1.1

Introduction
General

RSU 700

The 700 series of standards are part of the RailCorp Minimum Operating Standards for Rolling Stock. 1.2

Introduction
The 700 series of Rolling Stock Units contain specific interface requirements for infrastructure maintenance vehicles operating on the RailCorp network. Requirements that are common with other types of rolling stock are included in the 200 series of Rolling Stock Units. Infrastructure maintenance vehicles must comply with the objectives of the Department of Environment and Climate Change (DECC) Licence No. L12208. Infrastructure maintenance vehicles must comply with Department of Environment, Climate Change and Water (DECCW) Licence No. L12208 with respect to maintenance of plant and equipment. All infrastructure maintenance vehicles shall operate under Manual Block Working in accordance with RailCorp Network Rule NSY 512 unless the vehicle has been successfully tested for signal compatibility in accordance with ESR 0001 200, Section 32 (RSU 295).

1.3

Vehicle types
Infrastructure maintenance vehicles are used to carry out various work on or about the track. The major types of vehicles are: Track maintenance machines. Refer to Sections 2 to 8 (RSUs 710 to 716) Overhead wiring vehicles. Refer to Sections 2 to 8 (RSUs 710 to 716) Road/rail vehicles. Refer to Sections 9 to 16 (RSUs 720 to 727)

1.4

Vehicle identification
All infrastructure maintenance vehicles shall have a discrete identification number. The identification number shall be clearly visible on the vehicle from each side and where practical on each end. Road registered road/rail vehicles may use the vehicle road registration number. If the road registration number is changed or the vehicle road registration is cancelled, RailCorp shall be immediately notified.

1.5

Authorisation of vehicles
For assessment of on-track maintenance vehicles to operate on the RailCorp network, the vehicle information pack in ESR 0001 A5 (RSU Appendix A5) shall be completed and submitted. Vehicle testing requirements for on-track maintenance vehicles are summarised in Section 7 (RSU 715). For assessment of road/rail vehicles to operate on the RailCorp network, the vehicle information pack in ESR 0001 A6 (RSU Appendix A6) shall be completed and submitted. Vehicle testing requirements for road/rail vehicles are summarised in Section 14 (RSU 725). For assessment of quadricycles and trikes to operate on the RailCorp network, the vehicle information pack in ESR 0001 A7 (RSU Appendix A7) shall be completed and submitted. Vehicle testing requirements for quadricycles and trikes are summarised in Section 20 (RSU 733).

2.1

On Track Vehicles
General

RSU 710

An on-track vehicle is any type of infrastructure maintenance vehicle which operates solely on the track. On-track vehicles include track repair & inspection machines and overhead wiring vehicles. Some on-track vehicles can be removed from the line by use of special take-offs or portable turnouts. On-track vehicles must be operated in accordance with RailCorp Network Rule NWT 316 and Section 9 Operation of Track Maintenance vehicles in the General Instruction Pages of the RailCorp Train Operating Conditions manual.

3.1

This section contains bogie related requirements which are specific to on-track maintenance vehicles. All requirements in ESR 0001 200 (RSU 200) which are common requirements also apply to on-track maintenance vehicles.

3.6

Back to back measurement


The lateral spacing of the rail wheels shall be measured to ensure the back to back dimension is within 1357 to 1360 mm. The measurements shall be made at three points equidistant around the wheels. The difference between two measurements shall not exceed 1 mm.

4.1

Brakes and pneumatic equipment


Introduction

RSU 712

On-track maintenance vehicles usually are self propelled vehicles with braking controlled by the operator. Vehicles must be equipped with a failsafe braking system. The brakes on vehicles shall stop the vehicle safely without skidding the wheels. Some vehicles are capable of operating coupled together with the straight air brakes controlled from the leading vehicle. Trailers must have the brakes operated from the towing vehicle. Some vehicles have automatic air brake and are capable of being attached to a train and the brakes operated from the train brake pipe. The automatic braking systems fitted to these vehicles must be compatible with the brake systems of locomotives to ensure that the brakes apply and release as required. Otherwise skidded or scaled wheels could occur. Refer to ESR 0001 200, Section 14 (RSU 270). The braking on some vehicles use the hydraulic motors for retardation.

