CONSTITUTION AND BY-LAWS

PREAMBLE We, the members of Samahang Filipiniana, give credit to the role of the youth of today as an instrument towards the reformation of the community for a progressive life do hereby ratify and commit ourselves for this noble cause and promulgate this constitution and by-laws. ARTICLE I. NAME and DOMICILE Section 1. Name. This organization shall be called SAMAHANG FILIPINIANA. Section 2. Domicile. The main office of this organization shall be located at the College of Arts and Sciences, DMMMSU-SLUC. ARTICLE II.OBJECTIVES Section 3. Objectives. This organization shall aim to: a. To undertake activities that will help the organization flourish as well as students welfare b. To hold activities promoting rationalism among students and teachers alike ARTICLE III. MEMBERSHIP and ADMISSION Section 4. Membership. The students from the College of Arts and Sciences shall be eligible for the membership and must subscribe to the objectives and principles of the organization. Section 5. Admission Requirements. All applicants shall: a. Have taken or taking Filipino, Literature, English subjects b. Pay the membership fee and all other organizational fee c. Have the willingness to cooperate in any of the organizational activities ARTICLE IV. RIGHTS and PRIVILEGES Section 6. Rights and Privileges. Every member of the organization shall have the following rights and privileges: a. Participate in all meetings b. Be informed of the policies, programs, projects, and activities to pursue c. To elect and be elected into any of the position in the organization

d. To present suggestions, comments in the approval and adaptation of resolutions, programs and policies ARTICLE V. DUTIES and RESPONSIBILITIES Section 7. Duties and Responsibilities. Every member of the Samahang Filipiniana has the following duties and responsibilities: a. Uphold and abide to the Constitution and By-laws of this organization b. Recognize and reinforce the policies, rules, regulations, and decisions which may be promulgated from time to time c. To attend and participate in all meetings d. Reimburse to the dues regularly Section 8. All members shall perform such other duties and functions which may be delegated to them by proper authorities of the organization Section 9. Any member known to have misdemeanor and neglect their duties and responsibilities shall be subjected to disciplinary action with due process and notice. ARTICLE VI. OFFICERS Section 10. The officers of the organization shall be composed of the President, Vice-President, Secretary, Treasurer, Auditor, Public Relation Officer, Business Managers. Section 11. The right to be held in office depends on the good standing. A member with good standing is one who had settled his dues before any election and shall be conducted. Section 12. No member of the Samahang Filipiniana shall be elected into office if found negligent and uninterested in the performance of the assigned position for the previous years. ARTICLE VII. DUTIES OF OFFICERS Section 13. President. It shall be the duty of the President to: a. Preside in any meeting b. Enforce all governing laws of the Constitution and By-laws c. To create special committee/s and to appoint officers and members thereof, if necessary, for the implementation of any desired projects or activities d. To perform such other functions designated for him not specified herein and are believed to his position Section 14. Vice-President. It shall be the duty of the Vice-President to: a. Take over the duties and responsibilities of the President in the absence and/or incapacity to discharge the duties of the position Section 15. Secretary. It shall be the duty of the secretary to: a. Keep a complete record of all minutes and proceedings of the meetings

b. Be present in all meetings c. Perform other duties assigned to his position Section 16. Treasurer. It shall be the duty of the treasurer to: a. Collect all dues, fees and contributions in the organization b. Keep accurate and complete record of the accounts or financial statements Section 17. Auditor. It shall be the duty of the auditor to: a. Examine and audit payments, financial statements and other records in connection with the account Section 18. Public Relation Officer. It shall be the duty of the PRO to: a. Disseminate information or take charge of the publication of the activities or programs of the organization b. Establish good working relationship with other officers and members Section 19. Business Manager. It shall be the duty of the Business Manager to: a. Take charge of the marketing and purchasing of the needs of the organization b. Work with treasurer in the implementation of income generating projects ARTICLE VIII. ADVISERS and CONSULTANT Section 20. Adviser. The adviser shall exercise the following: a. Serve as the technical organizations adviser b. Exercise the functions not specified herein as for the efficiency of the Samahang Filipiniana Section 21. Consultant. Shall be selected by the set of officers who shall act as counselors of the organization whenever advices are needed ARTICLE IX. FEES, DUES, CONTRIBUTIONS Section 22. A membership fee of ten pesos (10php) shall be selected from each member and officer. ARTICLE X. AMENDMENTS Section 23. From the power vested of the Samahang Filipiniana, school year 2013-2014 through the Constitution and By-laws of the University and the fundamental law of the land. We, the legislative bodies declare that this Constitution shall undergo amendments and revisions every year from its effectivity
