lectricidade. A cobertura da electricidade no pas ainda reduzida. Apenas cerca de 36% do territrio em 2012 tinha electricidade, o que constitui um significativo obstculo ao desenvolvimento de qualquer actividade econmica. Alis, mesmo para empresas de telecomunicaes a restrio ao acesso electricidade revela-se um srio obstculo, pois existem partes do territrio que esto cobertas pela rede de comunicaes mveis, mas que no tm electricidade. Por outro lado, o top de obstculos de maior importncia para os negcios indica que a electricidade encontra-se na sexta posio, logo a seguir corrupo, taxas tributrias, crime, financiamento e concorrncia informal. O governo lanou o projecto CESUL, em 2012, cuja principal finalidade construir uma linha de transmisso regional, de modo a garantir a distribuio de electricidade do norte para o sul do Pas. No obstante, este ano, a energia elctrica dever cobrir apenas 24% dos mais de 23 milhes de pessoas. Existem condutas pblicas para as pessoas que no tm acesso rede de gua em sua casa e as mesmas so consideradas uma importante fonte de gua nas reas suburbanas. No entanto, a rede de gua e muitas destas condutas pblicas no se encontram a funcionar de forma adequada, levando a perdas frequentes de gua. E o abastecimento de gua irregular e apenas possvel durante algumas horas por dia, e muitas pessoas tm de percorrer quilmetros para a obter. Este ano, o Governo projectou um crescimento da produo de Electricidade e gua em 5.1%, mas o nvel poder ficar aqum das projeces, pois o seu desempenho caiu no primeiro trimestre. Impem-se, assim, srios desafios obteno dos objectivos relacionados com a cobertura da rede de gua e electricidade como a rpida urbanizao e o investimento limitado. A tendncia nas cidades africanas tem sido para a reduo da cobertura de servios melhorados no sector da gua. Um dado que se torna francamente preocupante. Alis, apenas cinco pases africanos conseguiram atingir os Objectivos de Desenvolvimento do Milnio no tocante ao acesso gua, e estima-se que apenas mais 12 o venham a atingir. Enquanto isso, Moambique desdobrase em parcerias e arregaa as mangas com a nobre misso de proporcionar populao o privilgio de ter gua e luz.c

Water and light - an inalienable right of communities
Electricity. The coverage of electricity in the country is still low. Only about 36 % of the territory in 2012 had electricity, which constitutes a significant obstacle to the development of any economic activity. Indeed, even for telecoms, the restricted access to electricity proves to be a serious obstacle, because there are parts of the territory covered by the mobile communications network, but do not have electricity. On the other hand, the top of the most important obstacles to business indicates that electricity is in sixth place, just after the corruption, tax rates, crime, finance and informal competition. The government launched the project CESUL in 2012, whose main purpose is to build a regional transmission line in order to ensure the distribution of electricity from the north to the south of the country, however, this year, the power should cover only 24% of over 23 million people. The rest cannot acquire refrigerators, TVs or appliances of any sort because they simply do not have access to electricity. Water. Through the support of donors and the Government of Mozambique there is a consistent improvement over the provision of water and sanitation, but despite efforts, access to water is still limited. In fact, the sustainability of interventions remains a problem and requires adequate attention so that we can ensure the functionality of water sources. What one finds is that only 31% of rural populations have access to water and the urban plan, the number is 77%. That is, in our country only 47% have access to that equity. There are public conducts for people who do not have access to the water network in their home and these are considered an important source of water in the suburban areas. However, the network of water pipes and many of these public conducts do not function properly, leading to frequent loss of water. And the water supply is irregular and only possible for a few hours per day, and many people have to travel miles to get it. This year, the government projected a growth of production of Electricity and Water at 5.1%, but the level may fall short of projections, as its performance fell in the first quarter. Serious challenges impose themselves to the achievement of the objectives related to network coverage of water and electricity such as rapid urbanization and limited investment. The trend in African cities has been the reduction of the coverage of improved services in the water sector. One fact that becomes downright disturbing. In fact, only five African countries were able to achieve the Millennium Development Goals in relation to access to water, and it is estimated that only 12 or more will achieve it. Meanwhile, Mozambique unfolds into partnerships and rolls up his sleeves with the noble mission of providing the people the privilege of having water and electricity.c

MCC no financia obras fora do prazo O Millennium Challenge Corporation (MCC) anunciou que no vai mais financiar nenhuma actividade em Moambique aps o fim do compacto que terminou a 22 de Setembro ltimo. Cresce assim o receio de que o pas no seja capaz de aceder a um segundo compacto, devido ao atraso na implementao de inmeros projectos. Entretanto, o Governo j reagiu e disse que ir financiar com base no Oramento do Estado a parte restante das obras em curso. Operadores ameaam abandonar Porto da Beira Os tradicionais operadores do Porto da Beira, como o Zimbabwe, Malawi, Zmbia e Repblica Democrtica do Congo, ameaam abandonar o uso daquele complexo ferro-porturio optando pelo de Durban, por considerarem desajustadas da realidade as exigncias do novo Regulamento do Trnsito Aduaneiro. O regulamento em causa estabelece a reduo do tempo de desembarao de mercadorias de seis para dois meses e obriga os operadores a fixarem uma cauo de 35% do volume total dos investimentos. Os operadores queixam-se que os novos valores cobrados so elevados. Mais de 60 milhes de euros para reduzir a fome O Governo moambicano e a Unio Europeia vo disponibilizar um montante de 67.3 milhes de euros, uma contribuio destinada a apoiar aces de reduo da fome e da desnutrio crnica no Pas. Do montante, 10 milhes de euros so dados pelo governo de Moambique, no mbito do programa Acelerar o Progresso para o Alcance do Objectivo do Desenvolvimento do Milnio 1, alnea C, que consiste na erradicao da pobreza extrema, reduzindo para metade a percentagem de pessoas que sofrem de fome.

