Climate Change
In the past 15 years there has been an 85.7 % increase in the number of U.S weather disasters. The number of disasters with more than $1 billion or more in damages caused by hail, thunderstorms and tornadoes has tripled in the last 15 years. Climate change expert Michael MacCracken, Chief Scientist at the Climate Institute will participate in a debate focused on climate change strategies and policies for the U.S. and other countries. Energy Policy

U.S. EPA ENERGY STARs Service & Product Provider program will be discussed at WEEC. This session will focus on the role that ENERGY STAR Service & Product Providers play to help their customers comply with the disclosure legislation of building energy performance and how these providers have seized new business opportunities and strengthened their business relationships by assisting customers with the new mandates.

Technology & Innovation

Pacific Northwest National Laboratory representatives will inform attendees about the cost-effectiveness and lessons learned from a demonstration chiller plant technology performed at a U.S. Courthouse. Dr. Jim Galvin, Program Manager for U.S. Department of Defense SERDP & ESTCP research programs will discuss the Test Bed Technology Program, which demonstrates innovative technologies that reduce military installation energy consumption, increase distributed generation and enhance energy and water security. Using Smart Metering to Cut Energy Costs

About the Workshop: Smart meters (also called interval meters) measure and communicate electricity usage in near real time, showing how power is being used in short (e.g., 15-minute) periods. By accessing and understanding such data, facility managers, utilities, and contractors may cut costs by trimming peak demand, uncovering hidden energy waste, and employing lower cost utility and market-based electric rates. Through in-depth instruction, this seminar covers the basics of smart metering, including its use in load management and other cost-cutting utility programs, and ways to cut costs even without such programs. Lindsay Audin (CEM, CEP, LEED AP) walks participants through the catalysts pushing smart metering and the new tariffs they are fostering. When and how to deploy such metering at facilities will be covered, as well as the costs, paybacks, and specification of customer-owned interval metering. To demonstrate how to analyze interval meter data, a dozen real-life examples are covered. Participants receive and use several advanced Excel-based tools (not available elsewhere) for configuring, visualizing, and analyzing data from smart meters. While not essential, in-class use of a laptop equipped with Excel (versions 2000 to 2003 work best) is encouraged during the afternoon half of the seminar. Hookup to power strips will be available. Audin has been named Energy Manager of the Year by three different national or regional U.S. organizations. In 1999, he developed new techniques for developing and analyzing interval metering data that are now used by hundreds of practitioners. His metering-related work includes designing, specifying, and managing large submetering systems covering electricity, steam, chilled water, and gas meters, writing NYSERDAs 2003 Primer on Smart Metering, and teaching his techniques in both live and online seminars. His energy efficiency work has been featured in over a dozen publications and videos, and garnered many awards and citations. In 2011, he wrote the technical portions of New York Citys demand response RFP. His 37 years in the energy services industry include 8 years as energy manager for Columbia University and 12 years with private engineering and energy consulting firms in New York City, prior to founding Energywiz in 1996. About the seminar: This comprehensive seminar covers advanced approaches to retro-commissioning, including life cycle building commissioning a process of integrating traditional retro-commissioning processes into a single seamless approach. The traditional approach often has three of more separate commissioning agents during the various phases of pre-design, design, construction, and operation, which often does not yield the optimum results for the owner. The optimized life cycle approach integrates these various phases, and also includes a discussion of LEED, sustainability, and high performance buildings. Many of the measures are equally applicable to both large and small projects. Dozens of case studies from successfully completed projects are presented, including hospitals, data centers, airports, university campuses, school districts, commercial buildings, district heating and cooling, and research facilities taken from the instructors more than 40 years of combined experience in commissioning existing buildings. The seminar will be highly interactive and the participants will be invited to share their experiences in building commissioning/retro-commissioning. The Masters Level CBCP exam will be administered at the close of instruction on day five of each seminar -- only to those who have met qualifying criteria to sit for the exam and have submitted a completed Masters Level CBCP application and fee. Come to this workshop to learn how to benchmark several types of commercial buildings, and how Portfolio Manager can be used to meet Washington DC Energy Disclosure legislative mandates. Washington, D.C. is one of the largest cities to mandate energy benchmarking for commercial buildings. A representative from the District Department of the Environment will be at the workshop to describe the D.C. legislation and the response from the marketplace. Federal agencies and state and local governments across the country are taking bold steps to protect the environment and lower energy costs through both required policy measures and voluntary campaigns. Recent legislation and voluntary initiatives have mandated the public disclosure of building energy use in several states and localities including California, Washington State, New York City, San Francisco, Seattle, Philadelphia, Minneapolis, and Washington, D.C. These entities are turning to EPAs ENERGY STAR Portfolio Manager - a free online energy and greenhouse gas tracking tool - as the preferred tool for disclosure. Portfolio Manager provides an unbiased 1-100 energy performance score and energy use intensity benchmarks for commercial buildings. Buildings scoring a 75 or higher on this scale are eligible to apply for the ENERGY STAR certification for superior energy performance.
