Sector: Loan/Credit Credit No. 4418-AZ, Project ID P105116 Number: This request for expressions of interest follows the General Procurement Notice for this project that was announced in UN Development Business No. 738 of 16 November 2008. The Government of Azerbaijan has received credit from the International Development Association for a US$26.7 million toward the cost of Social Protection Development Project (SPDP) and intends to apply a part of the proceeds of the financing to payments under the contract for Consulting services on Development of official disability standards and guidelines for the Republic of Azerbaijan. The objectives for the consultancy are to assist the Ministry of Labour and Social Protection of Population of the Republic of Azerbaijan in developing of standards and training materials that should improve services that clients receive through the system. For the implementation of this term of reference it is necessary to do the mapping of current situation that will show the lacks in standards, make comparison with other systems and develop new or improve existing ones by equalizing them. Once the development or/and improvement are done, a several social welfare institutions will be selected and trained, so they could implement this new model. Final goal of this term of reference is to provide the same quality of services to all beneficiaries, regardless of who the provider is-private or state provider. Once the training is done, necessary manuals will be developed, and the training of the staff in order to improve implementation of standards. To ensure a successful and sustainable process of standards implementation by educating sufficient numbers of specialists from government and non-government organisations providing social services the consultants shall assist the Ministry to create capacity to: 1. Mapping of current standards, equalizing and development of new standards focused on beneficiaries 2. Development of manuals 3. Testing of new standards 4. Development of competency based training modules and materials 5. Evaluation and monitoring etc. The Ministry of Labor and Social Protection of the Population of Azerbaijan Republic now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provide information indicating that they are qualified to perform the services. Anticipated duration of the assignment is 12 month from the time of contract is signed. following criteria: The Consultant undertaking this assignment should have following qualifications: The Consultants should have: At least 5 years of experience in management or consultancy in the area of social research and services; Professional experience in the field of social services, standards and VET: at least 10 years for international experts and 5 years for local experts, familiarity with relevant international best practices in the social services, standards development; Experience working in CIS/CEE countries to initiate and support public policy reforms aimed at improved efficiency of social protection system; Expertise in development and implementation of training, evaluation and criteria for monitoring of staff in service planning; Record of providing public policy advice at the policy-making levels of government in the social protection, labour market and education sectors. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (current edition). The method of selection of the consultant will be: Quality and Cost Based Selection.
