About This Chapter

Channel Management

2.1 Overview Many factors are taken into consideration in the radio channel management so that the most appropriate radio channels, including the SDCCHs, TCHs, and PDCHs, are assigned to the radio services. The TCHs and the SDCCHs are assigned based on the priority principle. Different channels have different priorities. The BSC selects the channel whose priority is the highest, and then assigns it. 2.2 Availability This topic describes the availability of channel management. The realization of channel management depends on the cooperation of relevant NEs and software. 2.3 Technical Description Radio channel management refers to the management of different radio channels in GSM/GPRS. 2.1 Overview
Many factors are taken into consideration in the radio channel management so that the most appropriate radio channels, including the SDCCHs, TCHs, and PDCHs, are assigned to the radio services. The TCHs and the SDCCHs are assigned based on the priority principle. Different channels have different priorities. The BSC selects the channel whose priority is the highest, and then assigns it.

Definition
Radio channel management refers to the management of different radio channels in GSM/GPRS. These channels are managed in the phases of establishing, maintaining, adjusting, and releasing a connection. In other words, radio channel management consists of the maintenance, assignment, and adjustment of radio channels.

Purposes
Radio channel management achieves the management of different radio channels. An appropriate channel is assigned to the radio service based on HWII channel allocation algorithm and the consideration of different factors. At the same time, channels are adjusted properly. Radio channel management not only ensures the services for one user, but also ensures the performance counters in the entire network.
NOTE

For the adjustment of full-rate and half-rate speech channels involved in the channel adjustment, refer to 12 Half-Rate Service. For the adjustment of SDCCHs, refer to 35 SDCCH Dynamic Adjustment.

Terms
Term Couple Definition A timeslot is composed of two half-rate subtimeslots. If both half-rate subtimeslots are idle, the channel where the two subtimeslots are located is called a Couple. For HWI channel allocation algorithm, the polling function is used to select channels. For HWII channel allocation algorithm, the preference function is used to select channels. MA indicates all the frequencies involved in frequency hopping in a cell. A timeslot is composed of two half-rate subtimeslots. If one subtimeslot is occupied and the other subtimeslot is idle, the channel where the idle subtimeslot is located is called a Single.

2.3 Technical Description


Radio channel management refers to the management of different radio channels in GSM/GPRS. These channels are managed in the phases of establishing, maintaining, adjusting, and releasing a connection. 2.3.1 Channel Assignment Procedure When radio resources are required in a service, the channel assignment procedure is triggered. The required radio resources consist of the SDCCHs and the TCHs. 2.3.2 Pre-Processing of Channel Assignment This topic describes the pre-processing of channel assignment. Pre-processing of channel assignment is used to record the reasons for a channel assignment request and the required channel types so that the subsequent channel assignment algorithms can be provided with algorithm basis. 2.3.3 Channel Assignment Algorithms The BSC provides two channel assignment strategies: channel rate assignment strategy controlled by the MSC and channel rate assignment strategy controlled by the BSC. 2.3.4 Processing After Channel Assignment Processing after channel assignment is composed of the subsequent procedures when the optimal channel or spare channels fail to be assigned.

2.3.1 Channel Assignment Procedure


When radio resources are required in a service, the channel assignment procedure is triggered. The required radio resources consist of the SDCCHs and the TCHs. Channel assignment procedure is shown in Figure 2-1

Channel assignment procedure is as follows: 1. Procedures for assigning the SDCCHs consist of the immediate assignment procedure for the SDCCHs during a call, the intra-cell handover procedure, the intra-BSC handover procedure, and the incoming BSC handover procedure. Procedures for assigning the TCHs consist of the immediate assignment procedure for the TCHs during a call, the intra-cell handover procedure, the intra-BSC handover procedure, and the incoming BSC handover procedure. Assignment procedures for different channels are described as follows:

Immediate assignment procedure In a service procedure, such as an MS-originated call procedure, an MS-terminated call procedure, or the location update, when a channel request reported is received from an MS, the procedure for assigning the SDCCHs (in early assignment and late assignment) or TCHs (in very early assignment) is triggered.

Assignment procedure In an MS-originated or MS-terminated call procedure, when an assignment request message is received from the MSC, the procedure for assigning the TCHs is triggered.

