_____________________________________________________________________________________ BOARD RESOLUTION NO. ___ SERIES OF 2013 A BOARD RESOLUTION APPLYING FOR ACRREDITATION TO THE SANGGUNIANG PANLUNGSOD AND SEEKING FOR REPRESENTATION TO THE LOCAL SPECIAL BODIES OF THE CITY OF ILIGAN. WHEREAS, RA 7160, otherwise known as the Local Government Code of 1991, has mandated under Section 2 (c) of the Declaration of Policy that it is the policy of the State to require all national agencies and offices to conduct periodic consultations with appropriate local government units, non-governmental and people's organizations, and other concerned sectors of the community before any project or program is implemented in their respective jurisdictions; WHEREAS, Section 3 of the same Code provides for an active participation of the private sector in local governance, particularly in the delivery of basic services, to ensure the viability of local autonomy as an alternative strategy for sustainable development; WHEREAS, Section 2 of Article 3 of the same Code provides for extension of assistance, financial or otherwise, to people's and non- governmental organizations through its local chief executive, and with the concurrence of the Sanggunian concerned, for economic, sociallyoriented, environmental, or cultural projects to be implemented within its territorial jurisdiction; WHEREAS, the Sangguniang Panlungsod, through the Office of the Vice-Mayor, is calling for accreditation of NGOs and POs and similar aggrupation, and selection of representatives to the Local Special Bodies; WHEREAS, Iligan Medical Center College has the capacity to provide needed technical support and expertise in terms of conducting and implementing community-based programs and projects that will address issues on poverty, health, homelessness, disaster, climate change, environmental degradation, and other concerns; WHEREAS, membership of IMCC to the local special bodies will mutually benefit other members in terms of sharing of expertise, logistics and technical support and assistance needed in implementing appropriate programs and projects among marginalized communities in Iligan City; WHEREFORE, BE IT RESOLVED as it is hereby resolved that Iligan Medical Center College will apply for accreditation to the Sangguniang Panlungsod and will seek for membership to the Local Special Bodies of Iligan City, without compromising its independence and autonomy in implementing programs and projects in the community; RESOLVED FURTHER, that Dr. ROYCE S. TORRES, President of IMCC, and JOSE DENNIS O. MANCIA, Coordinator of the Community Extension Program, respectively, are designated as permanent and alternate representatives of IMCC during meetings, consultations, assemblies and other related endeavors called for by the Sangguniang Panlungsod and by the Local Special Bodies.
