Newly crowned Miss Fiji Hibiscus, Priscilla Reddy, sponsored by FBC, dedicated her title to her mother and two sisters. Reddy who became the second queen of Indian decent to win the title said had it not been for her mum and her sisters, she would not have stepped up to the challenge and made her mark in the festival. My strength and my pillar of strength is my mum and my sisters are my world, Reddy told the reporter after the crowning ceremony at Albert Park. I was brought up by my mum and as a single parent she really struggled to meet our daily needs but always ensured that all our needs were catered for. She is the best mum in this world and we love her so much. My sisters Michelle and Sharon have been my role models and have always guided me in life. I owe a lot to them

A PILOT charged with failure to properly secure arms and ammunition, and manslaughter arising from a breach of duty was set free by the High Court in Lautoka. The Director of Public Prosecutions filed a nolle prosequi, saying the State did not intend to continue proceedings against Mohammed Rizwan Khan, 32. Following the withdrawal of the charges, High Court in Lautoka judge Justice Sudharshana De Silva discharged Mr Khan without conviction. The charges were filed following the death of a six-year old boy of Sabeto in Nadi on January 26 this year as a result of a shooting incident. Mr Khan is the owner of the Marlin 12 gauge goose gun that was accidentally discharged by a 10-year old boy as he was playing with it. Mr Khan, a pilot with Air Pacific, now Fiji Airways, at the time of the incident, was suspended from work pending the
outcome of the case. Seini Puamau represented the DPP's office in the matter while Lautoka lawyer Iqbal Khan appeared for Mr Khan. "It was obviously a very stressful period of time for me when the case was pending in court but I had to ride it out," Mohammed Rizwan Khan told this newspaper. "Air Pacific was really sympathetic and supportive during the case and so were my colleagues. I would like to thank them for their support. "I also had all the trust in my lawyer Iqbal Khan and it has paid out. For me, he's the best lawyer around for criminal cases." Mr Khan said he was innocent all along and his employer, family and lawyer were very supportive during his stressful time. Mohammed Rizwan Khan said he would try and sort things out now and get back to work.

We made record profits in 2011. And while we have endured an unprecedented slump in the wood chip market over the past 18 months, our marketing strategies will ensure more stable demand for our products into the future, he said. Mr Khan said Fiji Pine had transformed its operations at the Wairiki chip mill in Bua and had tackled the corruption, mismanagement and outmoded work practices that were holding it back. We have also revamped our nurseries and our planting programs. However,
we are still a long way from where we want to be in terms of upgrading the capital we have in our forests, factories and workforce. Fiji Pine Limited, the holding company, had accumulated losses of around $130-million in its books as at December 2010. It is logic and common sense that a business cannot continue like this and will be doomed to fail if not corrected, the Executive Chairman added. Mr Khan said debt clearance remained a big priority for Fiji Pine but the Groups debt burden had now been

THE AusAID-funded market development program has been able to capture an estimated $950,000 over the past year in local investment to support business innovation and pro-poor market growth in Fiji. And according to acting Australian High Commissioner Glenn Miles, the program had focused on the horticulture and tourism sectors. Speaking at the launch of the new locally-made agricultural product, Aglime, in Suva, Mr Miles said critical to the success of the program was the alignment to national priorities and support of local partners. "Intensive commercial farming has increased the soil acidity levels on many farms in the country which is now negatively impacting on the productivity of key commercial crops such as sugar cane and dalo," Mr Miles said. While acknowledging the involvement of Fijian Holdings Limited's subsidiary company Basic Industries Limited and their Standard Concrete Industries division in the development of the
aglime product, he said many farmers were either unaware or unable to afford the cost of importing the product from overseas. "The new locally manufactured aglime product by Standard Concrete will see more than a 50 per cent reduction in the cost of the product on the local market." "The Australian government through our aid program is committed to building the resilience of farmer's livelihoods in the country and we are proud to be a partner in this very important initiative for the agriculture sector in Fiji." FHL chairman Iowane Naiveli said the local agriculture industry was very important because majority of their shareholders were engaged in the sector. He said 67 per cent of Fijian Holdings shares were owned by the 14 provinces and held in trust by the iTaukei Affairs Board. The remaining 33 per cent shares were held by private iTaukei entities and individuals.

The vision of the Methodist Church in Fiji president Reverend Dr Tuikilakila Waqairatu will be a challenge to many. But they need to learn to break some habits in order to uplift their spiritual lives. These were the comments of the churchs secretary of communication Reverend James Bhagwan, speaking on behalf of Reverend Dr Tuikilakila. Reverend Bhagwan said Reverend Dr Waqairatu was concerned about excessive drinking of kava and smoking that was inconsistent with the view of the body as the temple of God. He (Reverend Dr Waqairatu) told members to refrain from smoking with his vision for the future to become a smoke-free church, Reverend Bhagwan said. A delegation representing the Brazilian agency responsible for establishing and strengthening cooperation is in the country to look at possible investment and trade opportunities. Fijis Ambassador to Brazil, Ambassador Cama Tuiloma received the Director of the Brazilian Cooperation Agency (ABC), Ambassador Fernando Jose Marroni de Abreu, in Nadi. Ambassador Abreu is heading a Technical Team on a fact finding mission to look specifically at Fijis agriculture, fisheries and forestry sectors. The Brazil officials also meet with the Minister for Agriculture, Fisheries and Forests Mr Inia Seruiratu. They also met with the Public Service Commission permanent secretary Mr Parmesh Chand to identify training opportunities and capacity building opportunities between the two countries. In welcoming the technical mission, Ambassador Tuiloma expressed the Fijian Governments appreciation for the growing relations between the two countries. Brazils position as a growing global agribusiness powerhouse is poised to be an advantage to Fiji particularly in the areas of training, information sharing and expertise exchange, technology transfer and institutional capacity building. As part of their program, the team had visited the Sigatoka Valley, Koronivia Research Station, Naduruloulou Fisheries Station, Galoa
Hatchery Station and the Navua Dairy Farm to identify specific needs in respect of production in these areas. Brazil and Fiji have also been negotiating a Technical Cooperation Agreement since 2011, which aims to promote technical cooperation in the areas identified by both countries. This is the first agreement that Fiji and Brazil are scheduled to sign later next week. Early this year, the Under SecretaryGeneral of Political Affairs for Asia & Oceania at the Brazilian Ministry of External Relations, Her Excellency Ambassador Maria Edileuza Fontenele Reis was in Fiji and reaffirmed Brazils commitment towards establishing or strengthening current relations with Fiji. Establishing a diplomatic mission for Brazil in Fiji was also proposed. Whilst in Nadi, Ambassador Abreu also met with the Minister of Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola, and the Attorney General Aiyaz Sayed-Khaiyum. ABC is the agency affiliated with the Ministry of External Relations of the Brazilian Federative Government in charge of all international technical cooperation involving Brazil and other countries or international organizations. ABCs mandate is to negotiate, coordinate, implement and monitor technical cooperation projects and programs that stem from umbrella agreements signed between Brazil and other countries and international organizations.

