and this title win is also for them. My elder sister Michelle who now resides in Australia won the Miss Sugar crown in 1994 and since then I had a dream to follow in her footsteps as well and when the opportunity came about and when a wonderful sponsor like FBC gave me the chance, there was no stopping for me. The 23-year-old University of the South Pacific Human Resources and Psychology student who aims to become a very successful human resources manager in the near future said she wanted to use the Hibiscus platform to raise more awareness on animal protection and eliminate animal cruelty from our society. Animals are my world and when I entered this pageant, I wanted to raise as much awareness possible. I work closely with SPCA as a volunteer and love animals so much. As responsible citizens, we should not only be respectful and caring to humans, but should show equal care and love to animals as well. I will continue to advocate on this issue along with all the other major issues affecting our country and the South Pacific. Climate change of course is one of the paramount one and I will try my best to raise as much awareness possible. Priscillas mother, Vijay Latchmi was the proudest person in the Hibiscus tent and said her daughter has made her and all her family members proud. Although I faced a lot of difficult times to raise my daughters, I always provided the best for them and today my daughter has repaid my faith by doing all of us very proud. We missed her so much as she had to stay away from home to concentrate on the pageant and I always made an effort to go and see her in the hotel and keep her encouraged and focused. Priscillas second eldest sister, Sharon Shalini said she was always confident about her sisters chances as she is a very intelligent, outspoken and well presented young woman. We are so thankful to FBC for giving her this chance. She is the baby of the family and I just cannot describe how happy I am feeling right now to see her win the biggest pageant show in the country, she said. Priscilla was born and brought up in Rifle Range, Lautoka. She attended Lautoka Chinese Primary School and later St Anne's Primary School in Suva. She completed her secondary school education at Mahatma Gandhi Memorial School and currently resides in Bayview Heights with her mum and sister. Reddy will represent Fiji in the Miss South Pacific Pageant later this year. Meanwhile, the Miss Hibiscus 2013 first runner up title went to Miss MHCC Temalesi Waqa, Miss SYNOPAC Natasha Verma was announced second runner up, Miss FRINCOS HIRE Vilimaina Waqanokonoko is third runner up with Miss APCO Ana Paula as fourth runner up. The Hibiscus King title went to Mr Aynam Security Gregory Ravoi.

POLICE are investigating the death of an Indonesian fisherman who died while being locked up on board a ship. The crew member of the FV Chokyu Maru No. 78 was held in the ship's isolated shower room when he was found dead while entering Fiji waters from Tahiti on Monday. Police spokeswoman Ana Naisoro said the shower room the 33-year-old fisherman died in was guarded by two crew members. She said reports stated the deceased allegedly acted violently and threatened other fishermen during their fishing expedition. "The body is now at the Suva Private Hospital morgue with the post-mortem examination being conducted," she said. Indonesian ambassador to Fiji Aidil Chandra Salim said he was aware of the death. "We are waiting for results from the hospital," Mr Salim said.

A PILOT charged with failure to properly secure arms and ammunition, and manslaughter arising from a breach of duty was set free by the High Court in Lautoka. The Director of Public Prosecutions filed a nolle prosequi, saying the State did not intend to continue proceedings against Mohammed Rizwan Khan, 32. Following the withdrawal of the charges, High Court in Lautoka judge Justice Sudharshana De Silva discharged Mr Khan without conviction. The charges were filed following the death of a six-year old boy of Sabeto in Nadi on January 26 this year as a result of a shooting incident. Mr Khan is the owner of the Marlin 12 gauge goose gun that was accidentally discharged by a 10-year old boy as he was playing with it. Mr Khan, a pilot with Air Pacific, now Fiji Airways, at the time of the incident, was suspended from work pending the

"I also had all the trust in my lawyer Iqbal Khan and it has paid out. For me, he's the best lawyer around for criminal cases." 11 Rape Cases In 6 Months


The Northern Division recorded 11 rape cases from January to July this year compared to 17 recorded last year, police have revealed. Child Abuse and Sexual Offences Unit officer acting Corporal Vasemaca Ralaca told participants at a youth empowerment workshop the figures for the region this year was a bit high because of the gang rape cases that were committed in the division during this period. "We received three gang rape cases where more than one offender was charged, thus contributing to an increase in the number this year," Ms Ralaca said. "This is shocking because it means that our women and children are still not safe in our communities. "The North recorded a total of 16 defilement cases between January and July this year which topped the sexual offences list." Ms Ralaca said the figures continued to increase which was cause for alarm. "Between 2008 to 2013, the North recorded 133 cases of sexual offences against children between the ages of six to 17." She said this age group topped the other age group level, which proved that young ones were still being exploited and their safety in their communities was at risk. "In most cases, it has also come to our attention that these children continue to be exploited sexually by those they trust, including close relatives."

