FOREWORD Government of India and United Nations Development Programmes joint initiative of implementing the Disaster Risk Management Programme was proficient in Cuddalore District. From its inception (2003) till today the programme has created a positive impact in the district through capacity building of the local communities and preparing the vulnerable sectors to cope during disasters. The success of the programme was also very much felt during December 26, 2004 in Samiyarpettai village. The local communities in Samiyarpettai village could put into practice what was learnt in the trainings and mock drills. And also due to the act of courage and bravery, Tmt.Meera of Samiyarpettai village was awarded The Kalpana Chawla Award For Courage And Daring Enterprise for the year 2005-2006 with a cash prize of Rs.5,00,000/- (Rupees five lakh only/-). Samiyarpettai is a model for rest of the communities to replicate the same in other parts of the district.
Apart from the usual programmes, several likeminded NGOs coordinated to form a NGO coordination committee. This committee was the drive to push the GOI-UNDPs DRM activities with greater impact to the nook and corners of the district. NGOs are also prepared to join hands and take the programme further in a sustainable manner to meet the local needs and to reduce vulnerability. The DRMP has brought all stakeholders involved in the DRM as a chain enabling one to define their role and contribute during emergency. In general, Cuddalore is prepared to face any disaster and in a position to readily cope and recover using the local management system which is in place. However, there are places where the same result cannot be expected, but in due course of time we believe they too will be confident in Disaster Risk Management.

PREAMBLE Natural Disasters such as Hurricanes, Flood, Earthquakes, Volcanic Eruptions, Avalanches, Tsunamis, Landslides, Sinkholes, Tornadoes, Epidemics, Blizzards, Drought, Uncontrolled Fire, etc., have become very common due to unpredictable climatic changes and global warming. Man-made Disasters such as Accidents, Industrial disasters, Nuclear disasters, Terrorism, etc., is always existing. The community must be prepared and know How, When, Where and what to do during a Disaster. This will eliminate panic and assure that proper decisions are made and carried out systematically. Although we dont know when disaster will strike; but if we are prepared ahead of time, we'll be able to cope up and recover quickly.
The disaster related activities are prevention, preparedness, emergency relief, rehabilitation, reconstruction, recovery and development. Each of these activities occupies a distinct time period in relation to disaster cycle. The disaster cycle has four phases; they are Disaster Phase, Emergency Phase, Recovery Phase and Development Phase. Disaster prevention is to minimize or stop the event whilst it's going on before it has a chance to go any further. Disaster mitigation accepts that some event may occur but tries to lessen the impact by improving the communitys ability to readily act and absorb. Disaster preparedness is a product of planning and implementation of those plans.
Disaster is the occurrence of a sudden or major misfortune, which disrupts the basic fabric, and normal functioning of a society or community beyond the normal capacity to cope with unaided. - United Nations.
Risk in general denotes a potential negative impact that may arise from some present process or future event. Hazard is a situation, which poses a level of threat to life, health, property and environment. Vulnerability is the susceptibility to physical or emotional injury or attack. Capacity is the ability to hold, receive or absorb, or a measure thereof, similar to the concept of volume, ability, or potential resources.

DISASTER RISK MANAGEMENT PROGRAMME Goal: Community Based Disaster Reduction and Recovery Through Participation of Communities and Local Self Governments.
Objectives: There are four major objectives, i.e., 1. Risk reduction factored in rapid disaster recovery, 2. Disaster mitigated and development gains protected, 3. Disaster risk considerations mainstreamed into development, 4. Gender equity in disaster preparedness.
The programme essentially aims to contribute towards the social and economic development goals of the National Government and enabling 17 State Governments to minimize losses of development gains from disasters and reduce vulnerability. It will demonstrate a sustainable model for mainstreaming of Disaster Risk Management at all levels with focus on district and community level activities, based on which the Government of India would replicate the approach and process in the remaining hazard-prone districts in the country. The vital output of this project is multi-hazard risk management and sustainable recovery plans at community, panchayat and other administrative levels. And this programme is catering its services by giving basic knowledge about Disaster Risk Management to all the 21 Urban Local Bodies (16 Town Panchayats and 5 Municipalities), 13 Blocks, 681 Gram Panchayats and 1081 Villages in Cuddalore District.
The approach of this programme is 1. To sensitize, build and strengthen community capacities. 2. Build Partnership with all Disaster Risk Management Programme stakeholders. 3. For reducing vulnerabilities with special emphasis on women, youth & children.
And the thematic focus is on awareness generation, education, training and capacity building for better preparedness and mitigation in terms of Disaster Risk Management and recovery at Community, District and State level and strengthening of State and District Disaster Risk Management Information Centers for accurate and timely dissemination of warning.

