NEW YORK (AP) THE MULTIMILLIONAIRE OSAMA BIN LADEN, JETSETTING
BANKROLLER OF AN TsLAMIC MILITANT NETWORK, HAS DECAMPED FROM HIS
REFUGE IN AFGHANISTAN AND FLOWN BACK TO THE NORTH AFRICAN NATION OF
SUDAN, SAYS A WELL-PLACED U.S. SOURCE.
BIN LADEN IS DESCRIBED BY THE STATE DEPARTMENT AS "ONE OF THE
MOST SIGNIFICANT SPONSORS OF ISLAMIC EXTREMIST ACTIVITIES IN THE
WORLD TODAY."
THE REPORT THAT HE HAS RETURNED TO SUDAN COMES JUST FOUR MONTHS
AFTER THE SUDANESE GOVERNMENT, UNDER THREAT OF U.N. SANCTIONS FOR
ALLEGEDLY HARBORING TERRORISTS, FORCED HIM TO LEAVE THE COUNTRY.
IT ALSO COMES BARELY A MONTH AFTER BIN LADEN ISSUED A CALL FOR
"HOLY WAR" AGAINST THE U.S. MILITARY IN HIS NATIVE SAUDI ARABIA,
JUST ACROSS THE RED SEA FROM SUDAN. HE HAS DENIED ANY CONNECTION,
HOWEVER, WITH THE TWO BOMBINGS THAT KILLED 24 U.S. SERVICEMEN IN
SAUDI ARABIA IN THE PAST YEAR.
SUDAN'S U.N. AMBASSADOR SAID HE HAD NO KNOWLEDGE OF BIN LADEN'S
RETURN. "THIS IS COMPLETELY NOT TRUE AS FAR AS I KNOW," ELFATIH
ERWA SAID.
THE U.S. GOVERNMENT OFFICIAL, WHO SPOKE ON CONDITION OF
ANONYMITY, WOULD NOT DISCLOSE THE SOURCE OF HIS INFORMATION. HE
SAID FRESH PROTESTS WERE LODGED WITH THE SUDANESE, BUT THEY HAD NOT
RESPONDED.
RECENT ARAB NEWS REPORTS SAID THE MILITANT LEADER HAD LEFT
AFGHANISTAN FOR AN UNKNOWN DESTINATION.
HIS REPORTED TRAVELS MAY BE LINKED TO THE UPHEAVALS IN THAT
CENTRAL ASIAN NATION, WHERE ONE FACTION IS HEARING VICTORY IN A
CIVIL WAR, OR TO THE BELIEF _ REPORTED BY HIS FOLLOWERS TO LONDON'S
INDEPENDENT NEWSPAPER IN JULY _ THAT FOREIGN SECRET SERVICES ARE
TRYING TO KILL HIM.
THE TALL, BEARDED BIN LADEN, THE 40ISH SON OF A SAUDI
CONSTRUCTION MAGNATE, TRAVELS IN A PRIVATE JET, IS GUARDED BY
LONGTIME COMRADES-IN-ARMS, AND IS BELIEVED ACCOMPANIED BY HIS THREE
WIVES AND HIS CHILDREN.
"WE'RE TRYING TO TRACK HIM," A U.S. ANT I-TERROR ISM SPECIALIST
SAID. "WE'VE BEEN GETTING VARYING REPORTS OF VARYING
RELIABILITY."
THE FIRST SOURCE DESCRIBED THE REPORT BIN LADEN WAS BACK IN
SUDAN AS RELIABLE, AND SAID HE MAY HAVE RETURNED AS LONG AS TWO
MONTHS AGO. HE PROBABLY IS STAYING AT HIS FARM OUTSIDE KHARTOUM,
THE SUDANESE CAPITAL, HE SAID.
"IT'S HIS FAVORITE LOCATION," THE OFFICIAL SAID. "HE HAS
SECURITY THERE. HIS MEN ARE THERE."
DURING THE 1980S, BIN LADEN _ BELIEVED TO BE WORTH SEVERAL
HUNDRED MILLION DOLLARS WAS A LEADER AND FINANCIAL SPONSOR OF
HUNDREDS OF YOUNG SAUDIS7 EGYPTIANS AND OTHER ARABS WHO FOUGHT
BESIDE LOCAL ISLAMIC GUERRILLAS AGAINST THE SOVIET ARMY IN
AFGHANISTAN. SOME OF THESE "ARAB AFGHANS" HAVE SINCE BEEN LINKED
TO INTERNATIONAL TERRORIST ATTACKS AGAINST WESTERN TARGETS AND
PRO-WESTERN ARAB GOVERNMENTS.
AFTER THE SOVIET DEFEAT IN AFGHANISTAN, BIN LADEN ESTABLISHED
BUSINESSES IN SUDAN, WHERE ISLAMIC FUNDAMENTALISTS HAVE GOVERNED
SINCE THE MID-1980S. SOME ARAB COMRADES FOLLOWED HIM TO SUDAN FROM
AFGHANISTAN TO WORK, HE SAID, IN HIS CONSTRUCTION FIRM AND OTHER
ENTERPRISES."
BUT THE STATE DEPARTMENT CONTENDS BIN LADEN ESTABLISHED THREE
"TERRORIST TRAINING CAMPS" IN NORTHERN SUDAN. IT SAYS ARAB AND
OTHER INVESTIGATIONS HAVE FOUND THAT BIN LADEN, IN THE 1990S, HAS
GIVEN FINANCIAL SUPPORT TO EGYPTIAN EXTREMISTS AND TO TERRORIST
BOMBERS IN YEMEN, AMONG OTHERS.
"I ASSUME IT'S PRETTY HARD TO CONTINUE HIS BUSINESS FROM
AFGHANISTAN THE TERRORISM BUSINESS AND, I GUESS, HIS OTHER
BUSINESSES AS WELL," THE U.S. OFFICIAL SAID. "AFGHANISTAN IS
PRETTY REMOTE."
IN MEDIA INTERVIEWS, BIN LADEN HAS DENIED ANY TIES TO TERRORISM,
AND NO CONCLUSIVE EVIDENCE LINKING HIM TO PARTICULAR ACTS HAS
EMERGED AS YET. BUT HIS RHETORIC IS CLEARLY INCENDIARY.