O Botswana tem estado a descobrir grandes reservas de carvo, nos ltimos anos, e como tal v em Moambique a possibilidade de desenvolvimento de rotas viveis para a exportao de carvo. Foi neste sentido que, em 2011, os dois pases assinaram um memorando de entendimento para a construo de um porto de guas profundas, em Techobanine, no distrito de Matutune (provncia de Maputo), e uma ferrovia de 1.100 quilmetros que liga os dois pases. Em Abril deste ano, o primeiro-ministro moambicano, Alberto Vaquina, revelou que o Governo tinha atribudo a concesso para a construo do porto de guas profundas e uma linha-frrea, em Techobanine, sendo que estava previsto que custe cerca sete bilies de dlares, devendo a

Energy ministers, Kitso Mokaila, and Transport Nomofo Molefhi Government of Botswana were in Mozambique to negotiate the export of coal through Mozambican ports, as well as to buy fuel. Botswana has been discovering large reserves of coal in recent years, and as such, sees in Mozambique the possibility of developing viable routes for the export of coal. This was why, in 2011, the two countries signed a memorandum of understanding for the construction of a deepwater port in Techobanine in Matutune district (Maputo province), and a 1,100 km railway connecting the two countries. In April this year, Mozambican Prime Minister, Alberto Vaquina revealed that the Government had awarded the concession for the construction of the deepwater port and a railway line in Techobanine, and was expected to cost around seven billion dollars , the infrastructure should be financed by the governments of both countries.c

The application was introduced by the project Maputo Living Lab (MLL), a laboratory that develops computer applications, whose operation relies on support from college students. The new technology will upgrade the type of crop that the farmer should throw to the soil using a simple SMS and it will be tested by the National Institute of Meteorology and the National Institute of Disaster Management in Mozambique.c

Alguns contratempos
Este ano, o Governo projectou um crescimento da produo de Electricidade e gua em 5.1%, mas o nvel poder ficar aqum das projeces, j que no primeiro trimestre, segundo informaes do Banco Central, o desempenho caiu para 1.5% negativos, dando continuidade queda que comeou ainda no ano passado, quando a produo foi de 2.4% negativos. As fragilidades foram determinadas pela destruio de infraestruturas elctricas na sequncia das chuvas do incio do ano, aliadas a uma exploso na Central Trmica de Maputo, que deixou s escuras vastas regies do sul do Pas incluindo muitos dos bairros da capital. No ano passado, o sector foi fortemente afectado por uma avaria grave nos equipamentos da Hidroelctrica de Cahora Bassa (HCB), em Junho, que levou a infraestrutura a operar em 70%, prejudicando as exportaes para a frica do Sul.c

For the most part, the Mozambican territory only has light during the day. The ordinary mortals cannot have refrigerator, radio, TV or any other device of its kind. There are places where people drink the same water meant for personal hygiene and clothing. The country is poor, it is true, but there are efforts to reverse this situation. See how.
oday, the consumption of electricity and drinking water is a privilege for most Mozambicans. This is nothing new, and the numbers reflect that. The National Directorate of Water estimates that only 30% of the rural population has access to the precious liquid. The number rises to 72 % in urban areas and overall coverage rate is 57%. Electricity, which last year was the privilege for 21% of the population, should cover 24% of the over 23 million people by the end of this year. Both services are one sector - the Electricity and Water - whose indicators are a powerful tool for measuring the Human Development Index. The Economic and Social Plan for 2013 shows that the numbers of Mozambican reality do not only demonstrates the extent of poverty. In it arises the demonstration of the investments that could lead in the medium term, to water and light to many people, thanks to the construction of transport infrastructure and distribution. Already this year, these services will continue to be driven by the rural electrification program and expanding the network of fuel distribution, particularly for rural areas whose implementation has registered remarkable progress as a result of the commitment of the players in the energy sector. Indeed, in rural areas 975 water sources will be built, and 526 will be rehabilitated, which will increase the number of operational sources to 19,071. In cities, 287 fountains will be built, 19 water supply systems will be expanded and rehabilitated and 45,528 new household connections will be made. In the energy sector, we expect 125,000 new household connections, which will increase the total number of domestic consumers of energy from the National Electricity Grid, whose forecasts point to an increase of 1,049,021 in 2012 to 1,174,021 in 2013, corresponding to 12%. We add the contribution of renewable energy, which will increase from the current 3 million households to 3.5 million, representing an increase of 17 % between 2012 and 2013. Thus, the proportion of people with access to energy will be 36.4 %, divided into 24.1 % covered by National Grid and 12.3 % by renewable sources.

With a capacity of 416 Mw, the governments of Mozambique, Angola and Brazil will enable the construction of a hydroelectric plant on the value of 1.072.6 million dollars, which will employ 2,500 people during construction and 140 during operation. Some setbacks
This year , the government projected a growth of production of Electricity and Water at 5.1 % but the level may fall short of projections because in the first quarter, according to the Central Bank, the performance dropped to negative 1.5 %, continuing the fall that began only last year, when production was 2.4 % negative . Weaknesses were determined by the destruction of electrical infrastructures following the rains earlier in the year, coupled with an explosion in the Maputo Thermal Central, who left a vast southern region of the country in the dark including many of the neighborhoods of the capital. Last year, the sector was strongly affected by a serious malfunction in the equipment of the Cahora Bassa (HCB) in June, which led the infrastructure to operate at 70 %, hurting exports to South Africa.c

Enquanto guardio da poltica monetria, o Banco de Moambique j reduziu as suas taxas de interveno no mercado 10 vezes consecutivas, duas das quais este ano. E toda a vez que o faz, os que possuem dvidas em bancos comerciais ficam espera que o banco corte menos no final do ms. Os que ainda pretendem contrair emprstimo para fins de consumo e/ou investimentos, esfregam as mos, expectantes de que os seus planos encontrem um ambiente favorvel. Mas isso no acontece. A Facilidade Permanente de Cedncia de Liquidez (FPD) taxa de juro atravs da qual os bancos comerciais remuneram o Banco de Moambique pelos depsitos que l efectuam reduziu de 16.5% para 8.75%, de Janeiro de 2012 para Agosto do presente ano. E porque este o principal mecanismo que, por via da poltica monetria, induz reduo das taxas de juro praticadas pela banca em relao ao pblico, esperava-se uma reaco do mercado que no
tem sido suficiente: a taxa mdia de emprstimo dos bancos ao pblico reduziu apenas 3%. As taxas altas j mecereram crticas de economistas como o administrador do Banco de Moambique, Waldemar de Sousa, e do presidente do Pelouro da Poltica Financeira e da Confederao das Associaes Econmicas (CTA), Lus Magao. Com este desempenho, os bancos moambicanos continuam entre os que aplicam as mais altas taxas de juro no seio da frica Austral, e o pas deixa de seguir passos exemplares, como os do Brasil, que custa da reduo do preo do dinheiro logrou alcanar um rpido crescimento social e econmico em apenas uma dcada.

