Also, the access shall be arranged so that the operator can perform the task while in a standing position at grade or on a fixed, permanent platform. Task locations include manual valve operating stations, sampling stations, heater light-off areas, electrical switch operating stations, and pump manifolds.

4.0 4.1

FIRE PROTECTION EQUIPMENT/SYSTEM The following fire protection equipment shall be in accordance with existing refinery standard and shall be reviewed with EMAPPL Fire & Safety Section. a) Fire Extinguishers : ANSUL 'Cartridge' type 20 pounds/150 pounds corrosion resistant. C02 for electrical protection. National Foam system, foam maker model MCS Type B. Other equivalent subject to Fire/Safety Section review. Foam Chamber Body and Deflector to be provided with a corrosion resistant finish. Foam pourers outlet to be wire meshed to prevent bird nesting in the chambers. Foam piping to be epoxy-lined or stainless steel 316L with appropriate markings on piping. Galvanised piping is not acceptable. c) Sprinkler System : Water spray is required under the Singapore regulation for pumps conveying hydrocarbon installed under pipe rack. Such pumps shall be protected by automatic, fixed water spray systems operated by fire detectors, in addition to providing fire proofing on the pipe rack supports per GP 14-3-1. Manual activation is preferred in the Process area. Automatic activation is required for all Offsite pumps. The design of the sprinkler system vessels, etc.) shall incorporate the following: 1 . A strainer suitable for sea water service. 2. A bypass on the strainer. The bypass valve shall be installed with minimum distance from the take-off line. 3. A valved fresh water flushing connection with 2 inch British Instantaneous male connection. 4. 12. Installation of Fire Extinguishers, Fire Equipment Cabinets, and Other Portable Equipment
12.1. Fire Extinguishers
1) [S] The following shall apply in mounting hand-held fire extinguishers: a) Mounted no more than 50 ft (15 m) from equipment or facilities being protected b) Located no closer than 15 ft (5 m) from high fire potential equipment, per GP 14-03-01 c) Easily accessible d) Protected from moving equipment and mechanical or environmental abuse 2) The Owner's Engineer or Plant Fire Chief shall provide appropriate instruction for appropriate location of extinguishers with respect to specific hazards. 3) [S] Mounting areas shall be painted red so as to be visible from as many directions as possible. The mounting area shall extend above and below the extinguisher. Where the extinguisher is mounted on a column, the red paint shall extend around the column. Where the extinguisher is wall-mounted, the mounting area shall be a minimum of 3 ft (1 m) wide, with the extinguisher mounted in the middle. 4) [S] Fire extinguisher installation shall be in accordance with local regulations and 29 CFR 1910.157 (for U.S. only). 5) * [S] Unless otherwise specified, each fire extinguisher, whether hand-held, wheeled, or skidmounted, shall be furnished with a cover of heavy red vinyl (preferably iridescent), another material suitable for outdoor installation, or a suitable container or housing. 6) * [S] A plot plan, showing the proposed location of all portable fire-related and safety equipment shall be prepared.

12.2.

Fire Equipment Cabinets and Other Portable Equipment

* [S] The number and location of fire equipment cabinets, and the type, number, and location of the fire extinguishers to be furnished, shall be specified by the Plant Fire Chief. Installation shall be by the Purchaser.