4.2

Brake systems
On-track vehicle brake systems shall have at least two separate brake systems: straight air brake spring parking brake (handbrake) Some vehicles are equipped to control the brakes on trailers fitted with a straight air brake. Some vehicles also have an automatic brake. Where a vehicle does not have an automatic air brake, the parking brake must meet the braking performance requirements in section 4.5 Brake performance.

4.3

Parking brake
Each vehicle shall have an operable spring parking brake or handbrake. The parking brake shall be able to hold the vehicle (in full service condition) stationary on a grade of 1 in 30 for an indefinite period. The parking brake shall operate on more than one axle per vehicle. A spring parking brake shall be maintained in the released position by main reservoir pressure. There shall be a means of manually releasing the brake.

4.4

Automatic brake
In addition to the requirements of ESR 0001 200, Sections 14 (RSU 270) and 15 (RSU 271), the following shall apply to track maintenance vehicles fitted with automatic air brake. The auxiliary reservoir shall have sufficient capacity so that at a full service reduction of 175 kPa from 500 kPa brake pipe pressure, the brake cylinder pressure shall be: 370 kPa maximum at zero stroke 300 kPa minimum at full stroke.

4.5

Brake performance
The vehicle shall brake on dry level track within the following limits. Tests shall be conducted with the operator applying the brake and not releasing until the vehicle is stationary. The vehicle shall be tested at normal operating speed (typically 30 km/h in tare condition), and up to the maximum allowable speed. The wheels must not skid during the test. Measured average deceleration rates shall be. Table 1 Brake Requirements Note: A heavy infrastructure maintenance vehicle with brake performance less than 1.1 m/s2 may only operate as the leading vehicle in a convoy with other infrastructure maintenance vehicle, otherwise this vehicle shall operate as a train (not in convoy). This vehicle must operate under block working unless specifically authorised to operate under the control of track circuits. Load compensating valves shall be required where the tare to gross mass ratio exceeds 1:3. The vehicle shall comply with the requirements in Table 1 above. The parking brake must operate to provide a minimum deceleration on level track of 0.8 m/s2 minimum in loaded condition. For vehicles that are restricted to operation within protected worksites, the vehicle must be able to stop from 15 km/h in less than 20 metres. Refer to Section 7.2.10.

4.6

Brake equipment
For vehicles fitted with an automatic air brake system refer to ESR 0001 200, Section 15 (RSU 271). Additional requirements are as detailed below.

4.7

Coupling cocks
Brake pipe and main reservoir coupling cocks (where fitted) refer to ESR 0001 200, Section 15 (RSU 271). Straight air brake coupling cocks shall have a breakaway 12 mm type B coupling mounted 300 mm each side of the towing pin. Straight air brake couplings and cock shall be painted red. All cocks shall be side venting when in the closed position. All cocks shall be closed when the handle is vertically up and across the line of the pipe. Cocks shall be open when the handle is horizontal and in line with the pipe.

4.8

Coupling hoses
Coupling hoses shall comply with Australian Standard AS 2435 Elastomeric Hose for Railway Air Brake. Refer to ESR 0001 200, Section 15 (RSU 271). The nipple sizes for standard coupling hoses shall be: 1-1/4 inch BSP for brake pipe hose 3/4 inch BSP for main reservoir hose

4.9

Location of end equipment


The location of brake pipe shall be as shown in Diagram G7 in ESR 0001 G (RSU Appendix G). The main reservoir pipe shall be located such that they can couple to a locomotive or adjacent vehicle without causing damage or kinking hoses. Refer to Diagram G9 in ESR 0001 G (RSU Appendix G).

5.1

Body and underframe


Rolling stock outline

RSU 713

Vehicles shall comply with the Narrow Non-electric Rolling Stock Outline specified in ESR 0001 200, Section 2 (RSU 110). Where a vehicle operates in work mode with equipment outside the Rolling Stock Outline, such as lifting jibs, elevated platforms etc, there shall be a means of ensuring that it is not driven, in travel mode, with this equipment exceeding the Rolling Stock Outline. These vehicles require an electrical safety inspection, as specified in ESR 0001 200, Section 31 (RSU 294), before being permitted to operate. When operating around electrical equipment, the vehicle must be operated in accordance with RailCorp Safety Management System - System Guide SMS-06-GD-0268 Working around Electrical Equipment.