Eighteen students who are recipients of the China Scholarship Council scheme were presented with their air tickets and allowances by the Public Service Commission. The PSC deputy secretary Iliesa Lutu said that the Government of the Peoples Republic of China has been very generous in their provision of tertiary scholarship assistance this year with the final selection of 22 Fiji citizens. Twenty of the recipients will have their airfares paid for the Fijian Government while two will be paid for the Government of China, Mr Lutu said. However, all 22 students will be receiving an annual supplementary allowance from the government of Fiji. Expressing governments gratitude and acknowledging the Chinese governments assistance, Mr Lutu said that for the past three years the quota for the Fijian government for the Chinese Scholarship Council Awards had increased to 22 this year compared to 5 8 as in the past. The Government of China has been our major development partner in recent years. Apart from assistance

She said that due to this, they are now looking at the possibility of expanding services to the district of Tavua. We are currently working with our District Council of Social services in Tavua to establish an office in Tavua which will service the Tavua and Ba district, this should be up and running by October of this year, Ms Baro said. Ms Baro said their microenterprises clients have also been a source of employment to fellow unemployed Fijians. Usually the majority of these microenterprise owners employ between 2 to 8 people in their various micro enterprises, Ms Baro said.
through aid and investment, training opportunities has always been readily provided for members of the civil service, officials from statutory bodies and the general public, Mr Lutu said. To the students, you have the full support of the Fijian Government as you go on this phase of your journey towards educational excellence. The road ahead will not be smooth sailing. There will be a few obstacles that you will face and it will require you to improvise on solutions to ensure that your academic performance is not affected. Former Yat Sen Secondary School student, Phinaiso Liao said that she was grateful to both the Chinese and Fijian government for their assistance. I am grateful for this scholarship as it will enable me to undertake a bachelors degree majoring in economics, Ms Liao said. Ms Liao said that she hopes to work for the United Nations upon completion of her programme. There are currently 25 Fijian citizens who are sponsored under the Chinese Scholarship Council.

NDP Assists More Than Thousand Small And Medium Business Enterprises
He added that investing in small and medium businesses has helped create employment for close to 5571 people in the Northern Division. NDP is therefore contributing 8.7 per cent to in the potential labour market in Vanua Levu, he added. The rippling effect of this assistance to small and medium enterprises in the North benefitted around 20 per cent of the population here. This is a significant contribution towards poverty alleviation and improving the quality of life of rural Vanua Levu, Mr Tuidama said.

Accountants from around the country were briefed on the 2013 Fijian Constitution by Attorney-General Aiyaz Sayed-Khaiyum during the fifth CPA congress. Highlighting various provisions of the Constitution, Mr Sayed-Khaiyum stressed particularly on Chapter 8 Part (A) which deals with Accountability and Code of Conduct. He said while this was not legally enforceable on the private sector, he said it was perhaps something the CPA was willing to explore- in terms of holding its members accountable. Intellectual input Mr Sayed-Khaiyum said what was required from the society at large, particularly those who are specialists in their fields was to have and provide an intellectual input, as Fiji moved forward. He said he always lament the fact that when political parties present their manifesto to public, independent economists and people from private sector, failed to hold these people accountable. Unfortunately, for us in Fiji, we have been so tainted by ethnic politics
and personalities that the level of independence in public debate is absent. The challenge is hopefully, with the new era of a constitutional framework and a new way of looking at Fiji, that people like yourselves will be able to provide that debate and that critique independently. Private sector is vital Mr Sayed-Khaiyum said most rights have limitations and that these also included the private sector. You, in the private sector need to make sure that you do not discriminate against people. Chapter 26 of the Fijian Constitution reads that every individual that the right to equality and freedom from discrimination and that every person is equal before the law and has the right to equal protection, treatment and benefit of the law. Previously, this was applicable to those in the public sector and Government. After the session, when asked if he would be standing for elections, Mr Sayed-Khaiyum said as of now, there was much to be done and they were focused on other issues.

The application for special leave to appeal by former Post Fiji board chairman Mahendra Motibhai Patel was dismissed by the Supreme Court. All three judges Justice Saleem Marsoof, Justice Suresh Chandra and Justice William Calanchini agreed that the grounds for an appeal for special leave lacked any merit. In their judgement they said the application by Patels lawyers did not meet any threshold for granting of any special leave. In his application, Patel highlighted that the Court of Appeal judgment was written by Justice William Marshall against whom an application for recusal was made by Fiji Independent Commission Against Corruption (FICAC). Patel stressed that the court had failed to address his grounds of appeal accordingly. Hamendra Nagin, representing the business tycoon, suggested that what was alleged against his client was not a serious matter. According to FICAC, between April
2003 and February 2004, Patel, while employed in public service as the chairman of the board of directors for Post Fiji Limited had authorised a purchase of an external Seiko clock from Prouds Fiji where he had a significant financial interest. FICAC was represented by Vinsent Perera. Patel was convicted on abuse of office charges for which he was sentenced to 12 months imprisonment. In the ruling the judges agreed that Patel had a financial interest in the abovementioned company although it was sought to be made out that his gain was very minimal. The decision said that the gain is not something that matters in such a situation but as to whether there was any gain for him and or others in whom he had special interest. They stated that the gain would certainly have been to the company through which he too would have benefitted.

