General
CPDLC services (ATN/FANS) are implemented at Maastricht-UAC MUAC to enhance safety and capacity. Data Link tests can not be supported operationally in the life environment obviously for safety reasons.

Scope
This is a short user guidelines to air-crews conducting CPDLC with MUAC. National AIP/AIC information takes always precedence over this hand-out!

CPDLC Airspace
Since 1998 CPDLC at MUAC is available for ATN aircraft (FANS 2/B+) according to the EU DLS implementing rule 29/2009 SES effective as of 7.FEB 2013 in Europe, as well as for FANS 1/A+ (long range) traffic: above FL245 in Amsterdam FIR above FL245 in Brussels UIR above FL245 in Hannover UIR EHAA EBUR EDVV

FANS 1/A is presently still only available at MUAC, the UK and Ireland will join in 2013.

FPL prerequisites
In Field 10a the data link relevant letter e.g. J1 has to be inserted. In Field 18: the 24 Bit address has to be filed CODE/.. in hexadecimal ICAO code for all CPDLC ATN (VDL Mode2) users.

For FANS 1/A flights the aircraft registration REG/.. is required. Since 15.NOV 2012 Voice Read Back (VRB) is permanently removed! FANS 1/A will initially operate without profile changing messages UFN.

LOG ON Address for MUAC is EDYY Log-on Call sign / Aircraft-ID


use ICAO [Flight plan] call sign (Mode-S Aircraft-ID), e.g. BER117 [not AB00117] Note: Using IATA flight ID, or inserting an additional leading zero, will result in a failed log-on and major disruption of ATC services.

LOG-ON and CPDLC connection


LOG-ON request to MUAC/EDYY can already be sent some 10-15 minutes prior to lateral entry, for departing aerodromes close to or below MUAC AOR, it may be conducted already on the ground. Following a successful LOG-ON, the subsequent connection for CPDLC will be completed automatically. The CPDLC connection (CPC start request) will most likely happen before the aircraft is transferred to MUAC about 8 to 10 Min. prior to the AOR or above FL150 to minimise cockpit distraction.

Current ATC Unit


Shortly after initial voice contact, the flight is Assumed by the MUAC controller, and the ground system will send a CPDLC message, stating CURRENT ATC UNIT EDYY MAASTRICHT CENTER. Downlinks received before Assume and the arrival of the CURRENT ATC UNIT message on the flight deck will be rejected, do not attempt CPDLC with MUAC before you receive this CPDLC message.

Error: ACFT already LOGGED-ON


This Error message is generated when an aircraft has established DLIC (LOGON request down linked & LOGON response up linked) and then (whilst waiting for the CPC Start Request still to be uplink) the pilot tries to LOG ON again before CPDLC is established by the onboard CMU, due to Message latency, FANS 1/A network may be subject to delays and MUAC Flight Server at will not uplink the CPC start request until an aircraft with DLIC is close to the MUAC or above FL150.

No Voice Read Back


With the implementation of CPDLC protected Mode PM all Voice Read Back procedures are withdrawn for both ATN and FANS 1/A traffic, unless the ATCO exceptionally explicitly asks for an read back from the flight crew. Clearances should still not be executed until a WILCO message has been sent. For FANS 1/A aircraft profile changing uplinks will be initially inhibited.

Downlinks
Aircrews may send the following downlink messages: REQUEST [level] REQUEST CLIMB TO [level] REQUEST DESCENT TO [level] REQUEST DIRECT TO [point] REQUEST [speed] Note: CPDLC is only allowed when flights are under the control of MUAC, only send these massages when you are talking to MUAC.

Errors
If aircrew receive an ERROR response to a downlink that they have sent, they should not re-send it by CPDLC as it may only generate another ERROR. In case of any doubt or error crews shall straight revert to voice to clarify the situation! Crews should also refrain from further inquiries on the frequency with regard to possible reasons for provider aborts as controllers do not have further information. Particular vigilance shall be exercised by aircrews in order not to misinterpret old CPDLC message in the LOG with actual CPDLC clearances!

Downlink Responses
The appropriate downlink responses to uplinks received from MUAC are: WILCO / ACCEPT STANDBY UNABLE / REJECT For FANS 1/A aircraft, a ROGER response to an up link is appropriate. (ROGER)

Important Notes:
In MUAC airspace data link is a supplemental strategic means of communication. Voice over R/T remains the primary tactical means of communication! If an aircrew has any doubt regarding the content, validity or execution of a data link message they must go to voice to clarify the situation with ATC ASAP. The Need for Speed: It is of major importance, that CPDLC Up links are answered as quickly as operationally possible from the flight crews!