Intra-cell handover procedure When the target cell and the source cell initiate a handover request at the same time, the procedure for assigning the SDCCHs (SDCCH handover) or TCHs (TCH handover) in a cell is triggered.

Intra-BSC handover procedure When the target cell receives an incoming cell handover request from the source cell, the procedure for assigning the SDCCHs (SDCCH handover) or TCHs (TCH handover) is triggered.

Incoming BSC handover procedure When an incoming BSC handover request is received, the procedure for assigning the SDCCHs (SDCCH handover) or TCHs (TCH handover) is triggered.

After the channel assignment procedure is triggered, the BSC collects information for subsequent channel assignments. This process is called pre-processing of channel assignment. After the pre-processing of channel assignment, the BSC assigns appropriate channels for this channel request based on the channel assignment algorithm configured for the cell where an MS is located. The channel assignment algorithm is called HWII channel allocation algorithm. After channels are assigned by the BSC based on the channel assignment algorithm, the following two situations may occur:

Appropriate channels are assigned. Appropriate channels cannot be assigned due to some reasons, such as congestion.

When appropriate channels are not assigned based on the channel request, the BSC continues to perform the processing after channel assignment and attempts to assign channels again. These operations consist of queuing and preemption.

2.3.2 Pre-Processing of Channel Assignment


This topic describes the pre-processing of channel assignment. Pre-processing of channel assignment is used to record the reasons for a channel assignment request and the required channel types so that the subsequent channel assignment algorithms can be provided with algorithm basis.

Pre-Processing of Channel Assignment in an Immediate Assignment Procedure


After receiving a channel request for an immediate assignment, the BSC obtains the reason for the channel request and the required channel types from the message and obtains the concentric cell attributes in the cell where an MS is located. When all the SDCCHs in the cell are busy and the TCH Immediate Assignment of the cell is configured, the BSC assigns the TCHs for the channel request for an immediate assignment. In addition, the BSC takes statistics of the performance counters based on the requirements for the channel rate. If the cell where the MS is located is a concentric cell, the BSC takes statistics of the performance counters based on the concentric cell attributes of the requested channel.

Pre-Processing of Channel Assignment in an Assignment Procedure


After receiving an assignment request message from the MSC, the BSC performs the following operations: 1. 2. Translate the assignment request message to obtain the type of the assigned channels, the type of rate, and the information on the allowed speech versions. Take statistics of the performance counters for the assignments in different rates and for different access reasons.

Based on the channel type and the service type in a channel assignment and an assignment request, check whether the subsequent assignment procedure is normal assignment, mode modification, or direct retry and whether all the aspects are consistent. Then, take statistics of the performance counters.

Pre-Processing of Channel Assignment in a Handover Procedure


After the related module of the BSC receives a handover request, the BSC performs the following operations: 1. 2. Take statistics of the related performance counters in the handover request. Translate the channel request (caused by the handover) message to obtain the requested channel type, handover reasons, and the information on the priority, on interference bands, on MS receive level, on punished TRX channel, on the MS mode, and on the support capability of frequency bands, and on whether AMR is supported.

2.3.3 Channel Assignment Algorithms


The BSC provides two channel assignment strategies: channel rate assignment strategy controlled by the MSC and channel rate assignment strategy controlled by the BSC.

Channel Rate Assignment Strategy Controlled by the MSC


The channel rate assignment strategy controlled by the MSC is described as follows:

If the type of the assigned channel required by the MSC is full rate TCH only or half rate TCH only, only the channel whose rate is consistent can be assigned. If the type of the assigned channel required by the MSC is full rate TCH preferable and other conditions are met, the full-rate TCHs are assigned when full-rate TCHs are available in a cell. If the type of the assigned channel required by the MSC is half rate TCH preferable and other conditions are met, the half-rate TCHs are assigned when half-rate TCHs are available in a cell.
NOTE

If channels are assigned based on the assignment rate of the MSC, the network capacity and the MS speech quality are difficult to be optimal. To assign channels based on the MSC assignment, the channel rate assignment strategy controlled by the MSC is generally used for an interconnection test on the A interface.