Born and raised in Tavua, Nadi businessman Abul Haroon is keen to assist his hometown by improving its living standards. Mr Haroon said he wanted to help the town by creating jobs and about 100 people are expected to be employed in his project. "My dad was a big businessman in Tavua back in the old days and I want to build this shopping complex as a tribute to his success," he said. Kadavu Tops Sexual Offence Cases


The province of Kadavu recorded the highest number of sexual offence cases for the Southern Division last year. This was revealed by Fiji Police Force Inspector General Assistant Commissioner of Police Isikeli Vuniwaqa during his presentation to the chiefs and delegates of the Kadavu Provincial Council in Suva. ACP Vuniwaqa stressed the importance of working together to curb the increase in sexual crimes in the province. It is unfortunate for me to stand here today and say Kadavu had recorded the highest number of sexual offences cases for the Southern Division last year. Kadavu Police Station recorded 51% of the total rape and attempted rape cases in the Southern Division with a total of 96 cases reported and this is a real worry for the Fiji Police Force and should be for the people of Kadavu, said ACP Vuniwaqa. He called on the chiefs to take a more assertive stand in the fight against illegal activities on the island. We continue to receive reports of marijuana cultivation and peddling however as our officers cant be everywhere and we are here today to plead for your support by working together in ridding the island of these crimes. The members were also enlightened on the need to protect the reputation of their province and avoid becoming an island known for criminal activities. Theres a lot of economic potential in Kadavu and the vision the Fiji Police has for Kadavu is to be the safest and wealthiest island in Fiji. The Fiji Police Force is here to serve and protect the people of Kadavu and its visitors through effective Duavata Community Policing towards a safer and secure Kadavu. Lets work together to bring pride back to what Kadavu is known for, he added. Kadavu currently has an estimated economic value of $55.9 million and a prospective value of $167.7 million with yaqona cultivation being the main economic activity followed by fisheries, tourism, pine, business and rural banking.

SINCE last year visitor arrivals were about 660,000. And Tourism Fiji says its ultimate goal is to have 685,000 to 690,000 people visit Fiji. Early Debt Repayment Heralds New Beginning For Fiji Pine


In a clear sign of the remarkable turnaround in the fortunes of Fiji8 Pine, the state-owned enterprise has paid off a loan it recently secured from Government to clear a 28 year debt. Just three months ago, Fiji Pine borrowed $2.4-million dollars from Government to finally settle a loan it obtained from the European Investment Bank in 1985. Its recent financial performance has been such that the Executive Chairman of Fiji Pine, Faiz Khan, was able to hand the money back when he presented a cheque for $2.4-million to the Prime Minister, Voreqe Bainimarama. The Prime Minister commended Fiji Pine for the prompt repayment. I cant recall another occasion when a state-owned enterprise has paid off an outstanding amount to Government so quickly. Its a great credit to the Board, management and workers and a clear sign of the success of our reform program at Fiji Pine, he said. For his part, Mr Khan thanked the Prime Minister for the Governments support, describing the repayment as a significant milestone Because of this assistance, we have been able to clear a debt that has been on our books for almost three decades. It marks a new beginning for Fiji Pine in that we can now put our focus firmly on the future growth of our businesses, he said. Mr Khan said Fiji Pine had long been burdened by past failures but was gradually turning its fortunes around and guaranteeing a sustainable future for the enterprise and its workers. brought under control. What we are seeing is proof that our public enterprises can thrive if employees, management and Government work together cooperatively for the common good. This is all good news for those dependent on the industry and for the Fijian economy as a whole, he said.

