RESOLUTION NO,_ _ __

WHEREAS, the City Clerk Department currently consists of the City Clerk as department head who supervises an Administrative Assistant, Secretary, two Revenue Officers and a Mail Clerk; and WHEREAS, the City Commission, as governing body of the City of Dothan, desires to increase productivity and provide better service delivery to our citizens by re-assigning certain functions of the City Clerk Department to other departments where similar situated services are provided; and WHEREAS, any proposed increase or decrease in the number of city departments shall be initiated by the city governing body and shall become effective when approved by the Personnel Board. NOW, THEREFORE, BE IT RESOLVED that in accordance with the Civil Service Act, Section 2, Definitions and Section 3, Unclassified Service, the City Commission respectfully requests the City of Dothan Personnel Board to: Section 1. Dismantle the City Clerk Department and re-classify the position of City Clerk to an Unclassified Appointed position reporting to the City Manager as a Division of the General Administration Department (Range 67: $57,283.20-$87,318.40). Section 2. Re-assign the responsibility of the Treasurer to the Finance Director who would issue/sign business licenses and checks. Section 3. Re-name the position of Administrative Assistant within the City Clerk Department to Assistant City Clerk and have that position report to the City Clerk and remain as a Classified position subject to all rules of the Civil Service Act and Personnel Rules and Regulations. Section 4, Allow the positions of Secretary and Mail Clerk to remain as support functions within the City Clerk Division of the General Administration Department and remain as Classified positions subject to all rules of the Civil Service Act and Personnel Rules and Regulations. Section 5. Transfer the Classified position of Revenue Officer to the Permits and Inspections Division of the Planning Department under the supervision of the Planning Director or his or her designee and subject to all rules of the Civil Service Act and Personnel Rules and Regulations. Section 6, Include the following as responsibilities of the City Clerk; Public Records (Documentation and Archiving), Direction of the City Commission, Commission Agendas, Meeting Minutes, Elections, Demolition Advertising, Recordings or Filings of Liens, Disbursement of Checks, and supervising the Assistant City Clerk, Secretary and Mail Clerk, and other duties as assigned.