n universities, the young are formatted to be entrepreneurial and create their own job. Families look for income to get out of poverty in a context where unemployment is high. From a strategic point of view, the country should create entrepreneurs as a way to accelerate economic growth, but these tools have proved particularly unhelpful when you cannot get money at affordable rates. This means that there is no one to turn ideas that are supposedly profitable into real world applications. As guardian of monetary policy, the Bank of Mozambique has reduced its market intervention rates 10 consecutive times, two of them this year. And every time it does, those who have debts with commercial banks are waiting for the bank cut less at the end of the month. Those who still wish to take out a loan for consumption and / or investment, rub their hands, expectant that their plans will find a favorable environment. But it does not. Actualmente tenho notado a presena de moambicanos em algumas provncias angolanas que apostam na rea da construo civil e em outras reas. Entretanto, estas iniciativas merecem o nosso encorajamento e certamente sero mais visveis no futuro
oambique conta com um crescimento econmico de 7% e Angola com 7.2 %. So dois pases irmos com muito a trocar no campo econmico, segundo o embaixador de Moambique em Angola, Domingos Fernandes. Angola o segundo maior produtor de petrleo em frica, superado apenas pela Nigria mas espera-se que este ano passe para a primeira posio do ranking, a julgar pelos ltimos dados da OPEP. Nesse contexto, o interesse de Moambique por Angola foca-se sobretudo no know-how daquele pas na indstria petrolfera. A sua produo de petrleo, que actualmente supera os 800 mil barris por dia, marca o ritmo de crescimento econmico. O petrleo representa, alis, mais de 60% do PIB de Angola e 90% das receitas do Estado. Por seu turno, o empresariado angolano tem manifestado, nos fruns anuais dos dois pases, o seu interesse em investir em reas como a agricultura e o turismo em Moambique, e na explorao do carvo e do gs. Domingos Fernandes tem a certeza de que os interesses mtuos nesses domnios mesto cada dia mais prximos de se materializar.
Os trs voos semanais, ligando Maputo e Luanda, uma rota explorada pelas Linhas Areas de Moambique-LAM, um dos sinais que demonstra que a actual vontade de cooperar corre no sangue dos empreendedores de ambos os pases. Como efeito, a presena de angolanos em Moambique assim como destes em Angola cada vez mais notria. Actualmente tenho notado a presena de moambicanos em algumas provncias angolanas que apostam na rea da construo civil e em outras reas. Entretanto, estas iniciativas merecem o nosso encorajamento e certamente sero mais visveis no futuro, reala o diplomata. Domingos Fernandes, destaca ainda que a participao de Moambique na Feira Internacional de Luanda (FILDA) assim como a de Angola na Feira Internacional de Moambique (FACIM) constitui uma boa base para a cooperao entre os dois Pases. Com efeito, o reforo da presena do empresariado moambicano na FILDA, em Luanda, tem sido devidamente acompanhada de perto pela respectiva representao diplomtica daquele pas. Mas, por outro lado, h a considerar a iniciativa da Associao Industrial
Portuguesa (AIP), que assinou no incio do presente ano protocolos de cooperao com organismos dos dois pases africanos de lngua oficial portuguesa. Trata-se da Confederao das Associaes Econmicas de Moambique CTA e do Conselho das Associaes Empresariais de Angola (CAEA). A iniciativa enquadra-se no mbito do projecto Lusofonia Econmica. Segundo o embaixador Domingos Fernandes, esta janela de oportunidades resulta do forte crescimento econmico que os dois pases esto a experimentar. No quadro da Lusofonia Econmica, a CTA e a CAEA j estabeleceram um compromisso com a AIP. Este consiste na identificao de oportunidades de negcios para as empresas dos dois Pases. O compromisso ir ainda estudar os sistemas de incentivos ao investimento e mecanismos de promoo de investimento direto estrangeiro alm de promover o projeto Lusofonia Econmica junto dos seus membros e outros agentes econmicos. Domingos Fernandes acredita que as possibilidades de cooperao econmica entre os dois Pases podero se materializar facilmente, considerando a vantagem de partilharem a mesma lngua.c

They are two brother countries with much to exchange in the economic field, according to the ambassador of Angola to Mozambique, Domingos Fernandes. Angola is the second largest oil producer in Africa, second only to Nigeria but it is expected that this year pass to the first position of the ranking, judging by the latest figures from OPEC. In this context, the interest of Mozambique to Angola focuses primarily on the knowhow of that countrys oil industry. Its oil production, which currently exceeds 800,000 barrels per day, sets the pace of economic growth. The oil is, in fact, over 60% of Angolas GDP and 90% of state revenues. In turn, the Angolan business has manifested, in annual forums of the two countries, their interest in investing in areas such as agriculture and tourism in Mozambique, and the exploitation of coal and gas. Domingos Fernandes has assured that the mutual interests in these areas are every day closer to materialize. Under the Lusophone Economics program, CTA and CAEA has established a commitment to AIP. This consists in the identification of business opportunities for companies of both countries. The commitment will further investigate the systems of investment incentives and mechanisms to promote foreign direct investment and promote the Lusophone Economics project among its members and other economic agents. Domingos Fernandes believes the possibilities for economic cooperation between the two countries might materialize easily, considering the advantage of sharing the same language.c

he presence of Mozambique in the 30th Edition of the Luanda International Fair (FILDA) was marked by fashion. This was offered by businesswoman and fashion designer Sara de Almeida . But what most impressed visitors of the Mozambican Stand was the rustic mozambican design fashion, according to the businesswoman who participates in FILDA for the seventh consecutive time. If our fashion offerings tend towards a western style, we lose competitiveness because currently the Angolan market already has this very perspective, says the businesswoman. Quais so os maiores problemas com que se debate o sector privado nacional? Relativamente ao acesso ao crdito, um dos principais problemas do Sector Privado nacional so os requisitos exigidos pelos bancos em Moambique. O sector privado considera a falta de acesso ao crdito um sinal de que os bancos esto a aplicar padres desnecessariamente conservadores aos crditos concedidos s pequenas e mdias empresas. Entre os aspectos, os requisitos de colateral impedem os empresrios emergentes de se qualificarem para a obteno de crdito. O acesso ao financiamento um dos problemas colocados na mesa face alta das taxas de juro do mercado. Em que medida este factor afecta a actividade empresarial? Em Moambique, as altas taxas de juro praticadas pela banca esto entre os maiores obstculos ao desenvolvimento de negcios. O problema do acesso ao crdito est interligado ao custo do emprstimo, portanto, s taxas de juro. Sendo o capital um dos factores de produo, o seu custo (taxa de juro) poder ter impacto na competitividade da empresa tomadora do emprstimo, numa primeira fase, e no florescimento geral do empresariado nacional, numa segunda fase. As taxas de juro praticadas aos emprstimos parecem mais elevadas do que seria justificado por razes econmicas. Assim, o argumento das condies econmicas no parece ser vlido. Ou seja, as condies econmicas caracterizadas por estabilidade e crescimento sustentado por cerca de 20 anos, deviam representar um factor ou razo para custos de emprstimos mais baixos, como acontece em economias estveis, caracterizadamente, da regio.
O Banco Central j reduziu as taxas directoras por vrias vezes, e queixa-se da falta de acompanhamento por parte dos bancos comerciais. Mas estes, por sua vez, tm estado a reduzir as suas taxas com o pblico. Partilham a ideia de que as revises no so satisfatrias? Por muito tempo, os bancos comerciais quase que ignoraram as redues das taxas directoras por parte do Banco de Moambique, dando sinal de que as mesmas no produzem grandes efeitos na fixao das taxas de juros de emprstimos no mercado. Por outro lado, quase todos os agentes econmicos que contratam ou procuram crdito bancrio consideram os nveis das taxas de juros altos. Na sua opinio, que factores determinam a alta do preo do dinheiro e que medidas se impem para solucionar o problema? Por um lado, dado o curso da poltica monetria que deveria reflectir-se na reduo da taxa de juro de emprstimo, um dos factores do elevado custo de dinheiro a desfasagem
na reaco dos bancos comercias em relao aos nveis de reduo das taxas directoras pelo Banco Central, na medida em que o processo de transmisso monetria tem-se mostrado muito lento e a nveis baixos. Por outro lado, os problemas estruturais da economia podero estar a influenciar a fixao das taxas de juros por parte dos bancos comerciais. A Bolsa de Valores de Moambique tem sido indicada como soluo adicional ao problema do crdito, e at tem um pacote nesse sentido. Ser que esta via utilizada pelos empresrios? A Bolsa de Valores de Moambique poderia constituir uma alternativa de facto se o acesso mesma tivesse sido melhorado. Aqui, refere-se questo de diversificao de participantes em Bolsa. Como se sabe, maioritariamente, o sector empresarial em Moambique constitudo pelas PMEs, as quais no se adequam aos padres da nossa Bolsa. Contudo, preciso reconhecer que existem problemas a nvel do nosso empresa-