Channel Rate Assignment Strategy Controlled by the BSC


The channel rate assignment strategy controlled by the BSC is the optimized channel rate assignment strategy controlled by the MSC. It is described as follows:

If the type of the assigned channel required by the MSC is full rate TCH only or half rate TCH only, only the channel whose rate is consistent can be assigned. If the type of the assigned channel required by the MSC is full rate TCH preferable or half rate TCH preferable, the full-rate TCHs are assigned preferably to ensure the speech quality when there are many idle full-rate TCHs. If there are only a few idle full-rate TCHs, the half-rate TCHs are assigned preferably to ensure the network capacity.
NOTE

Channel assignment strategies can be controlled through the BSC6000 Local Maintenance Terminal. By default, the channel rate assignment strategy controlled by the BSC is used.

HWII Channel Allocation Algorithm


HWII channel allocation algorithm is a channel assignment algorithm based on the priority mechanism. The following preferred factors are taken into consideration:

The priority of different frequency bands is calculated based on the channel type and the configuration data. The priority of different TRXs is calculated based on the channel type and the consistency in assigned TRXs at different time. The priority of TRX attributes is calculated based on the channel assignment of TRX attributes in a concentric cell. The priority of supported frequency bands is calculated based on the frequency bands that are supported by channels and MSs. The priority of dynamic channel adjustment is calculated based on whether TRXs support dynamic channel adjustment. The priority of channel rate is calculated based on the type of the channel request, the state of the serving channel, and the type of the channel. The priority of channel types is calculated based on whether the assigned channels are dynamic PDCHs. The priority of AMR is calculated based on whether a channel supports AMR. The priority of history records on channel seizure is calculated based on the information on channel assignments recorded in history records. The priority of interference is calculated based on the channel assignment of interference measurement. The priority of TRXs is calculated based on the channel assignments in priorities of TRXs.

2.3.4 Processing After Channel Assignment


Processing after channel assignment is composed of the subsequent procedures when the optimal channel or spare channels fail to be assigned. Processing after channel assignment varies with channel request phases.

In immediate assignment phase, processing after channel assignment consists of the dynamic adjustment between the TCHs and the SDCCHs, and between the TCHs and the PDCHs. In non-immediate assignment phase, processing after channel assignment consists of the dynamic adjustment between the TCHs and the SDCCHs, the dynamic adjustment between the TCHs and the PDCHs, the channel preemption, and the channel queuing.

Channel Preemption
The BSC supports the strategies for assigning channels in different priorities. Channels can be assigned based on priorities. When the priorities and preemption indication are met, an MS with a high priority can preempt the channel of an MS with a low priority. Based on different system configurations, the preemption can be processed in the following two situations:

Direct Preemption The system detects an MS whose priority is lower than the priority of the preempting MS in the same cell. Then the system initiates a release procedure so that the channel of the MS with a lower priority is released. The system assigns the channel to the preempting MS.

If the license supports the eMLPP function and the data configuration does not support the eMLPP function, a direct preemption is performed.

eMLPP Preemption When an MS with a high priority preempts the channel of an MS with a low priority, the system attempts to hand over the MS with a low priority to a neighbor cell. If the handover fails, the system initiates a release procedure to release the channel of the MS with a low priority. If both the license and the data configuration support the eMLPP function, the eMLPP preemption is performed.

Channel Queuing
The BSC channel assignment supports channel queuing. Channel queuing is used for connection assignments and handovers. In an assignment request or a handover request, the MSC determines whether channel queuing is allowed. If there are no assignable radio channels and channel queuing is allowed, the BSC queues the assignment requests. Within the period that an MS can accept, the system assigns traffic channels as soon as possible so that the waiting time of the MS can be minimized.

2.4 Implementation
The implementation on channel management consists of the configuration of the channel assignment algorithm parameters and the configuration of the call control parameters. 2.4.1 Configuring Channel Assignment Algorithm Parameters Configure the channel assignment algorithm parameters through the BSC6000 Local Maintenance Terminal. 2.4.2 Configuring Call Control Parameters Configure call control parameters through the BSC6000 Local Maintenance Terminal. 2.4.3 Examples: Configuring Channel Management Configure channel management through the BSC6000 Local Maintenance Terminal.