5.2

Couplers and draftgear


Automatic couplers and draftgear where fitted shall comply with the requirements of ESR 0001 100, Section 5 (RSU 140).

5.3

Towing fixtures, jacking and lifting points


All vehicles shall have towing fixtures. Appropriate jacking points shall be supplied at the junction of the underframe side sill and bogie centreplate transom. Vehicles shall have appropriate lifting points or bracket to insert lifting jigs.

5.4

Marking and identification


Each vehicle shall have the vehicle code, and number clearly visible in 125 mm high characters on each side, and where practical at the end, of the vehicle. Each vehicle fitted with automatic couplers shall have the allowable trailing load (in tonnes), maximum speed and length over couplers marked on each side of the vehicle. All brake valves and cocks shall be clearly labelled to indicate their function and any special instructions which are applicable for their use. All rail-bound on-track maintenance vehicles shall be fitted with AEI tags as specified in ESR 0001 H (RSU Appendix H) of this manual. To enhance visibility of trains from the side at level crossings, all track maintenance vehicles shall be fitted with reflective delineators (reflectors) in accordance with Australian Standards for Railway Rolling Stock, AS 7531-4, Lighting and Rolling Stock Visibility Infrastructure Maintenance Rolling Stock Section 11, Reflective Delineators. 1 On short vehicles or road/rail vehicles continuous reflective zebra stripes can be used in place of reflective delineators. Zebra stripes shall be contrasting colours such that at night under lights the stripes can be seen as separate stripes that indicate movement of the vehicle.

6.1

Safety equipment
Drivers safety system

RSU 714

Each driven vehicle shall be fitted with an approved driver safety systems as specified in ESR 0001 D, Section 4.3.1 (RSU Appendix D). The driver safety system must operate while the vehicle is in travel mode.

6.2

Speed Indication
Each vehicle shall have an operative speed indication device. The maximum speed for vehicles is specified in the RailCorp Train Operating Conditions manual.

6.3

Data logger/recorder
Each infrastructure maintenance vehicle, except those exempted below, shall be fitted with a functioning, reliable and accurate data recording/logger system. The system shall meet the requirements of the Independent Transport Safety & Reliability Regulator Guidance Material for Train Data Loggers. This Guidance Material is available via the ITSRR website at http://www.transportregulator.nsw.gov.au/rules/documents/data_loggers_guidance. pdf The system shall record the information nominated in the ITSRR Guidance for Train Data Loggers. Vehicles with a maximum speed capability not exceeding 30 km/h and meet one or more of the following may be exempted from requiring a data recording device: Vehicles that are transhipped to a possession area and are intended for use within a designated worksite. Other vehicles as determined by RailCorp.

6.4

Pressure Indication
Each vehicle shall have a means of indicating pressure of main reservoir, brake pipe, spring brake and brake cylinder where applicable. Gauges shall be clearly labelled and calibrated in kPa.

6.5

Drivers emergency cock


Vehicles with automatic brake shall be fitted with an emergency cock near each driving position. The cock when opened shall directly vent the brake pipe. Vehicles not fitted with an automatic air brake but fitted with spring parking brakes shall be fitted with an emergency cock near each driving position. The emergency cock when opened shall directly vent main reservoir air from the spring parking brakes.

6.7

Communications
On-track maintenance vehicles required to travel outside of the possession area shall be fitted with train radio system or portable train radios. Refer to ESR 0001 10 (RSU 190) Train radio interface.

