In the speech, Mahathir urged Muslims

if a European Union investiga-
tion finds that EU aid money
has been used to finance terror.
There could also be implica-
tions for the EU's attitude to PA
head Yasser Arafat if the inves-
tigators find that he had a hand
in suspected transfers of EU
money to the Al-Aqsa Martyrs'
Brigades, a terrorist militia af-
filiated to his Fatah movement.
OLAF, the European Anti-
Fraud Office, which began its
probe last February, has now
moved into high gear, recently
sending a team to Israel and the
Palestinian territories. Al-
though part of the overall Eu-
ropean Union structure, OLAF
has an independent status and
its findings are binding. A
senior EU official told The Re-
port: "If the findings are neg-
ative, there would certainly be
political fallout. OLAF is the
EU's internal fraud-fighting
body, and woe betide anyone
who doesn't heed what it says."
Alessandro Buttice, OLAF's
Brussels-based spokesman, re-
fused to comment on the
specifics of the probe, because it
is still ongoing. But "in general,
we investigate when there is sus-