Mumbai police have arrested the fifth and final member of a gang suspected of raping a photographer, a crime that reignited anger about women's safety in India following a similar attack last year. A Mumbai police team arrested the suspect in the capital New Delhi over the brutal attack on the woman as she was taking photographs in India's financial hub with a male colleague, a police official said. "Our crime branch team arrested the fifth suspect from New Delhi earlier Sunday and he is being brought back to Mumbai," the official, who did not want to be named, said. The officer declined to give details of the arrest. The men allegedly trapped and raped the woman, said to be in her early 20s, on Thursday evening in an upmarket district of central Mumbai, where she was on assignment for a magazine, police have said. The attack rekindled memories of the fatal gang-rape of a 23-year-old student in New Delhi in December. That crime sparked nationwide protests and brought to the surface seething anger about violence against women in India. A fourth suspect in the latest case, identified by the Press Trust of India as Kasim Bangali, was arrested earlier on Sunday in Mumbai, police said. Mumbai police made the first arrest on Friday and arrested another two on Saturday, said city police spokesman Satyanarayan Choudhary. Two of the suspects, their faces covered by black cloth, were remanded in custody until August 30 after appearing in a Mumbai court on Sunday.
On Saturday one of the suspects was also remanded in custody. His grandmother told media he was only 16 and should be tried as a juvenile. Police initially said he was in his 20s. The woman, reportedly an intern, is undergoing treatment at Mumbai's Jaslok Hospital, where staff said she was stable but with multiple injuries. The attack, which dismayed a city seen as far safer for women than the capital, sparked protests in Mumbai and uproar in the national parliament. The woman was attacked while she was taking photos of the abandoned Shakti Mills factory compound next to a fashionable area of apartment and office blocks, shops and restaurants. The victim and her male colleague were approached by some men and told they should not be there, after which the colleague was tied up with a belt and the woman attacked nearby, police said. The incident comes eight months after the student was gang-raped in a moving bus in New Delhi, while her male companion was beaten up. She died two weeks later from severe injuries. A trial is in its final stages in that case, which sparked massive protests and led to a tougher rape law. The new measures increased punishment for sex offenders, which now include the death penalty if a victim dies, and broadened the definition of sexual assault. Since the December incident, dozens of rapes of women - including foreign tourists - have been highlighted in the media.
US president Barack Obama says he "teared up" watching Lee Daniels' The Butler, a celluloid depiction of the American civil rights battle as seen by an African-American who served in the White House. The movie, starring Forest Whitaker and Oprah Winfrey, topped the North American box office for a second straight weekend and is already being spoken of as a multiple Academy Award contender. "I teared up just thinking about not just the butlers who have worked here in the White House, but an entire generation of people who were talented and skilled, but because of Jim Crow, because of discrimination, there was only so far they could go," Mr Obama said in an interview with radio host Tom Joyner. "And yet, with dignity and tenacity, they got up and worked every single
day," said Obama, the first AfricanAmerican US president, noting that those who were discriminated against put up with a lot "because they hoped for something better for their kids". The racially motivated "Jim Crow" laws - which legalised at the local and federal level rules about where blacks could eat, go to school, sit on a bus, and who they could marry, among other restrictions - were in force from the 1870s to the 1960s. The epic film - encompassing more than 50 years of history and a dozen US presidents - is loosely based on the real-life story of Eugene Allen, an African-American who worked as a butler at the White House for 34 years. Whitaker plays the title role and Winfrey - a longtime supporter of Mr Obama's political campaigns - stars as the butler's wife.

A mother from Cairns in far north Queensland has been convicted of manslaughter after brutally bashing her child to death with a vacuum cleaner pole. The eight-year-old girl was found unconscious and covered in deep purple and black bruises by paramedics at a Cairns unit in 2011 and could not be revived. The child died from extensive internal bleeding after being bashed over several days with the metal pole. The Director of Public Prosecutions (DPP) is seeking eight to 10 years in jail for the mother. The DPP is also seeking a violent offender declaration against the mother, who is now 28.
Cairns Parents Convicted Over 8 Year Girl's Vacuum Cleaner Pole Killing
Prosecutor Roger Griffith told the Supreme Court in Cairns the girl's mother beat her on numerous occasions in the week leading up to her death. The girl's 24-year-old stepfather has also been convicted of manslaughter for not doing enough to protect the child. The stepfather confronted his wife about the beatings, which often happened while he was at work. However, he never told police or sought medical help. The defence told the court the woman suffered from mental instability and struggled with feelings of anger towards the child, who she believed may have been conceived through a rape.

Young Chinese Boy's Eyes Gouged Taiwan Seizes 2,500 Rare Turtles Out In Attack Bound For Chinese Dinner Plates
Taiwan coastguards have seized more than 2,500 protected turtles bound for dinner plates in China, officials say, calling it the biggest smuggling case of its kind they have ever seen. Coastguards discovered the 2,626 rare turtles - 1,180 Asian yellow pond turtles and 1,446 yellow-lined box turtles - in a container on board a vessel in Kaohsiung, a port in the south of Taiwan. They arrested a man surnamed Cheng but declined to provide more details because they are chasing the masterminds of the smuggling ring. The animals were to be eaten by rich Chinese or used as an ingredient there in traditional medicine, officials said, adding it was the biggest seizure in Taiwan of protected turtles. "After consuming up their own turtles, now they are turning their eyes to
Police in China have offered a reward for information leading to the arrest of a woman suspected of gouging out a six-year-old boy's eyes. The attack happened in Fenxi, Shanxi province, on 24 August. The boy went out to play and hours later was found by his parents with his eyes removed and covered in blood. The boy is now recovering in hospital. Police have offered a reward of 100,000 yuan ($16,340, 10,500) for information linked to the case. "The boy was lured by an unknown woman last Saturday evening into a field, where she gouged out his eyes," state news agency Xinhua reported. The boy's parents are said to be farmers. His mother said her son told them he was walking outside when a woman attacked him, state media reported. Police found the boy's eyeballs at the scene. Local reports initially said the corneas were missing, potentially pointing towards organ trafficking. Police now say, however, that the corneas were not missing and they have yet to establish a motive for the
attack. "We are still working on it so we cannot offer any comment or make any assumption on the motives," a police officer in Fenxi told the AFP news agency. The boy was initially taken to a local hospital but was transferred to Shanxi Eye Hospital in the provincial capital, Taiyuan, on Sunday. Local television footage showed family members trying to comfort the heavilybandaged child. "We had no disputes with anybody," state news agency Xinhua reported quoted his mother as saying. Doctors at the hospital say his condition is stable but he will be blind for life. "He asks why the sky is always dark... and why the dawn still hasn't come," Beijing Youth Daily quoted an uncle of the boy as saying. "We could only tell him that his eyes had some injury and have to be bandaged. "It is such a difficult question to explain to him. It is the most heartbreaking thing."
south-east Asia and Taiwan," Lin Kuo-chang, an official in charge of conservation affairs at Taiwan's council of agriculture, said. Because the number of wild turtles is in sharp decline in China, market prices have surged to about five times those of Taiwan, which is separated by a 200-kilometre strait from the Chinese mainland. "Since the turtles are not seen often in the wild, many people must have been involved in the illegal catching," said Wu Sheng-hai, a life science professor at National Chung Hsing University in Taipei. The two types of turtles are on Taiwan's second of the three-category wildlife protection list, meaning they are deemed rare and valuable. The first category is for endangered species.
Sri Lanka's cultural affairs ministry has taken strong exception to a mass "wedding" of police dogs, which used symbols of traditional Buddhist nuptials on the Indian Ocean island. Culture Minister T.B. Ekanayake demanded an explanation for the ceremony in central Sri Lanka, which was intended to promote a programme to breed more sniffer dogs. Police "married" nine pairs of dogs on a platform decked with white cloth and flowers symbolic of a traditional marriage ceremony. The brides were decked in mittens, shawls and hats while the grooms wore fancy neckties and shawls. "Using hallowed national traditions at a dog show must be condemned with

