Chekhov: the Lottery Ticket is an open-ended story because the conflict was not really resolved in the ending. Whenever I make an open-ended story, I never give any indication of what the ending would be. The story will mainly review the changing attitudes of Ivan towards his wife and family as the short story develops, and the techniques that I use is to build tension and interest in the story and in the fate of the couple.