THE AusAID-funded market development program has been able to capture an estimated $950,000 over the past year in local investment to support business innovation and pro-poor market growth in Fiji. And according to acting Australian High Commissioner Glenn Miles, the program had focused on the horticulture and tourism sectors. Speaking at the launch of the new locally-made agricultural product, Aglime, in Suva, Mr Miles said critical to the success of the program was the alignment to national priorities and support of local partners. A NEW system will be implemented this year that will simplify the administration of Pay As You Earn (PAYE) in Fiji. The Fiji Revenue and Customs Authority (FRCA) 2012 annual report revealed this would minimise the burden of taxpayers to lodge returns as taxes deducted at source by the employers would be the true tax liability. And a massive $42.1 million worth of tax refunds was also made last year. The report said most of the income tax refunds were in relation to individual taxpayers and the amount refunded had positively correlated with the number of returns received from taxpayers. "Most revenue is generated through income tax and VAT (Value-AddedTax), whilst improved performance is noticed from other revenue streams." Last year, the report noted the receipt from PAYE and corporate taxes accounted for about 74 per cent of income tax revenue with the remaining being collected from sole traders, with holdings and other taxes. The VAT collection is generated mostly from imports while a fair amount is also generated domestically. The domestic VAT is also dependent on the number of registered VAT payers. "In 2012, the VAT registration threshold was increased from $50,000 to $100,000 thereby removing the obligation for several VAT payers from accounting for VAT, the report said." It said the VAT revenue grew by 9 per cent compared to that of 2011. FRCA revealed VAT refunds last year were $200.7m when compared to $186.8m in 2011. And the increase was in line with increased economic activity as more production and investment activities led to higher input VAT relative to output VAT, leading to a refund situation. FRCA has also improved its VAT refund mechanism which has resulted in the decrease of the outstanding amount to about 5 per cent of gross VAT. The report also noted that a certain amount of VAT refund would always be outstanding as these are normally under investigation.

Woman Dies In Accident

ANOTHER life was lost in an early morning road accident at Namaka in Nadi. Mother of two Jenny Margaret Prasad, 68, of Bountiful Estate, Nadi, was hit by a vehicle in the presence of her two children. Police spokeswoman Ana Naisoro said the driver of the truck was in police custody. "The deceased while crossing the road with her two children was allegedly bumped by a vehicle believed to be a truck," Ms Naisoro said.

"She sustained injuries and was admitted to the Lautoka Hospital and later died in the afternoon." The road death toll now stands at 25 compared to 30 for the same period last year. Just last Thursday, a six-year-old boy lost his life after he was run down by a white private car. Police are still appealing for any information that could lead to the driver's arrest. Ms Naisoro said the boy had accompanied his cousin to the shop and was hit when he allegedly ran across the road.

New Law A Revolution - PM


The Fijian Constitution, which was unveiled last Thursday, is the manifesto of genuine revolution that Fiji needed to have, says Prime Minister Commodore Voreqe Bainimarama. Speaking at the fifth CPA Congress underway at the Sheraton Fiji Resort in Nadi, Commodore Voreqe Bainimarama said they had to destroy the notion that some people were more equal than others. Like most revolutions, not everyone will agree. But it is a noble cause and we should not apologies for it. We had to destroy the notion that some people were more equal than others. We had to destroy the notion that those born to privilege had special status over the rest simply by right of birth. We had to restore hope for every Fijian, irrespective of their socioeconomic background, that better days lies ahead. And that everyone has a place in our national life, Commodore Bainimarama said. He said it was painful that our neighbours had not been able to understand the way Fiji was headed. Commodore Bainimarama said during the constitution consultation process, Fijians had aired their concerns about entrenching the rights of iTaukei, Banabans and Rotumans. We have provided ordinary people with the security they requested. And the liars and the scaremongers who exploited their fears for their own base political purposes have been exposed. WHATS NEXT Commodore Bainimarama said despite what was being speculated by a handful of people regarding elections of 2014, it was going to take place. He said the Bainimarama Government was responding to criticisms, not with words but through taking concrete steps for a better Fiji. Where do we go from here? Well, of course, to the election next year. Im always bemused to read and hear that it will never happen. That Bainimarama will never give up power. That its all a cruel trick. As each month progresses, we are answering these critics not with words but with deeds. Each block is gradually being put into place to fulfill the promises that we made and we will honour them. You have my guarantee of that. Government, he said, is not making any decisions for short-term political gain. We make decisions for the long term benefit of every Fijian. Giant Snails Found


