Student dies of suspected meningococcemia, 6 others hospitalized WEATHER


TACLOBAN CITY Classes at the Eastern Visayas State University (EVSU) main campus here was suspended yesterday after one student suspected to be ill with meningococcemia died and six others were hospitalized early this week. Roderick Boyd Cerro, Department of Health (DoH), regional sentinel nurse, said the victim, a female third year BS Hotel and Restaurant Technology student, was admitted to the hospital last week for fever and rashes and died a few days after. Doctors believe the victim could have contracted meningococcemia, but she is still considered a meningo suspect as her blood samples will still undergo laboratory testing, Cerro said.

But while the PRO8 is committed in clearing their ranks aimed to improve public trust and confidence, Soria said that accused police officers must be given due process through summary hearing to determine their guilt and accountability since many cases filed against police personnel are work-related and purely harassment in nature. It does not mean that because there is a complaint against the police, they are already guilty. We must also spare those innocent and honest policemen who are just performing their job, Soria added. Twenty one cops facing administrative cases were exonerated in the charges filed against them. Soria also noted that there were fewer police personnel involved in administrative and criminal cases so far this year compared to previous years. At present, only 17 cases are awaiting resolution by designated summary hearing officers while 12 cases are under review by the Regional Legal Service. The cases stemmed from complaints that were all investigated and acted upon at the different levels of command. Also, during the past six months, 7 policemen were dropped from rolls. The PRO-8 is also targeting a zero backlog on administrative cases filed against cops and urged summary hearing officers (SHO) to resolve it within a 90-day period, the police official disclosed. This means if summary hearing officers failed to resolve a case within the prescribed period, they would also find themselves being investigated for neglect of duty, Soria added. (PINSP RO-

TACLOBAN CITY Santy Zapata, project engineer of the Department of Transportation and Communications (DOTC), informed in an interview that the expansion of the Daniel Z. Romualdez Airports pre-departure area was already bidded out. Unfortunately, I dont know who the contractor of the project is since this information belongs to the Bids and Awards Committee (BAC). In our case, we are on the implementation, Zapata said. He said that in certain days or month, there will be an awarding in order to have documentary requirements for the bidding contractor. With regards with the terminal area near PAGASA, Zapata said that it is now an ongoing project. It is targeted to be finished in 3 years time, probably 2016. But of course it will depend on the budget, he added. Zapata also said that this project costs P2.1 billion wherein it is the minimum amount approved by NEDA. As of now, we are focusing on the civil works. The induction will be on April. Regarding the re-routing, we still dont know since it will depend on the planning department. MCA-P road rehab project provides 1,700 jobs in Samar


TACLOBAN CITY The Millennium Challenge Account Philippines (MCA-P) said road works has created 1,700 jobs in Samar Island as of last month. In a July 2013 report, MCA-P said that of the number of employed persons by the $214.4 million United States - funded road rehabilitation project, 1,222 of them or 73% are from the local communities. At least 178 of them are women. Road construction has just started yet it already created a lot of employment opportunities, said MCA-P Managing Director and Chief Executive Officer Marivic Aonuevo. She said that jobs created in construction are just one of the positive impacts of the project. Once the project is done, MCA-P expects that people from the rural areas will have more opportunity for employment and education in the urban center. MCA-P, the Philippine entity tasked to manage US Compact projects assured that in hiring workers, theres zero tolerance for child labor and strict observance of high standard of occupational safety. These workers are engaged in road clearing, pipe installation, drainage construction, traffic control, grubbing, road signs installation, road concreting and other road rehabilitation activities. As of end of July 2013, 10% or 22.4 kilometers of the 222-kilometers road project from Paranas, Samar to Guiuan, Eastern Samar has been upgraded already. Of the 222 kilometers, 112 are asphalt and 110 are concrete. The road network has 62 bridges with 62 will be constructed by the SNRP and two by the Department of Public Works and Highways. The SNRDP requires the biggest chunk of the $434 million grant from the US government. It aims to rehabilitate the 222-kilometer road connecting Samar and Eastern Samar province and improve the road condition in one of the countrys poorest provinces. (SARWELL Q. MENIANO)

Sarmiento files House bill on real property valuation, assessment reform


TACLOBAN CITY To ensure a uniform set of standards of valuation in the country ad correct inefficiencies in the allocation and utilization of the land market, Samar second district Rep. Mel Senen Sarmiento filed House Bill No. 84 or the proposed Real Property Valuation and Assessment Reform Act. Rains, oods and food

hese are rainy days and we do not know how many people are well prepared for it. We have seen in previous years the devastation of many farms during heavy rains. The destruction of crops will surely affect food supply in the next few months. We cannot expect too much come harvest time as many of our plants, especially rice which is our staple food, had been washed by the heavy rains and oods. There still will be harvest time no matter what, but the produce of our farms will surely be lean as plants were inundated. Rice that already started bearing healthy grains were suddenly washed out by the oods. If these are lean months where the supply of rice is low, causing prices of our staple food to rise almost on a daily basis, much more crisis is coming in the aftermath of the torrential rains. People must face the reality of an impending food shortage due mainly to the destruction of many plants, rice above all. But

