June 1903 the Philippine Commission passed a resolution making Baguio the Summer Capital of the Philippines President Theodore Roosevelt reserved an area of 535 acres for military use (Camp John Hay) in the area of what was to become Baguio City.

1909

Happy Hollow was declared as part of Camp John Hay (CJH) The US Supreme Court rendered a decision in Mateo Carino v. Insular Government of the Philippine Islands, 212 U.S. 449, recognizing and establishing native title as valid right

1987

June 10, 1987 President Corazon Aquino reorganizes DENR through Executive Order No. 192 and giving the Department to exclusive jurisdiction to manage and dispose of all lands of the public domain

1990

DENR issued Special Order no. 31 entitled Creation of a Special Task force on acceptance, identification, evaluation and delineation of ancestral land claims in the Cordillera Administrative Region. The special task force created was authorized to accept and evaluate and delineate ancestral land claims within the said area, and after due evaluation of the claims, to issue appropriate land titles (Certificate of Ancestral Land Claim) in accordance with existing laws.

1992

March 13, 1992 Congress promulgated Republic Act 7227 (Bases Conversion and Development Act of 1992) which created Bases Conversion and Development Authority (BCDA) for the purpose of speeding the conversion procedures in order that military reservation can be used for other productive activity Through Mr. Phillip Canutos leadership, a nine-clan tribal federation was organized wherein even migrant tribes who inter-married with Ibalois would not be deprived of membership. These nine clans are: Canuto, Carino, Gasic, Pacday, Liwan, Paytocan, Otinguey, Pitlongay, and Siso

1993

January 15, 1993 Special Order no. 25 entitled Creation of Special Task Forces provincial and community environment and natural resources offices for the identification, delineation and recognition of ancestral land claims nationwide

1994

The President released Presidential Proclamation No. 420, Series of 1994, which designated the 273-hectare area of CJH as the John Hay Special Economic Zone which Happy Hallow became part of. City Council Resolution 362, series of 1994, was passed outlining 19 conditions for Camp John Hay. Condition #14 provides that the affected barangays shall not be included in the CJH Reservation.

1996

The segregation of 13 barangays is one condition imposed by former Baguio officials when they endorsed the master development plan for CJH

1997

The Congress promulgated Republic Act 8371 (Indigenous Peoples Rights Act), which created NCIP to investigate, process and issue ancestral land titles

1998

Moratorium on both land and domain claims in Baguio City took effect

2002

Moratoriums allowing repairs of houses and shanties of residents within Camp John Hay reservation In the Annual Report of the Ancestral Domains Office, Happy Hallow was identified as one of the 21 ancestral domain areas that would receive special assistance from the Presidential Social Fund for processing and the eventual release of CADTs

2003

Amendment of the 2002 moratorium no more renovation, expansion and construction of additional structures were allowed within the CJH reservation

2004

The DENR-CAR Regional Executive Director, through a report submitted to the DENR Secretary, questioned the capacity of Mr. Joseph Sacley, being a non-Ibaloi, to lead the CADC applications December 2004 John Hay Management Corporation (JHMC) started releasing Demolition Orders against certain structures of Happy Hallow residents and claiming that such structures violated PD 705

2005

January 2005 - Demolition orders were still released and Happy Hallow structures were dismantled following the said orders Councilor Jose Mencio Molintas (Chairman, Baguio City Committee on Human Rights, Justice, Public Protection and Safety, Peace and Order) requested JHMC to suspend the demolitions to allow the city council to outline the areas that would be excluded from the CJH reservation

2006

February 9, 2006 After the dropping out of three clans, the NCIP issued Certificate of Ancestral Domain Titles (CADT) covering 146 hectares to six clans, namely: Canuto, Otinguey, Pitlongay, Paytocan, Liwan and Siso The CADTs were opposed and challenged by the Ibaloi clans of Happy Hollow because it entitled both Ibaloi and Kankan-ey dwellers as ancestral dwellers of the area

2009

February 4, 2009 The Supreme Court (City Government of Baguio et al. vs. Atty. Masweng, et al., G.R. No. 180206) decided on the applicability of the IPRA law regarding ancestral land claims in Baguio City, to wit:

The foregoing provision indeed states that Baguio City is governed by its own charter. Its exemption from the IPRA, however, cannot ipso facto be deduced because the law concedes the validity of prior land rights recognized or acquired through any process before its effectivity. The IPRA demands that the citys charter respect the validity of these recognized land rights and titles.

June 2009 The CADTs issued by NCIP in 2006 were registered with the Register of Deed of Baguio The Baguio City Council promulgated the Resolution 399, series of 2009 Ancestral Domain Sustainable Development and Protection Plan (ADSDPP) of Happy Hollow NCIP Resolution 090, series 2009 was passed authorizing the city hall to create a screening committee to screen ancestral land claims

2011

August 15, 2011 Baguio City Council passed Resolution 267, series of 2011, requesting President Ninoy Aquino to issue the appropriate Executive Order to segregate the 13 barangays within CJH and the titles to qualified occupants of the said barangays

2012

April 10, 2012 Leandro Yangot, John Hay Management Corporation (JHMC) Director, reveals that the JHMC board of directors together with NCIP Chairperson Zenaida Hamada-Pawid have formed a task force on April 10 to determine the validity of Certificates of Ancestral Land Titles (CALTs) inside CJH April 25, 2012 The 13 barangays issued a resolution condemning the Catalina Security Agency (security agency of BCDA) for harassing, intimidating, and threatening the residents of the said barangays May 17, 2012 Barangay Captains of the 13 barangays within Camp John Hay reservation wrote the JHMC to approve the segregation requirements that would allow the 13 barangays to separate from the military reservation: Camp 7, Country Club Village, Greenwater, Happy Hollow, Hillside, Loakan-Apugan, Loakan-Liwanag, Loakan Proper, Lower Dagsian, Lucnab, Military Cut-Off, Sta. Escolastica Village, and Upper Dagsian

October 19, 2012 According to the JHMC facebook profile, a public consultation was held in Scout Barrio for the purpose of segregating the barangays within Camp John Hay, with the participation of representatives of concerned barangays and the CJH October 2012 Councilor Isabelo Cosalan, (Chairperson of Baguio City Urban Planning, Lands and Housing) proposed an ordinance which would declare Happy Hollow as historical, heritage and ecological site

2013

June 24, 2013 City of Baguio passed Resolution 153 series of 2013 requesting the BCDA to strictly comply with the 10 of the original 19 conditions laid down in Resolution 362, series of 1994, including the approval of permits BCDA President Arnel Casanova reiterated that efforts are being earnestly made to segregate the 13 barangays within CJH