6.8

Lights
All vehicles shall be fitted with headlights in accordance with Australian Standards for Railway Rolling Stock, AS 7531-4, Lighting and Rolling Stock Visibility Infrastructure Maintenance Rolling Stock Section 2, Headlights. 1 All vehicles shall be fitted with tail and marker lights in accordance with Australian Standards for Railway Rolling Stock, AS 7531-4, Lighting and Rolling Stock Visibility Infrastructure Maintenance Rolling Stock Section 3, Tail and Marker Lights. 1 In travel mode white lights show on the forward end and red lights on the rear end. In work mode, white lights show at both ends. All infrastructure maintenance vehicles, irrespective of operating speed, shall be fitted with an orange flashing beacon in accordance with Australian Standards for Railway Rolling Stock, AS 7531-4, Lighting and Rolling Stock Visibility Infrastructure Maintenance Rolling Stock Section 6, Flashing Beacons. 1 The orange flashing light must be switched on at all times when the vehicle is on track, excepting when a track maintenance vehicle is marshalled in a train consist. 7.2.1

Jacking point vertical load test.


It is recommended that the owner/operator conduct jacking point vertical load tests to ensure that the vehicle is capable of withstanding loads imposed during vehicle recovery. Refer to ESR 0001 200, Section 34 (RSU 297) Vehicle structural tests.

7.2.2

Static end compression test.


It is recommended that the owner/operator conduct a static end compression test to ensure that the vehicle is capable of withstanding the loads imposed during operation. Loads shall be commensurate with the proposed maximum duty of the vehicle. Refer to ESR 0001 200, Section 34 (RSU 297) Vehicle structural tests.

7.2.3

P2 force determination.
The P2 force shall not exceed the limits specified in ESR 0001 100, Section 3 (RSU 120).

7.2.4

Static vehicle weigh test


Vehicles shall be type tested to determine the fully provisioned mass, however, where any axle load can possibly exceed agreed limits each vehicle of that type shall be weighed to determine the load distribution across all axles.

7.2.5

Vehicle / bogie swing test


A vehicle / bogie swing test is only required for vehicles equipped with bogies.

7.2.6

Vehicle / vehicle swing test


A vehicle / vehicle swing test is only required for coupled vehicles.

7.2.7

Ride performance test


A ride performance test is only required where it is proposed to operate the vehicle at speeds in excess of 15 km/h for vehicles up to and including 5 tonnes gross mass, or 30 km/h for vehicles over 5 tonnes gross mass.

A dynamic kinematic rolling stock outline test is only required where it is proposed to operate the vehicle at speeds in excess of 15 km/h for vehicles up to and including 5 tonnes gross mass, or 30 km/h for vehicles over 5 tonnes gross mass.

7.2.9

Vehicles operating under block working


These tests are not required for vehicles operating under block working conditions.

7.2.10

Brake functionality test


The brakes on the vehicle shall be tested to demonstrate that they operate and bring the vehicle to a stand within 20 metres from a speed of 15 km/h. If the maximum speed of the vehicle is less than 15 km/h, then the vehicle shall stop from the maximum speed within 20 metres.

7.3

Maximum speed
RailCorp reserves the right to set the maximum operating speed based on dynamic performance and infrastructure limitations. RailCorp approved maximum operating speed shall be displayed on each side of the vehicle and within the drivers compartment.

Infrastructure vehicles operating under the control of track circuits RSU 716
General
Infrastructure vehicles that operate the track circuits correctly may be authorised to operate under the control of track signalling. These vehicles shall be fitted with an approved function recording device and driver safety system in accordance with ESR 0001 D (RSU Appendix D) and operated in accordance with RailCorp Network Rule NWT 316 and Section 9 Operation of Track Maintenance Vehicles in the General Instruction Pages of the RailCorp Train Operating Conditions manual.

Authorisation
Before a vehicle is authorised to operate under the control of track signalling, the vehicle must comply with the requirements of the Signal compatibility test in ESR 0001 200, Section 32 (RSU 295) and signal and communication interference test in ESR 0001 200, Section 33 (RSU 296) for all track circuits that cover the proposed area of operation for the vehicle.

8.3

Wheel Profiles
RailCorp reserves the right to request measurements of the wheel profiles in order to determine compatibility with the rail profile.

8.4

Horns
Infrastructure maintenance vehicles that are approved to operate under the control of track circuits shall be fitted with both high and low noise horns. Refer to Section 6.0 (RSU 714).