"The department wishes to express its deep regret over this matter," he said. Constables served milk rice and cake to some 2,000 invitees and 20 police dogs attended the ceremony in the town of Kandy. The dog couples were driven off in a police van to the hill resort of Nuwara Eliya for their "honeymoon".

A mother in Montana is outraged that a high school teacher who admitted raping her 14-year-old daughter received only a month in prison, while her daughter took her own life. "I think this sentence is a joke, a travesty," the mother, Auliea Hanlon, told CNN on Tuesday night, a day after the sentencing. "People will lose faith in our justice system. I have." Hanlon said she was particularly upset that the sentencing judge, G. Todd Baugh, said her daughter "seemed older than her chronological age" and was "as much in control of the situation" as the teacher. Baugh later acknowledged to CNN that "that was not the best choice of words." Case details The case began in 2008 when the teen was a student at Billings Senior High School and Stacey Dean Rambold was a teacher. She was 14 at the time; he was 49. Hanlon claims Rambold's "pre-sexual grooming" of her daughter led to the pair having sex. School officials learned of the relationship, and Rambold resigned. Later that year, authorities charged Rambold with three counts of sexual intercourse without consent. "It's not probably the kind of rape most people think about," Baugh said. "It was not a violent, forcible, beat-the-victim rape, like you see in the movies. But it was nonetheless a rape. It was a troubled young girl, and he was a teacher. And this should not have occurred." As the case wound its way through the legal system, the girl committed suicide. She was a few weeks shy of her 17th birthday. "As a result of the sexual assault and

its aftermath, (the teen) experienced severe emotional distress, humiliation and embarrassment and fell into irreversible depression that tragically led to her taking her own life on February 6, 2010," Hanlon said in a complaint filed against Rambold. Hanlon told CNN the relationship was to blame for her daughter's death. "Well it definitely had something to do with it," she said. "A teenager's whole life is about school and their friends, and he turned everyone against her." The agreement With the teen's death, the prosecution entered into what is known as a "deferred prosecution agreement" with Rambold. This meant that all charges against Rambold would be dismissed if he completed a sex offender treatment program and met other requirements. One of them was to have no contact with children. Rambold admitted to one of the rape charges. But Rambold fell short of the agreement. "He had some contacts with nieces and
nephews in a family setting and other adults were present," Baugh said. He also had relationships with women that he didn't tell his counselors about. "That is a violation from his deferred prosecution so he was dropped from the plan." As a result, the case was revived in December 2012. The hearing At a hearing Monday, prosecutors asked the judge to send Rambold away for 20 years. The defense argued that Rambold has suffered enough. His lawyers said he lost his career and his marriage and has the "scarlet letter of the Internet" due to the publicity surrounding the case, the Billings Gazette reported. Baugh ruled that Rambold's infractions weren't serious enough. "He made some violations of his treatment program," he said. "They were more technical and not the kind you would send someone to prison for."
At least one million cockroaches have reportedly escaped from a farm in China where they were being bred for use in traditional medicine. The cockroaches fled the facility in Dafeng, in the eastern province of Jiangsu, for surrounding cornfields after an "unknown perpetrator" destroyed the plastic greenhouse where they were raised, the Modern Express newspaper said. Disease control authorities have sent five investigators to the area to come up with a plan to stamp out the insects. Farm owner Wang Pengsheng invested more than 100,000 yuan ($18,100) in 102 kilograms of Periplaneta americana eggs after spending six months developing a business plan, the report said. By the time the greenhouse was damaged, more than 1.5 million cockroaches had hatched and were being fed food including "fruits and
Australia has one of the world's most serious drug problems, according to a major international study on the health burden caused by amphetamines, cocaine, cannabis and opioids. But it is not alone. Britain, the US, South Africa and Russia also have major habits and high levels of illness and death caused by drugs. The US and Latin America have the worst cocaine problem, according to the research, which is part of the Global Burden of Disease Study 2010 published in The Lancet. The study, led by Professor Louisa Degenhardt from the National Drug and Alcohol Research Centre at the University of New South Wales, is the first to analyse the global health burden caused by the four drug groups. It estimates that 52 million people are dependent on the drugs and shows opioid dependence is the biggest killer and cause of disability of the four. Young men in high-income countries are by far the most vulnerable, according to the report. "Our results clearly show that illicit drug use is an important contributor to the global disease burden," Degenhardt says. "Men aged 20 to 29 are disproportionately
He sentenced Rambold to 15 years in prison. Then, he suspended all but 31 days of the sentence, according to the Yellowstone County District Court. In addition, the judge gave him credit for one day he spent in jail. Incredulous at what had happened, Hanlon shouted at the court, "You people suck." "She wasn't even old enough to get a driver's license," Hanlon said in a statement released by her attorney. "But Judge Baugh, who never met our daughter, justified the paltry sentence saying she was older than her chronological age. I guess somehow it makes a rape more acceptable if you blame the victim, even if she was only 14." Baugh defended his ruling. He told CNN he believes Rambold is "treatable" and a "low risk to re-offend." Two videotaped interviews with the teenager -- one with the police department and one with the defense attorney -- were played in court, he said. "She seemed older than her chronological age," he said. "Basically what we had was a troubled young girl." He added, "I simply did not have the evidence to conclude that her taking her life was because of her sexual offense by Mr. Rambold." The Montana Organization of Women started a petition calling on the judge to resign. "It's outlandish in a way that I cannot describe," HLN's Drew Pinsky told CNN's "Erin Burnett OutFront." "It' is the most outlandish thing that I've ever heard of."
affected at a crucial time in their lives." Much can be done to reduce this burden, particularly treatments for opioid dependence and needle and syringe programmes, she says. Although the study shows the injecting of drugs is a global cause of hepatitis B and C and HIV, Australia has largely managed to control this through education and injecting programmes. It has also managed to reduce the burden of opioid dependence, primarily through substitution with methadone and buprenorphine. Overall, illicit drugs cause 1% per cent of global disease burden, the study shows. Drug abuse is a major and growing problem, says co-author Professor Harvey Whiteford from the University of Queensland. He says both opioids and amphetamines are high-risk, with amphetamines in particular causing aggression and admissions to emergency departments for psychosis. "There is no doubt Australia has a culture, especially among our young people, which does not see the taking of illicit substances or binge drinking as particularly detrimental to the health. Our study suggests otherwise."