2.4.1 Configuring Channel Assignment Algorithm Parameters


Configure the channel assignment algorithm parameters through the BSC6000 Local Maintenance Terminal.

Procedure
Step 1 On the BSC6000 Local Maintenance Terminal, select a cell on the Management Tree tab page. Right-click the cell, and then choose Configure Cell Attributes from the shortcut menu. A dialog box is displayed, as shown in Figure 2-2.

2.4.2 Configuring Call Control Parameters


Configure call control parameters through the BSC6000 Local Maintenance Terminal.

Context
After the channel assignment is complete, if channels fail to be assigned, the processing after the channel assignment, a direct retry, a reassignment, and a preemption need to be performed. Related parameters consist of Allow Reassign and Allow EMLPP.

Procedure
Step 1 On the BSC6000 Local Maintenance Terminal, select a cell on the Management Tree tab page. Right-click the cell, and then select Configure Cell Attributes from the shortcut menu. A dialog box is displayed, as shown in Figure 2-7.

2.4.3 Examples: Configuring Channel Management


Configure channel management through the BSC6000 Local Maintenance Terminal.

Context
This example describes how to enable the Allocation TRX Priority Allowed and how to adjust the configuration of the TRX Priority. Take cell 2F_BTS30 and TRX1 as examples. The value of the Allocation TRX Priority Allowed is Yes. The value of the TRX Priority is Level1.

Procedure
Step 1 On the BSC6000 Local Maintenance Terminal, select 2F_BTS30 on the Management Tree tab page. Right-click the object, and then choose Configure Cell Attributes from the shortcut menu. Step 2 In the displayed dialog box, double-click 2F_BTS30 in the Cell view area, and then add it to the list of the Selected Cells. Step 3 Click Next. A dialog box is displayed. Step 4 In the Cells to be set area, select 2F_BTS30. Then, click Set Cell Properties. A dialog box is displayed. Step 5 Click Channel Management. The Set Channel Parameter dialog box is displayed. Step 6 Click Advanced. The HWII Channel Assignment and Radio Channel Control tab page is displayed. Step 7 Modify the value of the Allocation TRX Priority Allowed as Yes, as shown in Figure 2-13.

Table 2-3 Assignment measurement per cell Classification of Counters Assignment Requests Description This counter indicates the times that the BSC receives an ASS REQ message from the MSC. The message contains the signaling type or service type. The type of the channel assigned by the MSC depends on the service type (speech or data). This counter indicates the times that the BSC sends an assignment command to an MS in an assignment procedure. This counter indicates the number of the Completed Assignments before the BSC receives a Completed Assignment message reported by an MS and constructs a Completed Assignment message that is sent to the MSC. This counter is based on the speech versions occupied in the current call and the type of the channel rate. After the MSC sends an ASS REQ message to the BSS, the BSC may fail to perform assignment due to various reasons. The Failed Assignments counter indicates the number of failed assignments in an assignment procedure. This counter indicates the times that the BSC sends a Mode Modify message to an MS. When assigning TCHs to MSs in an assignment procedure, the BSC detects that the type of an MS does not match the type of the assigned TCH. Thus, the BSC sends a MODE MODIFY message to the MS. Then a Mode Modify procedure is triggered. The mode modification, however, does not succeed. Therefore, the assignment fails. The Failed Mode Modify Attempts counter indicates the number of assignment failures.

Table 2-4 Interference band measurement per TRX Classification of Counters Uplink Interference Indication Messages (SDCCH/TCH) Downlink Interference Indication Messages (SDCCH/TCH) Description When using the HWII channel allocation algorithm, the BSC checks whether the level and quality recorded in the measurement report that is reported by an MS on the channel exceed the thresholds in the data configuration at the same time. Then, the BSC determines whether to take statistics of Uplink Interference Indication Messages (SDCCH) Uplink Interference Indication Messages (TCH), Downlink Interference Indication Messages (SDCCH), and Downlink Interference Indication Messages (TCH). If the level and quality exceed the thresholds at the same time, the BSC takes statistics of the related counter based on the channel type (TCH or SDCCH) and interference direction (uplink or downlink).

