Rabat 2013: a global event The city of Rabat, Moroccos administrative capital, is preparing to host In the Name of Africa, the fourth World Congress of United Cities and Local Governments (UCLG) in 2013. The event is held every three years and attracts close to 3,000 mayors from all over the world. There is nothing formal about them: there are many brainstorming sessions with UCLG, the French Development Agency, the African Development Bank, the World Bank, and so on about the future of local governments and African cities. It is here in Rabat that a certain number of innovative measures concerning city funding, decentralization and management training are being implemented. Fonde en 1950, ville impriale et capitale politique et administrative du Royaume sur la cte Atlantique, Rabat occupe une position stratgique : vritable porte de lAfrique vers lEurope, elle est une heure davion du continent europen. Settat and Temara. As part of the preparations for the fourth World Summit, Rabat hosted the twelfth session of the UCLG Executive Bureau from 22 to 24 June 2011. The event took place in the presence of 214 local and regional leaders from 40 countries. This was the first statutory meeting of the Executive Board since the organizations new governing bodies were elected at the World Congress in Mexico City in November 2010. This twelfth session was marked by the nomination of Josep Roig, Secretary General of Metropolis, as Secretary General of UCLG.

u 4 au 8 dcembre 2012, la capitale sngalaise sera lhte des quelque 5000 participants attendus lors de la sixime dition du Sommet Africits. Son thme : Construire lAfrique partir de ses territoires : quels dfis pour les collectivits locales ? , a t annonc le 29 avril 2011 par Abdoulaye Wade, prsident de la Rpublique du Sngal, au cours dune crmonie officielle destine lancer le processus de prparation de la manifestation. Cette future dition sinscrit dans un contexte international marqu par de grands changements, la suite des bouleversements financiers et conomiques de 2008 et des contradictions qui en ont rsult. Des bouleversements dont Africits V stait fait lcho en sinterrogeant sur les rponses que les collectivits locales africaines pouvaient apporter la crise globale, notamment en empruntant la voie du dveloppement local durable et de lemploi

Malgr la panoplie des mesures lances, tous les niveaux, pour transcender la crise et imprimer un nouvel lan au dveloppement de lAfrique, de grandes incertitudes demeurent. The theme Building Africa from its territories: what challenges for local authorities? was announced on 29 April 2011 by Abdoulaye Wade, the President of the Republic of Senegal, at an official ceremony held to launch preparations for the event. The upcoming event will take place in an international context marked by major changes, in the wake of the financial and economic upheaval of 2008 and the ensuing contradictions. Ja i i naug u r la prem ire d it ion dAfricits Abidjan, en1998, et jai en su it e a s si st t ou s le s aut re s sommets, lexception de Nairobi o jtais reprsent. Jai tout de suite adhr au concept, car il me paraissait important pour porter la dcentralisation en Afrique. Je crois en effet, trs fondamentalement, que l a dcent r a l i s a t ion e s t lu ne de s compo s a nt e s e s sent iel le s de

l a g o u v e r n a n c e , e t q u e c e s t l e dveloppement local qui permettra au x pays a fr ica i ns de grer leu r s contradictions. De fait, Africits est lun des seuls moments o les lus africains peuvent se rencontrer pour parler, ensemble, des problmes qui leur sont communs. Le concept devait tre bon, car, au fur et mesure, on a vu Africits mobiliser un nombre croissant dlus. Cet vnement aura contribu structurer le rseau des lus africains, instaurer une diplomatie des villes ,

autour, notamment, de CGLUA. Les tats ont, eux aussi, compris tout lintrt de cette rencontre. 43 gouvernements taient reprsents lors dAfricits V ! Marrakech aura t un grand millsime : un succs la fois sur le plan du nombre de participants et au regard de lintrt des thmes voqus. Rendez-vous est pris maintenant Dakar, en 2012, pour voquer, notamment, la question de lintgration territoriale. Un sujet qui promet des changes tout aussi passionnants !

Marrakech was a great vintage. Save the date: Dakar in 2012. I inaugurated the first Africities Summit in Abidjan in 1998 and then attended all the other summits except for Nairobi, where I was represented. I immediately came on board because the concept seemed important for promoting decentralization in Africa. I firmly believe that decentralization is one of the essential components of governance, and that it is local development that will enable African countries to manage their contradictions. In fact Africities is one of the only times when African elected officials can meet to speak together about the problems they share. The concept must have been good because as time went on Africities mobilized a growing number of elected officials. This event will have contributed to organizing the network of African elected officials and instituting a diplomacy of cities revolving primarily around UCLGA. States too now understand how important this summit is: 43 governments were represented at Africities 5! Marrakech will prove to have been a great vintage, both in terms of the large number of participants and the relevance of the themes it focused on. The next meeting is scheduled in Dakar, in 2012: save the date. It will address the issue of territorial integration - a topic that promises to spark equally fascinating discussions!
