This contribution is the stage 3 text describing the Bootup set of protocols for the access terminal for specification C.S0087. RECOMMENDATION: Discuss and accept.

For Protocols Types not listed in Table 2.31, the access terminal shall create the same InUse protocol instance used when the primary radio-access-technology is HRPD.
