PREAMBLE We, the student of the member-institution of the Luzon Science Consortium are desirous of establishing an organization that will unite, promote and improve science education, do hereby recognized the Philippine Science Consortium-Student Chapter and adopt this constitution and by-laws.

ARTICLE I NAME OF ORGANIZATION Section 1: The governing organization shall be officially called the Philippine Science Consortium-Student Chapter. ARTICLE II OBJECTIVES OF THE ORGANIZATION Section 1: The objectives of the organization should be: a) To uphold the principles and interest of the Philippine Science Consortium. b) To support the Department of Science and Technology and other memberinstitutions objectives mandated to improve science and technology in the country. c) To develop the abilities and talents of the students in the field of Mathematics and Science. d) To develop and strengthen the inter-institutional assistance through fellowship, study grants, exchange of students, sharing of laboratory and library facilities and other form of linkages. e) To enhance and strengthen students capabilities in team building and leadership skills. f) To promote camaraderie not only from among the students of the memberinstitution of the PSC but also among the different students of the country. ARTICLE III MEMBERSHIP Section 1: Members of the Philippine Science Consortium-Students Chapter must come from the member-institutions of the PSC. Section 2: The organization shall mainly of bonafide student of the member-institution of the PSC.

Section 3: The organization must be: a) Recommended by the faculty members of the institution teaching Mathematics, Physical and Science (Biology) subjects. b) Duly recognized and recommended by the faculty in the concerned subject area. c) Of good moral character and have not violated any of the rules and regulations of the member-institution. ARTICLE IV OFFICERS AND THEIR QUALIFICATIONS Section 1: The Philippine Science Consortium-Students Chapter shall be composed of the following officers: Chairman, Vice-Chairman, Secretary, Treasurer, Auditor, Business Manager, Press Relation Officer, Peace and Order Officer and Muse. Section 2: The officers must be bonafide students of the member institutions of the LSC. Section 3: Officers must be of good moral character and must possess leadership skills. Section 4: Officers must be nominated and elected from among the members of the organization following the right election proceedings. ARTICLE V DUTIES AND RESPONSIBILITIES Section 1: The Chairman shall be chief executive officer of the PSC-Student Chapter. He/she shall preside in the meetings of the organization and shall be responsible for the execution of the rules and regulations of the constitution and by-laws and shall sign, approve and disapprove disbursement and other members of the organization. Section 2: The Vice-chairman shall assume the duties and power of the chairman in the latters absences. He/she shall exercise supervision of the working committee and functions assigned. He/she shall take charge of the business matters of the organization and shall perform other duties and functions aside from his/her duties. Section 3: The Secretary shall have the following functions: a) b) c) d) Keep all papers and correspondence of the organization. Assure all calls and notices of regular and special meetings Take all times the minutes of meeting of the organization Do such other duties aside from his/her duties if necessary

Section 4: The Treasurer shall have the following functions: a) Acts as fund custodian b) Deposit such fund in a reputable bank c) Keep a record of the funds of the organization

d) Disburse the same fund in accordance with the appropriation of expenses of the organization Section 5: The Auditor Shall: a) Submit a written report of the audit of the financial status of the organization b) Exercise such power and duties as may be necessary as the organization may assign to him/her Section 6: The Public Relation Officer (PRO) shall: a) Act as public information officer of the organization b) Maintain good relationship with other student organization in the university c) Perform other duties which the organization may assign him/her Section 7: The Peace and order Officer (POO) shall: a) Maintain peace and order in all occasion sponsored by the organization b) Safeguard all properties and equipments of the organization c) Perform other duties as the organization may assign him/her Section 8: The Muse shall: a) Represent the organization as the symbol of beauty, hope, peace and admiration on all occasions she may be call upon. She shall be the living symbol of friendliness. b) Perform other duties as the organization may assign her. ARTICLE VI ADVISERS Section 1: The organization must have an adviser or board of advisers who shall serve as their mother or father in the organization. The Board of Advisers can be their trainers, coaches, and or coordinators. Section 2: Upon recommendation of the college Dean or Department Chairman, the Chairman of the Board of Advisers must be the department PSC Coordinator. Section 3: the following are the duties/responsibilities of the adviser/s: a) Make himself/herself available at all times for all consultation to all members of the organization. b) Attend at all times the meetings of the organization c) Assist in the planning of activities for the organization to assure that the objectives are met. d) Be present at all organizations activities specially if this activity is off -campus and representing the school e) Act as liaison officer between the campus/department/university and the organization f) Coordinate the activities between the campus/department/university.

g) Supervise and monitor the programs of the organization ARTICLE VII ELECTION Section 1: Annual election of officers shall be made before the end of the school year or on the first month of the next school year. Section 2: The term of office of all the officers shall be one year commencing on the election of officers. Section 3: Vacancies in any position shall be filled up upon the approval of the body. ARTICLE VIII MEETINGS Section 1: Regular meetings shall be held once a month or as scheduled. Special meetings must be convened as the need arises. Section 2: The secretaries shall inform the adviser of the meeting so that the officers concerned shall be excused from their classes. ARTICLE IX FUNDS Section 1: The funds of the Science Consortium shall be derived from the membership, annual dues, donations, endowment, gifts, grants, bank interest and income generating projects. Section 2: Deposit of Funds- All collection funds of the consortium shall be deposited in the bank. The official depository of the funds shall be the nearest bank of the residence of the chairman. The bank account shall be the name of the Philippine Science Consortium, Inc. Section 3: Withdrawal of Funds- Withdrawal of funds from the bank shall be done upon the signature of the Council Chairman and Council Treasurer. Section 4: Disbursement- Disbursement of funds shall be made only upon the approval of the council. Section 5: Auditing- Funds and disbursement shall be audited by the council. ARTICLE X ACTIVITIES Section 1: a) The PSC-Students Chapter shall promote activities such as Math and Science Quiz.

b) Attendance to seminars/workshops and training or lecture forum in Math and science areas. c) Strengthen inter-institution researches and assistance within the organization, institution and outside the institution as deemed necessary to achieve the objectives of the consortium. ARTICLE XI CORPORATE SEAL Section 1: Form- The corporate seal of the Science Consortium shall be in such form as design may be determined by the council. ARTICLE XII AMENDMENTS Section 1: Proposed amendments to the Constitution and By-Laws shall be submitted in the meeting before the final approval, and shall take effect upon the approval by the two-thirds majority vote in the organization among the voting members present during a meeting called for the purpose. ARTICLE XIII EFFECTIVITY Section 1: The PSC Constitution and By-Laws come into force and effect upon the approval by two-third vote in the council voting members present. This was approved in on the fourth day of March 2008 at Bulacan State University, City of Malolos, Bulacan.