CUDDALORE DISTRICT HAZARD PROFILE Cuddalore as its name suggest is a coastal District having a coastal length of about 59.5 kms and is highly prone to floods and cyclones. Whenever there is a depression, cyclonic formation occurs in Bay of Bengal and it has its effect in Cuddalore District, which may range from light rains in the coastal area to wide spread heavy rains and flood throughout the district and devastating effect of major cyclonic storms. Cuddalore District has the land slope from west to east and from north to south. Since the district is situated at the seacoast, it drains water not only within the district, but also from the catchments close by. Relatively the mid land slopes make drainage difficult. There are seven major rivers and five reservoirs in Cuddalore District.

monsoon. Due to floods, sudden outbreak of several water borne diseases was also experienced in the past. The Disaster Risk Management Programme is implementing its activities keeping in mind the following hazards which also include natural calamities like Drought, Tsunami and Man-made disaster like Chemical pollution, Fire accidents etc. Necessary steps were taken to implement the programme in the district with guidance from State Government. With the Goal of making Cuddalore District a Model District for Disaster Preparedness, the District Administration took various innovative efforts to execute the Disaster Risk Management Programme effectively since its inception from 2003.

DISASTER RISK MANAGEMENT COMMITTEES The State level consultation meetings with the District officials were organized to sensitize about the purpose of implementing Disaster Risk Management Programmes in Tamil Nadu. Following this meeting, the DDRMC was formed to monitor the effective implementation of the Disaster Risk Management Programme in the District and the District Collector heads the Committee. The consultation meeting was organized at the District level for representatives of various Government departments and NGOs to sensitize about the purpose of the programme. The DDRMC gathers once in three months to review the programme activities in the District and give their suggestions and recommendations for effective implementation.

Apart from this there are DRMCs formed at all administrative levels. In Cuddalore there are 1081 Village DRMC, 681 Gram Panchayat DRMC, 13 Block DRMC, 21 Urban Local Body DRMC, one DDRMC and 136 High School DRMC. All DRM Committees comprise of local opinion leaders and decision makers to take decisions and respond during emergency. The DRM Committee also facilitates the DRM Teams to be prepared and practice their roles.

Trainings were given for the Block, Gram Panchayat and Village level DRMTs at block level on First aid, Rescue and Evacuation and Water and Sanitation. Training the youth both male and female on different Disaster Risk Management methods are being conducted regularly. All DRM Teams comprise of active and interested youth to respond during emergency. The DRM Teams are trained periodically to respond effectively. The size of the team depends on the locality.
DISASTER RISK MANAGEMENT PLANS Objective: Capacity building through community participation in Planning Disaster Risk Management. With sensitization about the Disaster Risk Management Plans to the Block Officials, PRI members and volunteers, the Village Disaster Risk Management Plans were compiled in 1081 villages. PRA comprises a set of techniques aimed at shared learning between local people and outsiders. PRA relies heavily on participation by the communities, as the method is designed to enable local people to be involved, not only as sources of information, but as partners with the PRA team in gathering and analyzing the information. The combination of techniques that is appropriate in a particular development context will be determined by such variables as the size and skill mix of the PRA team, the time and resources available, and the topic and location of the work. Generally, a PRA is best conducted by a local team (speaking the local languages) with a few outsiders present, a significant representation of women, and a mix of sector specialists and social scientists, according to the topic without any bias in the group.
The PRA exercises were conducted in the villages and the communities were asked to observe their communities resources and to bring them out in the form of maps. The groups were given task to map out their community assets with regard to Disaster history, Hazard profile, social analysis of the community, risk and vulnerability identification, analysis and assessment, resource analysis and rescue/safe route analysis. Then with the support of the PRI members and volunteers, their response were documented and prepared as plans for a village with inclusion of basic data about the community. Such plans are prepared for entire 1081 Villages, 681 Gram Panchayats, 21 Urban Local Bodies and 1 District Plan in Cuddalore.

