Introduction

Overview
Proposed Airport Express route from Bandaranaike International Airport (BIA) to Colombo Fort, with option of Negombo extension proposed.
BIA presently accommodates six million passengers but aims to double this in a new extension (seen above). A key part of this expansion would be a direct link to a new rail terminus for links to Colombo etc.
A further part of this expansion could be the natural extension to a new rail terminus at Negombo and possibly also extending further northwards and eastwards, subject to national transport masterplan.

Bopitiya eco housing comprises 6000 new apartments in essentially 10-storey blocks, set in a green landscaped garden village township or new town.
The SAARC medical campus is seen as a crucial part of the Bopitiya masterplan as an International Medical City.
Linked to the Medical City is the linked private sports, leisure and recreational facilities exploring holistic well-being.
Linked to and supporting the sports and leisure facilities is the notion of a Disney Water Park
Also linking the sports and leisure facilities is the feasibility for a equestrian training centre and riding school
Bopitiya Shopping Mall is an out-of-town retail outlet village and slow food hypermarket.
Both Bopitiya and Kerawalapitiya townships are served by an elevated high speed rail station. Final location in Township subject to detailed design review.

Kerawalapitiya - Housing
Kerawalapitiya eco housing comprises 4000 new apartments in essentially 10-storey blocks, set in a green landscaped garden village township or new town.
Both new township populations, plus the local catchment will be served by a new International School at Kerawalapitiya
Linked the International School will have facilities for more traditional sporting activities.

The route into Colombo south of the Expressway and river follows the line of the San Sebastian Canal, and provides major opportunity for a new linear greenway park & urban design pilot.
As part of the Greenway Transit is the proposal to explore a Sports City type development and Park and Ride facility around the stadium and new Khettarama High Speed Train Station.

Public Benefit of a new linear park linking into Colombo and Beira Lake nodal parks
Along the elevated train line is the notion of a cycleway hung off the side and running from R. Premadasa Stadium Park & Ride station into Colombo Port.
The Integrated Transport Hub scheme links well to the AEAARC scheme but requires some adjustment to the Monorail routing at Colombo Port.
Fort Masterplan
The Integrated Transport Hub scheme and AEAARC schemes also link well to a whole host of other projects as listed above.
The Integrated Transport Hub, Monorail and AEAARC schemes need to align with the new transport masterplan and also consider the water transport and cycling provision.
A major iconic architectural gateway of an elevated rail terminus set over the water in the linear canal arm north of Beria Lake.
A green landscape bridge with pass over the existing railway line and link both public realm of the Integrated Traffic Hub and that being newly proposed for Beira Lake.
Continuing the landscape bridge is a new pier concept to run to Beira Lake and connect with the new Nodal Parks (including the new Lotus Tower) and actual water itself.
The use of water for both transport via water taxi and leisure via tourism Ducks is a huge cultural tourism growth area internationally, and provides great opportunity for Colombo.
The central feature of Beira Lake and its connection across all of the major transport and development masterplans is a key sustainability factor. It is one AEAARC would like to pursue with all MCUDP stakeholders.
The evaluation of Hambantotas unsuccessful bid for the 2018 Commonwealth Games should also be considered carefully, and Colombo as capital could potentially be drawn into any further bid for 2022/2026. Colombo might at some point conceivably also consider a bid for the Summer Olympic Games (i.e. bidding for 2024 starts in 2015).