The pictures may be difficult to look at, but 18-month-old Roona Begum's story of survival is remarkable. Soon after she was born in a remote village in northeastern India, Roona was diagnosed with an extreme form of hydrocephalus -- a disorder causing cerebral fluid to build up in the brain. Doctors had given Roona just a few months to live. "Day-by-day, her head started growing bigger, she stopped wanting to eat, she would just lie in bed, it became very difficult for us to carry her and take her anywhere," says Roona's father Abdul Rehman says. Roona's head grew to a circumference of 94 centimeters, almost triple the size of a normal baby. There were ten liters of excess fluid inside her brain. Her head was so heavy she could barely move. Hydrocephalus is more common among infants and older adults. The condition is caused by overproduction, obstruction or lack of absorption of the cerebral fluid in the brain. The skin of her head has stretched so far, it pulled her eyelids over her eyes, making it impossible for Roona to see. Her mother, Fatima Begum, would draw eyebrows on Roona with black kohl everyday just to try and make her look more normal. "She had such a big head, it was scary for people to see her," Fatima explains. Roona may be Abdul and Fatima's only child, but they couldn't afford to treat her. Roona's 18-year-old father works at a brick kiln earning less than $3 a day. For more than a year and a half, they took care of Roona in their tworoom mud hut, with little knowledge or means of doing much else. In April this year, a journalist took photos of Roona and soon people all over the world including two Norwegian students Natalie Krantz and Jonas Borchgrevink were moved by her condition. Krantz and Borchgrevink put Roona's photo on a crowd funding website, hoping to raise $1,600 to cover her shunt surgery. In two months, they raised double that amount, and by August 2013, they raised more than $60,000. They've transferred half of this amount to the charity arm of Fortis Hospital in New Delhi for her treatment. The hospital
covered the remaining half of the expenses. The students plan to send the remaining amount for Roona's aftercare. When Roona arrived at Fortis, her condition shocked even chief neurosurgeon Sandeep Vaishya, who has treated hundreds of children with hydrocephalus. "We had never seen anything like that and we were completely clueless as to how we'd go about treating her. There was no precedent of treating a child with such an extreme case of hydrocephalus. We learned as we went," Vaishya says. Initially, Vaishya wasn't hopeful about the surgery. Roona was malnourished, she had major infections on the back of her head from the pressure of lying down all day, and her skin was very thin and delicate. Cerebral shunt is the standard treatment for hydrocephalus. It's a simple procedure which involves inserting a drainage tube to keep the fluids flowing at the proper rate. But due to the size of Roona's head and her small, frail body, Roona's treatment was particularly challenging. Vaishya says the surgery posed a huge risk to her life, and at one point they almost lost her. Much to the relief of her parents and her doctors, Roona has pulled through. After five surgeries, Roona's head is now down to a circumference of 58 centimeters, still larger than the average 38 to 48 centimeters, but small enough to allow her to live a reasonably normal life. She constantly moves her head around, she is playful and most importantly, she can now see. She is finally getting the chance to be the baby she really is. "It feels really good to see her now, she looks beautiful and happy," Fatima says. Back in her village, Roona has become the center of attention. It's still painful for her to sit up but she smiles a lot, and her eyes, now visible, keep wandering in a frenzied pace. "We want Roona to read and write once she grows up. Both of us (mother and father) are illiterate so we don't want her to be like us. We want her to have a bright future," Fatima says. It's too early to tell if Roona will ever be completely normal in her appearance as several operations still lie ahead, but the signs thus far are promising.

Desk Used By Pierre Trudeau And Condo Market Remains Healthy, Jean Chretien Up For Auction New Report Shows
Canadas condo market is not headed for a bust, although sales are expected to drop for 2013, according to a new report from mortgage insurer Genworth Canada and the Conference Board of Canada. They suggest that population growth and employment gains will keep the condo market healthy enough to absorb the supply of new units. Economists and real estate experts have expressed concern about major centres such as Vancouver, Montreal and Toronto where condo construction continues at a rapid pace, despite falling sales. Federal Finance Minister Jim Flaherty said his department watches the condo and housing market and has acted to cool it over the past 18 months. But the Genworth report says there is continued demand for condos, in part because they are affordable. "Whether it's first-time homebuyers entering homeownership, empty-nesters looking to downsize, or professionals seeking a shorter commute, condos appear to remain a popular option for urban Canadians," said Brian Hurley, CEO of Genworth Canada. Aging population, growing economy There are many fundamentals to say the condo market will stay strong, says Mario Lefebvre, director for the Conference Board of Canada. "Our economy has been reasonably firm. Its not breaking records but its doing well. The U.S. economy is finally showing signs of life. Population keeps on growing in Canada its also aging and that's good for the condominimum market," he told CBC's The Lang & O'Leary Exchange. Lefebvre said he's not concerned about rising interest rates or the levels of debt Canadians are carrying. "Weve just been through an incredible period of low interest rates. Weve had below three per cent for a five-year mortgage. People have locked that in, which means that, right now, the level of debt is high, but people are paying away at a rapid pace because when you have a mortgage at 2.99 interest rate,
Getting ready to spruce up your office? Maybe the desk used by Pierre Trudeau and Jean Chretien is just the touch to add a little zing to your space. After all, the desk by award-winning designer Alexandra Champalimaud created specifically for Trudeau is unlike anything youd find in your average big-box store. The desk from Trudeaus Montreal law office is part of a three-piece set that also includes his office drawers and cabinet. The office set will be sold in an online auction by the Heffel Fine Art Auction House, with bids being accepted
between Sept. 5 and Sept. 26. The furniture is made of various materials such as maple burl wood and veneer, marble and bronze metal. Trudeau, who was prime minister from 1968 to 1979 and 1980 to 1984, used the desk after he quit politics and returned to law with the firm of Heenan Blaikie. He died in 2000. Chretien, who was prime minister from 1993 to 2003, used the desk when he joined the firm in 2004. Proceeds of the sale will go to the Pierre Elliott Trudeau Foundation, which promotes research in the humanities and social sciences.

