I C.- The Sixth Centr al Pay Commission was set up
by the Gover nment of
India vide ResolutionNo.5/2/2006-E.III(A) dated5th October, 2006as
amendedby ResolutionNo.5/2/2006-E.III(A) dated7th December, 2006(to
include M embers of regulatory bodies (excludingRBI) set up under Acts of
Parliament) andResolutionNo.5/2/2006-E.III(A) dated8th August, 2007(to
include the officers andemployees of the Supreme Court). Onthe 24th M arch,
2008, the Commissionsubmittedits Report relatingto structure of
emoluments, allowances, conditions of service andretirement benefits of
Central Government employees includingthose belongingto Union
Territories, members of All India Services, personnel belongingto the Defence
F orces, officers andemployees of the IndianAudit andAccounts Department
(IA&AD) andChairpersons/ M embers of Regulatory Bodies (except Reserve
Bank of India). The Government have givencareful considerationto the
recommendations of the Commissioninrespect of civilianemployees of the
Central Government inGroups 'A', 'B', 'C' and'D' as also those inthe All
India Services andChairpersons/ M embers of Regulatory Bodies (except
Reserve Bank of India) andhave decidedthat the recommendations of the
Commissioninrespect of these categories of Central Government employees,
All India Services andChairpersons/ M embers of Regulatory Bodies (except
Reserve Bank of India) shall be acceptedas a package subject to the
modifications mentionedbelow: -
(i) The followingpay Bands recommendedby the Commissionwill

Note 1: The edge presently accordedto the Indian
Administrative Service andIndia F oreignService at three
grades viz ., Senior Time Scale, Junior Administrative
Grade andSelectionGrade will continue inthe form of
two additional increments @ 3%each which will be
adjustedinthe pay band.
Note 2: Grade Pay will determine seniority of posts only withina
cadre's hierarchy andnot betweenvarious cadres;
With regardto fixationof pay inthe revisedPay Bands, the
basic pay drawnas on1.1.2006onthe existingF ifth CPC pay
scales will be multipliedby a factor of 1.86andthenroundedoff
to next multiple of 10. This will be the pay inthe revised
runningPay Band. Grade Pay, as approvedby the Government,

correspondingto the pre-revisedpay scale, will thenbe added
to the Pay inthe revisedPay Band. The total of pay inthe Pay
Bandandgrade pay will be the revisedBasic Pay as on1.1.2006;
(v) Rate of annual increments will be modifiedfrom 2.5%
recommendedby the Commissionto 3%(three per cent) andthe
rate of variable increment for high achievers inPB-3 will be 4%
insteadof 3.5%recommendedby the Commission;
(vi) "Campus" restrictionfor grant of Transport Allowance will be
removed. Consequently, employees livingincampuses will also
be eligible for Transport Allowance. F urther, Transport
Allowance for the employees at the lowest levels will be
increasedto Rs.600 (from Rs.400) inA-1/A class cities and
Rs.400 (from Rs.300) inother towns;
(vii) Three upgradations will be grantedunder AssuredCareer
Progression(ACP) Scheme at 10, 20 and30 years as per the
modifiedACP Scheme recommendedby the Commission. ACP
Scheme will also be applicable to Group A employees;
(viii) Administrative ministries concernedwill take anadministrative
viewonthe recommendationof Sixth Pay Commissionrelating
to deputationquota for IndianPolice Service officers inCentral
Para M ilitary F orces (CPM F s) at the level of Deputy Inspector
General (DIG) andabove. The posts of Additional DIGs
upgradedto the grade of DIG will, however, be continuedto be
mannedby the cadre officers of the CPM F s;
(ix) Empanelments andcadre reviews for Central Group A Services
will be brought up-to-date inanyear; and
(x) Regar ding Group ' B' cadr es, the Commission's
recommendations will be modifiedinthe followingmanner : -
a) After 4 years of regular service inthe entry grade of Rs.4800 in
PB-2, Officers belongingto Delhi andAndaman& Nicobar
Islands Civil Service andDelhi andAndaman&Nicobar Islands
Police Service will be grantedthe non-functional grade of
Rs.5400 inPB-3 andnot inPB-2;
b) After 4 years of regular service inthe SectionOfficer/Private
Secretary/ equivalent grade of Rs.4800 grade pay inPB-2,
officers of Central Secretariat Service, Central ' Secretariat
Stenographers Service andother similarly placedHQservices
will also be grantedthe non-functional grade of Rs.5400 inPB-3
andnot inPB-2;