riado, que em grande parte se debate com problemas de contabilidade organizada. preciso dizer, tambm, que a Bolsa, enquanto mecanismo alternativo de levantamento de financiamento, ainda pouco conhecido e divulgado em Moambique.

O discurso corrente aponta para a partilha de ganhos entre os investidores, sector privado nacional e as comunidades locais. O Governo, atravs do sistema tributrio e da sua participao nesses empreendimentos tambm espera ganhos. A questo central e a pergunta que
nos colocada o que est a ser equacionado para que as Pequenas e Mdias Empresas tirem benefcios deste boom dos Recursos Naturais? Ao nvel da CTA, criamos em 2013 o Pelouro da Poltica dos Recursos Minerais, um grupo de trabalho que discute vrios assuntos. So debatidas questes como as ligaes entre os empreendimentos mineiros e as PMEs locais; a questo do contedo local; a gesto dos proventos gerados pela minerao; a incluso das comunidades e a produo local na cadeia de fornecimento das grandes empresas; o emprego de moambicanos nesses empreendimentos e a participao das empresas locais na

estrutura societria, atravs da janela criada pelo Governo na Lei supracitada. A CTA, em parceria com outras instituies como a SNV (Organizao Holandesa de Desenvolimento), CPI (Centro de Promoo de Investimentos), Ministrio de Administrao Estatal, entre outras entidades, criou o Conselho Nacional dos Negcios Inclusivos (CNI), uma entidade que visa capacitar as comunidades e as pessoas da base da pirmide para produzir e fornecer as grandes empresas. Qual o nvel de participao das PMEs nos grandes projectos? No existem dados concretos sobre a participao das PMEs nacionais ligadas aos negcios, pelo menos em termos do agregado. Todavia, alegra-nos saber que devido presena destes empreendimentos, milhes de dlares so gastos em bens e servios procurados localmente. Numa reunio promovida pela CTA e
pelo CPI, em Tete e na Beira, s uma empresa ligada explorao de carvo anunciara dispor de 260 milhes de dlares em 2012, os quais seriam gastos localmente na compra de bens e servios. Todavia, as empresas para beneficiarem deste plafond tm que cumprir com certos requisitos e cadastrarem-se na base de dados de fornecedores dessas empresas. Que limitaes h nesse aspecto? As limitaes das PMEs em fornecer bens e servios a grandes projectos esto devidamente identificadas e so sobejamente conhecidas. Elas variam desde a falta de capacidade e escala na produo, oferta irregular, problemas de baixa qualidade, at ao no cumprimento dos padres mnimos (standards) definidos por cada mega-projecto. A abordagem a estes problemas parece ultrapassar a capacidade individual das PMEs e, por isso, uma mo do Governo ou o recurso a parcerias entre as PMEs e empresas j com experincia interna-
cional poder ser uma soluo. Muitas vezes, o empresariado nacional queixa-se da falta de apoio do Executivo na facilitao da sua actividade. Em que aspectos sente que o Governo no est a dar a mo? Se o dilogo implica partilha de responsabilidades entre o Governo e o Sector Privado, isto pode ser feito de maneira relativamente rpida. O dilogo com o Governo bom e constitui nossa prioridade reforar este dilogo reformulando as formas e os canais de contacto, ampliando e especializando os sectores de tratamento dos assuntos dentro da CTA, com um cada vez maior envolvimento - tanto das empresas como dos nossos membros - de forma a corresponder multiplicidade de questes a abordar e especializao dos sectores no atendimento das nossas inquietaes e interesses. Uma das grandes preocupaes a lentido na resoluo das questes que afectam os negcios em Moambique. A CTA apresentou uma srie de preocupaes para 2013, a maioria das quais ainda esto por resolver, nomeadamente, a iseno efectiva do IVA na agricultura; a introduo das boas prticas na gesto dos Scanners; a criao do rgo regulador do sector dos transportes; a concluso da regulamentao da Lei do Trabalho; o acesso ao financiamento, entre outros. No entanto, segundo a ltima reviso da nossa Matriz da Agenda de Reformas mais de 200 questes esto ainda por resolver desde 2007. Ao sentirmos que os progressos eram pouco assinalveis optamos pela abordagem das prioridades. Este cenrio implica que o Governo deve resolver os assuntos, emprestando a importncia e sobretudo a urgncia que os mesmos merecem. neste aspecto que os empresrios se queixam da falta de apoio.c