DISASTER RISK MANAGEMENT TRAININGS Objective: Sensitize and train communities on concept and importance of Disaster Risk Management. Training various stakeholders in Disaster Risk Management is an important component of the DRMP. Trainings are organized and conducted for Government officials, NGO representatives, Teachers, youth, etc., regularly in coordination with AIM Chennai, Institute of Public Health Chennai, SIRD Chennai, DIET Vadalur, etc.
Training on Disaster Risk Management District Level Training of Trainers (TOTs) 31 Government officials and 6 representatives from various local NGOs were identified as District Master Trainers and were sent for training on Disaster Risk Management to Anna Instritute of Management, Chennai. The first batch was sent for training on 22

November 2003. Trainers from Anna Institute of Management, Chennai Institute of Public Health, Chennai and State Institute of Rural development, Chennai trained the District Master trainers on First Aid, Rescue and Evacuation and water and Sanitation. These District Master trainers in turn trained the representatives from the Block.

Block Level Training of Trainers (TOTs) Three days Block Level Master Trainers training was conducted from 25

Chithiraipettai village in Kurinjipadi Block, Cuddalore district. The District Level Master Trainers trained by the Anna Institute of Management, Deputy Director-Health Services, Assistant Divisional Officer and Thasildar (Rehabilitation) served as trainers for the programme. 65 participants (5 per panchayat union) attended the training. The Block Level Master Trainers were trained in First Aid, Search & Rescue and water & Sanitation. They were sensitized about their role in their respective blocks in community based disaster preparedness. To get a feel of community based disaster preparedness, the team was taken to Chithiraipettai Block and was asked to analyse the situation of the community and to map with community participation. The trained Block Level Master Trainers in turn served as master trainers in their respective block level training and trained the Master Trainers at Gram panchayat Level. Totally 197 people were trained as master trainers at the block level and Gram Panchayat level.
Orientation on Disaster Risk Management 1. District level two days orientation on Disaster Risk Management Programmes were conducted for the DDRMC on 28 and 29 July 2004 at DRDA Conference Hall, Cuddalore. Thiru.Aruputharaj, Faculty Member, SIRD and District Level Master Trainers conducted the training. Detailed information on the importance on the importance, the goals and objectives of the DRMP, activities to be carried out in the District by the programme, the role of local government officials in this programme were discussed. The District Master Trainers gave orientation to the DDRMC about First Aid, Search & rescue and water & Sanitation. In total 45 officials comprising DDRMC members and line department officials participated in the training.

on 7 August 2004 Thiru.Aruputharaj, Faculty SIRD and District Master Trainers conducted orientation programme. In these divisional levels, Assistant Divisional Fire Officer performed orientation classes and field demonstration. The District Administartion with the help of SIRD and CRA office materials prepared handbook for DRMP. St.Johns Ambulance Associations First Aid book and other training materials were also issued to participants and Evaluation report were obtained from participants.

Training on PRA exercise and plan preparation to active volunteers in Disaster Risk Management were conducted in respective Blocks. Four to five volunteers each from 681 Gram Panchayat were trained on introduction to Disaster Risk Management, basics on PRA exercises and plan preparation.
Training on DRM to DRMT DRMTs was formed at all levels in the District. Each DRMT ensured adequate representation of women. Seven types of teams were formed at 13 Blocks and nine types of teams were formed at 681 Gram panchayat and 1081 villages. These teams were trained on specific topics from 16 July 2005 to 11 July 2006.