with the current crisis we are in, it is quite difcult for many people to save enough for the leaner months that is sure to come. While we can foresee the effects of the ood that hit the region, many will be unable to nd means to prepare for such impending shortages in the supply of food and other basic needs. We truly need to revive the basic lessons demonstrated by ants, that small creature that shows unparalleled industry and diligence in gathering enough stocks for the rainy days. It is truly unfortunate that we tend to conveniently forget such lessons, setting on a happy-go-lucky lifestyle, if not total laziness to gather enough for the occurrence of rainy days. We have so much time to produce the basic needs we need during better times of the year. Unfortunately, we prefer to enjoy the times of bountiful harvest without saving enough for the days when we cannot earn due

Al Qaeda terror threat; real or imaginary


Is U.S. intelligence report overreacting? Could it not be a way to increase intelligence funds? In the present system of things we are in doubt and suspicious to the veracity of the intelligence report of terrorist attack, today, end of Ramadan. Former U.S. ambassador John Price said there were several threats, but the U.S. government did not go to the media to publicize it. Although, he admitted that additional precautions have to be taken because Yemen is the center for Al Qaeda. He questioned the embassy closures in Africa and Middle East. The publicity has twoedged result. The threat can be true that may deter the planned attack. The other, Al Qaeda may have purposely exposed the communication between Al Qaeda leader Ayman al-Zawahiri and the Arabian Peninsula of the over publicity of the threat. Whether or not we understand the ongoing threats and the acts of the intelligence community, we have to be reminded of the worsening worldwide situation. It is not to instill fear, but should be a warning of the dangers we are to face. The danger of having been engross over threats that we overlooked the moral decays. It is the moral decay that caused some become suicidal. They believe dying for the country will take them to another place somewhere in heaven. That they failed to know is imaginary than real. Bouncing back with more gifts!


over any difficulty. If you want to accomplish something, you must be willing to learn the lessons of the fall and spring back cheerfully. Whether the devastation has been a total knock down, let us invoke the art of bouncing back. Recoiling is ones willingness to re-discover mistakes and the endurance to engage on the thorns of life. Once, I tried evading a problem. To the point of ignoring its ill effects on my family and friends. Never realizing that I got hit most because I ee from it. So simple, the more I ran away, the more I could no longer defend my turf. How about this? Troubles survive out of fear or disbelief on the generosity of our Creator. Let us remember that fear of the Lord is one of the fruits of the Holy Spirit. Likewise wisdom, knowledge, understanding, counseling, fortitude, piety and fear of the Lord are all gifts for us to harness. It intrigues me as hell why a couple of weeks have gone since the unleashing of the new issue on the pork barrel and our legislators have yet to at least bellow talks of a possible investigation of the scam. It is with more reason, I should suppose, that they ought to conduct their own investigation of the issue with necessary haste considering that it has tagged a couple of them as opportunists for having used their pork barrel allocations to earn commissions. But they have as yet to conduct anything close to an investigation and that bugs me. The issue of course is not novel in that it has implicated some of our honoured solons of having gotten wealthier but not so much directly by taking a piece of their annual allocations as indirectly by taking commissions in exercising their discretion as to how or to whom it should be spent. Quiet more clearly, the names of the unfortunate solons have been dragged not because they have misappropriated their annual pork allocations but because they allowed them to be used to fund bogus projects piloted by equally bogus organizations in exchange for hefty commissions. John Leonard Monterona, international coordinator of Filipino migrant rights group Migrante in the Middle East and North Africa (MENA), has led fellow overseas Filipino workers (OFWs) in raising serious doubt on the reported House Bill No. 191 by Pangasinan representative Rosemarie Arenas that proposes the creation of Department of Overseas Workers (DOW). If approved, Monterona said the DOW will directly handle the deployment and repatriation of OFWs. Yet Monterona believed that creation of a separate department for OFWs is only a smokescreen in an effort of the government to turn OWWA into a full blown national government agency (NGA) or a full blown government owned and controlled corporation (GOCC). We stand firm against

the proposal, referring to HB191, or to any other similar executive or legislative initiatives as its real intent is only to corner the now P15-B OFWs trust fund held in trust to the government care of the Overseas Workers Welfare Administration (OWWA), Monterona stressed. Fishermen trains on disaster preparedness


