April 13,2013 The CSC Should Stop Increasing Its Fee For Yearly Exams By Quirico M. Gorpido,Jr.

Maasin City, Southern Leyte-Why is it that the CSC exam has payment now? Originally, Its a free government service for those who want to qualify for Government Service as I know it from my elders who some of them were working in different government agencies during the past decades. I do not know what would be the main reason why sometime in the 1990s, the Civil Service Commission hierarchy has changed its purpose of being a helper to government bound qualified workers to turn the annual CSC exam into a business activity, by imposing a fee to every examiner? As far as I could remember the payment has started at P30.00.The following year it increased to P40.00.From there it keep on increasing year after year until it reached P300.00. At the payment of P300.00,the CSC has stopped imposing its strict requirements from the examiners.Ironically,while the fee was still affordably low, a high school graduate or an undergrad in ICS journalism or (any undergrad in home study courses)who was able to work in the government office as casual worker was required to have at least 2 years government service before he/she can take the sub-pro exam. Another thing is that when the payment has reached the P300.00 mark, the choice of taking the CSC examination which would either be sub-pro or professional exam only depends on the personal self-evaluation of the takers. If he//she thinks that he/she can easily tackle the prof exam, then he/she can have it. If not, then he/she can take the sub-pro in the application form. It seems that there will be no more meeting of specific requirements from would-be examiners as long as you pay the P300.00.Why they were able to think like this kind of equal privilege only when the payment has reached a high mark? However, the payment of P300.00 per CSC examiner did not stop here. Still it keeps on increasing every year until the payment has reached another increase of P500.00 currently. This P500.00 payment for each applicant for the yearly CSC exam is quite big already

particularly to those little income families and even to middle class families who also have some children to feed and educate. Because of this monetary burden to most common people, I would like to suggest to the Civil Service Commission hierarchy to please stop increasing the payment of your annual examinations for the takers. Please dont make too much business out of this originally benign and generous government service to the Filipino people whether rich or poor. Kindly allow this already big amount of payment to remain fix so that the low income families who also have their own children to feed and educate can still afford to pay from their hard-earned money. Just like other examiners, they are also hoping that by passing the CSC exam they can also have the chance of working in the government to support their families and for financial security. Lets give a chance to all CSCs examiners who belong to different classes of our society.( Quirico M. Gorpido,Jr.)

P.S. The Maasin City provincial hospital is in great need of an EENT for the past three or four years now. This is the only government provincial hospital I know so far that has no EENT specialist for such as length of time. The management is hopeful that an experienced EENT applicant has possessed a public service mindset and has a great desire to serve mostly the needy/poor. Many indigent patients in the city and the poor cannot just go to the private practitioners for consultations because of poverty and an increased in consultation fees among private physicians. We are hoping that a kindhearted and compassionate EENT doctor will apply.
