1 Foreword
The International Electrotechnical Commission (IEC) is a worldwide organization for standardization comprising all national electrotechnical committees (IEC National Committees). The object of the IEC is to promote international co-operation on all questions concerning standardization in the electrical and electronic fields. To this end and in addition to other activities, the IEC publishes International Standards and other publications to promote its goals. This Technology Report was prepared by the IEC Advisory Committee on Telecommunications (ACTEL). added by the fact that there are a huge proportion of brownfield installations with widely varying technical requirements. The incumbents have their own systems and tests and they are generally very cautious. However, FTTX is a new industry and even incumbents are learning and may not understand the issues which will either result in over specification or in risk taking without specifications. As a new industry there are many builders of small networks who may have almost no understanding of the need for standardization and suitability. Standards guidance will help define systems architecture, basic functionalities and product requirements to ensure the selection of appropriate solutions, products and a sufficient quality of the network. Clear definition of the minimal quality of the access network will facilitate the deployment and operation of reliable networks, especially since economic and social life today highly depends on the uninterrupted performance of telecom networks. Minimum quality levels should be guaranteed by standardizing test methods and functional product specifications containing minimum values for all the relevant product parameters. Standardization shall ensure a competitive market for components and subsystems for the infrastructure and provide the services by using an infrastructure with interfaces that support it. Standardization should reflect the consensus of the market and the voice of users. Standards will have to leave developers the freedom of implementation for their products and choice in terms of innovation of the overall system. Standards should prevent future unnecessary failures such as, for example, the use of externally wall mounted boxes that do not meet the existing standards for waterproofing IP ratings or building a network that has more than the standard value of loss due to length, connections, or splices, etc. During network deployment minimum best practice standards should be considered, for example, for installing cables as well as health and safety related issues such as laser safety, particularly as optical solutions enter the home. Standards shall specify the minimum functions and performance of subsystems and the basic interfaces (hardware and software) between the parts of the infrastructure, such as the mating interface between

The background of this Technology Report is to provide an overview of the standardization efforts in FTTH and FITH by all relevant standardization bodies (Annex 4). The second objective of this report is to identify any remaining white areas within international standardization. ACTEL realized that there is a vast amount of terms and abbreviations concerning FTTH and FITH. Several organizations created their own list of abbreviations and terms, resulting in them no longer being able to understand each other. Therefore, as a third objective of this report, an overview list of terms and abbreviations (Annex 3) has been created with the purpose of asking all Technical Committees (TCs) and external bodies involved to prepare a list of terms and definitions to be published within the IECs Electropedia in order to speak the same language in all technical work and standards. Annex 3 and Annex 4 are living documents, to be updated at least on a biyearly basis.

3 Introduction
New applications drive bandwidth demand and, ultimately, fibre is brought not only closer to, but actually into the home. Rapidly growing demand is creating significant challenges for both the time and cost of implementing of such access networks. Given the short history of this application field there is still a large variety of technical solutions in discussion and room is needed for innovation. Even greater complexity for potential solutions is

cabling outside and inside buildings. However, standards should certainly not define parameters such as the shape and size of boxes and wall units, or materials to be used, providing they meet the existing requirements and standards which prevail such as UV performance, etc. Since the complete network infrastructure is being considered, the way in which standards are imposed will depend on the particular minimum requirements related to the specific area within the infrastructure and can be subdivided into a number of areas: 1) 2) 3) 4) The central office; The outside plant (OSP): standards should relate to both environmental and optical performance and lifetime requirements, without relating to actual design; The shared building space related to MDU deployment and basement equipment: standards should relate to both environmental and optical performance and lifetime requirements, without relating to actual design; In the home and public space: this is a new area which may require more activity as the public might become involved in deployment and connectivity, essentially creating new demands (and therefore new standards) on the products to be used.

