Contract Documents and ensure proper distribution to the Employer after approval. 4. The Consultant will check and monitor programmers for manufacturing, testing and delivery. 3.1.5 Testing and Reception

1. The Consultant will check and certify all laboratory shop inspection and type tests reports issued by the Manufacturers on materials/equipment for compliance with Specifications. 2. The Consultant will witness together with the Employer Engineers factory inspection and supervise tests of major components of plant, equipment and materials as appropriate and necessary to validate equipment design and submit copies of such inspection and test reports to the Employer. 3. The Consultant will witness and certify the equipment tests at the manufacturer's factories as appropriate and necessary to validate the equipment designs. Employer representative/s as the case be, will witnessing of acceptance tests and inspection of material and equipment at the manufacturers' workshops and factories 4. The assigned Consultant engineer shall be experienced in the particular equipment and are familiar with the relevant codes and standards.

5. The Consultant shall consider the importance of inspections and tests to ensure that deliveries, once guaranteed, standards and specification can be compared with, as well ensuring that the various components perform satisfactorily and the different equipment is compatible. 6. For tests / inspections carried out the Consultant will compile reports including test results and assessment thereof, the necessary documentation and will then forward the said report to the Employer. 7. Should any discrepancies or questions arise which could affect the quality or integrity of the equipment, the Consultant's inspection personnel may demand any necessary additional tests or other measures or request for repetition of tests to ensure the required quality of the equipment. 3.1.6 Training

1. The Consultant is required to approve the Contractors overseas training program for the Employer staff and monitor implementation. 2. Approval of contractor site training program for the Employer staff and monitoring and supervision such training to the Employer. 3.1.7 Site Supervision The Consultant will provide supervision services at project sites during construction, erection and installation of the 132 kV Transmission Line Dhamar / Aden (315 km) long, construction a new of 132/33 kV Substations at Suhban in the Ibb governorate Haoban in the Taiz governorate Al Arish & Mansoura in the Aden governorate, and expansion of existing 132/33kV in Dhamar Alhiswa

substations., communication systems and adaptation works at related locations. The Consultant site supervision will include, but not limited to the following activities: 1. The Consultant will confer with the Employer and advise on various alternatives or options available for resolving implementation problems as they arise during work progress. 2. Initial site meeting with the Employer to establish and agree site procedures and programs. Thereafter to direct the Contractor in implementing agreed procedures and other contractual responsibilities. 3. Supervision of soil investigation tests to be undertaken by the contractor for foundations of the building and other major equipment's at site

4. Checking, correcting and approval of all contractors designs drawings, plans and specification for all equipment.
5. Checking, of facilities for storage and handling of materials delivered to site

6. Ensuring security and safety regulations.


7. Inspecting the contractor work area for compliance with rules for good housekeeping practices. 8. Inspection and supervision of the erection and testing of the work as executed, the construction materials and methods and plant and equipment to ensure that they comply with the drawing and specifications or any amendments or variations that the Consultant may issue and with internationally accepted standards. 9. Convening coordination / engineering site meetings and preparing minutes of meetings and ensuring distribution to all parties concerned. These meeting would be weekly in site and monthly in head office and as required. 10. Monitoring and determining actual construction progress and certification of the progress cited in progress payment invoices installation, construction of work and preparation and execution of claims for insurance purposes requested by the Employer. 11. Assessing the need for and subsequently issuing site instruction for variation orders 12. Witnessing and certifying on site any locally fabricated or modified equipment. 13. The Consultant will give interpretations on technical issues which may arise related to technical specifications, approved construction drawings or design and plan changes to suit field conditions. Commercial matters will be dealt with by the Consultant in terms of recommending appropriate action and further be referred to the Employer for decision and approval. 14. Witnessing checks for all materials for each shipment upon arrival at site. 15. Checking and approval of Contractors erection and commissioning tools and equipment.