THE Biosecurity Authority of Fiji is concerned about the repeated interception of giant African snails and other exotic pests on containers and vessels bound for Fiji. This after biosecurity officers found two giant African snails on a vessel from Wallis and Futuna at the Suva wharf on Sunday evening. Twelve snails of a species that has not been identified were discovered on a container from Vanuatu early on Monday morning. As a result all containers on the vessel had to be fumigated. Expressing concern over the findings, BAF acting CEO Matai Matakitoga said the snails were found on vessels and containers despite certifications from originating countries that the containers were free from pests. "This is a serious issue because it undermines our confidence in the certificates issued in these countries," Mr Matakitoga said. "The giant African snail is one of the most damaging snails in the world. It can devastate Fiji's agricultural industry worth almost $550 to $600million annually and our rich and diverse native forests which is also an integral part of the country's economy," he said. The snails are known to eat about 500 species of plants including papaya, most varieties of beans, peas, cucumbers and melons. They also reproduce quickly producing about 1200 eggs in a single year, he said. According to Mr Matakitoga, these snails are difficult to eradicate. He said shipping containers were transport mediums for exotic pests, diseases or other containments adding that insects could hitchhike attached to the surfaces of containers or located in many nooks and crevices available on a shipping container. Following the interception, BAF has stepped up its precautionary measures. Mr Matakitoga said they would be placing snail baits around the container terminals at the Suva Wharf and also increase inspections.

Brazil Delegation In Fiji To Identify Areas Of Cooperation

A delegation representing the Brazilian agency responsible for establishing and strengthening cooperation is in the country to look at possible investment and trade opportunities. Fijis Ambassador to Brazil, Ambassador Cama Tuiloma received the Director of the Brazilian Cooperation Agency (ABC), Ambassador Fernando Jose Marroni de Abreu, in Nadi. Ambassador Abreu is heading a Technical Team on a fact finding mission to look specifically at Fijis agriculture, fisheries and forestry sectors. The Brazil officials also meet with the Minister for Agriculture, Fisheries and Forests Mr Inia Seruiratu. They also met with the Public Service Commission permanent secretary Mr Parmesh Chand to identify training opportunities and capacity building opportunities between the two countries. In welcoming the technical mission, Ambassador Tuiloma expressed the Fijian Governments appreciation for the growing relations between the two countries. Brazils position as a growing global agribusiness powerhouse is poised to be an advantage to Fiji particularly in the areas of training, information sharing and expertise exchange, technology transfer and institutional capacity building. As part of their program, the team had visited the Sigatoka Valley, Koronivia Research Station, Naduruloulou Fisheries Station, Galoa

Hatchery Station and the Navua Dairy Farm to identify specific needs in respect of production in these areas. Brazil and Fiji have also been negotiating a Technical Cooperation Agreement since 2011, which aims to promote technical cooperation in the areas identified by both countries. This is the first agreement that Fiji and Brazil are scheduled to sign later next week. Early this year, the Under SecretaryGeneral of Political Affairs for Asia & Oceania at the Brazilian Ministry of External Relations, Her Excellency Ambassador Maria Edileuza Fontenele Reis was in Fiji and reaffirmed Brazils commitment towards establishing or strengthening current relations with Fiji. Establishing a diplomatic mission for Brazil in Fiji was also proposed. Whilst in Nadi, Ambassador Abreu also met with the Minister of Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola, and the Attorney General Aiyaz Sayed-Khaiyum. ABC is the agency affiliated with the Ministry of External Relations of the Brazilian Federative Government in charge of all international technical cooperation involving Brazil and other countries or international organizations. ABCs mandate is to negotiate, coordinate, implement and monitor technical cooperation projects and programs that stem from umbrella agreements signed between Brazil and other countries and international organizations.

