GENERAL SPECIFICATION REQUIREMENT


Statement of Compliance with remarks
We offer 4(Four) units of Caterpillar model 770 off-highway trucks, which are extra heavy duty, tropical type, capable enough to render trouble free services in Ethiopia under the following site conditions; Climate varies from humid tropics to arid desert. Temperatures vary from 00c to 500c. Altitudes vary from sea level to 3000 meters above the sea level.

1. GENERAL REQUIREMENT
1. SERVICE REQUIREMENT The vehicle to be supplied will be used for road construction and maintenance projects in Ethiopia where: Climate varies from humid tropics to arid desert Temperature vary from 00c to 500c. Altitude vary from sea level to 2,100 meters above the sea level. The vehicle shall be of extra heavy duty and tropical type capable enough to render trouble free service under extremely sever operation condition where grade of fuel is generally used; sand/dust will be thickly blown-up and uneven, bumpy and loose, gravel road surfaces are predominant.

2. Manufacturing Requirement 2.1 GENERAL All parts components, accessories & attachments, not specifically mentioned in these specifications but essential for dependable and efficient operation of the vehicle, shall be furnished by the supplier as parts of his bid & shall be accordance with current engineering and manufacturing practices and according to prevailing trade provisions in general and/or as promoters of safe, effective and efficient function of the unit. The vehicle to be supplied shall be tropicalized, reliable and dependable for operation under the conditions specified in the service requirement. 2.2 MATERIALS The materials of which all parts, attachments, accessories and components of the unit bid upon which are manufactured and assembled shall be of

the current technology durable and reliable for the intended service. The finish shall be high quality and good workmanship with dependable operation. 2.3 PE-DELIVERY SERVICE The bidder/supplier shall undertake inspection and servicing of the unit, including washing, greasing, lubrication, adjustment and calibration (if any), to the buyers satisfaction before commissioning and final acceptance of the unit at the final destination. The bidder/supplier shall bear all costs (parts, materials, labor, etc) of the predelivery service. 3. BASIC INFORMATION The bidder/supplier shall complete a proper response to each clause/section of the specification items details with the necessary relevant comment. This response shall clarify any variation or non-compliance with the specification in the event that the unit bid upon does not fully comply, referring to do these specifications, failure to do these might The words comply, satisfy, or yes or similar words alone may not be adequate response to the requirement of the specifications where if is expected to response in figures, in words or in clear terms shall be provided with the offer/bid All documents manuals, charts, drawings and manufacturers specification literature included with the bid shall be in English The foot of each page of this specifications and nay attached brochures or any other technical details shall b signed and stamped by the bidder

4. COMPLIANCE TO REQUREMENTS Bidders/suppliers are expected to offer vehicle from their product range that closely meets the technical specification. However, bids which do not comply with the fundamental requirements described in the technical specification may be rejected as non-responsive.
5. ON SITE WARRANTY The bidder/supplier guarantees that all materials, parts, components, accessories and attachments that the unit bid upon have been manufactured and assembled are of high quality and good workmanship. The bidder/supplier also guarantees to replace at this cost (DDU cost plus transportation and all labor charges up to the worksite and or final destination) any part or component that may break or fail by reason of inferior or defective material and/or workmanship within the warranty period. The warranty period shall be 12 months or 50,000km whichever comes first from the date of formal acceptance. The bidder/supplier shall undertake to rectify faults under warranty upon notification by ARWE within a maximum of 45 calendar days from date of notification of such occurrences by the concerned body of ARWE. Failure to do so will result in remedial action being undertaken by ARWE. At the risk and expense of the bidder/supplier. ARWE reserves the right to further claim for down time costs if faults are not rectified within a specified time above. Specify extra (additional) warranty period for the engine and other drives.

6. Proven Performance ARWE shall consider the previous performance of the offered make within Ethiopia.

7. After Sales Service Facility

ARWE shall consider supplier having a well established dealership and after sales service facility such as its own well organized workshop and spare part warehouse in Ethiopia.
8. Recommended Spare Parts List The bidder shall furnish itemized and individually priced suggested list of recommended spare part for 80,000km driving mileage. The suggested list of recommended parts shall be comprehensive enough both in the number of line items of spare parts and quantity per line item needed by the vehicle system for the indicated duration. However, the total list price shall not exceed 15% of the value of the complete match machine to be supplied. 9. Training Technical training shall be provided locally at the expense of the supplier as follows: In operation of the unit bid to the purchasers employee at least one operator per unit. In repair and maintenance of unit bid to the buyers staff at least five, technical persons. 10. Supply Requirements 10.1 Manuals a) 2 operators instruction manual b) 2 diagnostics and workshop repair manual c) 2 spare parts catalogue d) 2 maintenance manual 10.2 Tools 10.1.1 Standard Tools A set of essential tools which include appropriate lubrication gun shall be provided in a lockable toolbox with each unit.

