Safety Committee Constitution (As per GFR rule 68 F)

Safety Committee : As mentioned in Rule 68 F in Gujarat Factories Rules, 1963:-In every factory wherein 250 or more workers are ordinarily employed, there shall be a Safety Committee. As an Agrochemical Plant, Rallis India Limited has more than 250 Workers, the central Safety Committee is constituted. The Chairman : As per sub-clause 68 F (2) (a):-A senior official who by his position in the organization can contribute effectively to the functioning of the committee, shall be the chairman. Mr. Joselind John (General Manager - Dahej) is selected as the chairman of Safety Committee. The Secretary : As per sub-clause 68 F (2) (b):-A Safety Officer or a Factory Medical Officer wherever available and the Safety Officer in such case shall be the Secretary of the Committee. Under this clause, Mr. Shailesh Mistry (HOD EHS) is the Secretary of the Safety Committee. The Workers Representative: As per sub-clause 68 F (3):-The workers representative of this committee shall be elected by the workers. All worker representatives are elected by workers. Tenure of Committee: As per sub-clause 68 F (4):-The tenure shall be two years. Under this clause, here, the tenure of the central safety committee is one year. Meetings : As per sub-clause 68 F (5):-Safety Committee shall meet as often as necessary but at least once in every quarter. The minutes of the meeting shall be recorded and produced to the Inspector on demand. Therefore it is decided that Safety Committee Meeting shall be held at every month on first Wednesday at 15:00 hrs. And the minutes of the meetings shall be recorded & can be made available to the Inspector on demand. Information to the Members: As per sub-clause 68 F (6):-(a) Potential safety and health hazards to which the workers may be exposed at the workplace. (b) Data on accidents as well as data resulting from surveillance of the working environment and the health of workers exposed to substances. It is expected by committee to undertake to use the data on a confidential basis and solely to provide guidance and device measures to improve the working environment and the health and safety of the workers.

Functions and Duties of the Safety Committee: As per sub-clause 68 F (7):-Following are the functions & duties decided by all the members. (a) Assisting and co-operating with the management in achieving the aims and objectives outlined in the Health and Safety Policy of the occupier; (b) Dealing with all matters concerning health, safety and environment and to arrive at practicable solutions to problems encountered; (c) Creating safety awareness amongst all workers. (d) Undertaking educational, training and promotional activities; (e) Discussing reports on safety environmental health surveys, safety audits, risk assessment, emergency and disaster management pints and implementation of the recommendations made in the reports; (f) Carrying out health and safety surveys and identifying causes of accidents; (g) Looking into any complaint made on the likelihood of an imminent danger to the safety and health of the workers and suggesting corrective measures; and (h) Reviewing the implementation of the recommendations by it.

Sub-committee:

As per sub-clause 68 F (8):- Where owing to the size of the factory, or any other reason, the functions referred to in sub-rule (7) cannot be effectively carried out by the Safety Committee, it may establish sub-committee as may be required to assist it. As all the functions are effectively carried out by the core safety committee, the need for the sub-committee is not realized.
