Proposal for Central Student Government Assistance Program 1. Introduction This document proposes an assistance program for the college students of Caraga State University Cabadbaran Campus (CarSUCC). In consideration of the students societal status, this program favors the situation of the students who are economicallychallenged, but with outstanding performance as a student in his/her chosen course. And that this aims to extend these students tuition fee assistance provided that they meet the qualifications.

Rationale Education in general is considered to be the pre-requisite for everyone who is looking for jobs. That is how significant education is in this generation. Furthermore it has become a basic requirement for so many employers, to even get your foot in the door. Many employers require college level education, even for roles which previously did not require it, such as administrative assistant positions. The fewer years of education youve completed, the fewer doors are open to you. The impact of investment in education is profound: education results in raising income, improving health, promoting gender equality, mitigating climate change, and reducing poverty. It is therefore a need for everyone to embrace education and regard it as the most important tool one should have to have while living in the moment to savor the fullness of life. And this program is designed to address the need of the students for financial assistance. This shall help them tail off their tuition fee in the university. students to study harder to become eligible for the benefits that this program can give them. Statement of the Problem While it is true that education is a fundamental human right and is a powerful tool by which economically and socially marginalized adults and children can lift themselves out of poverty and participate fully as citizens, still millions of children and adults remain deprived of educational opportunities that leads to poverty (UNESCO, The Right to Education: http://www.unesco.org/new/en/education/themes/leading-the-internationalagenda/right-to-education/, accessed on June 15, 2013).

To alleviate this kind of situation and in the endeavor to help meet the millennium development goals (MDG) in education, Philippines has and is trying to address this issue. But with the limited scope and coverage of existing state scholarship programs available to students, poor intellectual consumers couldnt make it until graduation due to financial predicament. It is deemed therefore that educational assistance program is necessary to increase the prospects of poor but deserving students to finish their study and uplift not only their own lives but also their family and the community as well. 2. Terms and Conditions This program is open for every student of CarSUCC with the consideration of the qualifications and requirements as reflected in the application form. Through a resolution duly approved by the CSG body, the beneficiaries of this program will be fixed and distributed well per department excluding LHS. But the program requires all the students of CarSUCC including LHS students to take part in the saving of funds for the assistance budget as the funds will not be taken from the developmental fund of CSG.

The sources of funds for this program are the proceeds from the CSG-Raffle-For-ACause and/or any Income-Generating Project the body can propose through resolution. And the benefits of this program are parallel to the assistance given by the school administration to all Deans Lister under some conditions being imposed. The recipients of this program shall enjoy the benefits for one academic year provided that they are able to maintain the qualification as reflected in the application form. They can avail a financial assistance of P2, 000.00 each per semester. If in the case that a recipient fails to sustain the qualifications, he can never apply again for this program and the CSG will select another student as the recipient of the program under the same conditions. On the other hand, a beneficiary who meets all the qualifications all throughout the academic year may continue to avail the assistance program for the next

academic year but he is required to apply again for the program under same circumstances. Application Process The Central Student Government reserves the right and prerogative to exclude applicants who will not meet the significant requirements of the Program. Lack or noncompliance of any of the following requirements will mean automatic disqualification without notice:

a. One (1) copy of application form with passport sized photo. Photo should have a white background, original and not scanned. b. One (1) document of applicants resume (maximum of 3 pages only; no other attachments) c. One (1) photocopy of the Certificate of Registration issued by the school registrar d. One (1) photocopy of applicants statement of account for the current semester e. Deans list-certificate f. No pending-case certificate from the OSAS g. Non-recipient of more than two scholarship-Certification from the university Scholarship Coordinator

Students can mail their application form together with the other necessary and required documents to csgcarsucc@groups.facebook.com or hand carry the same to their CSG Department Representative on or before 45 days upon the commencement of every semester.
