Architectural & Engineering Services Provides Comprehensive Project Management

Architectural & Engineering Services will provide comprehensive management of every stage of the project, beginning with the original concept and project definition to yield the greatest possible benefit to Owner. Architectural & Engineering Services develops and defines roles and responsibilities of each delivery team member through the use of Project Management Plans, handbooks/guidelines, Commissioning Plans, Request for Proposals (RFP), Scopes of Work, and Contracts. Because project requirements and solutions evolve during all phases of the project and into construction, a high degree of coordination among the delivery team members is required for an integrated team effort. This results in projects that are on time, in budget, function properly, and meet the Owner's expectations.
Successful project management of a design and construction program requires mastery of a body of knowledge including skills and abilities in project planning, development, design, scheduling, cost management, codes, regulations, contract law, and exceptional communication, and interpersonal skills. These professional skills are necessary for effective and successful project leadership and delivery team management.

Services Provided: The project manager oversees and directs the following Construction
Administration Functions:

Planning Services Planning services include all pre-design activities required for OSU System and A&M Colleges major capital building projects and public development initiatives, including the capital budget. OSU Architectural & Engineering Services, through assignment of program managers, oversees the development of a wide range of project studies including architectural programs, college master plans, capital budget projects, and feasibility studies. Project studies seek to: Define the scope of the project in terms of required program space, and developing construction costs. Identify issues, needs and technical requirements for the particular activities for which space is required. This involves close coordination with using agencies. Address problems of feasibility: site constraints and opportunities; permit requirements, technical concerns such as site utilities, and cost analysis. Establish a basic framework for design decisions that must be made in subsequent phases of the project.

Design Services and Project Requests Design Services include final design for all OSU System and A&M Colleges major capital building projects. Architectural & Engineering Services will not begin work on a project, including those that are part of the Capital Budget until a Project Request Form has been completed and submitted by the College and approved by the Director of Architectural & Engineering Services. After approval the project is assigned to a program manager who contacts the individual identified on the Request Form to discuss project scope and schedule. Projects are either designed using in-house staff in conjunction with on-call consultants or through the Architect/ Engineer/ Landscape Architect Selection Process. Design services provided by Architectural & Engineering Services program coordinator include:

Advertisement & Bidding Services

Overseeing the development of final design documents for new construction and renovation projects. Architectural & Engineering Services Program Coordinators work with the design team members to design projects that address the program needs within the project budget. Overseeing the development of detailed construction documents to guide new construction, renovation and repair projects.

Bidding Services include the process of bidding and awarding of projects. Projects are bid by Architectural & Engineering Services or through the Purchasing Department. Bidding services provided by Architectural & Engineering Services, through the Program Coordinator include: Public advertising of project. Addressing bidders questions and overseeing the development of and issuance of addenda. Execution of contracts for the Board of Regents approval. Issuance of a Notice to Proceed.

Construction Administration & Supervision Services Architectural & Engineering Services Construction Administration & Supervision Services include construction activities for all University and A&M Colleges major capital projects. Architectural & Engineering Services oversees new construction and major renovation projects including classroom buildings, laboratory buildings, health and human service facilities, recreational facilities, office buildings, and regional college buildings. Other projects include preventive maintenance and emergency repairs, energy conservation efficiency improvements, accessibility requirements and fire, health, and safety code compliance. General Construction Administration Services are provided by Architectural & Engineering Services through a staff Program Coordinator. The Program Coordinator is the same manager that guided the project through the phases of planning, selection of an architect and a construction manager at risk, design, and bidding. The Architectural & Engineering Services Program Coordinator acts as the contract administrator and includes tasks such as: Provides general contract administration Conducts the preconstruction conference Reports project status to project team Monitors and guides project performance Coordinates the project Participates in all team meetings to set strategic objectives Manages customer interfaces Conduct post project reviews Implement and manage database of lessons learned Issues the Notice to Proceed and Final Acceptance documents Reviews and recommends authorization of requisitions for payment Makes site observations and resolves construction issues between architect and contractor Coordinates design change requests that involve dollars or time Responds and conducts the coordination required between client, architect, and contractor (contractor interface to be by the construction project manager),

Direct Construction Administration and Supervision Services are provided by Architectural & Engineering Services through a staff construction project manager (CPM):

The Architectural & Engineering Services construction project manager manages all aspects of construction for new buildings, renovation and major repair projects. This includes overseeing the work of contractors on each project and includes tasks such as: Compliance drawings and specifications Quality control Requisitions for payment Addressing requests for information Processing change orders and additional services Tracking construction progress against construction schedule Recommends corrective action for deviations Coordinates equipment training and move-in Coordinates pre-final, final inspections and final acceptance Other contract items

Construction Inspection Services are provided by Architectural & Engineering Services through staff construction inspectors.

Architectural & Engineering Services perform or supervise the inspection of construction work by contractors, for site, utilities, construction/alterations to obtain compliance with contract terms, codes/regulations/guidelines/standards, drawings and specifications. This includes inspecting the work of contractors on each project and includes tasks such as: Review and access design documents for compliance to codes/regulations/guidelines/standards. Review and access submittals for compliance to construction documents Read and interpret plans, maps and specifications Consult with University representatives, Architects and Engineers, and contractors in regard to construction matters affecting the project Conduct or participate in preliminary and final inspections before acceptance of contractors' work Prepare inspection reports Process compliance with guarantees on completed projects Review and recommend action on design development and construction documents for construction features Obtain and maintain comprehensive information on building materials, construction processes, trade practices, and building codes Review and have input to University Building Design Standards