Osama Bin Ladin is not exactly a household
name in the United States, but if he carries out
his vow to kill Americans in the next few weeks,
he probably will be.
Labeled "one of the most significant financial
sponsors of Islamic extremist activities in the world" by
the U.S. State Department, Bin Ladin has been linked to
many major terrorist attacks and initiatives in recent
years—including the World Trade Center bombing, plots
to kill President Clinton and the pope, and attacks on
U.S. troops in Saudi Arabia and Somalia.
He also has used his millions to bankroll terrorist
training camps in the Sudan, the Philippines and
Afghanistan, sending holy warriors to foment revolution
and fight with fundamentalist Muslim forces across
North Africa, in Chechnya and Tajikistan, even Bosnia.
Born in 1958, Bin Ladin is the seventeenth of 52 sons
of Saudi Arabia's wealthiest construction magnate. Saudi
sources remember him as an ordinary young man whose
intense religiosity began to emerge when he grew
fascinated with the ancient, holy mosques of Mecca and
Medina that his family's company was involved in
rebuilding.
In the 1980s, Bin Ladin left his comfortable Saudi
home to participate in the Afghani Jihad against the

I am the Coordinator for Counterterrorism for the

following statements based upon information available to me
in the performance of my official duties.
Muhammad Jamal Khalifah (aka Abdallah Khalifahm Abu.Sara,
Abdul Barashid and Abu Salah) is a Saudi Arabian national.

entered the united states in early December.
Muhammad Jamal Khalifan has been indicted by the
Government of Jordan for his role in a series of bombing
attacks earlier this year on cinemas and other related
targets. At least seven civilians were injured during these
acts of violence.
Subsequent investigation by the security authorities of
Jordan identified Khalifah as the financier of these bombings
in Jordan. The indictment against him includes the following
charges:
.• Participating in a conspiracy with th'e intention of
committing terrorist acts;
• . Possessing explosive materials (acetone peroxide -and
dynamite) without a legal .license,; and
• .Membership in an illegal society.
All of these offenses involve"multiple violations of the
Jordanian criminal code.

Furthermore, the United States Government has evidence


that Muhammad Jamal Khalifah, who has lived in the •
Philippines for a number of years, has provided financial
support to the Philippine terrorist group Abu Sayyaf. We
also have information that while in the Philippines he has
been involved in organizations closely linked to HAMAS, whose
militant elements have recently undertaken a number of
terrorist attacks in Israel and the Occupied Territories
which caused numerous civilian fatalities.
This information clearly demonstrates that
Muhammad Jamal Khalifah has a continuing involvement in
international terrorism. The Department of State believes
that he represents a, continuing threat to U.S. national
security, and urges that he be held without bond, pending the
outcome of deportation proceedings.