When CBC News called the seller's phone number listed in the original Craigslist post, the person denied the allegations. Vancouver police Const. Brian Montague cautions against confronting alleged thieves. "This can be really dangerous. You don't know who you're dealing with," he said. "We would obviously suggest if you see your stolen property or something you believe to be your stolen property for sale online, we can arrange with the victim to set up a meeting to purchase this, just like the victim did in this case." Smith did file a report with Vancouver police when the bike was stolen, but Montague says police are now unable to catch the person responsible for stealing the bike.

you pay a large chunk of capital and very little interest," he said. The aging population also helps the condo market as the boomers are approaching retirement age. "As people age, then tend to sell the 2,000-square-foot single homes and move into condominiums and that is certainly going to happen in Canada," he said. On Tuesday, a report from RBC pointed out how affordable condos remain by comparison to detached homes in most cities. RBC estimated a two-storey home took an average of 48.4 per cent of Canadians pretax income, while a condo took about 27.9 per cent. Robin Wiebe, a senior economist at the conference board, says softer prices in the condo market, where prices have been falling slightly, are making condos an affordable way for Canadians to achieve homeownership." In Vancouver, Canadas most expensive housing market, condos are still an affordable option, he said. He calls Vancouver a buyer's market in 2013 because of prices moving downward over the past few years, but says sales and prices will pick up in 2014. Toronto has a huge inventory of completed and unsold new condominiums, but Wiebe expects builders to pull back from the market in 2013 and 2014 until sales recover. "Markets in Toronto and Montreal are cooling, but we think they will avoid major downturns, partly because, on the demand side, demographic requirements remain decent," the report says. It predicts prices will rise in all major cities over the next two years. Edmonton is expected to see condo prices rise moderately in 2013, for the first time since 2007, as inventory levels become more balanced. A modest recovery in the Canadian economy will push employment up modestly, while populations expand, leading to an increase in demand for housing, he said. Interest rates are on the way up, but will increase only gradually, so Canadians will continue to enter the housing market, the report said.

Immigrants A 'Fiscal Burden,' Child Sex Crimes To Draw Stronger Fraser Institute Report Suggests Penalties, PM Harper Vows
Families whose loved ones grave-sites were desecrated by thieves this month will have the stolen bronze flower vases replaced at no cost. Officials at Victory Memorial Park say they are also boosting security on the 36-acre South Surrey grounds in response to the thefts, and are appealing to scrap-metal dealers to be on the lookout for anyone trying to sell the containers. Unfortunately, the theft of bronze from cemeteries is an issue really right across North America, Bob Linklater, the parks general manager, said Tuesday. As the price of metal continues to rise, unfortunately so does the theft of those type of metals. Police are investigating the theft of nearly 50 of the vases, 17 of which were noted to have disappeared overnight Aug. 21. Bob Linklater and assistant manager Don Calder were first alerted to the problem about three weeks ago, after grounds crews started noticing vases missing from random grave markers. The majority of those targeted are in an area of the park, at 14831 28 Ave., that is more forested than the rest. As of (Tuesday), there were 46 missing, Calder said Wednesday. He noted most have been taken in the cover of darkness, with culprits even going so far as to take vases currently in
use, casting aside flowers that families have placed to honour their loved ones. Families look at this as something very personal. Someone that they dearly loved died. This monument, this marker, represents that person, and now someone comes along and steals part of that, Calder said. He suspects whoever is behind the thefts arrived on foot, taking from random sites in the belief the crime might go unnoticed. He and Linklater said it would be challenging to cart away more than a few of the vases at a time. Standing about 10 inches tall, each weighs four to five pounds. Theyre heavy, theyre not something youre going to carry in your pocket or in your jacket, Linklater said. The retail value of the stolen vases is estimated in the tens of thousands of dollars. At press time Wednesday, Allen Seto, yard manager of ABC Recycling, told Peace Arch News that a woman brought an unusual number of the quite valuable vases to his Surrey site last week enough to prompt him to report the cache to police. Company policy is if we suspect any stolen product its got to be reported, Seto said. He doesnt know if the vases are the same ones taken from Victory Memorial but described the fact that
The Conservative government will bring in stronger penalties for people who commit sexual offences against children, Prime Minister Stephen Harper said today in Toronto. But it's not clear when the legislation will be introduced. Harper said last week that he wants to prorogue Parliament and return for a throne speech to set new policy goals for the second half of his mandate. That involves going to Gov. Gen. David Johnston and asking him to prorogue. Parliament was supposed to return Sept. 16, but the House and Senate won't be able to sit until after the throne speech. Harper said he expects the throne speech to happen sometime in October. It likely won't be until mid- to lateOctober, and no new legislation can be introduced until then. Justice Minister Peter MacKay was with Harper to make the announcement, pledging to offer help to victims and their families. The new measures being proposed
would: Require those convicted of child pornography and related offences to serve their sentences consecutively. A press release from Harper's office notes that would "apply particularly to offenders who have victimized multiple children." Increase maximum and minimum penalties for child sexual offences. Increase penalties for violation of conditions of supervision orders. Ensure that if a crime was committed while on parole or statutory release, it would be a mandatory factor to be considered in sentencing. Ensure that the spouse of a person charged with child pornography offences could be obliged to testify in court. "I cannot even begin to comprehend why those who sexually prey on children do the heinous things they do," Harper said, noting there are "truly evil people out there."
they could have been stolen from grave markers anywhere as somewhat appalling. Its crossing a line, and thats a pretty thick line, Seto said. As of PANs press deadline, no arrests had been made. Surrey Mayor Dianne Watts could
not be reached to comment on the issue, regarding the effectiveness of provincial and city laws that were enacted as recently as mid-2012 to help curb the problem. Anyone with information that could help identify those behind the thefts is asked to call Surrey RCMP at 604-599-0502.