9.1

Road/rail vehicles
General

RSU 720

A road/rail vehicle is any type of infrastructure maintenance vehicle which can travel on both road and rail and which can transfer from one mode of operation to the other. Road/rail vehicles are sometimes called Hi-rail vehicles. Some road/rail vehicles may be road registered and therefore approved by RTA, however, this, in no way, gives acceptance for operation on track. Some road/rail vehicles are restricted to operation only within a protected worksite. Other road/rail vehicles are permitted to travel anywhere within the RailCorp network. Road/rail vehicles must be operated in accordance with RailCorp Network Rule NWT 316 and Section 9 Operation of Track Maintenance Vehicles in the General Instruction Pages of the RailCorp Train Operating Conditions manual.

10.1

Suspension and rail guidance system

This section contains bogie related requirements which are specific to road/rail vehicles. All requirements in ESR 0001 200 (RSU 200 to RSU 299) which are common requirements also apply to road/rail vehicles unless excluded below. The rail guidance system shall be failsafe, such as an overcentre position.

10.2

Back to back measurement


The lateral spacing of the rail wheels shall be measured to ensure the back to back dimension is within 1357 to 1360 mm. The measurements shall be made at three points equidistant around the wheels. The difference between two measurements shall not exceed 1 mm.

10.3

Static vehicle twist test


The tyre pressure in the road tyres shall be checked to ensure that the pressure is within the normal operating specification for the vehicle.

11.1

Brakes
Introduction

The brakes on these vehicles shall stop the vehicle safely without skidding the wheels on dry track. Trailers towed by road/rail vehicles shall be fitted with brakes. The trailer and towing vehicle shall be tested in accordance with section 11.3 below.

11.2

Brake systems
Road/rail vehicle brake systems usually operate in one of the two following ways: Rubber road wheels braking directly on rail Steel rail wheels braking on the rail

11.3

Brake performance
The vehicle shall brake on dry level track within the following limits. Tests shall be conducted with the operator applying the brake and not releasing until the vehicle is stationary. The vehicle shall be tested at normal operating speed (typically 30 km/h) in tare condition, and at maximum allowable speed if safe to do so at the test site. The wheels must not skid during the test. Vehicle decelerations. Measured average deceleration rates shall be. For vehicles that are restricted to operation within protected worksites, a brake functionality test must be carried out in place of measuring the deceleration. Refer to Section 7.2.10.

11.4

Transferring to and from rail operation.


At all stages during the transfer from road to rail and visa versa, all road/rail vehicles must be restrained from runaway. Vehicles that do not have road wheels on rail, such as Pettibones, must have controls to ensure that both front or rear wheels can not be transferred from road to rail and visa versa at the same time.

12.1

Body
Rolling stock outline

RSU 723

Vehicles shall comply with the Narrow Non-electric Rolling Stock Outline specified in ESR 0001 100, Section 2 (RSU 110). Where a vehicle operates in work mode with equipment outside the Rolling Stock Outline, such as lifting jibs, elevated platforms etc, there shall be a means of ensuring that it is not driven, in travel mode, with this equipment exceeding the Rolling Stock Outline. These vehicles require an electrical safety inspection, as specified in ESR 0001 200, Section 31 (RSU 294), before being permitted to operate. When operating around electrical equipment, the vehicle must be operated in accordance with RailCorp Safety Management System System Guide SMS-06-GD-0268 Working around Electrical Equipment. Rubber tyres fitted to these vehicles must be either running on the rail head or be raised and fixed securely such that they conform with the Narrow Non-electric Rolling Stock Outline specified in ESR 0001 100, Section 2 (RSU 110). Where the rubber tyres are raised above rail level but not sufficiently to be within the Narrow Non-electric Rolling Stock Outline, the tyres shall be treated as being on rail. Rubber tyres shall be centred laterally with respect to the rail wheels. As the wheel track of rubber tyres vary from vehicle to vehicle, various categories of permissible internal and external tyre widths are permitted. Some categories result in operating restrictions for the vehicle. These restrictions apply when the rubber tyres are on the rail head or above rail and outside the rolling stock outline. Where dual tyres are fitted, the inside width is measured across the inside faces of the inner tyres. The outside width is measured over the outside faces of the outer tyres.