Problems that arise with access to credit, the need for a convenient link between SMEs and mega - projects, and lack of support from the Executive in facilitating entrepreneurial activity appear at the top of the table, when the private sector analyzes their activity. Rogerio Manuel, the helmsman of the Confederation of Economic Associations of Mozambique (CTA) was confronted on these issues and wove the reality of the challenges that businesses face today in Mozambique.
What are the biggest problems that the domestic private sector face? Regarding access to credit, one of the main problems of the private sector are the national requirements by banks in Mozambique. The private sector considers the lack of access to credit a sign that banks are unnecessarily applying conservative standards to loans granted to small and medium enterprises. Among the conditions, the collateral requirements prevent emerging entrepreneurs to qualify for the credit. Access to finance is one of the issues on the table in the face of high interest rates in the market. To what extent this factor affects business activity? In Mozambique, the high interest rates charged by banks are among the biggest obstacles to business development. The problem of access to credit is linked to the cost of the loan, and thus interest rates. Being the capital one of the factors of production, its cost (interest rate)

is the phase shift in the reaction of commercial banks in relation to levels of directive fee reductions from the Central Bank, in that the monetary transmission process has been very slow and in small levels. On the other hand, the structural problems of the economy may be influencing the setting of interest rates by the commercial banks. The Mozambican Stock Exchange has been appointed as an additional solution to the problem of credit, and even has a package to that end. Is this route is used by entrepreneurs? The Stock Exchange of Mozambique could be an alternative to that if access to it had been improved. Here, we refer to the issue of diversification of participants in exchange. As you know, mostly, the business sector in Mozambique consists of SMEs, which do not conform to the standards of our Exchange. However, we must recognize that there are problems in our business community, which is facing large problems regarding organized accounting. It must be said, that the Exchange as an alternative mechanism for raising funding, is still little known and widespread in Mozambique.
may impact the competitiveness of the company receiving the loan in the first instance, and in general flowering of national entrepreneurs in the second phase. The interest rates applied to loans seem higher than would be justified on economic grounds. Thus, the argument of economic conditions do not appear to be valid. Ie, conditions characterized by economic stability and sustained growth for about 20 years, should represent a factor or reason for borrowing being costs lower, as in stable economies, characteristically, in the region. The Central Bank has reduced policy rates several times, and complains of the lack of monitoring by commercial banks. But these, in turn, have been reducing their rates to the public. Do you also believe in
the idea that the revisions are not satisfactory? For a long time, commercial banks almost ignored the cuts in policy rates by the Bank of Mozambique, signaling that they do not produce large effects in the setting of interest rates of loans in the market. On the other hand, almost all economic agents who contract or seek bank loans consider the levels of interest rates high.
In your opinion, what factors determine the high price of money and what measures are required to solve the problem? On one hand, given the course of the monetary policy that should be reflected in the reduction of the interest rate on a loan, one of the factors of the high cost of money

opportunities for the development of other sectors such as hotels and restaurants, construction, transport, agriculture, trade, services, among other economic activities . The current discourse points to the sharing of profits among investors, the domestic private sector and local communities. The Government, through the tax system and its participation in these projects also expects earnings. The central question and the question that is asked is what is to be equated to the Small and Medium Enterprises to take benefit of this boom in Natural Resources? At the level of CTA, we created, in 2013, the Study of the Policy of Mineral Resources, a workgroup discussing various subjects. We debate issues such as the links between the mining industry and local SMEs, the issue of local content, management of revenues generated by mining, the inclusion of communities and local production in the supply chain of large companies, the employment of Mozambicans in these ventures and participation of local companies in the partnership structure, through the window created by the Government in the aforementioned Act. The CTA , in partnership with other institutions such as SNV (Netherlands Organization for Development), CPI (Centre for Investment Promotion), Ministry of State Administration, among others, created the National Council of Inclusive Business (CNI), an entity that aims to empower communities and people from the base of the pyramid to produce and supply large companies . What is the level of participation of SMEs in large projects? There is no concrete data on the participation of SMEs linked to national business, at least in terms of the aggregate. However, we are
glad to know that because of the presence of these ventures, millions of dollars are spent on goods and services sourced locally. At a meeting sponsored by CTA and the CPI in Tete and Beira, only one company linked to coal mining announced having $260 million in 2012, which would be spent locally in the purchase of goods and services. However, for firms to benefit from this ceiling they must meet certain requirements and get registered in the database of suppliers of such companies. What are the limitations in this regard? The limitations of SMEs to provide goods and services to large projects are properly identified and are well known. They range from the lack of capacity and scale in production, irregular supply, problems of poor quality as well as the failure to meet minimum standards defined for each mega - project. The approach to these problems seems to exceed the capacity of individual SMEs and therefore one government hand or the use of partnerships between SMEs and companies with international experience can ever be a solution. Often, the national business complains about the lack of support from the Executive in facilitating their activities. In what ways do you feel that the Government is not lending a hand? If dialogue implies shared responsibility between the Government and the Private Sector, this can be done relatively quickly. The dialogue with the government is good and our priority is to strengthen this dialogue reshaping the ways and channels of contact, expanding sectors and specializing in treatment of subjects within the CTA,
with a growing involvement - both businesses and members of ours - to match the multitude of issues to be addressed and the expertise of the service sectors of our concerns and interests. A major concern is the slow resolution of issues affecting business in Mozambique. The CTA had a number of concerns for 2013, most of which are still unresolved, including the effective exemption of VAT on agriculture, the introduction of good practices in the management of scanners, the creation of the regulator of the transport sector, the completion of the regulations of the Labor Law, access to finance, among others. However, according to the latest revision of our Headquarters Reform Agenda over 200 issues are still unresolved since 2007. When we felt that the progress was unremarkable we opted for addressing the priorities. This scenario implies that the government should resolve the issues, lending the particular urgency and importance that they deserve. This is where entrepreneurs complain about the lack of support.c

Contudo, quando a reteno na fonte de facto devida, a questo ainda permanece se a obrigao ocorre no momento do pagamento ou apuramento dos rendimentos obtidos por no residentes? Quando a reteno na fonte devida? O nmero 5 do artigo 67 do CIRPC foi alterado pela Lei n 4/2012, de 23 de Janeiro, e estabelece que a obrigao de reteno na fonte ocorre (i) Na data do pagamento quanto o rendimento efectivamente pago a entidade no residente. (ii) Na data em que os rendimentos so colocados disposio no caso de contas correntes mantidas entre as entidades residentes e no residentes. O acerto de contas deve ser rigorosamente controlado dado que a obrigao de reter na fonte surge ao creditar a entidade estrangeira (compensao de dividas com custos locais pagos em nome da entidade estran-

