PURPOSE: PROSICS provides guidelines and procedures to promote peace and order in the community by eliminating criminalities in order to encourage investors/stakeholders to do business and hasten the progress of Western Visayas. 3. SITUATION: Crimes happen everywhere. It does not confine only in one place. It even spread out from one specific place to a wider area if not properly addressed. As the DEVELOPMENT sprouts in the areas of Western Visayas, it could be observed that the lawless elements perpetrating different forms of criminal activities also increased. It is because of the fact, that development brings about two (2) contrasting situations. One, it reduces the desire of would be criminals to commit crimes because of employment opportunities brought about by it. The more the place was developed, the more jobs were being offered. On the other hand, it also increases the opportunity of committing crimes because there are many targets that CONFIDENTIAL

CONFIDENTIAL criminal elements could possibly victimize. It is also easy to say that development in a certain place, invites more investors to engage in business and it also invites criminals to venture in their evil ways like robbery hold-up and shooting incidents even in daylight occurred in the AOR and usually turn-unsolved. In this line, police strategies should be enhanced to put a stop in the occurrence of crimes. It is true that the police had been efficient in solving crimes thru the proper training and with the aid of electronic devices like CCTV cameras and the like, however, letting crime happens and solving it later project a chaotic community and added burden to the police in digging-up the identities and locations of suspects. It is easier to prevent crimes rather than solving it. The community further appreciates crime prevention efforts because there are no victims. Police community partnership can deter crimes, thru helping each other in eliminating criminal opportunities, but it should be the police to initiate in order for the community to cooperate. The police should show the force to instill fear to lawless elements. It should be attained thru going out to the street, deployment in strategic locations, organizing and mobilizing BPATs in a clustered baragays, and making the would be criminals realize that theres no way out if they commit crimes. The Prevention and Response Operational Strategy in Crime Suppression aimed to eliminate criminal opportunities and to provide quick response by sealing off all exits thereby easily suppressing criminal activities. 4. MISSION: PRO6 concurrent with its present mission and functions shall promote a more peaceful and orderly community to encourage investors/stakeholders to do business and hasten progress in Western Visayas thru enhancement of Police Prevention and Response Operational Strategy. 5. EXECUTION: a. Concept of Operations This pertains to the strategic deployment of PNP personnel in all Cities and Municipalities in our AOR. PRO6 utilizing its personnel in every police station will provide a round the clock deployment in strategic areas of each city/municipality so as to project a no way out situation to the lawless elements, thereby, preventing them from committing crimes and catching them the fastest way by sealing off exits. This is to provide strategic deployment of PRO6 personnel in all provinces, cities and municipalities Chiefs of Police thru their quad staff should identify strategic locations in their respective areas based on clustering of barangays, crime mapping and forecasting probable soft targets for criminal elements. Strategic areas refers to a visible area where they can be seen by passersby who need police assistance, an intersection where probable dragnet/ interceptions of criminal elements be affected.

Tasks 1) DRDO- Designated as over-all supervisor of project PROSICS. 2) OIC, RPHRDD a) See to it that all police stations meet the minimum number of personnel; and b) Performs other tasks as necessary. 3) OIC, RID a) Provide real time intelligence for the use of field units; and b) Performs other tasks as necessary. 4) OIC, ROPD a) OPR in the formulation of the project; b) Assist DRDO in the implementation of the project. c) Provide direction and control in sustaining the implementation of the project; d) Enlighten the lower units regarding the concept and purpose of the project; and e) Performs other tasks as necessary. 5) C, RLRDD a) Provide necessary POL allocation for the initial implementation of the project; and b) Perform other tasks as necessary. 6) OIC, RPCRD a) Provide inputs to lower units on the organizing and mobilizing community based anti-crime groups; and b) Perform other tasks as necessary. 7) AC, RCD a) Provide financial assistance for the initial implementation of the project; and b) Performs other tasks as necessary. 8) C, RIDMD a) Guide the lower units in the conduct of criminal investigations; and b) Performs other tasks as necessary.

9) All PDs/CDs a) Supervise the implementation of the project in their respective AORs; b) Conduct inspections to see to it that the project is properly implemented; c) Assess the effectiveness of the project; and d) Performs other tasks as necessary. 10)All COPs a) Identify strategic locations in their respective cities/municipalities; b) Assign at least two (2) personnel in every strategic locations depending on the situation and strength the station; c) Ensure that the project is properly implemented and sustained; d) Strategic deployment should serve as a police assistance desks outside of the police station; and e) Performs other tasks as necessary. 11) C, NOSUs a) Provides corresponding inputs for the use of lower units based on their line of work and expertise; and b) Performs other tasks as necessary. 12)Legal Service a) Provide 24/7 call legal assistance to the lower units to ensure proper handling of criminal cases; and b) Performs other tasks as necessary. 13)PIO a) Provide media releases to publicized the implementation and effectiveness of the project; and b) Performs other tasks as necessary. 6. COORDINATING INTRUCTIONS: a. This project must not be applied during night time in areas where insurgents are present; b. Take consideration of crime mapping and crime forecasting in the establishment of strategic locations; c. Use of radio transceivers and cellular phone is a must in the implementation of the project; d. Flagging down of vehicles should be made only when there is a probable interception; e. Posting of personnel should be in every entrance/exits to the town/city proper of the cities and municipalities; CONFIDENTIAL

CONFIDENTIAL f. Posting of hotlines numbers of the police stations and assigned personnel printed in tarpaulins should be made; g. Police Operational Procedures and Human Rights Protocols shall be strictly observed and adhered; h. Coordination among tasked units/offices is highly encourage; i. EFFECTIVITY: This project shall take effect upon approval.