Road/rail vehicles shall be fitted with hand operated pumps to allow the rail wheels to be raised to enable the vehicle to be removed from rail in the event of failure of the normal rail wheel raising/lowering system.

15.1

Ride performance test


Introduction

RSU 726

A ride performance test is required to ensure vehicle stability and compatibility with the track and to establish the optimum vehicle operating conditions. This RSU covers base ride performance based on vehicle stability considerations.

15.2

When a ride performance test is required


A ride performance test shall be conducted on all vehicle types which have not been approved by RailCorp to operate on the RailCorp network. This test is the basis for determining the maximum operating speed for vehicles. The maximum operating speed of road/rail vehicles is generally restricted to 30 km/h for vehicles of 5 tonne gross mass or more and 50 km/h for vehicles not exceeding 5 tonne gross mass. Where a vehicle meets all other requirements of this Standard and these speeds are not to be exceeded, a ride performance test may not be required, subject to the following clause. RailCorp reserves the right to request and have a ride performance test carried out on any vehicle for the following reasons: Proposed modification to the suspension characteristics. Proposed change in wheel profile. Proposed change in vehicle operating conditions. Any proposed vehicle modification which may affect the vehicle ride performance. Significant change in the vehicle tare mass and/or redistribution of the vehicle mass. Where, in RailCorps opinion, there is suspected poor ride performance.

15.3

Measurement of ride performance


Ride performance shall be measured using vertical and lateral accelerometers positioned on the vehicle body as near as possible to the leading rail wheels at the centre of the vehicle. All measured accelerations shall be filtered at 10 Hz low pass. Average acceleration shall be taken as the mean peak acceleration measured about the zero axis. The peak and mean peak acceleration shall be calculated from the 10 Hz low pass filtered acceleration.

15.4

Base ride performance criteria

Notes: 1. Frequency analysis will utilise FFT analysis of at least 400 lines with 0.25 Hz resolution. Data shall be averaged over 32 averages to minimise statistical error. 16 averages is acceptable for comparative evaluations only.

2. Analysis shall be restricted to the 0.5 to 50 Hz band. 3. Weighting filters implementing the above weightings are acceptable provided: integration is performed over 10-15 second periods. the Integrated values are recorded over at least 3 km of track and reported as a mean and sample variance. 4. Data for analysis shall come from samples at substantially constant speed (variance 5 km/h).

15.5

Vehicle test configuration


The vehicle under test shall be tested in the minimum tare condition. If the vehicle has a substantial imbalance when in the loaded condition, a test may be required in the loaded condition. The air pressure in all tyres of the vehicle under test shall be inflated to the manufacturers specifications.

15.6

Test track configuration


Ride performance testing shall be tested on track as mutually agreed between the owner/operator and RailCorp.

15.7

Test procedure
The vehicle under test shall be instrumented as specified in section 15.3. The vehicle under test shall be operated up to 110% of the maximum desired operating speed, progressively, starting at the lower speed. Once it has been established that it is safe to do so, the vehicle speed shall be maintained constant at 100% and 110% of the maximum desired operating speed for a minimum period of 60 seconds each. All test results shall be displayed in real time to the testing staff, for the duration of testing.

16.1

Vehicle operation
Introduction

RSU 727

Road/rail vehicles must be operated in accordance with RailCorp Network Rule NWT 316 and Section 9 Operation of Track Maintenance vehicles in the General Instruction Pages of the RailCorp Train Operating Conditions manual. All road/rail vehicles shall operate under Manual Block Working in accordance with RailCorp Network Rule NSY 512 unless the vehicle has been successfully tested for signal compatibility in accordance with ESR 0001 200, Section 32 (RSU 295).

16.2

Maximum speed within a worksite


The maximum speed of road/rail vehicles operating within a worksite must not exceed 15 km/h.

17.1

Trolleys, trailers, quadricycles and trikes


General

RSU 730

Trolleys, trailers, quadricycles and trikes are any type of track maintenance vehicle which operates solely on the track but can be readily removed manually from the track. Trolleys, trailers, quadricycles and trikes must be operated in accordance with RailCorp Network Rule NWT 316 and Section 9 Operation of Track Maintenance vehicles in the General Instruction Pages of the RailCorp Train Operating Conditions manual.

