pure and simple at all. Things got out of hand when Devantes saw her tormentors faces, which got the gang deciding to take her life just like that to do away with any witnesses. That Kae wasnt subjected to the debilitat-

ing ordeal of rape or other sexual abuse before she was killed doesnt make her gory death easier. Her death alone is hard as she was too young to depart from this cruel plain. That she had to be stabbed in the neck and not in the abdomen or any other conventional body part makes her death even harder. That her honor and womanhood were spared from being vilied does not make her death easier though; it only does not make it hardest. The grief of those whom Kae left behind is surely unexplainable to those lucky enough not to have experienced the sorrow of losing a loved one to the hands of a heartless criminal. That grief is, to be sure, not lessened just because those responsible are slowly being brought to justice. While so, it nevertheless forties our faith that no matter how seemingly elusive it has become, justice is still a force to reckon with.

Nothing new, actually

The latest about cleanliness in Tacloban highly urbanized city is the result of what had happened after the sanitation campaigns separately conducted by the HUC government and the Leyte Metropolitan Water District. No, dont attribute those campaigns to the persistent calls made by QN. Its been due to the people themselves who have been earnestly complaining about what they were getting and receiving or what they had been complaining about to their own neighbors, or friends. QN is only an instrument. Others see QN is a sort of a department of last appeal (or resort). Still there are those who consider QN just as a place where they want to share their thoughts or ideas while actually not complaining or proposing anything. Well, the latest is that the campaigns, to some HUC observers, already stopped. intelligent citizens keep saying that problems and responses to problems are just part of a continuing change, and as such, we must always dare to innovate, because innovation is also a constant process that goes with every change. Once, the world was thought of to be flat, and that the sky above us is the only sky around, thoughts that remained for long, long years, even aeons of times, until these were shattered as mere myths. For even when we thought that being in the torrid zone, or near the equatorial line, the Philippines can have no natural ice formation, many places in our own country had already experienced rains of ice hail to some. Herod the tetrach heard about all that Jesus was doing, and he was greatly perplexed because some were saying: John has been raised from the dead: others were saying, Elijah has appeared; still others, one of the ancient prophets has arisen. But Herod said, John I beheaded. Who then is this about whom I hear such things? And he kept trying to see him.

The theme is the central idea, truth, or principle embedded in a narrative. This is oftentimes regarded as lesson or moral of the story. Seasoned readers can easily identify it based on how the author intended it to be. To develop the theme, the writer simply needs to have a theme figured out clearly in mind, and then build the story around it. For example, a writer may have this theme in mind: Drunkenness can devastate a persons life. Out of this, he can write a story about a man who, in his drunken state, stabbed his friend to death. In his way home, he was bumped by a car and was left for dead on the road. In whatever literary form there is, the theme is always present. This, however, should not be confused with the title, or name of the piece, because they are two different things. Dont expect as well that this theme is expressed by the title as its not always the case though, sometimes, it is. As a matter of fact, writing gets easier when

you are guided by a definite theme in mind. You dont go out of topic; you dont get lost along the way but gains control of your work necessary for its completion. Conflict. This is the element that provides the story with thrill, suspense, and excitement, which are essential ingredients to make a story interesting. Without this, a story would be so boring and inappropriate to read. Conflict could external or internal, external when the opposition is between man against another man, against nature, against supernatural calamities, or against paranormal beings; internal when its between man against himself represented by a weakness, a tendency, or self-hatred. Developing the conflict requires a careful consideration of the reading audience. You see, conflict could vary in intensity. Conflict in stories for children should be suited to the childrens grasp, level, and acceptance. Brutal conflicts resulting in traumatic deaths should not be used so as not to shock them. See

Yes, sacks of black dirt were scooped out from the canal under those connected houses, but how could the HUC government be sure that that the scooping was properly done and according to its well-funded plan? Did the HUC government enter those houses and tested the canal by itself? Many doubt. Already those who told QN about the sand in their LMWD-supplied water stopped complaining about the sand. They found ways to make the sand disappear. At my inlaws home, I just cleaned up last Tuesday evening the tank and other containers outside of the house. There was less sand sedimentation, but still the remaining water before the particulates were removed was dirty. The tank at the back of the house had not yet been cleaned up. I am 100 per cent sure the unwanted dirt inside it is already very thick. I intend to have it cleaned next month. The reason less sand gathered at the front tank is, water from the back of the house is the one released to that on the front. The release is done after leaving for at least 6 hours the water filled into the back tank directly from the LMWD line. That ensures the sand in the LMWD water already settled to the bottom of the back tank. Just the same, though, I boil my drinking water and we dont use the faucet water to cook our meals.