A growing number of Fijians are now engaged in Micro Business enterprises as a form of employment and source of revenue. The Microfinance Unit of the Fiji Council of Social Services (FCOSS) recorded Five Thousand Four Hundred and Fifty Five (5,455) microenterprises established since 2008 to date. The FCOSS Microfinance Unit manager Ms Lavenia Rabo said that a total of more than $3m was lent during this period to clients. Eighteen students who are recipients of the China Scholarship Council scheme were presented with their air tickets and allowances by the Public Service Commission. The PSC deputy secretary Iliesa Lutu said that the Government of the Peoples Republic of China has been very generous in their provision of tertiary scholarship assistance this year with the final selection of 22 Fiji citizens. Twenty of the recipients will have their airfares paid for the Fijian Government while two will be paid for the Government of China, Mr Lutu said. However, all 22 students will be receiving an annual supplementary allowance from the government of Fiji. Expressing governments gratitude and acknowledging the Chinese governments assistance, Mr Lutu said that for the past three years the quota for the Fijian government for the Chinese Scholarship Council Awards had increased to 22 this year compared to 5 8 as in the past. NDP manager Mr Waisale Tuidama said to date the programme has paid out more than $4million from NDP grants while lending institutions contributed more than $5million dollars to these businesses. Therefore more than $9million has helped run small and medium enterprises in the Northern Division, Mr Tuidama said.

Accountants from around the country were briefed on the 2013 Fijian Constitution by Attorney-General Aiyaz Sayed-Khaiyum during the fifth CPA congress. Highlighting various provisions of the Constitution, Mr Sayed-Khaiyum stressed particularly on Chapter 8 Part (A) which deals with Accountability and Code of Conduct. He said while this was not legally enforceable on the private sector, he said it was perhaps something the CPA was willing to explore- in terms of holding its members accountable. Intellectual input Mr Sayed-Khaiyum said what was required from the society at large, particularly those who are specialists in their fields was to have and provide an intellectual input, as Fiji moved forward. Mahendra Patels Appeal Bid Out

The application for special leave to appeal by former Post Fiji board chairman Mahendra Motibhai Patel was dismissed by the Supreme Court. All three judges Justice Saleem Marsoof, Justice Suresh Chandra and Justice William Calanchini agreed that the grounds for an appeal for special leave lacked any merit. In their judgement they said the application by Patels lawyers did not meet any threshold for granting of any special leave. In his application, Patel highlighted that the Court of Appeal judgment was written by Justice William Marshall against whom an application for recusal was made by Fiji Independent Commission Against Corruption (FICAC). Patel stressed that the court had failed to address his grounds of appeal accordingly. Hamendra Nagin, representing the business tycoon, suggested that what was alleged against his client was not a serious matter. According to FICAC, between April

2003 and February 2004, Patel, while employed in public service as the chairman of the board of directors for Post Fiji Limited had authorised a purchase of an external Seiko clock from Prouds Fiji where he had a significant financial interest. FICAC was represented by Vinsent Perera. Patel was convicted on abuse of office charges for which he was sentenced to 12 months imprisonment. In the ruling the judges agreed that Patel had a financial interest in the abovementioned company although it was sought to be made out that his gain was very minimal. The decision said that the gain is not something that matters in such a situation but as to whether there was any gain for him and or others in whom he had special interest. They stated that the gain would certainly have been to the company through which he too would have benefitted.

50-Member Parliament For 2014


Fijis next Parliament will comprise of only 50 members. The countrys new Constitution states that the 50 members of the first Parliament shall be elected in accordance with the document. This sees an increase from 45 members which was proposed in the Draft Constitution. The election of members of Parliament will be made by a multi-member open list system of proportional representation, under which each voter has one vote, with each vote being of equal value, in a single national electoral roll comprising all the registered voters. And a political party or an independent candidate shall not qualify for any seat in Parliament unless the political party or the independent candidate receives at least 5% of the total number of votes cast. Every Fijian who is or will be the age of 18 years and over on or before the date of the issue of the writ for the next election of members to Parliament will have the right to be registered as a voter. A candidate for election to Parliament should not anytime during the 8 years immediately before being nominated, been convicted of any offence under any law for which the maximum penalty is a term of imprisonment of 12 months or more or has not been found guilty of any offence under a law relating to elections, registration of political parties or registration of voters. The supreme law of the land also states that there will be one national constituency covering the whole of Fiji.