10.1.2 Special Tools List of special tools shall be provided with separate price. 10.3 Fire Extinguisher One each multi purpose, proper size fire extinguisher shall be furnished which each machine. 10.4 Color The vehicle in the supply shall be painted to the buyers option/choice. 10.5 Optional Items considered vital by the bidder/supplier for safe, effective and efficient function of the vehicle shall be quoted optional as part of the bid. 11. Performance Indicators 11.1 Maintenance cost per year (with detail labor, spare parts, etc) 11.2 Specify certified average fuel consumption for the offered vehicle

Bidder/supplier must provide guaranteed information as requested hereunder. Failure to do so may be treated as incomplete and may result in rejection of their bid as non-responsive. 12.1. Manufacturers recommendation of the change intervals of lubricant (grease and oils, engine, hydraulic, transmission final drives gear oils, etc) considering a 1% sulfur content in the diesel fuel, working under dusty, sandy and rough terrains

Specification Waiver

The buyer reserves the right to partially or fully waive compliance to any of these specifications and make award on the basis that interest of the buyer is best served.

II. TECHNICAL REQUIREMENTS


Specification Requirement 1. Scope It is the intent of these specifications whether or not specifically mentioned herein to describe a heavy duty diesel engine driven, quarry steel body dump truck. The truck should be suitable for continuous operation in tropical conditions specified under service requirement of Part I general specification herewith and very rough terrain as well as dusty, rock and sandy areas. Maximum gross vehicle weight shall be 75,500kgs Dump body capacity not less than 20m3 when handling up to 1600kg/m3 material density. The payload capacity of the track shall be minimum 40 tons. All items to be fully assembled with the entire necessary fittings and attachments and tested ready for immediate use. Due consideration will be given for bids which provided interchanging of parts between models. 2. Engine 2.1 General The diesel engine shall perform smoothly and efficiently under all conditions of operation above and shall develop the rated horsepower when operating on commercial diesel fuel with sulfur content of 1% and cetane number of 50. 2.1.1 Engine Performance The engine shall be capable of sustained operation at about 65km/hr with truck loaded to its maximum payload capacity without over loading the engine under conditions specified in requirement. 2.2 Type The engine shall be four cycle, water cooled, diesel, direct injection and turbocharged, Statement of Compliance

preferably with after enter cooler, with not less than six cylinder and shall be equipped with replaceable cylinder sleeves preferably wet type liner. 2.3 Flywheel Horse Power The engine shall deliver minimum 480 BHP min. SAE J 1349 net at flywheel at rated RPM, equipped with fuel pump, cooling fan, heavy duty radiator, lubricating oil pump, air cleaner, alternator and any other required engine accessories. 2.4 Required Engine Data The manufacturer shall submit certified engine data according to SAE standard with his bid showing net power, torque and specific fuel consumption curves at governed RPM at sea level and 2500 elevation. The supplier shall also furnish certified average fuel consumption per Km. when the truck is working under heavy workload. 2.5 Lubrication System Engine lubrication system shall be of the full force feed type, by a gear driven oil pump or equivalent, through oil clarification, by two replaceable filters (filters through full flow and by pass cartridge filters or filters of better filtration system) shall be provided. The engine oil filler cap permanently attached to filler neck (oil collar shall incorporate in the lubrication system. 2.6 Starting System The engine shall be equipped with heavy duty 24V direct electric starting system. An electric motor

shall start the engine satisfactorily at temperatures as low as 00C without recourse to any auxiliary heating or starting device, glow plugs, or fluid priming system preferably be reduction type starter motor having about 7kw rated capacity is required. 2.7 Air Cleaner Heavy duty of two stage dry type air cleaner fitted with preferably a cyclone type per cleaner (automatic dust evacuator and dust indicator) with restriction gauge/indicator of ample capacity shall be furnished. The restriction gauge/indicator shall be well protected from external damage and strong enough to withstand shocks and impacts. 3. Fuel System 3.1 Fuel Tank The fuel tank or tanks shall be properly ventilated, made from repairable steel, protected both internally and externally from corrosion and must incorporate a baffled sump, to collect water formed by a condensation, properly supported with an underside sheet metal for protection. Fuel tank(s) made from plastic will not be accepted. Fuel tank cap shall be self-closing type permanently fixed on the filler neck (fuel tank cap should be secured to filler neck by chain). Tank filler shall contain strainer. Fuel tank(s) capacity shall be minimum 400 liters. 3.2 Injection Pump Injection pump shall be mechanically driven with all necessary regulatory and controlling attachment. 3.3 Injectors Injectors shall be accessible, interchangeable and

