September 11,2001: the Executive Office of the President, the Office of
the Vice President, the Department of State, the Department of Treasury,
the Department of Defense, the Department of Justice, the Federal
Bureau of Investigation, the Department of Transportation, the
Department of Homeland Security (United States Secret Service), and the
Central Intelligence Agency.

For purposes of this request, the term "morning" is defined as 08:30 to

12:00 EDT on September 11,2001; the term "teleconference" refers to
audio or video communications that involved representatives of more
than two government agencies.
