shared information about
the company with mem-
bers of the Nautical Mile
Merchants Association
during their monthly
meeting.
Sly told members last
year alone 500 bills were
proposed to the legisla-
ture that could potentially
both negatively and posi-
tively affect the states
waterways and thus the
boating industry.
To stay on top of legis-
lation, Sly said the associ-
ation works closely with
the Army Corp of
Engineers, Michigan
Waterways, Travel
Michigan, Michigan State
University, Michigan Sea
Grant and Pure
Michigan, to name a few.
The associations in-
volvement, she said,
helped defeat the states
luxury tax and other at-
tempts at overregula-
tion.
We think its so impor-
tant they help us and we
help them, she said.
Sly said the boating in-
dustry is a good predica-
tor of the economy. While
working on next years
Detroit Boat Show, she
said interest is again in-
creasing and the sales
floor is expanding by an-
other 30,000 feet.

utilize the beach. Thats
a good thing for the city

The premise would be
to build racks along the
beach for kayak stor-
age, then rent these
spaces out to kayakers
for the season.

harbors, Esler sees
these kayak storage fa-
cilities being open to the
general public, with dis-
counts and first choice
given to city residents.
It would be a perfect
place, said Kenny
Dunford, a resident kayak
enthusiast who would
jump at the chance to store
his craft at Blossom Heath.
More and more people
are kayaking for fitness
and to be able to have it
right there, with such easy
access to the lake, would
be perfect. Its a
great idea in my
book.

this at Blossom

The idea is not
unique to St. Clair
Shores, a similar
program currently
exists at Pier Park in
Grosse Pointe
Farms, and the 124
slots available for
lease fill quickly. In-fact,
Pier Park has a waiting list
of over 50 people.
Grosse Pointe Farms
has had the program in ef-
fect since 2010 and charg-
es $90 for individual slots
and $120 for a double-
sized space.
Registration stickers are
given to kayaks as proof of
their rental for the season,
which runs from May 1 to
Nov. 1.
We are definitely look-
ing at what theyre doing
at Pier Park, Esler said.
We still have a ways to go
for this idea, like whether
we should build the racks
in-house or find a place to
purchase them, how ma-
ny racks we would want,
those type of questions
have to be answered. But,
its an idea that is worth
exploring and were doing
that right now.

Changes to the citys
administrative staff
fringe benefits and com-
pensation package had
some councilmembers
wondering how it will
impact future hires.

said changing the citys
current health package
to comply with PA 152,
the Publicly Funded
Heal t h I nsurance
Contribution Act enact-
ed into law in 2011, a 2
percent annual wage in-
crease for three years,
switching from the
citys current pension
plan to a defined pen-
sion plan program will,
over five years, save the
city $18,000.
Smith explained the
changes effect non-
union employees, which
covers most department
heads and civil service
employees.
Concerns arose when
Smith explained should
an employee be elevated
to a higher position, that
person would have to
freeze their current pen-
sion and enroll in the
defined contribution
program.
He further noted em-
ployees who have 25
years of service already
hit their maximum pen-
sion allowance.
Using the police chief
position as an example,
Councilman Pete Rubino
spoke out against the
pension issue.
You cant be chief un-
less you want to lose
your pension unless you
have 25 years? he
asked also questioning
Smiths enthusiasm to
go outside the city to
find new hires.
We talk about chang-
ing the culture of some
of these departments
and this is an opportuni-
ty to do that, Smith
said, adding if the pen-
sion program becomes a
recruitment issue, he
can ask council to modi-
fy the agreement.
What message does
that send - I think its
the wrong message,
Counci l man Ron
Frederick added.
Despite the debate,
the changes were ap-
proved 6-1 wi th
Frederick dissenting.