readily removable. 3.4 Fuel Filters The fuel filters shall be minimum two in series and shall be accessible, replaceable and readily removable for quick maintenance. 3.5 Water Separator Water separator shall be incorporate in the fuel filtration system. 4. Cooling System The cooling system shall be of tropicalized closed, pressurized, pump forced type water medium with ample capacity to permit continuous full load operation of the engine without boiling of the coolant under the conditions specified in the service requirement herein. The cooling system shall incorporate an efficient tropicalized thermostat. 4.1 Radiator The radiator shall be tropicalized of the heavy duty construction (upper and lower channels/tanks as well as core shall be made from brass and/or copper of repairable type) properly mounted to withstand shocks and strains likely to be encountered in operation. The radiator shall have adequate capacity and flow area, plus a compensation for the altitudes and temperatures in Ethiopia. The radiator shall be easily removable and cap with strong chain permanently attached to the radiator shall be furnished. The corrosion circuit or equivalent shall be provided for the purpose of preventing collection of rust and dust, which gives unfavorable effect on the cooling line and scale to be collected.

Plastics will not be acceptable in manfacture of any part of the radiator except the expansion tank. It is preferred if possible to install water filter within the cooling system for trapping foreign materials. 4.2 Cooling Fan The cooling system shall be fitted with and adequate size direct drive cooling fan made from steel and driven by belt. 5. Electrical System The electric system shall be composed of but not limited to a complete 24V electric starting, charging and lighting systems, electric switches and two keys. All wiring shall be enclosed in non metallic loom and the system shall be protected by fuse. 5.1 Alternator The alternator shall be heavy duty, fan ventilated with electronic voltage regulator, and shall be of adequate capacity to provide service under normal operating conditions. Approximate rated capacity of alternator shall be 24V/50AMP. 5.2 Lighting System The lighting system shall consist of but not limited to: Two adjustable headlights with high and low beam Two parking lights Two combination stop, tail and direction lights Cabin interior light Backup lights with automatically activated warning device Instrument panel light Two reflectors and clearance lights Plate number light

Fog light and any other light required by I.C.C motor vehicle safety regulation Gravel protection wire mesh grill shall be provided for all lights installed outside the cabin.

5.3 Directional Signals The truck shall be equipped with double faced, directional signals, prominently mounted at each side of the vehicle on the front. So that front lamps emit a flashing signal to both front and rear direction. The front and rear lens shall be amber colored. The directional signals shall be of the self canceling type integrally mounted with steering column. Operation of the directional lamps shall be indicated to the driver by indicator light and audible signal on the instrument panel. Signal lamps must be activated at once by means of emergency four way flasher switch, which shall be installed in the system. 5.4 Over Load Protection Fuses, circuit breakers or equal protection against damage of short circuits shall adequately protect all electrical circuit. The circuit protection device shall be located at a point in the circuit between the power source and the device being protected. 5.5 Windshield Wipers The vehicle, two or three electrically operated wipers shall be required automatic electric windshield washers shall be installed. 5.6 Horns The vehicle shall be equipped with two types of horns. The first type will be electrical with activation by standard steering wheel button mounted type. The

second type will be air operated with the horn mounted at convenient locations. 5.7 Batteries The batteries shall be heavy duty, of ample power to start the engine when cold at sufficient speed down to ambient temperature of 00C. Batteries shall one 12V, 70 AH (minimum) at 20 hours rating. 5.7.1 Battery Mounting The batteries shall be mounted at a convenient place in a metal box, provided with hold down device and shall be located so as to provide easy access for servicing proper cushion shall be provided for battery seat. 6. Exhaust System The truck should be equipped with heavy duty muffler. The exhaust pipe shall be preferably vertically located in such a manner that it will not interfere with the opening and closing of the cab doors. And the exhaust pipe shall have adequate insulation and be shielded so as to prevent burring, charring or damage in any way of the electrical wiring, fuel supply or other components of the truck. 7. Clutch The clutch shall of the heavy duty of adequate size and plate capacity to assure long life under severe operating conditions as described under service requirement. The input torque capacity for the clutch as rated by the manufacture shall not be less than 10% in excess of that the maximum net torque developed by the engine.