Training on DRM to Schoolteachers were conducted in all 13 Blocks at their respective Blocks. Trainings were conducted in coordination with DIET with the support of CEO, DEO & DEEO of Cuddalore District. Nearly 900 teachers from the District were benefited through this programme.
Training on DRM to volunteers i.e., NSS, NCC, NYKs, Scouts & Guides, Civil Defence, Sainik Board, etc., on DRM were provided to link the volunteers at State, District, Block, Gram Panchayat and village level for Disaster Risk Management. Vulnerable districts in Tamil Nadu were trained at Anna Institute of Management (AIM-Chennai) about Disaster Management during the month of February 2006. Mr. Kabilan, Mr. Umapathy, Mr. Thirumurugan, Ms. Pongulai and Ms. Pushpamary (Project Officers of National Service Scheme) were identified as Masters Trainers from Cuddalore District and were sensitized on Disaster Management. These 5 Master Trainers in-turn organized the same sensitization training programme for all the 54 NSS Programme Officers in the district on 23.06.2006 as per the instruction from the Commissioner of Revenue Administration (CRA) office to the Chief Educational Officer (CEO) office. Information regarding disaster management, importance of knowing the principles and practice of first aid especially during mass calamities and various steps to be taken while encountering natural disasters were dealt during this training programme.
The 54 Programme Officers were asked to organize the sensitization programme for the NSS volunteers in their respective schools in Cuddalore District. As per the schedule provided by the Programme Officers, the sensitization programme on Disaster Management for NSS Volunteers was organized in their respective schools from 11th to 20th July 2006. This training programme was organized with eminent persons from Health, fire service and education department of Tamil Nadu Government. The children participated in the programme with lot of interest and eager to know about Disaster Management. In these programmes, the student volunteers were taught on basics of disaster, types of disaster, overview of disaster management programme, emergency first aid, dos and donts during disaster phase and postdisaster phase, how to act fastly and energetically as a NSS Volunteer before, during and after a disaster. Especially, the Volunteers were given demonstration about the role they could play in relief camps in the event of any disaster.
Training on EWS to stakeholders In Cuddalore district Early Warning System (EWS) is installed in 54 vulnerable villages that are prone to tsunami, cyclone and floods. Since the stakeholders dont know how to operate the EWS a one-day training was organized for Fire and Rescue Service Officers, BDOs, Panchayat Presidents and local

administrative officials on 27 August 2007 in Kayalpattu cyclone shelter. The training was planned and conducted by DDRMP in coordination with Pat & Venky, Chennai.

ULB DRM Trainings DDRMP in coordination with Institute of Participatory Education and Disaster Management NGO planned and conducted Disaster Risk Management Trainings in all 21 ULBs in the district. The Executive Officers organized the programme in all the ULBs in a public venue where more people could participate. The community was sensitized and trained on the concept and importance of Disaster Risk Management through PRA exercises.
School DRM TOT Training DRMP in coordination with District Institute for Education and Training (DIET) planned, organized and conducted Trainer of Trainers training in Cuddalore from 10 to 12 September 2007 in DIET, Vadalur. The training was for three batches of teachers who represented from 136 High schools, higher secondary schools and Matriculation schools. In the training a model School DRM Plan was prepared with teachers participation.

MOCK DRILLS ON DRM Objective: Capacity building of the local communities to readily cope during disaster or emergency. The approach for conducting a mock-drill varies as per the complexity of scenario depending upon the potential hazards, response system of the institution and the target community. Therefore, to ensure proper implementation of a drill programme, roles and responsibilities of the concerned personnel,