Mumbai police have arrested the fifth and final member of a gang suspected of raping a photographer, a crime that reignited anger about women's safety in India following a similar attack last year. A Mumbai police team arrested the suspect in the capital New Delhi over the brutal attack on the woman as she was taking photographs in India's financial hub with a male colleague, a police official said. "Our crime branch team arrested the fifth suspect from New Delhi earlier Sunday and he is being brought back to Mumbai," the official, who did not want to be named, said. The officer declined to give details of the arrest. The men allegedly trapped and raped the woman, said to be in her early 20s, on Thursday evening in an upmarket district of central Mumbai, where she was on assignment for a magazine, police have said. Police have offered a reward of 100,000 yuan ($16,340, 10,500) for information linked to the case. Two adjacent apartment buildings collapsed early Wednesday in western India, killing at least 11 people, police and firefighters said. A mother in Montana is outraged that a high school teacher who admitted raping her 14-year-old daughter received only a month in prison, while her daughter took her own life. "I think this sentence is a joke, a travesty," the mother, Auliea Hanlon, told CNN on Tuesday night, a day after the sentencing. "People will lose faith in our justice system. I have." Todd Baugh, said her daughter "seemed older than her chronological age" and was "as much in control of the situation" as the teacher. One of the largest bushfires in California's history has roared deeper into Yosemite National Park, with firefighters battling to keep ash from contaminating San Francisco's main water supply. Hydrocephalus is more common among infants and older adults. The condition is caused by overproduction, obstruction or lack of absorption of the cerebral fluid in the brain. The skin of her head has stretched so far, it pulled her eyelids over her eyes, making it impossible for Roona to see. Her mother, Fatima Begum, would draw eyebrows on Roona with black kohl everyday just to try and make her look more normal. "She had such a big head, it was scary for people to see her," Fatima explains. Roona may be Abdul and Fatima's only child, but they couldn't afford to treat her. Roona's 18-year-old father works at a brick kiln earning less than $3 a day. For more than a year and a half, they took care of Roona in their tworoom mud hut, with little knowledge or means of doing much else. In April this year, a journalist took photos of Roona and soon people all over the world including two Norwegian students Natalie Krantz and Jonas Borchgrevink were moved by her condition. Krantz and Borchgrevink put Roona's photo on a crowd funding website, hoping to raise $1,600 to cover her shunt surgery. In two months, they raised double that amount, and by August 2013, they raised more than $60,000. They've transferred half of this amount to the charity arm of Fortis Hospital in New Delhi for her treatment. The hospital

covered the remaining half of the expenses. The students plan to send the remaining amount for Roona's aftercare. When Roona arrived at Fortis, her condition shocked even chief neurosurgeon Sandeep Vaishya, who has treated hundreds of children with hydrocephalus. "We had never seen anything like that and we were completely clueless as to how we'd go about treating her. There was no precedent of treating a child with such an extreme case of hydrocephalus. We learned as we went," Vaishya says. Initially, Vaishya wasn't hopeful about the surgery. Roona was malnourished, she had major infections on the back of her head from the pressure of lying down all day, and her skin was very thin and delicate. Cerebral shunt is the standard treatment for hydrocephalus. It's a simple procedure which involves inserting a drainage tube to keep the fluids flowing at the proper rate. But due to the size of Roona's head and her small, frail body, Roona's treatment was particularly challenging. Vaishya says the surgery posed a huge risk to her life, and at one point they almost lost her. Much to the relief of her parents and her doctors, Roona has pulled through. After five surgeries, Roona's head is now down to a circumference of 58 centimeters, still larger than the average 38 to 48 centimeters, but small enough to allow her to live a reasonably normal life. She constantly moves her head around, she is playful and most importantly, she can now see. She is finally getting the chance to be the baby she really is. "It feels really good to see her now, she looks beautiful and happy," Fatima says. Back in her village, Roona has become the center of attention. It's still painful for her to sit up but she smiles a lot, and her eyes, now visible, keep wandering in a frenzied pace. "We want Roona to read and write once she grows up. Both of us (mother and father) are illiterate so we don't want her to be like us. We want her to have a bright future," Fatima says. It's too early to tell if Roona will ever be completely normal in her appearance as several operations still lie ahead, but the signs thus far are promising.