broach the issue, since you dont want to knock your teens self-esteem. But experts say that its OK to set some minimum hygiene standards like showering daily and wearing clean clothes -- as part of their household responsibilities. If your kids dont, the usual punishments apply. Be a good example. Want your kids to clean up their act? Clean up yours first. If one of the parents is slovenly and doesnt provide a good example, how can you expect the teen to be conscientious about keeping things clean? Dont micromanage. Give your teens a task and a deadline. Then back off and let them accomplish it in their own way. So when your sons doing yard work, dont keep butting in with leaf-raking tips. Dont keep pushing your daughter, for her own sake, to get her laundry out of the way first thing in the morning. Sure, you mean well. But youre getting involved when you dont need to be, and probably driving your kids nuts which could make for some unnecessary conflict. Keep your cool. So your son told you five times! that he would take out the garbage. But he didnt, and the trashcans are now overflowing and buzzing with flies. Sure, youre angry. But try not to let anger dictate what you do next. As much as you can, you want to stick to the responsibilities and repercussions that youve worked out with your teen. Keeping things predictable will make it less personal and less heated. Dont be mean. Parents have to be careful not to get negative. Dont start demeaning your kid, calling her a slob all the time. That doesnt work. Instead, you need to help build your teens self-image, and to encourage basic cleanliness as a sign of self-respect. Consider the larger issues. If you tell your teens that youre making them wash your car to build their character, that probably wont go over well. But remember that requiring your teens to clean up around the house isnt only about your personal desire to have a neat living room. Theres a larger purpose to getting your kids to clean up after themselves. Parents are teaching their kids an important lesson about respecting other people and other peoples property. Keeping things tidy really will matter when theyre adults. In a few years, these adolescents will be on their own and dating. Theyll have roommates. They need to know how to clean up after themselves. Treating your teens seriously and talking about how their behavior will affect their adult lives might really help the conversation. Theres some final advice thats at least
as important as the other suggestions: Dont try to change who your kids are. Part of the issue here is personality and temperament. Can you require that your teens do their own laundry and pick up their shoes? Yes. Can you make sloppy teens become a fastidious, tidy people? No no more than you can make them, through force of will, into concert cellists or medal-winning high divers. Our kids are not ourselves. You cant
impose your own personality on them. So as parents, you need to set some standards for how your kids behave in your house and some expectations they have to meet. But dont go too far beyond that. Dont try to change how they think. Respecting your teens individuality can mean compromise accepting that theyre just not quite as tidy as you wish they were, and that its not something that arguing will change.

GMC says its mantra is Professional Grade. We're not sure if our profession suits the 2014 GMC Sierra, but it's suited for ours, now. After years of catering to people who make things with their hands, and carry things in their truck beds, the Sierra's been plugged in to the world of mobile connectivity--while it's also been carefully, almost universally reworked for better performance and better economy. GM has substantially refreshed both its full-size trucks for 2014, the Sierra and its cohort Chevy Silverado. Both get new powertrains, nicer cabins, weightier styling, and a raft of new infotainment and safety features. As a result, they land much closer in our overall ratings to our current benchmarks, the Ford F-150 and the Ram 1500.

It was plain to see the Sierra needed a visual reshoot, after seven years on the road. We'd call the new look gentle progress to a roughneck style. The look is refined enough but striking in its blocky, bluff front end and its chiseled fenders. The bold black-andmetallic grille makes a strong first impressionas do the chunky, flared fenders and projector headlamps with available LED trim lighting. It looks big, as big as a Sierra HD, something that will appeal to many, but not to all. Inside, the dash is still upright, with a simple design livened by soft-touch plastics and real aluminum, and opened up more by lower doorsills. For Women
The summer brings hot and sunny days, making everyones skin more oily and greasy. But this summer, you can avoid getting weather-related side effects on your skin. Below are some easy ways to manage your oily skin this summer. Avoid the Sun! In the winters we tend to add extra products to give back moisture to our skin such as cold creams and serums. Stop those extra products and use light moisturizing lotions or gels instead. You will feel more refreshed and your skin will be less oily as well! Also, make sure your products are certified as Non-Comedogenic and Oil-Free to help prevent your pores from getting clogged! Reduce the Makeup! Being out in the sun will only make you sweatier, while also exposing you to the harmful effects of UV rays. Additionally, the sun can cause a paradoxical increase in oil secretion, making your skin even greasier! During the hours of 10AM 3PM, the sun is at its strongest, emitting almost unbearable light and heat. So avoid the sun particularly during this time. Also, try to cover your head and wear sunglasses. Finally, always remember your sun block, and look for at least SPF30++ for the best sunscreen effect! Look for Salicylic Acid!
ingredient will help prevent and treat oily skin, blackheads, whiteheads, pimples and even prickly heat! So, look for a face wash and a cream with this miracle active for clearer and less oily skin! Also, a body wash with Salicylic Acid and Triclosan will help ensure that your body breakouts disappear! Dont Over Wash!
or wash your face more than twice a day. When you over wash, your skin loses much needed moisture, making it believe that it should produce more oil to give it back its hydration. So, in actuality, you end up getting more oil production over time instead of less! If you really feel sweaty and just need to take an extra shower, then use only cold water without the body wash for no more than 5 minutes. The same goes for washing your face! Change Your Routine!
While it may feel like you cant live without your foundation, in the summer weather, its best to go without. Foundation will only get runny in the hot and sunny outside conditions, resulting in it thinning and running down your face. Also, extra products on an already sweaty face can only serve to increase the clogged pores, making your skin more pimple-prone. Instead, stick to powders, tinted moisturizers or just plain concealer. Your skin will thank you at the end of the summer when your skin is clear and glowing!
Salicylic Acid is a great naturally derived active that works by exfoliating the oil producing glands and the follicles. It also reduces the amount of oil secreted by the skin! Using this

daily. 2. Moisturise daily. It is crucial to keep your skin hydrated to retain its dewy glow and to prevent wrinkles. Banana, coconut milk and honey are excellent hydrators easily available in the kitchen. 3. Aim to get 6 to 8 glasses of water a day. Water clears your skin, replenishes skin tissues, flushes out toxins and increases elasticity. 4. Eat a balanced diet rich in vitamins, minerals and fibre. Unbalanced diets and junk food not only create deficiencies, but lead to a build-up of toxins in the body. This in turn hampers efficient functioning of the various systems in your body. 5. Your skin is a window to your health, both emotionally and physically. Smile genuinely. Indulge in a hobby. Spend quality time with friends and family and lead a stress-free lifestyle.

