ADNOTARE

This paper is a scientific study on personnel policy strategy that is working conceptual frameworks based on scientific principles that include a wide spectrum of activities and is an important factor in improving public administration. The emergence of new needs and new individual values, increases the role of human factor, which is a decisive factor at the same time, a strategic, because the institution will be activated only effective as long as human potential will be placed in the top. Personnel policy in the first end having internal organization of institutions, such as selection and training of competent personnel eficientzare lead to a very efficient public administration. Human resources policy establishes principles and guidelines for human resource management activities in the administrative institutions in order to create, maintain and develop in them a corps of professional civil servants, establish and impartial, with high skill, which can provide strategic objectives in public administration and civil service of strengthening and professionalizing the civil service. This study covers all major aspects of the organization, implimentrii and improvement of personnel policy at national rank up to the international. Innovative character of the work is determined that focuses on the importance of personnel policy, organization and implementation of its proper institutions in Moldova, with the personnel policy case study of the Chamber of Licensing at the Ministry of Economy of the Republic of Moldova. The study is based on objectivity, which helped to explain the organization fair, implementation, training, personnel policy issues at the same time, to remove the exposed cases they generated and the scientific principle, which is a creative process - formative evolving - helped us to study and assimilate the theoretical and practical personnel policy, its fundamental stages in the contemporary scientific research and to establish what actually takes place imlimentare the personnel policy, argues to resolve gaps. This paper is structured in three chapters that were perceived as important for the study and implementation of various components specific substance investigated. The first chapter consists of two paragraphs, which considers the theoretical aspects regarding personnel policy, essentially, functions and stages. Is a theoretical principles of personnel policy, in close cohesion with legislative support. These form the basis of theoretical study in this paper. The third chapter is the case study on organization and personnel policy implimentrii importance of administrative institutions in Moldova, especially in the Chamber of Licensing at the Ministry of Economy of the Republic of Moldova. Personnel policy is essential to effective public authorities. When human resources are neglected or poorly managed public authority ceases to be prosperous and may even regress. Thus the success of public authorities are based on management and organization adapt service delivery to staff skills, amplification through appropriate forms of professional and personal experience, this approach is residing with the efficiency of the administrative level. Modernization of public administration and improve the efficiency of administrative supervision is the first step you need to do the Republic of Moldova in the EU accession process. Upgrading the efficiency and effectiveness in European perspective, the government depends on the quality and competence of staff employed in public administration and how he will promote the ideas of European integration. One of the first and most important step of establishing a management program capable staff, we believe may be the adoption of the legal staff people familiar with the rules and personnel policies. Therefore, the present work comes to us elucidate on personnel policy and its importance in improving the administrative work of the Republic of Moldova as an important link in the democratic institutions because depending on the treatment of human resources capacity building activity takes place.