The IEC provides two services regarding terms and abbreviations: the IEV or International Electrotechnical Vocabulary, commonly known as Electropedia, available from <www.electropedia.org>. the IEC Glossary, available from <std.iec.ch/glossary>. The IEC Glossary (definitions collected from IEC International Standards) and Electropedia (validated terminology database), will be merged in time. The old IEV Chapter 731, IEC 60050-731:1991, Optical fibre communication, would no longer be the only coherent terminology database. The newer definitions from TC 86s standards will be incorporated into a new one stop shop. The agreed set of terms and definitions will be incorporated by the IEC Central Office into Electropedia, which is in fact the desired result. The ITUs database also provides definitions, available from <www.itu.int/en/ITU-T/publications/ Pages/dbase.aspx>. ITU-T Recommendation G.987 defines some of those troublesome terms (e.g. ONU/ONT, PON, and ODN) that seem to have multiple meanings for different people. The terms and abbreviations provided in Annex 3 of this Technology Report have been checked against the Electropedia. Whenever a definition existed it has been listed under the column Definition in Annex 3.

The above considerations relate to passive equipment, meaning that active equipment and performance and safety due to electrical interfaces standards are not discussed in this Technology Report. This document has been developed by an ad hoc study group within IEC ACTEL (see Annex 1). The intent of this Technology Report is to give an overview of the existing standards and guidance documents in the areas of FTTH/FITH (or relevant for FTTH/FITH) as well as work in progress, effectively providing recommendations for additional standardization work that may be needed.

5 Major standardization activities and guidelines


Several standardization activities are taking place both on the international and national levels. Working groups in the ITU, IEC, ISO/IEC JTC 1, CENELEC and IEEE, as well as organizations such as the FTTH Council are trying to give guidance for the design and implementation of fibre optic access networks. In addition, there are also standardization activities on the national level. The following list gives an overview of the key activities.

4 Recommended terminology
To ensure clarity and consistency a common set of terms, definitions and abbreviations should be used. Annex 3 provides a list of common terms and abbreviations that the IEC ACTEL study group recommends using. The study group also recommends using the document realised by the FTTH Council in January 2009 that defines the terms used by all the FTTH Councils (North-America, Europe, Asia-Pacific, see FTTH definition of terms).

5.1 IEC TC 86, SC 86A, SC 86B, SC 86C


5.1.1 Scope of TC 86
TC 86 aims to prepare standards for fibre optic systems, modules, devices and components intended primarily for use with communications equipment. This activity covers terminology, characteristics, related tests, calibration and measurement methods,

functional interfaces, optical, environmental and mechanical requirements to ensure reliable system performance

5.4 CENELEC
5.4.1 CENELEC Technical Report CLC/TR 50510
Fibre optic access to end-user is a guideline to building FTTX fibre optic networks, available from <CENELEC CLC/TR 50510:2012>. This technical report was prepared by the CENELEC TC 86 A: Optical fibres and optical fibre cables. The report provides information about the passive infrastructure layer of a fibre access network. It also contains a glossary of terms. In the three CENELEC technical committees below, work on fibres, cables and cable accessories (like mechanical splices, connectors and enclosures) is on-going.

5.1.2 Strategic business plan of TC 86


The work of TC 86 and its subcommittees (SC 86A, SC 86B, SC 86C) has made, and continues to make, a profound impact on the broad communications market. External factors continue to impact the markets and commerce for fibre optics devices. However, the market has undergone a slow but steady growth and there has been diversification of fibre optics applications since the early 2000s. This has resulted in continued global participation by users and suppliers, as well as a shift from a few participants from large organizations to more participants from smaller organizations. One of the underlying causes is a market consolidation in developed countries along with the introduction of new important players in developing countries.

5.4.2 Activities in CENELEC Technical Committee CLC/TC 86A

5.2 ISO/IEC JTC 1/SC 25

5.3 ITU
5.3.1 ITU-T Handbook on Optical fibres, cables and systems (2009)
This handbook was published in 2009 and is available from <www.itu.int/publ/T-HDBOUT.10-2009-1/en>. It contains a chapter on the deployment and operation of fibre access networks.