Compensation

Whether to join a coun-
ty-wide organization
caused quite a stir among
councilmembers with
some accused of being
isolationists.
But after about an hour
of debate, a motion to do
so failed 3-3. Councilman
Ron Frederick, who
would have cast the de-
ciding vote, was absent.
The city was asked to
sign an interlocal agree-
ment proposed by
Ma c o mb Ar e a
Communi t i es f or
Regional Opportunities
that is seeking state grant
funds to further study the
impact of Proposal A and
the Headlee Tax
Limitation Amendment
on local governing units.
Acting City Manager
Mike Smith said the city
already belongs to
MACRO which works
with all Macomb County
communities and the
county on projects to re-
duce costs and encour-
age shared services
among municipalities.
The group also lobbies
lawmakers most cur-
rently on the topic of per-
sonal property tax chang-
es.
First to speak against
the request was
Councilman John Caron
who expressed distrust
for the organization
based on a snafu last year
wherein former Mayor
Robert Hisons electronic
signature was added to a
letter from MACRO ad-
dressed to Gov. Rick
Snyder and state offi-
cials, opposing legisla-
tion calling for the revo-
cation of the personal
property tax.
He also objected to the
organization locking us
into a formal agreement
when the only real rea-
son to do this is apply for
a grant to help them write
grants.
It disturbs me even
more they want to lobby
against Headlee and
Prop. A, Caron said.

Candice Rusie, who vot-
ed against joining
MACRO in August 2011,
said the organization
sold itself as a forum to
discuss ideas how to
share efficiencies and
save money.
It went beyond round-
table discussions into
lobbying and we already
belong to lobbying
groups, she said, adding
city administrators rarely
attended the meetings.
As for the grants, Rusie
argued the city could be
competing against
MACRO and if MACRO
wins, the funding could
benefit its other mem-
bers.
This group wants us to
be one big happy family,
she said, adding the city
could lose its identity by
signing the interlocal
agreement.
Councilman Pete
Rubino disagreed.
I would rather know
whats going on with this
group than not know
whats going on with this
group, he said. To play
isolationist at this time is
very dangerous.
Its another slippery
slope where we try to
play isolationist and ig-
nore whats going on out-
side of us.
Caron countered
MACRO is subject to the
Open Meetings Act and
the city can monitor its
activity through meeting
minutes.
If they go in a direc-
tion where we may bene-
fit, we can join that
group, he said.
Thats despicable
usi ng somebody,
Rubino interjected, add-
ing keeping an eye on the
legislature is important.
Headlee is one of the
biggest economic disas-
ter ideas ever in the his-
tory of the state because
no one ever thought
things would go down 40
percent, he said of prop-
erty assessments.
Despite Smith pointing
out the benefits of join-
ing Rubinos motion to
move forward failed in a
tie vote.

summer for the citys spe-
cial needs camps.
Unofficially, its just a
good time for campers,
counselors and families,
complete with games,
bounce houses, music
and dancing, prizes and
hot dogs from National
Coney Island.
The Special Needs
Picnic at Veterans
Memorial Park last
Friday afternoon brought
together more than 150
children who were a part
of either the citys
Playground or Special
Needs Program, accord-
ing to Program Director
Jamie Harbison.
Its a celebration, she
said. Its a celebration of
sort of the end of summer
and the end of another
successful program for
us. Its a good time and
everyone seems to really
enjoy it.
The two programs are
a staple in the summer
months, and the picnic is
the perfect way, Harbison
said, to bring the pro-
gram to a close.
We, of course, have
the kids from this year,
but we also get some peo-
ple who come back just
for the picnic, Harbison
said. These were people
who might have been in
the program a few years
back.
The camps staff run
the games at the picnic,
as well as make certain
the entire event goes
smoothly, Harbison said.
We have 35 counsel-
ors here, she said. And
theyre the ones that do
all the work. Theyre the
people who make sure
that everyone has a great
time. Theyre a great
group of people.
Before the event got
under way, Parks and
Recreation Director Greg
Esler addressed the
crowd.
I dont think there is a
program that I am more
proud of than the Special
Needs Program, Esler
said.

We all enjoy getting outside
and enjoying the sunshine!
And that means it is time
to put on the sunscreen
because, while avoiding the
sun entirely is the best way to
guard against skin cancer, for
most that is an inacceptable
option.
With few exceptions,
whether younger or older,
everyone should use
sunscreens when going
outdoors. Even on a cloudy
day, 80 percent of the suns
rays will get through. For
children, start applying
sunscreen at the age of 6
months (children under 6
months should avoid the sun
altogether).
Luckily, there are lots of
options when it comes to
sunscreens. Today they are
available in lotions, gels, oil-
free formulas, in moisturizers,
make-up and in other
specialty forms for outdoor
activities and water sports.
Te best sunscreens block
both UVA and UVB and
should have an SPF of at least
30. Apply sunscreens liberally
20-30 minutes before going
outside, and reapply after 2
hours, especially when active.