c) Inthe IA&AD andall organiz edaccounts cadres, posts of
SectionOfficers andAssistant Audit/ Accounts Officers will be
mergedandplacedinPB-2with grade pay of Rs.4800 as
recommendedby the Commission. Inmodificationof Sixth
CPC's recommendations, Audit/ Accounts Officers (AOs) will
be placedinPB-2with grade pay of Rs.5400 andSenior AOs will
be placedinPB-3 with grade pay of Rs.5400;
d) Group B officers of M inistry of Railways inthe pre-revisedscale
of Rs. 8000-13500 will be grantedGrade Pay of Rs.5400 inPB-3
insteadof PB-2.
e) Group B officers of Departments of Posts, Revenue, etc. will be
grantedGrade Pay of Rs.5400 inPB-2onnon-functional basis
after 4 years of regular service inthe grade pay of Rs.4800 in
PB-2.
2. The Commission's recommendations andGovernment decision
thereonwith regardto revisedscales of pay anddearness allowance for
civilianemployees of the Central Government andpersonnel of All India
Services as detailedinthe Part-A of the Annex-I will be made effective from
1St day of January, 2006.
3. The revisedallowances, other thandearness allowance, will be
effective from 1st day of September, 2008.
4. The Commission's recommendationregardingpayment of arrears has
beenmodifiedto the extent that the arrears will be paidincash intwo
instalments - first instalment of 40%duringthe current financial year (2008-
09 ) andthe remaining60%inthe next financial year (2009 -10).
5. The Government has agreedto refer the recommendations of the
Commissioninregardto pay scales of M aster Craftsmeninthe M inistry of
Railways to a F ast Track Committee to be constitutedby the Government. In
the meantime, normal replacement scales will apply inthe case of M aster
Craftsmen.
6. The Government has approvedsettingup of Anomalies Committees to
examine individual, post-specific andcadre-specific anomalies. The
Anomalies Committees shouldendeavour to complete their work inone year.
7. Department specific recommendations which are not includedinthis
Resolutionshall be processedby the concernedDepartment/ M inistry and
approvals of the Government obtainedinconsultationwith the M inistry of
F inance and/br Department of Personnel andTraining.
8. The Commission's recommendations regardinghigher pay package of
Rs.2.5 lakh andRs.3 lakh p.m. (without house andcar) for Chairpersons and
full-time M embers of five specifiedRegulatory Bodies, viz ., Telecom

Regulator y Authority of India, Insur ance Regulator y and Development
Authority, Central Electricity Regulatory Commission, Securities and
Exchange Boardof India andthe CompetitionCommissionof India have been
acceptedby the Government. However, the existingincumbents inthe
specifiedRegulatory Bodies will be offeredanoptionto retaintheir present
pay andallowances together with car andhouse or to choose the higher pay
package without house andcar. F or Chairpersons andM embers of all other
Regulator y Bodies, the nor mal r eplacement scales will apply.
9 . The Government has granted"inprinciple" approval to a scheme of
allowances for CPM F officers of the rank of Commandant andbelow, and
other ranks inthe battalions deployedindifficult areas/counter-insurgency
areas andinhigh altitude areas, keepinginviewthe allowances grantedto
Defence F orces personnel insuch, or similar, areas andthe Detachment and
other allowances grantedto the CPM F personnel at present, to be workedout
inconsultationwith Department of Expenditure.
10. The Government has decidedthat the practice of provisionof Suraksha
Sahayaks to officers inCPM F s will be discontinuedwith effect from a date to
be fixed. M eanwhile, absolutely necessary posts may be createdonthe basis
of functional justificationalone. The decisionregardingSuraksha Sahayaks
will also apply to similarly placedcategories inother Departments.
11. The Government has acceptedthe suggestionfrom the Departments of
Space andAtomic Energy andDefence Research &Development Organisation
(DRDO) for grantingvariable increments to really deservingScientists at the
time of promotions. Details will be workedout inconsultationwith M inistry
of F inance. The Government has also decidedto continue the existingsystem
of grant of Rs.2000 Special Pay to Scientists G onpromotionanddoublingof
the amount to Rs.4000 p.m. inDepartments of Space andAtomic Energy and
DRDO andthe continuationof the existingpractice of grant of two additional
increments to Scientists from Level C to F inthese departments.
12. The Dynamic ACP Scheme for Doctors will be extendedupto the
Senior Administrative Grade (grade pay of Rs.10000 inPB-4) for M edical
Doctors having20 years of regular service, or sevenyears of regular service in
the non-functional selectiongrade of Rs.8700 grade pay inPB-4. Also, all the
M edical Doctors, whether belongingto Organiz edServices, or holding
isolatedposts, will be coveredby the DACP Scheme.
13. The decisionof the Government onthe recommendations of the
Commissionrelatingto other matters inrespect of Civilianemployees of the
Central Government belongingto Groups 'A', 'B', 'C' and'D' are indicatedin
Column3 of Part-B of the statement annexedto this Resolution. Inregardto
the All India Services, appropriate actionwill be takenby Department of
Personnel & Trainingto give effect to the decisions onthese matters as may
be applicable to them.

14. The recommendations made by the Commissionwhich have not been
acceptedare placedat Annex-II.
15. The Government have decidedthat certainrecommendations made by
the Commissionwill be examinedseparately anddecisions thereonwill be
notifiedlater. A list of such recommendations is placedat Annex-III.
16. The decisiontakenonthe other recommendations of general nature
made by the Commissionwhich are not includedinthe Annexures will be
notifiedseparately.
17. The Government of India wish to place onrecordtheir appreciationof
the work done by the Commission.