8. Transmission The transmission shall be heavy duty of manual/automatic and shall have a minimum of six speed forward and one reverse speed and shall be a combination of constant mesh synchromesh type preferably fully synchromesh in all speeds. The maximum road speed of the vehicle shall preferably be within the rant of 50-75 KM/hr. Final Reduction and Grade ability The final reduction ratio shall enable the vehicle to negotiate approximately 50% gradient on road at altitude of 1000m above sea level in first gear, at maximum torque and permissible GVW without evidence of overloading the engine. 9. Steering The truck shall be equipped with left hand steering. Hydraulic power assisted steering system is required. In event of hydraulic failure, truck shall be safety controlled by manual effort. Means shall be provided for easy adjustment of lost motion in the steering gear. Power steering pump shall be gear drive directly mounted to the engine. 10. Cab The cab shall be all steel construction with dust, heat and weather proof windows and clear view windows and clear view window of toughened glass, with accommodation for the driver and two passengers. The cab shall be of all steel welded construction of the manufacturers standard material, forward control type. It shall be equipped with heater/defroster, ashtray, cigar lighter and radio cassette player. Conventional cab will not be accepted.

10.1 Instrument panel and control Instrument panel and control shall include but not limited to: Panel lighting Speedometer with odometer calibrated in kilometer/hr Tachometer Water temperature gauge/indicator (audible warning light for engine over heating) Ammeter or charging indicator light Lighting switches Oil filter element clogging indicator Fuel gauge Air cleaner restriction gauge/indicator Oil pressure gauge with warning signal Cab safety lock hatch indicator Windshield wiper control Engine over running warning device Inter axle lock switch Air pressure gauge/low air pressure warning signal and other required accessories for proper and efficient operation of truck. 10.2 Seats Drivers seat shall be of spring suspension type, cloth covered with water repellent, and shall be with fore and after adjustment and CO-drivers seat shall also be upholstered and cushioned. Seat belts shall be installed. 10.3 Door Locks

Both doors shall locked from inside and at least one shall locked from the outside preferably with same key as used in the staring switch. 10.4 Glass

All glass in the cab for windshields and windows shall be of the laminated plate type known as safety glass and shall be free from the imperfections or obvious distortions.

Sun Visors

Two or three adjustable interior sun visors shall be installed in the cab in accordance to the manufacturers practice. 10.6 Mirrors

Large articulated external rear view mirrors shall be installed on both left and rights hand side of the vehicle. They shall be properly located as to give the driver a clear view of the high way though each mirror for a distance at least sixty meters. 11. Frame The chassis frame shall be of heavy duty construction and capable of with standing the strain of rigorous on and off the road surface and shall provide worth adequate number of cross members, so designed and constructed as to support the GVW of the vehicle with its evenly distributed load. Chassis frame tails shall not project beyond the rear end of the mounted dump body. 12. Dump Body and Tipping Attachments 12.1 Capacity The dump body shall have a minimum of 20m3 struck capacity. When handling up to 1600kg/m3 material density. 12.2 Construction The dump body shall be constructed of high tensile steel of if not provide detail specification of body constructed, material type, by specifying yields point, tensile strength etc). A minimum thickness of 26mm floor, 14mm sides and preferably a min. of 16mm front. The quarry dump truck should be designed for handling rock or wet sand, wet gravel and clay as well

as blasted rock and crushed aggregates of basalt and granite. The dump body shall dump at the rear of the truck only, with a minimum dumping angle of 50 degrees. The dump body shall have lateral supports/brackets to prevent twisting off the body during dumping operations. 12.3 Cab Protector Dump body shall have reinforced steel cab protector at least 8mm thickness to extend over the cab. The cab protector shall be mounted on the dump body by a full ribbon weld and shall be reinforced. 12.4 Hoist The dump body shall be raised and lowered by one or two hydraulic hoist of adequate size and strength to raise, hold and safely lower the fully loaded dump body under all normal working conditions. 12.5 Hoist Controls Power take off, pump and valve shall be manufacturers standard for the hoist model furnished. Valve and power take off controls shall be located in the cab. A mechanical safety look shall be permanently fixed to the body to provide positive retention in the up position for servicing and repair. 13. Axles and Suspension 13.1 Axles The truck shall be equipped with heavy duty front and rear axles. The axle capacity ratings shall be at least to the gross load imposed at the ground when the vehicles in evenly loaded to its rated G.V.W. 13.1.1 Front Axle The front axle shall be manufacturers standard, but heavy duty construction mounted on heavy duty