5.4.3 Activities in CENELEC Technical Committee CLC/TC 86BXA


There are new activities specific for optical distribution networks (including indoor products). For specific FTTH distribution networks a taskforce team is looking at the possibility of reducing the test severities of the optical performance requirements to an acceptable but realistic level in order to further improve the cost and speed of installing enclosures. In the last June 2012 meeting the following pertinent Performance Specification draft was released by TC86BXA WG1 entitled Type FPFT (factory polished field terminated) simplex connector terminated on IEC 60793-2-50 category B1.3 and B6_A2 single mode fibre, Category C.

5.3.2 ITU-T Study Group 15


The ITU-T Study Group 15 is concerned with optical transport networks and access network infrastructures (further information available from ITU-T Study Group 15). A draft revision of the Guide on the use of ITU-T L-series Recommendations related to Optical Infrastructures has been recently produced by ITU-T Study Group 15. In Annex 4 the L. series Recommendations related to FTTX are listed. On 2012-02-13 two new L. series Recommendations related to FTTX were approved and pre-published: L.89, D esign of suspension wires, telecommunication poles and guys for optical access networks L. 90, Optical access networks topologies for broadband services

5.4.4 Activities in CENELEC Technical Committee CLC/TC 215

5.5 IEEE P802.3


IEEE is planning to specify an application for fibre usage. They will ask JTC 1/SC 25 for the infrastructure specification. There is a constant dialogue between IEEE and JTC 1/SC 25.

This activity of IEEE will be strictly limited to fibre cables only. A directly related body of work is concerned with EPON. This is described in IEEE Standard P802.3 (2008) and P802.3av. At the moment, there are no further FTTH activities in P802. IEEE P1904.1s SIEPON work is a project that has just started.

5.6 FTTH Council Europe


The 5th edition of the FTTH Handbook was issued in February 2012, available from <FTTH Handbook 2012>. This document contains comprehensive information on both the passive infrastructure and the active equipment layer of a fibre access network. It also contains an overview of optical fibre related IEC International Standards for the access network and a one page glossary of terms.

5.7 Broadband Forum


The BBF has created the Fiber Access Network Working Group. 5.9 Other groups


There are also a scattering of national groups that have worked on FTTH networks, including ATIS (US), CCSA (China), OITDA (Japan) and other groups e.g. in Korea.

6 Conclusions
6.1 Terms, definitions and abbreviations
There still is a lack of agreed and generally used FTTH related definitions in IEC and other standards. The FTTH and FITH Language for all does not yet exist.

5.8 ETSI

The Access, Terminals, Transmission and Multiplexing (ATTM) Technical Committee (TC ATTM) consists of three Working Groups (WG). WG AT2: Infrastructure, physical networks and communication systems is concerned with: specifications of network topology and functional requirements

6.2 Standards
Standardization for the OSP part of the network is covered, for the main part, by existing standards and running projects. The indoor (in-building) part of the network standards have been developed mainly for the cable part of the network infrastructure.

7 Recommendations
7.1 Terms, definitions and abbreviations
ACTEL recommends TC 86 using the FTTH definition of terms, issued as a joint document by the three FTTH Councils, as the basis to improve the Electropedia and also take into consideration the terminology and abbreviations proposed in Annex 2 Network scheme and network elements. ACTEL generally recommends all industry companies and standardization organizations to use these definitions.

ACTEL recommends adding standards on some specific components in defined network areas where standardization is still missing: In the Access node (POP) network area recommendations on optical frames can be upgraded to standards

In the in-building network area standards on connectivity products such as the BDB, FDB, FTB and the COB and their related new generation of cable systems are still missing and need to be given.

7.2 Standards
ACTEL recommends adding standards on the drop part of the network to the standardization of the OSP part of the network.