18.1

Flat top trolleys


General

RSU 731

A trolley is a small non-powered infrastructure maintenance vehicle used for conveying tools and equipment along the track. A trolley can be readily removed from the track. A trolley shall not be towed or pushed by other infrastructure maintenance vehicles. A trolley must, at all times, be accompanied by enough employees to control and remove the vehicle from the line as required. Trolleys do not require lights to be fitted or displayed during daylight. When operating at night, in heavy fog, or in tunnels, suitable front and rear lights must be displayed. Trolleys must travel at walking pace. Trolleys must not convey personnel. All trolleys must be fitted with a brake that will hold the fully loaded trolley indefinitely on a 1 in 33 grade. The brake system shall require a positive action to release and hold the brake in the released position. Once this positive action is released, the brake must reapply.

18.2

Marking and identification


Each trolley shall have a distinct identification code/number clearly visible on each side of the vehicle. Each trolley shall have reflective tape on both sides and at each end. The colour of the tape shall contrast with the colour of the trolley. The colour red shall not be used.

19.1

Trailers
General

RSU 732

A trailer is a small non-powered track vehicle used for conveying tools and equipment along the track. A trailer may be operated as a trolley or attached to another vehicle using an approved tow bar. The towing vehicle shall be approved to tow a trailer and the allowable mass of the trailer shall be stencilled on the towing vehicle. A trailer can be readily removed from the track. A trailer must, at all times, be accompanied by enough employees or other means to control and remove the vehicle from the track as required. A trailer shall be fitted with tail lights compatible with the towing vehicle. Trailers shall not be used to carry personnel. A trailer not attached to a motorised infrastructure is to be treated as a trolley. Refer to Section 18 (RSU 731).

19.2

Brakes
All trailers shall be equipped with a failsafe braking system capable of being operated from the towing vehicle. All trailers must be fitted with a park brake that will hold the fully loaded trailer indefinitely on a 1 in 33 grade. The brake system shall require a positive action to release and hold the brake in the released position. Once this positive action is released, the brake must reapply.

19.3

Marking and identification


Each trailer shall have a distinct identification code/number clearly visible on each side of the vehicle. Each trailer shall have reflective tape on both sides and at each the rear end. The colour of the tape shall contrast with the colour of the trolley. The colour red shall not be used.

20.1

Quadricycles and trikes


General

RSU 733

A quadricycle is a small self propelled rail bound vehicle used for conveying personnel, tools or equipment along the track. A quadricycle may be hand powered or fitted with an engine. A trike is a small three wheeled self propelled rail bound vehicle used for conveying personnel, tools or equipment along the track. A trike may be hand operated or fitted with an engine. A quadricycle or trike can be easily removed from the track. A quadricycle or trike may only be towed or pushed by other track vehicles to clear a hazard such as a bridge or culvert. A quadricycle or trike must, at all times, be accompanied by enough employees to control and remove the vehicle from the track as required. Flashing orange lights should be fitted and be displayed when braking or reversing. The flashing light shall be in accordance with Australian Standards for Railway Rolling Stock, AS 7531-4, Lighting and Rolling Stock Visibility Infrastructure Maintenance Rolling Stock Section 6, Flashing Beacons. 1 All quadricycles and trikes shall be fitted with headlights and taillights. A powered quadricycle or trike shall be fitted with a horn equivalent to an automotive horn.

20.2

A ride performance test will only be required where the quadricycle or trike can operate at a speed in excess of 15 km/h. At the discretion of RailCorp, a twist test may be required on these vehicles.

21.1

Infrastructure vehicles operating as locomotives RSU 740


General
On-track infrastructure maintenance vehicles are usually used as single units or marshalled with other infrastructure maintenance vehicles and operated in a consist. The braking system is compatible between all vehicles in the consist. Road/rail vehicles normally operate as single units. Some on-track infrastructure maintenance vehicles and road/rail vehicles may be used to tow a trailer. Refer to Section 19 (RSU 732). Some on-track infrastructure maintenance vehicles may tow freight vehicles when operating in work mode only and within protected worksites. A limited number of on-track infrastructure maintenance vehicles and road/rail vehicles have the capacity to operate as a locomotive and haul freight vehicles. This Unit covers the requirements for vehicles operating as locomotives.