Nota final Do exposto fica claro que, com a nova alterao introduzida no CIRPC a obrigao de reteno na fonte pode ocorrer em diferentes momentos, dependendo das circunstncias especficas dos rendimentos devidos por entidades no residentes. A reteno na fonte est mais dependente de pagamento ou disponibilidade do rendimento, mas tambm do vencimento. Isso exige, portanto, uma anlise mais detalhada da documentao de suporte dos rendimentos devidos a no residentes, a fim de determinar o momento exacto em que a reteno na fonte tem de ser apurada e paga.c

inter alia, income from intellectual or industrial property, income from the utilisation of equipment, income derived from capital (i.e. including interest), rental derived from real estate, prizes from gambling and income from the rendering of services. The WHT rates may be reduced by applying an appropriate double tax agreement (DTA). Currently Mozambique has entered into 9 DTAs, namely with Portugal, South Africa, Mauritius, United Arabian Emirates, Vietnam, Italy, India, Botswana and Macau. However, when WHT is in fact payable, the real issue still remains should WHT be levied on payment or accrual of the income earned/due to non-residents in Mozambique? When is WHT due? Article 67. 5 of the IRPC was recently amended by Law No. 4/2012, of 23 January, and states that WHT obligation arises on (i) The date of payment: when the income is effectively paid to the non-resident entity; (ii) The date of availability of the income: in case of intercompany accounts kept between resident and non-resident companies, the off-set of accounts should be closely controlled as the WHT obligation arises from crediting the foreign entity (offsetting of debts with local

the provision is recorded in the Mozambican entity (or otherwise known as a conditional liability), or when the provision becomes an unconditional liability (i.e. the timing and amount of the future outflow is known), but maturity is reached when the unconditional liability becomes due and payable for the first time. Thus, when royalties, interest and management fees are recognised as unconditional liabilities in the Mozambican entitys records (i.e. the amounts are incurred by the Mozambican resident and simultaneously accrues to the non-resident), it is not necessarily that WHT is payable. It is only when these amounts are legally due and payable (and the non-resident is allowed to request payment) when these amounts reach their maturity and WHT is payable. Final note From the above is clear that with the new change to the Corporate Income Tax Code the WHT obligation can arise in several moments, depending on the specific circumstances of the amounts due to the non-resident. WHT is no longer dependent on payment or availability of income, but also on maturity. This requires, therefore, a more detailed analysis of the supporting documentation of amounts due to non-residents in order to determine the exact moment when WHT has to be assessed and paid.c

Grande Hotel da Beira cumpriu apenas oito anos de vida e de prestgio internacional. Entre 1955 e 1963, aquele colosso hoteleiro foi referncia, na cidade da Beira, para os homens mais poderosos vindos de todas as partes do mundo, sobretudo portugueses. A histria conta que o monumento chegou a receber a estrela de Hollywood Kim Novak, que veio a Moambique para caar no Parque Nacional de Gorongosa, alm de alguns elementos da equipa de astronautas da Apollo 11, que visitaram a Lua. Hoje, ningum capaz de imaginar que os trs pisos daquele edifcio turstico - cuja arquitectura remonta ao sculo XX - j orgulhou os africanos, apesar da sua grandeza ainda ser perceptvel. Com muita pena, nada mais sobra do ento considerado maior e mais moderno hotel do continente africano, em tempos que j l vo. Os hspedes VIP de outrora deram lugar a pessoas sem abrigo. Em 116
quartos vivem cerca de 1.500 pessoas. O lixo tomou conta de todos dos compartimentos. As paredes, soalho e tecto esto partidos ou rachados. L se foi um edifcio histrico, que aps encerrar com o incio da Luta de Libertao Nacional, no contou com mais ningum que o pudesse restaurar. Segundo reza a histria, o Grande Hotel foi oficialmente inaugurado em 1955 pelo ento bispo da Beira, Sebastio Soares de Resende. No seu interior, as duas escadarias principais eram impressionantes. Mas o edifcio no chegou a atrair tantos visitantes quanto se esperava e acabou por fechar por no ser rentvel. Alis, mant-lo aberto tornava-se uma actividade demasiado dispendiosa. Depois do encerramento, alm da piscina, que continuou aberta ao pblico, o hotel ainda continuou a funcionar para a realizao de grandes eventos e conferncias, mas mesmo assim s foi utilizado duas vezes. A primeira para acomodar os congressistas norte-americanos num cruzeiro ao longo da costa leste-africana
e a segunda vez, em 1971, para o casamento de Petusha Jardim, filha de Jorge Jardim, o ento ministro portugus de Estado de Moambique. Hoje, 50 anos aps o encerramento do hotel, a piscina olmpica contm gua poluda e tornou-se num local que atenta a sade pblica pela quantidade de lixo ali depositado. Ao contrrio do que acontece pelo mundo, em que a grife Grande Hotel conserva a tradio de grandeza, o nosso Grande Hotel, infelizmente, s grande no abandono.c

architecture dates back to the twentieth century - has made Africans proud, although its greatness still is noticeable. With sorrow, nothing is left of the then considered largest and most modern hotel in the African continent, in times that are gone. VIP guests of yesteryear have given way to the homeless. 116 rooms now house about 1,500 people. Garbage has flooded all the compartments. The walls, floor and ceiling are broken or cracked. Gone is the historical building, which after closing its doors with the beginning of the National Liberation Struggle, did not have the fortune of counting on anyone else that could restore it to former glory. According to an old story, the Grand Hotel was officially opened in 1955 by the then Bishop of Beira, Sebastio Soares de Resende. Inside, the two main staircases were impressive. But the building failed to attract as many visitors as ex-
pected and ended up closing because it was not profitable. Incidentally, keeping it open became too costly an activity. Following closure, besides the pool, which remained open to the public, the hotel still continued to work for major events and conferences, but even so it was only used twice. The first to accommodate U.S. congressmen on a cruise along the east coast of Africa and the second time in 1971 for the wedding of Petusha Jadrim, daughter of Jorge Jardim, the then Portuguese Minister of State for Mozambique. Today, 50 years after the closing of the hotel, the Olympic pool contains polluted water and became a space that is a threat to public health due to the amount of trash deposited there. Unlike what happens in the world, where the brand Grand Hotel preserves the tradition of greatness, our Grand Hotel, unfortunately, is only in great abandonment.c

This role of pooling is of total interest of companies already established in the country. In the long-term, and looking at the potential to reduce operating costs, is undoubtedly an activity of corporate social responsibility that these companies are certainly willing to finance.

