Ground Rules for Interviews

1. The Commission prefers that interviews be on the record, but


will agree to conducting part or all of any interview off the record if
requested to do so by the Canadian government representatives.

2. During the pendency of the Commission's investigation, the


Commission will withhold from disclosure all information obtained in
interviews.

3. In the final public report at the end of May 2004, the


Commission may refer to information obtained in interviews, but will be
careful not to disclose sensitive information. The Commission will give the Canadian
government advance notice if it plans to include in the final public report specific information
obtained from interviews with Canadian officials, and will
fee giveft the Canadian government the opportunity to comment on the planned use of such
information, review the final draft report (at least those
parts addressing information collected during the interviews) in order to
QSSOB9 the sensitivity of the information. The Commission will remove those
passages identified by the Canadian government as sensitive.

4. In accordance with the Security of Information Act,


Canadian officials will not disclose "special operational information" as
defined in the Act.»

Q. Who Are These People and Why Are They Visiting Us?

A. As part of its mandate to investigate the events that led to the terrorist
attacks upon the United States on September 11, 2001 and to recommend
policy changes that increase the safety of all Americans, the National
Commission on Terrorist Attacks Upon the United States is sending
members of its staff to consult with appropriate Canadian officials.

The Commission is grateful to Canadian authorities for their cooperation


and support for American and international efforts to combat international
terrorism.

The Commission is confident that these consultations will be helpful to its


work.

lines of questioning (a) for the USG and (b) for Canadian authorities.
(2) staffdel did request to visit Canadian facilities, but that is a request
not a demand, it is always useful to visit with folks on their home turf, if
in the view of Canadian authorities and the Embassy that is too hard, then
please proceed with Privy Council meetings.