as routine as brushing your

Farmhouse will be trans-
formed into a haven of an-
tiques, collectibles, memo-
rabilia and gently-used
items as part of the
Historical Society of St.
Clair Shores White
Elephant Trunk Sale.
The sale runs from 9
a.m. to 3 p.m. Saturday,
Aug. 24.
Were hoping to get a
lot of people coming out,
Historical Society member
Nicole Laviolette said. Its
the third year for this, but
this year weve made some
changes to it hoping to at-
tract more people.
These changes include
opening the event up to
more than just antiques,
Laviolette said.
We want to have a vari-
ety of items there, she
said. Thats why we de-
cided to encourage people
to bring collectibles and
memorabilia and other
gently-used items.
Some crafters are also
expected to be set up at the
event.
Proceeds from the event
benefit the Historical
Societys projects to pre-
serve local history.
Thus far, more than a
dozen vendors are expect-
ed at the trunk sale.

It started as a third-
grade project, but now,
just a few months later,
Avalon Elementary
School student, JaQuan
Gray, has a cabbage
growing in his grandmas
backyard that is attract-
ing attention.
I looked it up and even
asked a few friends, said
his mother Jessica Gray
with a smile. And cab-
bages arent supposed to
get this big.
His grandmother, Julia
Magee, agrees.
Its the size of a bas-
ketball and we keep see-
ing it grow bigger every
day, she said. When we
planted it it wasnt any
bigger than a few leaves
and then all the sudden it
just exploded. I think you
could probably feed 20
people with this cab-
bage.
When I first brought it
home I made sure to wa-
ter it everyday, said
JuQuan. I guess that was
the secret to why it has
grown so big.
The cabbage was part
of a school project,
JaQuan said, and stu-
dents started the seeds in
the classroom and bring
them home over the sum-
mer.
We kept it in the win-
dow when I first brought
it home, JaQuan said. It
was really small.
But the budding super-
sized vegetable soon
needed more space to
grow, Jessica said.
It looked like it was
about to die in the win-
dow, she said. So we
brought it outside and
planted it.
Over the next six
weeks, Grays small
seedling grew...and
grewand grew.
I dont really know
how much bigger its go-
ing to get, Magee said.
But we decided that
were going to just keep
letting it grow to find
out.
Rabbits and other crit-
ters occasionally munch
on a leaf or two, Magee
said, but its done little to
slow down the growth.
I can see a few rabbits
nibble a leaf here and
there, she said. But
heck, I cant see it bother-
ing this cabbage at all.
Rabbits get hungry too.
The success of his first
gardening experience
has JaQuans green
thumb anxious to take on
other gardening chal-
lenges.
I want to have a gar-
den next year, he said.
So I can grow different
things and more things.

The St. Clair Shores
Youth Council and the
Cool City Committee are
taking residents back in
time at 7 p.m., Saturday,
Aug. 24, at Veterans
Memorial Park when they
host a unique movie night
in the park.
Its 80s night, said
youth council advisory
board member Josh
Denzler. Everything is
going to be an 80s theme
that night from the
clothes to the movie, ev-
erything. Its going to be
like going back in time 30
years. Its going to be a
lot of fun.
Believe it or not, Maria
Martinez, one of the
events organizers, said
the era is popular among
teens as well as those who
lived during the 80s.
You have to remem-
ber, a lot of these kids
have parents who grew
up in the 80s, she said.
So theyve grown up lis-
tening to that music,
learning about that time
and the culture because
of their parents.
We want this night to
be something that brings
people together, gives
them a common bond
and lets them have a good
time together.
The night not only fea-
tures the movie, The
Breakfast Club, but it also
includes 80s music, an
80s dance contest, an 80s
costume contest and food
and drink, including a
candy stand selling sweets
popular in the 80s.
The idea was hatched
months ago, Martinez
said, and the cooperation
between the youth coun-
cil and the Cool City
Committee was instru-
mental in bringing it to
fruition.
Admission to the 80s
movie night is free, and
everyone is encouraged
to attend, Denzler said.
We want to pack the
place, he said.
Only simple minds would
walk by this 80s event