s vezes, este conceito tem sido percebido como se ele se opusesse cooperacao Norte-Sul. Pelo contrario, os acordos de cooperacao Sul-Sul, tendo em conta os desafios que os paises em desenvolvimento enfrentam do ponto de vista de um pais em desenvolvimento, viabilizam que se compartilhem as suas melhores praticas com o objectivo de se criar um clima de auto-confianca e de auto-suficiencia (de forma a complementar com o resto do mundo) e de se contribuir para a erradicao do sindrome de dependencia da ajuda externa. Mocambique e Argentina estao a estabelecer politicas e instrumentos que do as instituicoes governamentais, s instituicoes nao-governamentais, s universidades, aos acadmicos e aos profissionais, a possibilidade de se complementarem uns aos outros. Neste contexto, ambos paises, deveriam explorar, em conjunto, algumas actividades concretas nas quais os governos possam criar e facilitar o enquadramento politico e o desenvolvimento de alguns instrumentos para promover a cooperacao, o comercio e os investimentos econmicos e tecnicos. O comercio e os investimentos devem ser considerados como duas faces da mesma moeda. Os governos deveriam facilitar o enquadramento politico e desenvolver
os instrumentos necessrios para apoiar os agentes economicos reais dos dois paises que vao implementar programas e projectos concretos nestes sectores. Outro bom exemplo e o papel da ciencia e da tecnologia ligadas aos investimentos. A transferencia de tecnologia e a formacao devem ser um componente de qualquer investimento estrangeiro relacionado com a producao de bens e servicos. Alem disso, a associacao entre empresas dos paises do Sul com empresarios locais do pais onde o investimento vai ser feito deve ser incentivada em todos os investimentos estrangeiros. A cooperacao a nivel regional contribuira para a tarefa mais complicada da integracao regional. Compartilhar as melhores praticas tera um impacto positivo sobre a educacao institucional, economica, social, e sobre todas as actividades relacionadas com a formao. Portanto, ha um papel para os governos progressistas do Sul para que cooperem com todos os actores relevantes de suas proprias sociedades, de forma a liderarem um processo de convergencia para a cooperacao horizontal em niveis politicos e operacionais com os termos de referencia descritos acima. Prior to coming to South Africa, based in Buenos Aires, from January 2003, as Director of International Security, Nuclear and Space Affairs at the Ministry of Foreign Affairs, he was responsible for the follow-up of all international agreements in the areas of disarmament, nonproliferation, nuclear development for peaceful uses, space affairs and destruction of chemical, bacteriological weapons and antipersonal mines. He has represented Argentina in all international bilateral and multilateral fora related to hemispheric security, defense, atomic energy, nuclear regulations and space affairs. In his capacity of General Director of Human Rights at the Ministry of Foreign Affairs of Argentina in 2001/2,
he was responsible, in the framework ofinternational negotiations, forthe implementation of all international binding conventions on Human Rights at national and multilateral (regional and global) levels. He is aspecialist in cooperation for development at bilateral, interregional and multilateral levels with emphasis in South-South cooperation, and was responsible for different negotiations in the economic, social, environment and humanitarian sectors at global, interregional, regional and bilateral levels (1979-2000). A career diplomat with 30 years of multilateral experience focused on cooperation for development, economic and social development, environment and humanitarian issues in different positions within the UN System, he has also represented Argentina in agencies and organizations based in New York, Geneva, Rome and Vienna. He has numerous publications and holds a MIA from Columbia University of New York and is an Economist by training from the University of Buenos Aires (Argentina). c

he Argentina Republic is opening a permanent embassy in Maputo. The President of Argentina, Dr. Cristina Fernndez de Kirchner has already signed the presidential decree and we are at the stage of looking at the administrative issues with the hope of having a fully operational embassy by the end of the current year. So far, ministers of Foreign Affairs met in both capitals in 2011 and 2012 and a number of activities and agreements have been implemented in the areas of science and technology, agricultural development, economic, industrial and trade cooperation, technical cooperation and political consultations at ministerial level. What is the conceptual framework for the relations between Mozambique and Argentina? The answer is South-South cooperation. SouthSouth cooperation is a concept that involves activities in almost all dimensions of international relations. As a modality, it can be implemented at global, interregional, regional and bilateral levels and, therefore, should be integrated in the policies, program strategies and operational activities of all multilateral organizations and
bilateral aid cooperation programs, including at triangular level. Sometimes, this concept has been seen as an opposition to the North-South cooperation. On the contrary, SouthSouth cooperation deals with all the issues that developing countries are facing from a developing country perspective, sharing their own best practices with the aim of self-reliance and self-sufficiency (in a complementary fashion with the rest of the world) and to contribute to eradicate the aid dependency syndrome. Mozambique and Argentina are establishing policies and instruments that will allow governmental institutions, non-governmental institutions, universities, scholars and professionals to complement each other. In this context, both countries should explore together concrete activities, in which governments should create and facilitate the policy framework and develop some instruments to promote economic and technical cooperation, trade and investments. Trade and investments should be considered as two faces of the same coin. Governments should facilitate the policy framework and develop the instruments; therefore, the real economic players from both coun-
tries will implement concrete programs and projects in these sectors. Another good example is the role of science and technology linked to investments. Technology transfer and training should be a component of any foreign investment related to the production of goods and services. In addition, the association between companies from countries of the South with local entrepreneurs of the country in which the investment is going to be made should be encouraged in all foreign investments. Cooperation at regional level will con- tribute to the most complicated task of regional integration. Sharing best practices will have a positive impact on institutional, economic, social, education and all activities related to training. Therefore, there is a role for progressive governments of the South to cooperate together with all their relevant players of their own societies to lead a convergence process towards horizontal cooperation at policy and operational levels with the terms of reference described above. It will not only benefit their respective societies, but it will also contribute to a better and fairer world.c

continua pobre. Sente que as artes e a cultura tm sido impulsionadas pelo actual crescimento econmico? H um ligeiro aumento da actividade artstica e cultural, sim. Podemos dizer que h maior edio de livros, com vrios lanamentos por semana, e que o teatro, artes plsticas e mesmo o cinema, vo encontrando mais apoio por parte do Estado e de empresas patrocinadoras. Mas difcil encontrar correlao entre isso e o crescimento econmico. De qualquer modo, a cultura sempre o ltimo sector a aproveitar de melhores condies econmicas. No s em Angola. As relaes entre Angola e Moambique assentam num passado histrico muito semelhante. De que forma que deve ser aproveitada esta vantagem para materializar projectos nos diferentes domnios? Existem os mecanismos legais para reforar os laos entre os dois pases, embora se vejam muito poucas iniciativas. Mesmo no quadro da CPLP ou SADC. Todas estas estruturas se viram mais para os encontros polticos, banquetes diplomticos, discursos para televiso. Mas rareiam os projectos comuns que dem a conhecer o que realizam os respectivos povos. Ainda menos os projectos comuns para se fazer qualquer coisa. Pode ser que consigamos ultrapassar os encontros polticos e a assinatura de acordos para ficarem nas gavetas, tenho essa esperana. Angola tem vindo a organizar grandes eventos internacionais na rea do Desporto. No Brasil os altos oramentos absorvidos pela Copa do Mundo e pelos Jogos Olmpicos j provocaram convulses sociais. Como que analisa este paralelismo e de que forma encara a prioridade dos
investimentos para o caso de Angola? Os eventos desportivos exigem normalmente investimento em estruturas (campos, pavilhes, instalaes tursticas de apoio, etc.). Nesse aspecto, podem ser teis, para alm do prprio desenvolvimento que provm do facto de muita gente assistir a eles. O problema est no dimensionamento das estruturas e no seu futuro uso. Por vezes, gastase muito dinheiro em campos ou pavilhes milionrios que depois no albergam actividades que justifiquem as despesas inerentes sua manuteno. Por isso, deve-se sempre ponderar se essas despesas de investimento seriam mais ou menos teis quando dirigidas para o reforo do desporto escolar ou de bairro, baseado em pequenas construes. A tendncia a da megalomania, como se isso fizesse aumentar muito a autoestima da populao e o prestgio do
pas no mundo. Ser mesmo assim? Talvez seja inevitvel numa primeira fase. A crise um dos temas do livro do autor Rui Santos, que foi apresentado por si no Instituto Cames em Maputo. Como acha que a mesma tem vindo a afectar os angolanos, em particular os escritores? Tudo muito relativo. Os escritores que conseguem publicar fora do pas, provavelmente so afectados, pois pases em crise mais dificilmente os editam e menos gente os l, porque compra menos livros. De resto, no me parece que haja grandes efeitos internos. No por causa da crise que as pessoas lem pouco em Angola. Isso devido falta de incentivo dado nas escolas leitura, a poucos hbitos nas famlias, ao preo exorbitante dos livros, falta de bibliotecas, etc..c