springs with extra heavy duty shock absorbers. All spindles, kingpins thrust bearings and wheel bearings shall be properly shall be properly sized and matched with this axle rating. 13.1.2 Rear Axle The rear axle shall be of the fully oscillating and full floating type with hub reduction. The torque input capacity of this shall exceed the total engine torque developed through the lowest intervening gear reduction. 13.2 Suspension Heavy duty semi elliptical front springs and extra heavy duty rear springs with adequate number of leaves to sustain smooth operation of the fully loaded truck shall be provided. 13.3 Shock Absorbers Manufacturers standard heavy duty double acting, telescopic shock absorber (if equipped with) of adequate size and capacity shall be mounted at each side of the chassis. 14. Bumpers Manufacturers standard heavy duty steel bumper shall be installed on the front chassis. The bumper shall span the complete width of the chassis frame.

15. Wheel Base 15.1 Wheels The truck shall be equipped with single front and dual rear, preferably trilex type wheels. All wheels and rims shall be interchangeable and compatible with the tire size. 15.2 Tire Tires shall be manufacturers standard but heavy duty on off highway type, with heavy duty tubes and flaps shall be provided and shall be mounted on each wheel. All tires shall be of the same size, type and load range. A spare tire, tube and wheel shall be furnished and shall be installed on a strong lockable carrier. 16. Mud Guards The tandem wheel base shall be grater than 1300mm.

17. Towing Device Heavy duty steel mudguards with rubber flaps, on both sides of the tandem axle and on the rear size of the front shall be furnished. 18. Towing Device The vehicle shall be equipped with two towing device hook ups at front and rear of the chassis mounted with frame reinforcement as required for proper mounting.

19. Brake System The service brakes shall be capable of controlling and holding the full loaded truck on a 20% grade and shall be consistently brining the fully loaded truck to a complete stop within 12 meters from a speed of 32km/hr on hard,

dry level road free from loose material. 19.1 Service Brakes Service brakes shall be of the all wheel dual system air type, with rake drums, located at each wheel, and manually adjusted preferably be S-cam type brake shoe; brake shall be of the air mechanical type. Brake diaphragm shall be mounted at each wheel in such manner that no parts of the brake chamber or diaphragm projects below the axles. 19.2 Parking Brake

The parking brake shall be preferably hand/hydraulic or pneumatic/operated mechanical type and capable of holding the fully loaded truck in an either forward or reverse on a 20% grade. Parking brakes should be independent of the service brake. However, it may be connected to the rear brake shoes through entirely separated mechanical means. 19.3 Engine Brake Manufacturers standard an air operated engine brake with an operating switch located within the drivers reach shall be installed. 19.4 Warning Device

An audible and visual low air pressure warning device shall be installed in the cab of the vehicle. The device shall activate when the air pressure drops below the limit specified by the manufacturer. 19.5 Under Coating

The frame under structure of the truck and under side of the hood shall be covered with suitable undercoating to protect the vehicle against corrosion and rust.

20. Tools Set of ordinary and special tools with lubrication fun; filter wrenches. Wheel nut wrenches 20 tons hydraulic jack shall be furnished with each machine in tool box. Tools to supply should be listed. 21. Field Kits of Spare Parts The following field kits of spare parts are to be furnished with each machine and price shall be quoted separately. Parts supplied shall be applicable to the unit offered. a) Two each set of all fan belts or other belts employed b) One each set of engine top overhaul gaskets c) One each set of all brake, air or fluid hoses d) Ten each sets of all oil filter elements e) Two each set of all hydraulic ram packing gaskets and seal f) One each set of all cooling hoses g) Three each set of all electrical fuses and bulbs h) Ten each set of all air cleaner elements i) One each set of brake repair kits j) Two each set of injector nozzles assy (enough for complete engine) k) One each set of all shock absorbers l) Two each sets of all brake lining m) One each set of air compressor repair kits n) One each set of turbo charger repair kits Please provide unit and total price of each of the items in the field kits by indicating the description, individual part number and each set required per each machine (quantity per machine and total quantity to be supplied) in sequence of the above.

Container shall be galvanized steel/aluminum material/stainless steel.

III. Fundamental Requirements


Note that the fundamental requirements of the technical specification are shown in the table below having the reference number of the technical specification and corresponding title or sub titles and respective essential requirements from which the bids should not deviate. The bid will be determined as substantially responsive only and if only it complies with all the fundamental requirements. Ref. Description of Parameters Compliance No. II. Chassis Frame Ground Clearance The ground clearance shall be a minimum of 500mm when the vehicle is fully loaded and no other part of the axle or other components shall protrude below this clearance.
