Introduction

In the Philippines, volunteerism evolved from a Filipino cultural tradition called Bayanihan into a community-based development strategy. Volunteerism is now taking an assertive role as a strategy in almost all development fields, both by the government and the private sectors. The Philippine National Volunteer Service Coordinating Agency (PNVSCA) is the government agency mandated to promote and coordinate volunteer programs and services in the Philippines. The PNVSCA was created as a committee in 1964 to concretize the Philippine Government's commitment to the agreement made during the International Middle Level Manpower Conference held in Puerto Rico in 1962, adopting volunteerism as a tool for socio-economic development. It became an office in 1973, and an Agency on 12 December 1980 through Executive Order No. 635. PNVSCA is under the administrative supervision of the National Economic and Development Authority (NEDA). The PNVSCA implements the Local Volunteer Program and the International Volunteer Program. The latter is one of the major components of the National Volunteer Service Program being implemented. Through this program, technical assistance is provided by foreign volunteers to national government agencies, local government units (LGUs), academic institutions and non-government organizations (NGOs) in the spirit of technical cooperation and cultural sharing. Under the International Volunteer Program, there are nine (9) foreign volunteer organizations currently maintaining technical cooperation with PNVSCA, either on a Bilateral Agreement or Memorandum of Agreement. The PNVSCA closely works with other government agencies, non-government organizations, the academe, the corporate group, the media and other partners in converging and linking the different volunteering efforts and resources so that they are aligned with national priorities. Moreover assist ance is given to marginalized sectors and communities. PNVSCA takes the lead in advocating and recognizing the contributions of volunteers to nation-building and international cooperation.

Foreign Volunteers in Region I


Like other regions in the country, Region I is a beneficiary of the International Volunteer Program. Through this program, technical assistance is provided by foreign volunteers to various line agencies, local government units, academic institutions and NGOs in the spirit of technical cooperation. This has a duration of two years at the minimum. There are 14 foreign volunteers currently deployed in the region. The volunteers coming from different volunteer organizations are sharing their knowledge/skills/expertise along the fields of human resource development, information and communications technology, Geographic Information System, special education, psychology, english education, sustainable agriculture, horticulture, and food processing.
