0. INTRODUCTION To satisfy the requirements of this NIOEC Specification, Iranian Petroleum Standard IPS-C-PI140 with the modifications as specified herein after shall be strictly followed. Articles 0 through 3 of this document replace entirely the related articles in the referenced IPS Standard. 1. SCOPE NIOEC Specifications cover the general requirements for detailed engineering, procurements, testing inspection & construction of refinery/ oil plant, distribution depots, pump stations and pipelines. This Specification covers the requirements and works to be carried out for construction of gathering, flow lines and transportation pipelines in accordance with NIOEC- SP-50-50. The Specification consists of 18 parts. Every part of this Specification shall be deemed supplementary and complementary to every other part and shall be read with it. Where any circumstance arises outside the scope of this Specification, all queries shall be referred to the Engineer for decision. 2. REFERENCES Throughout this Specification the following dated and undated standards/ codes are referred to. These referenced documents shall, to the extent specified herein, form a part of this Specification. For undated references, the latest edition of the referenced document (including any supplements and amendments) applies. For dated references, the edition cited applies. The applicability of changes in dated references that occur after the cited date shall mutually be agreed upon by NIOEC and the Vendor/Contractor.