Home and Rehabilitation
Center was recently
awarded a four-star rating
from the Centers for
Medicaid and Medicare
Services (CMS), placing
them among the top-
ranked facilities in the
country.
CMS issues seals of ap-
proval, said Kim Galasso,
St. Marys Nursing Home
Administrator. A four-out-
of-five-star rating is a very
big deal.
Making the rating even
more impressive, Galasso
said, is the fact that that fa-
cility was only a two-star
rated facility five months
ago when she took over as
administrator of St.
Marys.
It means weve made
huge improvements in
quality of care and quality
of life in a short period of
time, she said. Receiving
a four-star rating is tough
to acquire and tough to
maintain.
The rating is based on
three categories, Galasso
said, the first being health
indicators, the second be-
ing health inspections, and
the third one being the
staff at a facility.
The jump in rating in
such a short period of
time, five months, can be
rare, Galasso said. But St.
Marys four-star rating
comes on the heels of tire-
less effort and dedication.
Sometimes it can take
five years to get a four-star
rating. This is about a
team of people coming to-
gether, she said. And that
team working very, very
hard to make this hap-
pen.
Beginning Sept. 5,
the St. Clair Shores
Connection will be
distributed weekly to
27,500 homes
and businesses.

St. Marys earns four-star rating

St. Marys Nursing Home and Rehabilitation Center re-
cently earned a 4-star rating.
A unanimous vote on
two ordinances by the
Macomb County Board
of Commissioners clears
the way for more trans-
parency regarding the
countys finances.
The first ordinance re-
quires the following de-
tails to be added to the
county budget: person-
nel details for each
county department, in-
cluding salaries, fringe
benefits and overtime. It
also requires any fixed
costs, capital improve-
ment expenditures total-
ing more than $250,000
and grant funding re-
ceived, be listed, among
other details.
The second similarly
outlines expectations
for the content of quar-
terly reports presented
to the board and calls
for the addition of de-
tails pertaining to
changes in personnel,
comparisons of income
and expenditures with
previous fiscal years,
and a list of line-item
transfers, among other
details.
One of the boards
main responsibilities as
required by the charter
is oversight of the coun-
ty budget, Finance
Committee Chairman
Fred Miller said of both
proposals penned by the
finance committee. To
fulfill that duty in a re-
sponsible and account-
able manner means
making sure the public
has a complete explana-
tion and understanding
of county spending.
Commissioner Kathy
D. Vosburg concurs.
I support both these
ordinances because it
has become evident that
the board needs a tool in
place to ensure we carry
out the level of financial
oversight required of us
in the charter, she said.
The new format was
implemented at the fi-
nance committees July
budget presentation and
the upcoming Aug. 8
quarterly report.
This is the first time
the board is to review a
combined budget (both

December fiscal year
end), with both due
Sept. 30.
Macomb Countys
forecasted 2014 budget
is about $590 million.
Personnel costs make
up the largest portion of
the county budget.

Well, the end of August is
quickly approaching, so
we might as well get the
most out of the barbeque
before the cold winds
begin to blow! Heres a
fun, Italiano spin on one
of my favorites, the turkey
burger.
Ingredients (serves 4)
1 lbs Extra-lean
ground turkey
lb Mozzarella cheese
part-skim, shredded
lb Provolone cheese
sliced, 4 pieces
1 pkt Montreal Steak
Seasoning
cup Worcestershire
sauce
1 Jar of Marinara sauce
(your favorite)
cup Fresh basil
fnely chopped
1 loaf Focaccia bread
Olive Oil
Directions
First, were going to make
up our turkey burgers.
Place the turkey in a
mixing bowl and add the
Worcestershire sauce,
packet of steak seasoning
and 2 tablespoons of olive
oil, mix until combined
well. Ten on wax paper,
evenly divide the meat
into four large, very
thin patties. Divide the
mozzarella into four
equal servings and place
a serving in the middle of
each patty and then wrap
the meat over the cheese
and form them into nice,
rounded burgers.
Before putting the burgers
on the grill, youll want
to be heating up the
marinara sauce on a low
medium heat.
While the burgers are
grilling, youll want to
be toasting 4 pieces of
focaccia bread that youve
cut to be large enough to
hold your burgers. Well
be serving these open-
faced so you wont need a
top and a bottom.
As the burgers are
fnishing, place a piece of
provolone on each and let
it melt before removing
from grill.
On each serving plate
place a piece of focaccia
and then cover it with a
layer of marinara sauce.
Place a burger on each
and then cover the burger
with another layer of
sauce. Sprinkle fresh basil
over each and serve!
