TUWID NA DAAN Aquino wrapped up his speech by addressing those who still doubt Tuwid na Daan. 'My Bosses, let us remember: where did we begin? If you have doubts now, compare them to the doubts we all carried in 2010.' He also thanked the public for their role in making change possible through different ways. 'This is your SONA," he says. Aquino says the public has lost confidence in projects government earlier entered into due to past controversies. Aquino says his government has no plans to add to the list of questionable contracts. He cites several projects awarded 'without shortcuting the process': Laguindingan airport and Daang Hari-SLEX expressway. He says more projects are underway such as airports in Tacloban, Bicol, Bohol, and Puerto Princesa. IRRIGATION Thanks to Senate President Franklin Drilon, the Jalaur multi-purpose irrigation project in Iloilo has been approved. This project has waited for 50 years to be implemented. This will benefit farmers, create 17,000 jobs and improve rice production by 80%. MRT AND LRT SUBSIDIES

Millions of Filipinos grieved when Jesse Robredo passed. For almost two decades, he served and led Naga with skill, compassion, and humility. One of the hardest things I ever had to do as President was to deliver the news to Leni, after the tragedy. Apart from grieving, I could not avoid blaming myself for what happened to Jesse. Maybe if I had not asked him to join my Cabinet, he would still be alive today. Maybe if he had remained in Naga, he would still be with us. Maybe there would still be a Jesse Robredo in public service today. PROBLEMS AT IMMIGRATION, NIA, CUSTOMS PNoy cites his problems in the Bureau of Immigration, the National Irrigation Administration, (NIA) and Bureau of Customs. That's why he fired the chiefs of immigration and NIA. I'd run out of patience, he says. 'If you are a good, conscientious employee of the BI, NIA, Customs, or any other government agency, I hope that you do even more. It is not enough to lie low and hide inside your cubicle; to prevent wrongdoing is part of your duty. You are in the right, so there is no need to hide; please make it easy for me to find people like you; I will raise you up as praiseworthy examples, that we may fully transform the flawed culture of your agencies. ECONOMIC GAINS Aquino trumpets economic gains for the past year. He cites the Philippines' 7.8% GDP growth in the first quarter of 2013, the fastest in East and Southeast Asia. He also cites the Philippines' first-ever investment grade rating. The Philippines won an investment grade from two international credit rating agencies which acknowledged the country's efforts in trimming the budget deficit and shoring up revenue collections. TOURISM PNoy says 4.3-M foreign tourists visited the Philippines in 2012, a record-high and a 21.4% increase from 2010. Domestic travelers reached 37.5-M in 2012, breaching the original 2016 target of 35.5M. He says hes confident the country will achieve its new target of 56-M domestic tourists this year. PUBLIC PRIVATE PARTNERSHIPS

At least 3 military camps will convert lands into farms and plantations for soldiers. MILITARY / POLICE PENSION Aquino: National budget shoulders pension of AFP-PNP retirees. We need a system that attends to their needs. GSIS will handle. PEACE AND ORDER 250,000 cops and soldiers keeping watch of almost 95 million Filipinos. Ratio not enough. The PNP will be hiring 3,000 civilians to do administrative work that policemen continue to do. This will allow 3,000 policemen to work in the field, so we don't put to waste their training. ELECTION-RELATED VIOLENCE Violence was reduced in the last elections. Even in violence-prone ARMM, elections pushed through. CONDUCT OF 2013 ELECTIONS First time local election and ARMM regional polls held simutaneously. But Mujiv says it was the first time there was no failure of election in Lanao. SSS CONTRIBUTIONS Since 1980, SSS pension increased 21 times, but contribution rate increased only twice. SSS has P1.1 trillion in unfunded liability and this is expected to go up by 8% every year. Without an increase in the contribution rate, the pension fund could dry up in 28 years. A 0.6% increase in the contribution rate will translate to P141-B decrease in the unfunded liability. PHILHEALTH In the past 62% of Filipinos were covered by Philhealth. Now the coverage has reached 81%, excluding the informal sector and the indigenous people. We need the assistance of LGUs to locate them and include them in Philhealth. More diseases covered by Philhealth benefits now, including breast cancer. Government spent P33 billion on construction, rehab, upgrade of 4,518 local hospitals, municipal health centers, and barangay clinics. INCLUSIVE GROWTH Filipinos are willing to help this government. We have to seize the opportunity for all, especially those who are most in need. Inclusive growth is the spirit behind every initiative of your government.

TESDA 6 in 10 Tesda graduates are now working. HS graduates who are working are earning 40% more than grade school grads who are working, according to UP study. BASIC EDUCATION Aquino talks about DepEd hopefully clearing classroom backlog by year's end. RICE SUFFICIENCY Our target is to bring down rice importation to 350,000 metric tons of rice, from 500,000 in 2012. AGRICULTURAL GROWTH We need to create the environment for coconut farmers and encourage them to do inter-cropping. We have tapped 60 areas for 10,000 farmers. FISHERIES Were closely monitoring illegal fishing. Lets take care of our seas. HACIENDA LUISITA In February, the DAR completed the list of beneficiaries of Hacienda Luisita. DAR has already identified the lots to be distributed to the beneficiaries by September. First step in land distribution is accurate land records. But we inherited a defective land record system, so DOJ and LRA immediately buckled down to work to fix this. Next year, distribution of land allocation notices on all lands covered by agrarian reform will be completed.