departments, corporate bodies, stakeholders, and mechanisms for conducting the drill should be delineated clearly.
In all the trainings and sensitization programmes relating to DRMP, mock drills have been conducted in coordination with the Fire Service Officials. The fire service officials made arrangements and conducted the mock drills even in the remote villages in order to create awareness to the general public about the rescue operations during disaster. Till now, 25 mock drills have been organized at Block level, 152 mock drills were organized at Gram Panchayat level and 204 mock drills at village level. DDRMP in coordination with the Fire and Rescue Service Department planned and conducted mock drills in 52 villages. The villages having Early Warning Systems installed were selected to demonstrate the use of the system during emergency. The Block Development Officers organized the programme in coordination with the Panchayat Presidents. The community was trained on evacuation, rescue and first aid.
Women and youth actively participated in most of the villages. DDRMP in coordination with the Fire and Rescue Service Department planned and conducted mock drills in 21 Urban Local Bodies. The Executive Officers organized the programme in coordination with St. Johns Ambulance and Institute of
Participatory Education and Disaster Management NGO. Women and youth actively participated in most of the villages.
UNTRS and DDRMP in coordination with the Fire and Rescue Service Department planned and conducted fire mock drill in a Government Higher Secondary School, Kurunjipadi on 07

2007. The fire mock drill was shot for uploading on the website. The site will be launched shortly to create awareness to the public on rescue measures during fire accidents in schools. The school staff and

children cooperated and actively participated in the mock drill. DDRMP in coordination with the Fire and Rescue Service Department planned and conducted mock drills in 52 villages, i.e. four village per block (13 blocks). Women and youth actively participated in most of the villages.
STREET PLAYS ON DRM Objective: Sensitization of the communities on the concept & importance of Disaster Risk Management. DDRMP in coordination with selective five cultural groups planned and conducted mock drills in 100 vulnerable villages. Each cultural group conducted street plays in 20 vulnerable villages that were allotted. The Block Development Officers organized the programme in coordination with the Panchayat Presidents.

The District Collector handed over the cash prize and certificates to the winners of the DRM Competitions conducted at the District level. All the participants were issued participation certificate to encourage the active participation.
The Fire and Rescue Service Officers of Cuddalore district were issued certificate of appreciation and honored by the district collector for their active participation and coordinated efforts towards conducting Mock drills in the district.
EARLY WARNING SYSTEM (EWS) PROGRAMME With considerable progress already made with the post tsunami recovery and reconstruction efforts, incorporating disaster risk management in all reconstruction and development activity is seen as critical as Tamil Nadu now looks to build a secure and lower risk future for its citizens. Tsunami, which was a rare but high-impact phenomenon, exposed the vulnerability of coastal populations to other natural hazards. The recovery and reconstruction programme is an opportunity to rebuild at higher standards of safety. Disaster risk emanates not only from natural hazards but also from a range of underlying factors physical, social, economic and cultural that contribute to peoples vulnerability.
As part of medium to long-term Disaster Risk Management initiatives the establishment of EWS is seen as being vital to warn the masses of an imminent natural hazard. Despite efforts being underway at the national and regional levels to establish effective tsunami warning systems there is a clear need for the development of EWS at the local level, with specific emphasis on top to bottom information flow mechanisms and the capacity to take actions against these warnings at the community level.
Dissemination & Communication and Response Capability are the two components of EWSs, UNDP is concentrating in this proposed pilot project at Cuddalore District. As a part of Dissemination &

Communication component in the EWS, UNDP-India has installed 55 Public Addressing systems with sirens for the coastal villages, flood prone areas and 15 mobile loud speakers for the 13 Block office, EOC and Cuddalore Collectorate in Cuddalore District.
Master Trainers comprising of representatives from local NGOs and District Administration were given training on Early Warning components at Anna Institute of Management - Chennai. The NGOs were engaged in training the identified 480 flood prone/coastal villages in Cuddalore and the main aim of this activity is to provide knowledge on EWS components and preparedness to act during emergency warning.

DRMP in coordination with TNTRC and CRC planned, organized and conducted Disaster Risk Management NGO Coordination Meeting on 07 September 2007 in Rotary Hall, Cuddalore. The District Collector, Thiru.Rajendra Ratnoo, I.A.S, inaugurated the meeting. There were representatives from 45 NGOs who are actively involved in Disaster Risk Management in the district.