TACLOBAN CITY Fifty fishermen of Barangays 88, 89 and 90 of San Jose District in Tacloban City underwent training on community action for community response under the program Team Balikatan, Rescue in Emergency or TeamBRE for short. The training held at Oriental Hotel Leyte is organized by the Department of Social Welfare (DSWD-8) in coordination with the city government of Tacloban. Tacloban was chosen as the pilot area of this program, along with Surigao according to Patricia Luna, bureau director of Social Technology Division of DSWD central office. The fifty fishermen, who pooled themselves as volunteers during disaster months, were oriented and trained on TeamBRE last year. According to Malou Dacilla, focal person of the program from the city social welfare and development office, the fishermen were selected among the thousands of residents living along the coastal areas of the barangay. They were chosen for their willingness to volunteer and the heart to help their fellowmen during emergencies,Dacilla said. Some of those who participated during the orientation and training last year, were chosen as part of the pool of trainors in this batch like Orlando Pica, the barangay captain of Brgy. 88. The other trainors are from Manila, Director Rey Gozon of Office of Civil Defense, Coast Guard and Tacloban-based Delta Volunteer Emergency Group under Dr. Ronald Madera. According to Luna, TeamBRE is piloted in Tacloban City because of its accessibility and the LGUs willingness to implement the program. If the project will be successful in these pilot areas, it will be replicated in other regions, said Natalie Manuel of DSWD central office who oversees the training. We capacitated the fisher-folks to be community responders. We mobilized them in rescue and evacuation of affected families in coastal barangays and other disaster-prone areas, said Lolot Dadap, unit head of Social Technology Division of DSWD-FO8. TeamBRE focuses on fisher folks because they are victims of disasters, like injuries, loss of lives, loss of homes and loss of livelihood during disasters. TeamBRE also make use of the volunteerism concept and the

commitment of the team to help the community they belong to. There is also a need to help the fisher-folks as they provide us our source of food, Dadap said. The DSWD also provides support services which includes livelihood assistance. They will be assessed in coordination with Sustainable Livelihood unit of the agency. Another support is educational assistance for the TeamBRE children. Initially, there were 15 children who benefited from the educational assistance last year. Starting August, 45 children are now considered. The financial assistance is based on their needs. For the tertiary level, they will be enrolled in the DSWD-Scala program, Dacilla said. TeamBre also adopts the cash-for-work scheme like when fisherfolks are displaced or needing assistance during lean months or typhoon months. The TeamBre program was conceptualized based on the call of President Benigno Simeon Aquino IIIs administration for a zero-casualty goal in times of disasters.

It really does not make any sense conducting an investigation with the end in view of passing a legislation which aims at blowing up the pork barrel to smithereens when it is the same pork which has been, at least for some or even most, the very force that drives a political candidate to win at all cost, come hell or high water, by hook or by crook. You might as well liken a law abolishing the pork as a noose which our legislators could hang themselves with. All these make you doubt the sincerity of Speaker Belmonte or any other solon aching for the conduct of an investigation over an issue which has once again sullied the repute of the already tarnished reputation of our lawmakers. But whether sincere or not, doing the investigation means doing their job. But why wait? What gives?

MAASIN CITY The Department of Public Works and Highways (DPWH) Southern Leyte Engineering District has completed the P20 million strengthening of the four-year old Agas Agas Bridge, the tallest of its kind in the country. DPWH Southern Leyte Assistant District Engineer Manolo Rojas said they have to build protection structures within the bridge foundation as moving waters had caused scouring, thus compromising the bridge integrity. We just completed last month the P20 million strengthening project for this year and we have proposed an additional P5 million for

2014, Rojas said. The proposed budget for next year will complete the last phase of bridge strengthening activities. Rushing rain waters and nearby springs has removed sediments such as sand and rocks from around bridge piers, which would cause tensional force if no measures will be done. The official said they have to prioritize the strengthening of the 1,000 feet tall Agas Agas bridge in Barangay Kahupian, Sogod, Southern Leyte since this is a vital structural link between Luzon and Mindanao. Leyte provl govt hosts 6th industry forum


TA C L O B A N CITYTo build up the capabilities of educational and training institutions as a major source of manpower, the provincial government of Leyte yesterday hosted the 6th Industry Forum at the Provincial Capitol building. Jescyn Kate Ramos, unit head of the Leyte Tourism and Investment Promotion Center (LTIPC), said the event aimed to establish tieup between schools and industries particularly on how the school curriculum can be refined to the modern technology requirements of the industries. There is a need to collaborate with schools in Leyte in upgrading the competency and competitiveness of their graduates towards the current skills requirements and related career preparation for the leading industries, Ramos said. We are also looking for ways to address the lack of qualified staff to support the increasing needs of various industries, Ramos added. About 25 public and private universities and colleges in Leyte, Southern Leyte and Biliran have attended the said forum. As a benefit, schools are provided with greater collaborative linkages between the industry and the government in creating an effective program that will match requirements with available supply of graduates or skilled-workers from different educational institutions currently needed by the industry, Ramos said. Recent partnership forged in Leyte involved the integrated university program of HGST (formerly known as Hitachi Global Storage Technologies) and the Eastern Visayas State University (EVSU). Last month, the Saint Paul School of Business and Law has partnered with information technology and business process outsourcing firm ePerformax in the establishment of a BPO training center in Leyte.