Canadas condo market is not headed for a bust, although sales are expected to drop for 2013, according to a new report from mortgage insurer Genworth Canada and the Conference Board of Canada. They suggest that population growth and employment gains will keep the condo market healthy enough to absorb the supply of new units. Economists and real estate experts have expressed concern about major centres such as Vancouver, Montreal and Toronto where condo construction continues at a rapid pace, despite falling sales. Federal Finance Minister Jim Flaherty said his department watches the condo and housing market and has acted to cool it over the past 18 months. But the Genworth report says there is continued demand for condos, in part because they are affordable. "Whether it's first-time homebuyers entering homeownership, empty-nesters looking to downsize, or professionals seeking a shorter commute, condos appear to remain a popular option for urban Canadians," said Brian Hurley, CEO of Genworth Canada. Aging population, growing economy There are many fundamentals to say the condo market will stay strong, says Mario Lefebvre, director for the Conference Board of Canada. "Our economy has been reasonably firm. Its not breaking records but its doing well. The U.S. economy is finally showing signs of life. Population keeps on growing in Canada its also aging and that's good for the condominimum market," he told CBC's The Lang & O'Leary Exchange. Lefebvre said he's not concerned about rising interest rates or the levels of debt Canadians are carrying. "Weve just been through an incredible period of low interest rates. Woman Reclaims Stolen Bike From Craigslist Seller


A Vancouver woman says she decided to take justice into her own hands after she allegedly spotted her stolen bike for sale online. Kayla Smith thought she was never going to get her bike back after it went missing, but then the next day it popped up for sale on Craigslist. So she contacted the seller and arranged to meet him at a McDonald's restaurant. Once he arrived she quickly spotted some stickers and special brakes on the bike that she says confirmed it was hers. "Holy crap this is my bike," Smith told CBC News. "Like what do I do? And then I was just, like, play dumb." The seller told her he'd bought it from his roommate. "And then I was like, hum, no you didn't. You stole it from me last night, you liar," she said she thought to herself. So she asked if she could take it for a

But it's not clear when the legislation will be introduced. Harper said last week that he wants to prorogue Parliament and return for a throne speech to set new policy goals for the second half of his mandate. That involves going to Gov. Gen. David Johnston and asking him to prorogue. Parliament was supposed to return Sept. 16, but the House and Senate won't be able to sit until after the throne speech. Harper said he expects the throne speech to happen sometime in October. It likely won't be until mid- to lateOctober, and no new legislation can be introduced until then. Justice Minister Peter MacKay was with Harper to make the announcement, pledging to offer help to victims and their families. The new measures being proposed

How Can You Raise A Clean Teen


So what are some of the ways you can put this philosophy into practice? Here are some ideas. Adjust your expectations. Face it: you wont be able to get your teens to do all the chores you want them to do. In fact, the more tasks you pile on, the less likely theyll do any of them. So decide whats really essential to you and what youre willing to let slide. Maybe your teen is refusing to make her bed every day and youre always fighting about it. You might want to take a step back. Does a made bed really matter to you that much? May be not. However, some other tasks like bringing dirty dishes to the sink could be absolute requirements in your book. Come to an agreement. Once you know what you want, sit down and talk. Negotiate with your teen a little. Come up with a cleaning plan that both parent and teen are comfortable with. Sure, it might not be either partys ideal, but its better than the never-ending argument. Be absolutely clear. Dont make the mistake of assuming that your kids will know what you mean when you say, Clean your room. What qualifies as clean, exactly? Picked up? Vacuumed and dusted? Or just a bit less disgusting than it is now? The answer might seem obvious to you it might seem like common sense -- but it might not be to them. If you were hiring a new employee, you wouldnt just tell them, Do a good job. Youd have a job description. Youd have a list of specific objectives. Its no different when youre talking to your kids about their cleaning responsibilities. You need to come up with a list of specifics. That way, you all know exactly what clean means and theres less room for miscommunication and argument. Have sensible consequences. So what happens if your kids dont clean up as theyre supposed to? If one of the parents is slovenly and doesnt provide a good example, how can you expect the teen to be conscientious about keeping things clean? Dont micromanage. Give your teens a task and a deadline. Then back off and let them accomplish it in their own way. So when your sons doing yard work, dont keep butting in with leaf-raking tips. Dont keep pushing your daughter, for her own sake, to get her laundry out of the way first thing in the morning. Sure, you mean well. But youre getting involved when you dont need to be, and probably driving your kids nuts which could make for some unnecessary conflict. Keep your cool. So your son told you five times! that he would take out the garbage. But he didnt, and the trashcans are now overflowing and buzzing with flies. Sure, youre angry. But try not to let anger dictate what you do next. As much as you can, you want to stick to the responsibilities and repercussions that youve worked out with your teen. Keeping things predictable will make it less personal and less heated. Dont be mean. Parents have to be careful not to get negative. Dont start demeaning your kid, calling her a slob all the time. That doesnt work. Instead, you need to help build your teens self-image, and to encourage basic cleanliness as a sign of self-respect. Consider the larger issues. If you tell your teens that youre making them wash your car to build their character, that probably wont go over well. But remember that requiring your teens to clean up around the house isnt only about your personal desire to have a neat living room. Theres a larger purpose to getting your kids to clean up after themselves. Parents are teaching their kids an important lesson about respecting other people and other peoples property. Keeping things tidy really will matter when theyre adults. In a few years, these adolescents will be on their own and dating. Theyll have roommates. They need to know how to clean up after themselves. Treating your teens seriously and talking about how their behavior will affect their adult lives might really help the conversation. Theres some final advice thats at least