HAZARDOUS INDUSTRIES SAFETY MEETING Objective: Meeting to Coordinate Hazardous Industries & Plan Safety Measures in & around Industries. DRMP organized a meeting on Safety for the Hazardous Industries of Cuddalore district at Collectors Camp Office. The Meeting was chaired by Thiru.Rajendra Ratnoo, I.A.S, District Collector, Cuddalore. Nine Hazardous Industries Chief Safety Officers participated in the meeting and planned safety measures for the district.
SAMIYARPETTAI SUCCESS STORY Tmt. Meera w/o of Ramalingam (aged 42 years) belongs to Samiyarpettai Village in Chidambaram Taluk. She is a member of the Early-Warning Team under Village Disaster Risk Management Plan and has obtained training in the month of October 2004 as a part of Disaster Risk Management Programme activities to train the villagers in managing disasters. On 26th December 2004, at the time of Tsunami, on knowing that the water was entering the village, she boldly rushed to the seashore to do her duty of warning the people who were there, without caring for her own life. There were about 500 people on the seashore area. Due to her efforts in mobilizing the people to run towards the land, many lives were saved in the seashore. On seeing the water level further rising, when the second set of waves came, she also ran away but the waves reached her and she could manage to save herself only by clinging to the gate of

a house of Tmt.Pattanichi on the beach road near the seashore area. Even after having saved herself from the jaws of death, she continued her service with exemplary courage & bravery and saved more lives by making efforts to rescue others who were struggling in the water. She held the hands of four such persons namely Anandan (14 years, male), Tmt.Mathi (28 years, female),Tmt.Indira (29 years, female) and Subramaniyam (40 years, male) and dragged them inside the house of Tmt.Attaching. Due to her act of courage and bravery, Tmt.Meera was awarded The Kalpana Chawla Award For Courage And Daring Enterprise for the year 2005-2006 with a cash prize of Rs.5,00,000/- (Rupees five lakh only/-).

ACHIEVEMENTS Preparing and updating Disaster Risk Management Plans at Village, Panchayat, ULB (Town Panchayat and Municipality) and District Level in coordination with local NGOs were successfully implemented in the district. The task of preparing and updating the plans were planned with selective local NGOs in a meeting. The concept of preparing and updating the plans were discussed and a general format with all possible information to be appraised was finalized. The NGOs competent and having expertise in preparing plans were selected and Memorandum of Understanding (MOU) and the Terms of Reference (TOR) were signed. Selective blocks were allotted to NGOs based on their working area and there was a healthy competition between NGOs in preparing plans. DRMP Cuddalore has good rapport with several local NGOs who are cooperative and interested in working together. This was a positive impact of the NGO coordination meeting organized by the district collector, in which many NGOs joined hands. DRM Plans are completed for 1081 villages, 681 panchayats and 21 ULBs.

SUGGESTIONS The Disaster Risk Management Programme is an excellent initiative by the Government of India and United Nations Development Programme. The core objective of the programme was to build the capacities of communities towards managing disasters. This is a challenge for any external body, for it requires relationship with different stakeholders and community to help understand the concept and implement the programme. This will be efficient if it is process driven, for different places react differently and it is unique to itself. The programme gets complicated when several stakeholders are involved in organizing, planning and implementing the same programme. In such cases we require more time in planning the programme, fixing roles, etc. However, every programme has its own virtues with regard to the objectives and approach practiced. Some of the suggestions for implementing the Disaster Risk Management Programme in the new districts are,
Communication of the general programme policy about the activities to each district.
A general programme policy containing objectives, expected results and strategy of the programme could be communicated to each district.
Several stakeholders are involved in most of the programme activities not aware of how to start, for this purpose we could have a coordination of the stakeholders involved in the DRMP at District level.
Justification of the budget allotted for each programme unit planned in the district.
The cost for conducting activities vary for each district, this could be planned and designed for effective implementation and documentation of the activity.
Involving NGOs, Consultants, and Elites with appropriate sub contract procedures.
NGOs, consultants and elites are involved in the implementation, for this appropriate sub contract procedures could be systemized for reliability and efficiency.
Monthly review meetings in the district and state level about the progress and issues.
Monthly review meetings both at district and state level could be conducted from the start for uninterrupted progress.