21.2

Vehicle types
Types of track vehicles that may be authorised to operate as locomotives are: On-track infrastructure maintenance vehicles that haul freight vehicles in the travel mode. Road/rail vehicles such as a road prime mover. Road/rail tractors. Specialised shunting vehicles.

21.3

Vehicle identification
Infrastructure vehicles authorised to operate as locomotives must have the maximum allowable trailing train mass that can be hauled for track gradient, marked on the sides of the vehicle and in the vehicle drivers cab. Infrastructure vehicles authorised to operate as locomotives shall be clearly identified in the RailCorp Train Operating Conditions manual in Section 11 Infrastructure maintenance data.

21.4

Authorisation of vehicle
Infrastructure vehicles must be authorised to operate as either an on-track vehicle or road/rail vehicle as specified in Section 1.5 (RSU 700). For an infrastructure vehicle to be authorised to operate as a locomotive, the vehicle must comply with the following requirements for locomotives as detailed in the RSU 300 series:

21.4.1

Brakes and pneumatic equipment.


The automatic air braking system on the infrastructure vehicle must be compatible with the braking system of vehicles to be hauled. The brake pipe must be regulated to 500 kPa and the drivers automatic brake valve capable of charging the brake pipe when in release, reducing the brake pipe pressure when applying the brakes and fully exhausting

the brake pipe when in emergency. The compressor and air brake reservoir capacity must be sufficient to allow for the brakes to be applied and released a number of times while maintaining a 500 kPa brake pipe pressure between applications. If the vehicle is hauling vehicles that may use main reservoir air for auxiliary equipment, such as ballast wagons with air operated discharge doors, the reservoir sizes must take into account the use of the main reservoir air. The length of train may be reduced due to the main reservoir requirements. The operators cab shall be fitted with a main reservoir and a brake pipe pressure gauge. All cut-out or isolation cocks must be clearly identified and handles painted white.

21.4.2

Couplers.
The couplers and draftgear shall be suitable for the maximum loads hauled by the infrastructure vehicle. The coupler height shall be within the limits 840 to 900 mm above rail.

21.4.3

Traction performance.
Testing shall be conducted or evidence provided that the infrastructure vehicle is capable of hauling the specified maximum loads on various grades.

21.4.4

Braking performance.
Tests shall be conducted on the infrastructure vehicle with the maximum number of loaded vehicles to ensure the satisfactory operation of the braking system. Stopping distance tests shall be conducted to ensure the train consist stops within the requirements of ESR 0001 100, Section 7 (RSU 160).

21.4.5

Safety equipment.
Infrastructure vehicles operating as locomotives must be fitted with the following safety equipment as specified in ESR 0001 300, Section 10 (RSU 350). Drivers safety system Speed indicating device Data logger/recorder Drivers emergency cock Flowmeter Emergency equipment Communications equipment Lights Horns. The timings for the vigilance control system must be in accordance with reduced timings for driver only operation as per ESR 0001 D, Table D1 (RSU Appendix D).

21.5

Operation of infrastructure vehicle as a locomotive


Before an infrastructure vehicle is to be used to haul a train, the infrastructure vehicle and train must be marshalled together and all air brake coupling hoses coupled and coupling cocks between vehicles opened. The train must be inspected in accordance with the RailCorp Train Operating Conditions Manual, General Instruction Pages, Section 6 Train Inspection.

21.6

Driver safety system


Infrastructure vehicles used to haul a train must be fitted with a driver safety system in accordance with ESR 0001 D (RSU Appendix D) Driver Safety Systems and the following requirements. Where the infrastructure vehicle is crewed by a driver and a second Qualified Worker, the vehicle must be fitted with a vigilance control system. Where the vehicle is crewed by a single driver, the vehicle shall be fitted with a vigilance control system AND an Operator Enable system. Refer to ESR 0001 300, Section 15 (RSU 364).