as important as the other suggestions: Dont try to change who your kids are. Part of the issue here is personality and temperament. Can you require that your teens do their own laundry and pick up their shoes? Yes. Can you make sloppy teens become a fastidious, tidy people? impose your own personality on them. So as parents, you need to set some standards for how your kids behave in your house and some expectations they have to meet. But dont go too far beyond that. Celebrities are no stranger to controversies, and Priyanka Chopra knows this. Having tasted her share of link-up rumours in the Hindi film industry, the actress admits that controversies do affect her family. The former Miss World, who has been in Bollywood for a decade, has been caught up in several controversies a fight with actress Kareena Kapoor and link-ups with married actors like Akshay Kumar and Shah Rukh Khan. The family girl says that such controversies hurt. "I am very private as a person and I believe that by giving a statement to controversies, I am giving importance to them due to which many more articles will pop up," Priyanka said . "Usually, they are very trivial things. I get very hurt and affected by controversies. I am a very family girl and controversies affect my family. I would rather just keep quiet," she said. "I am very black and white and have always been honest. I believe in honesty, but I don't believe that the entire world should know about my personal life. I am very private which I think is my right." The 31-year-old has been a part of multilingual films but wants to explore more. "I have done Hollywood, Bollywood and Tollywood - everything in just one month. I am an actor. Make me do any film. I worship my work. I have realized over time I tried to be a method actor, but it doesn't work for me. I am in the character only between the timespan of the action and the cut. After that I get bored. I can't do it. I do a lot of rehearsal and workshops for a few months," she said. The actress, now busy promoting her upcoming film "Zanjeer", directed by Apoorva Lakhia, said: "I do films for strange reasons. When Apoorva came to narrate this film, we discussed my character; when he left I thought I will really enjoy working with him. So I did the film." Priyanka says her character Mala, played by actress Jaya Bachchan in the original "Zanjeer" four decades ago, is completely different. "I am playing a Gujarati girl from New York who comes to attend a wedding. She witnesses a murder and how things change in her life is the story." The film also features Ram Charan and is slated for a September 7 release.

All three engines can be teamed with rear-wheel drive or four-wheel drive, and a six-speed automatic transmission (with a cruise grade braking feature to reduce brake wear) is offered across the line. It's not eight speeds, and that's fine, since it's staged to deal with available torque in the best way possible. All models get electric power steering, and four-wheel disc brakes with special long-life brake rotors are standard across the model line. The Sierra's ride quality is a bit better than before; it's the steering that gets our attention, with its quick reflexes and just-right weight.

It was plain to see the Sierra needed a visual reshoot, after seven years on the road. We'd call the new look gentle progress to a roughneck style. The look is refined enough but striking in its blocky, bluff front end and its chiseled fenders. The bold black-andmetallic grille makes a strong first impressionas do the chunky, flared fenders and projector headlamps with available LED trim lighting. It looks big, as big as a Sierra HD, something that will appeal to many, but not to all. Dreketi and Nasinu played to a 1-1 draw last Friday afternoon at the USP ground, Suva during the opening leg. While the second leg will be played in Vanua Levu, the venue and match schedule will be released next week. National league board secretary Amitesh Pal says the week off will give both sides ample time to prepare. Suva To Decide On Foreign Players


Suva Football Association will call an executive meeting next week over Fiji FA's decision to ban foreign players from all their sanctioned competitions. Association president Mahen Prasad said they will need to make a collective decision. However, on a personal note, Prasad does not support the decision, maintaining that foreign players should be allowed to play in local football. The overseas players should be allowed to play in Fiji because they are experienced players and know a lot about football, he said. Their services are vital for the teams.