Classification of Counters Mean Number of SDCCHs in Interference Bands 1 Through 5, Mean Number of TCHFs in Interference Bands 1 Through 5, and Mean Number of TCHHs in Interference Bands 1 Through 5

Description After receiving an RF RES IND message from a BTS, the BSC takes statistics of all the original counters based on the channel type (TCHF, TCHH, or SDCCH) carried in the message and the interference bands (1 through 5). The message contains the information on the interference bands of all the idle channels on a TRX. In a statistical period, you can obtain the values of the counters through dividing the values of the original counters by the number of sampled interference bands.

The MSC sends an ASS REQ message to the BSC. If the channel type carried in the message is full-rate TCH or half-rate TCH, the BSC takes statistics of the counters after receiving the message. In an internal intra-cell handover procedure, the BSC requests the system to re-assign radio channels. After receiving the request for channels, the BSC takes statistics of the counters. In an incoming internal inter-cell handover procedure, the BSC requests the system to re-assign radio channels. After receiving the request for channels, the BSC takes statistics of the counters. This counter indicates the times that a cell in a BSC receives the Handover Request message from other BSCs through the MSC in the incoming external inter-cell handover procedure. In an immediate assignment procedure, internal intra-cell handover procedure, incoming internal inter-cell handover procedure, and incoming external inter-cell handover procedure, the BSC takes statistics of requests for the corresponding channel.

Description In a procedure for assigning service channels, because the channels with required concentric cell attributes (for example, underlaid subcell attributes) fail to be assigned or the channels with opposite concentric cell attributes (for example, overlaid subcell attributes) are assigned, the system takes statistics of channel assignment overflows (TCH) based on the required concentric cell attributes. In an incoming internal inter-cell handover procedure, because the channels with required concentric cell attributes (for example, underlaid subcell attributes) fail to be assigned or the channels with opposite concentric cell attributes (for example, overlaid subcell attributes) are assigned, the system takes statistics of channel assignment overflows (TCH) based on the required concentric cell attributes. In an incoming external inter-cell handover procedure, because the channels with required concentric cell attributes (for example, underlaid subcell attributes) fail to be assigned or the channels with opposite concentric cell attributes (for example, overlaid subcell attributes) are assigned, the system takes statistics of channel assignment overflows (TCH) based on the required concentric cell attributes. When the BSC needs to assign corresponding channels to an MS because of different reasons (assignment, immediate assignment, intra-BSC handover, and inter-BSC handover), the BSC fills in the concentric cell attributes in a channel request based on the configured data, and then initiates a channel assignment procedure. The BSC takes statistics of unavailable idle ICHs on the channels in the underlaid subcell or the overlaid subcell. When a call tries a handover from the underlaid subcell to the overlaid subcell, if there are no idle channels in the overlaid subcell, the handover fails. The BSC takes statistics of the counters. The BSC takes statistics of the failed handovers from the overlaid subcell to the underlaid subcell due to no idle channels in the underlaid subcell.

The counter reflects the busyness of services in peak hours. When the queuing calls that the BSC can support reaches related limit and the queuing cannot be performed, the BSC takes statistics of the counters. When there are no available TCHs in a cell and the system supports queuing, the call queuing is performed and the BSC takes statistics of the counters. When there are no available TCHs in a cell and when calls and the BSC support preemption, if the preemption fails, the BSC takes statistics of the counters. When there are no available TCHs in a cell, if the system does not initiate preemption and dynamic adjustment procedures, and if the system supports queuing, the call queuing is performed and the queuing timer is initiated to wait the idle TCHs. If the queuing timer expires, the BSC takes statistics of the counters. When there are no available TCHs in a cell, if the system supports dynamic adjustment and meets the conditions of dynamic adjustment, and if the system supports queuing, the queuing is initiated and the queuing timer is initiated to wait the idle TCHs. If the queuing timer expires, the BSC takes statistics of the counters. This counter indicates the mean queue length in a statistical period in a cell of the BSC. This counter indicates the mean queuing duration (unit: second) in a statistical period in a cell of the BSC. This counter reflects the running status of the queuing in the cell. This counter indicates the number of the failed queuing attempts because of different reasons in a statistical period in a cell of the BSC.