Dreketi Hosts 2nd Leg
The Dreketi side will host the second leg of the 2013 Fiji Sun GP Batteries Premier division playoffs which will be held next weekend. Dreketi and Nasinu played to a 1-1 draw last Friday afternoon at the USP ground, Suva during the opening leg. While the second leg will be played in Vanua Levu, the venue and match schedule will be released next week. National league board secretary Amitesh Pal says the week off will give both sides ample time to prepare. It must have been tiring for the teams taking part in the Inkk Battle of the Giants premier competition and then the first leg last week, Pal said. The short break will surely give both teams time to reflect on the first leg and focus on the second encounter which should bring forward a lot of excitement. Following the 1-1 draw, a win for either side should see them crowned the 2013 Fiji Sun GP Batteries Premier division football league champion. We will be assessing the ground conditions in Labasa and in Dreketi before finalising the venue, Pal said.

Lethal Fijian international striker Roy Krishna scored a brace of goals as his Waitakere City side beat Melville United 4-1 in the semifinal of the ASB Chatham Cup last weekend played at Gower Park, Hamilton, New Zealand. Krishna scored a goal in each half. Earlier this season, Krishna signed a mid-season contract with Waitakere City which ruled him out of the Fiji Football Association Inkk Mobile Battle of the Giants tournament. A report on official NZ Football website stated that Melville United ultimately fell at the penultimate hurdle, but the second tier side made Waitakere earn their win. It further states that a goal from dangerman Krishna in the 25th minute and a contentious penalty for handball converted on the stroke of halftime by
Rory Turner silenced the Gower Park faithful, but Garmon Hafal closed the gap in the 52nd minute after strong defensive pressure. Substitute Meneua Fakasega took the wind out of Melvilles fight back in the 79th minute before Krishna wrapped up the win two minutes later with his second of the day. We got exactly what we expected, said Waitakere City coach Colin Tuaa. It was a battle and we had to dig in early and weather what they threw at us. We scored a good goal then a timely one just before halftime and were able to wrap it up with those second half goals. Three-time Winners City will face Cashmere Technical in the 86th final of the ASB Chatham Cup on September 15.

Healthy Ryan Kesler Feeling Luongo No Longer Seeking Trade Good About Upcoming Vancouver From Canucks Vancouver Canucks goaltender can ask for at this point," Luongo said. the team when he met with general manager Mike Gillis this summer. "Not in July, no," Luongo told TSN in an interview released Saturday. "Obviously at that point, there was not many ways to go about it, and we just had a chat about the future of the team, and myself, and all that kind of stuff, and we'll see where that goes." Luongo was visited in Florida by Gillis after the June 30 trade that sent Cory Schneider to the New Jersey Devils and reinstated Luongo as Vancouver's No. 1 goalie. Luongo had been on the market for more than a year and thought the team would part with him, not Schneider. In the first portion of the interview with James Duthie, shown Friday on "SportsCentre," Luongo said he explored having his contract with the Canucks voided and walking away from about $40 million remaining on it. Saturday, he told Duthie he has no bitterness toward Gillis or owner Francesco Aquilini. "Not at all," Luongo said. "I think ... they're doing their jobs, and I'm doing mine. I mean that's the business. And I've got nothing personal against Mike or Mr. Auqilini. "Like Mike said, when he came down here to visit me in July, we had a meeting and we talked, and we were professional about it. We did laugh, and [were] courteous. That's the way I like to conduct business. I don't see it any other way than that." Luongo said he felt more fortunate than Schneider, who finds himself in a new platoon with Devils goalie Martin Brodeur. "In a way I'm kind of lucky because I get to start and play, which is all you

Luongo said expressing humor on Twitter as @Strombone1 helped him deal with the speculation and ultimate result. "It has been a tough year emotionally, but at the same time there's a lot of things in life that are far worse than that, and that's the way I kind of deal with my situations; I try to make light of it, make fun of it," the 34-year-old said. "It helps me handle it better." He also said on TSN.ca that Canucks fans should not worry about his mindset heading into this season. "My heart's always in it. Whatever I'm doing, I'm a competitor, I like to win, and I really hate to lose more than I like to win, probably," Luongo said. "... That's the way I am, and that's the way I was built. "So was this an ideal situation for me two months ago? No, obviously not, that's not what I wanted. But at the same time, when I'm on the ice, I'm 100 percent committed to winning and I've got 20 guys in the locker room that I respect enormously, that it wouldn't be fair to them to not be in it 100 percent." Luongo said he is hopeful he will be the goaltender for Canada at the 2014 Sochi Olympics. He won the gold-medal game at the 2010 Vancouver Olympics and was invited to orientation camp, which begins Aug. 25 in Calgary. "That's one of my main goals for this year," Luongo said of being Canada's starter. "Remember four years ago, what a great moment that was in all of Canada. So if I get a chance, I'd love the opportunity again to represent my country, no doubt."
Labasa have expressed their support for Fiji FA's no-foreign player policy which comes into effect next season. Association president Rayaz Khan said they fully support Fiji FA in that regard adding that their overseas duo of David Muta and Koriak Upaiga have returned to Papua New Guinea to rejoin their clubs. But, we are looking forward to having
them back for the IDC, he said. The Babasiga Lions also confirmed that they will be retaining the coaching expertise of Arthur Simmons and Johnny Williams. They have worked hard at the BOG tournament and they will continue to coach the side. Presently, Labasa FA have turned their focus to completing their local league competition.