Angola is a country that has experienced strong economic growth in recent years. How has this development been reflected in the standard of living of Angolans? With the exception of a small part of the population whose standard of living rises and even today is very high, there has been no particular difference for the vast majority of the inhabitants. Admittedly, there is increasing schooling and also the distribution of new medical centers and health professionals in the territory, which helps fight poverty rates. However, no major differences are noted for the other parameters. I mean, despite the wealth of the subsoil the population remains poor. Do you feel that the arts and culture have been driven by the current economic growth? There is a slight increase in the artistic and cultural activity, yes. We can say that there is a greater number of books published, with multiple releases per week, and the theater, fine arts and even cinema, are finding more support from the state and
sponsoring companies. But it is difficult to find a correlation between that and economic growth. In any event, culture is always the last sector of the best economic advantage. Not only in Angola. Relations between Angola and Mozambique are based on a past history very similar. How is it that must be seized this advantage to materialize projects in different domains? There are legal mechanisms to strengthen ties between the two countries, although they see very few initiatives. Even within the CPLP and SADC. All these structures are seen more for political meetings, banquets diplomatic speeches to television. But too rare joint projects to enhance awareness which perform their peoples. Even less common projects to do anything. It may be that we can overcome the political meetings and signing of agreements to stay in the drawers, I have this hope. Angola has been organizing major international events in the field of Sport. In Brazil the high budgets
absorbed by the World Cup and the Olympic Games have caused social upheaval. How do you analyze this parallelism and how do you feel about how the investments are prioritized for the case of Angola? Sporting events normally require investment in structures (fields, pavilions, tourist facilities support, etc..). In this aspect, they may be useful beyond to their own development, since many people come to watch events in them. The problem is in the design of the structures and its future use. Sometimes, it takes a lot of money to erect fields or pavilions costing millions, but do not harbor activities to justify the costs of maintenance. Therefore, one should always consider whether these investment costs would be more or less useful when directed to the strengthening of school sports or neighborhood, based on small buildings. The trend is megalomania, as if it did greatly increase the selfesteem of the population and the countrys prestige in the world. Is that really so? Perhaps inevitable in the first phase. The crisis is one of the themes of the book the author Rui Santos, who was presented by himself at the Instituto Cames in Maputo. How do you think it has affected Angolans, especially writers? Everything is relative. The writers who get published outside the country, are probably affected as countries in crisis hardly edit them and fewer people read them, because they buy fewer books. Moreover, I do not think there are major internal effects. Its not because of the crisis that people read little in Angola. This is due to lack of encouragement given to reading in schools, a few family habits, the exorbitant price of books, lack of libraries, etc. ..c

Alcides Cintura e um parceiro moambicano conseguiram identificar uma companhia portuguesa que j operava na rea de segurana electrnica, a Microseguro, tendo muito rapidamente chegado a um acordo de constituio de uma empresa congnere.

Inspirados pela dinmica de trabalho da empresa lusa, h dois anos constituram a Microseguro Moambique, que composta por trs parceiros (dois moambicanos e a empresa portuguesa) e que conta com um investimento inicial de meio milho de dlares. Em pouco tempo, a Microseguro conseguiu cimentar as suas bases em Moambique, estando a prestar servios para algumas grandes empresas. Ns somos vacacionados para o desenho de sistemas de solues de segurana electrnica para instituies e residncias. Instalamos o equipamento, treinamos todo o pessoal que deve manusear o equipamento e fazemos a manunteno do mesmo, explicou Cintura.

t all started about four years ago when Alcides Cintura was attending a workshop in Portugal and there, decided to identify an area of investment in Mozambique, that could be of interest to companies and individuals. It is in this context that the idea of setting up a company of safety electronics which could help stakeholders to control the access, and the exterior and interior of any infrastructure. Alcides Cintura and a Mozambican partner were able to identify a Portuguese company that has operated in the area of safety electronics, microinsurance, and very quickly reached an agreement establishing a business counterpart. Inspired by the Portuguese companys work dynamic, two years ago they formed Microseguro Mozambique, which consists of three partners (two Mozambicans and the Portuguese firm) which has an initial investment of half a million dollars. Before long, Microseguros cemented their bases in Mozambique and is providing services to some large companies. We are oriented towards the design of systems for electronic security solutions for institutions and residences. We install the equipment, train all personnel who must handle the equipment and do the maintenance for the same, said Cintura.
Microseguro has been working with most large companies, especially foreign capital, because they are more sensitive to the importance of e-safety, since small and medium enterprises (SMEs) and individuals prefer to invest in physical security. Our customers are mostly part of the Ranking of the Top 100 Companies in Mozambique, which is published annually by KPMG. But we have been mobilizing other segments of potential customers to adhere to our services, because - as can be seen - a video camera surveillance runs 24 /24, and unlike the man does not sleep and has no hangover, forwards Alcides Cintura. O evento tem tambm o apoio incondicional da Associao dos Msicos Moambicanos que sempre tem velado pelo sucesso e reconhecimento alm-fronteiras da msica de Moambique e, este ano, promete fazer o melhor para o sucesso deste projecto. Vasco Rocha, Director of DDB Mozambique, the institution organizing the event, is quite optimistic. The BCI MMA 2013 this year will be irreverent and full of emotion, since we are in our 5th edition. We intend to organize the BCI MMA as it has never been seen. We will continue to provide Mozambican artists with a stage to disclose the best of Mozambican music but with a different dynamic, a project more exciting and innovative in the Mozambican cultural market for its own development, and in particular of its makers,

There are some other news that will be made known during the official launch of the project. The Mozambique Music Awards is a project whose main objective is to provide an international platform for local artists through which they can be recognized, respected and
appreciated for their contribution to the music industry in Mozambique. The MMA will count on the TV shows, broadcast by Miramar, all Thursdays after launch that will culminate with the Gala scheduled end of this month.c
