Fijian Soldier Respects Queen By Sitting Down

A FIJIAN soldier honoured the Queen by sitting down on the road when he met her as she toured northwest England. Thousands of people came out into the sunshine hoping to see the Queen in Kendal, Cumbria - and onlookers were surprised to see the Fijian mark of respect. But it was something which the monarch understood since she has visited Fiji before. Representing the Burma Company, Sgt Rusiate Bolavucu, 32, was performing an ancient tradition that originates from his homeland, Fiji. Afterwards he said: It is a traditional and cultural thing for people from Fiji to do when they meet a head of state. It is a way of showing respect. The Queen has been to Fiji so she knows about it, and she had asked me where I was from, so she smiled when she saw what I was doing. RESPECT: The Queen passes the Fijian soldier who keeps his head bowed In the Fijian culture, it is required that one most show respect to those in higher positions. Clothing, gestures, position and body posture can all be adjusted to honor those with authority and elders. In Fijian culture, it is considered that good things come through the head and are passed down to the feet. People from the Pacific island are taught to make sure their head is not above senior people in the room. Males sit cross legged as it is thought to be disrespectful to have your knees pressed against your chest. When the Queen passed the soldier, he returned to his standing position, however kept his head bowed in her royal presence. He was among other solders from the 1st Battalion, who had just returned from Afghanistan, and those from 4th Battalion the Duke of Lancaster Regiment, who all managed to say a few words to The Queen, who was accompanied by Princess Anne.

A Fiji court has found a 10-year-old boy guilty of the manslaughter of a 6-year-old New Zealand child killed in a shooting last year. The 10-year-old's father has been ordered to pay F$2500 (NZ$1680) court costs and to ensure the good behaviour of the child for seven years until he becomes an adult. Mohammed Khubeb Khan, 6, of Auckland, and a 14-year-old cousin, Mohammed Nabil Khan, were hit by a bullet as they were playing at a new house on the outskirts of Lautoka in western Fiji last year. The fatal shot was fired by an unnamed 10-year-old who was playing with a gun owned by his pilot father, Mohammad Rizwan Khan, 34, who used it to shoot wild pigs and goats. In a bid to address this, Airports Fiji Limited has introduced extensive information about Nadi International Airport translated into Chinese onto its website. Recently, people have found themselves to be the target of visa and green card scammers, which often result in the loss of a large sum of their money. American visa chief in Suva Cyndee Crook says she receives numerous calls each day concerning visas and green cards, and claims that they have won the diversity visa lottery. The green card lottery, officially known as the diversity visa lottery is an area we see a lot of fraud and scam, Mrs Crook said. In order to enter the diversity visa lottery, there is a specific website you must sign up for in early October. Most often, people are scammed into thinking they must pay a fee to enter the diversity visa lottery, however the

The Kiuva sea wall project is an example of governments commitment in addressing sea level rise and protecting villages along coastal areas. Those were the sentiments of the Minister for Rural and Maritime Development, Inia Seruiratu at the commissioning of the Kiuva village sea wall project which was funded through the Government of the Peoples Republic of China Gratuitous Aid Programme. The rise in sea level is leading to coastal erosion. With the majority of villages and settlements in Viti Levu located along the coast, there is noticeable infiltration of the sea into the village compound during high tide, Minister Seruiratu said. The Kiuva Sea Wall project is one such example to address the rise in the sea level rise and to protect the village surroundings. The minister also added that successive development plans by government have recognised the critical importance of managing the environment and natural resources, to ensure social and economic prosperity. As a developing nation with scarce resources and competing priorities and obligations, the government has preferred to seek foreign aid and assistance from development partners to finance environmental related projects like this one in Kiuva, Minister Seruiratu said. THE Fiji Sugar Corporation has spent about $2million for the replacement of a dolphin at Malau Wharf in Labasa. The dolphin is part of the wharf infrastructure that is used to moor a ship. FSC executive chairman Abdul Khan said the dolphin replacement was part of infrastructural maintenance undertaken at the wharf. "We have not completed maintenance work yet but we hope to have all works completed by the end of the month in ample time for the sugar ship to arrive," he said. "This is a replacement of a complete

"The first shipment this year, out of Labasa, will be in the first week of August," he said. The mill is expected to process 540,000 tonnes of sugar cane and produce about 54,000 tonnes of raw sugar this year.

Fijian Foreign Minister Meets With China Leadership Academy Senior Officials
A high level delegation led by Professor He LiSheng, Director General Research and Development, of the Chief Executive Leadership Academy Pudong (CELAP), paid a courtesy call visit to the Minister for Foreign Affairs and International Cooperation, Ratu Inoke Kubuabola.. The Special Administrator of the Ba Town Council, Arun Prasad has been relieved of his duties, effective immediately. Last week, Attorney-General and Acting Minister for Local Government, Aiyaz Sayed-Khaiyum intervened on behalf of Fijians living in the Clopcott squatter settlement in Ba, who were victims of Mr Prasads aggressive threats to illegally cut off their water and electricity and were not properly consulted regarding resettlement. The FLP was required to submit a payment of $6375.60 to the registrars office to pay for the cost of the publication of its declaration of assets and liabilities, due on July 15th, but failed to do so. Work Challenge For Disabled

WHEN Setareki Macanawai, CEO of the Pacific Disability Forum, sits working at his computer, one would hardly guess he is blind. As part of the 'Include Disability, Employ this Ability' (IDEA) project, organised by AusAID, Mr Macanawai spoke to the media, promoting equality in the workplace for disabled people. "I lost my sight at the age of 17 during my final year at Marist Brothers High School, and the onset of a disability on a young person's dreams, in terms of living an independent and successful life, it's huge," Mr Macanawai said. He said to move on from sustaining a permanent disability, he had to adjust his goals and expectations, and importantly, accept his position. He said while getting accepted to educational institutions was a challenge, "patience, commitment and sacrifice was needed". Mr Macanawai trained to be a schoolteacher and eventually worked in social welfare before taking up his current position. He said the attitude of people in Fiji towards disabled people had generally improved over the past 20 years. "I think general awareness of the public is improving, but I believe it is the situation of an employer, having to employ a person with disability, or when the principal and having to enroll a person with disability, I think this is the true test of where we're at in terms of accommodating persons with disabilities in the workforce and education system." To help disabled people succeed, Mr Macanawai says the government must have "a real political will", and employers must invest in these people with "reasonable accommodation", and that disabled people must put in the extra work as well. "For me, I use the computer. FEEJEE Island Traders have introduced a unique business venture in the Capital City one that is bound to attract visitors in the future. And with plans to ensure its Heritage Mall along Knollys St showcased the best of Fijian culture and heritage, Feejee Island Traders proprietors Ken MacDonald and Carolyn Ah Koy invested more than $400,000 in the cozy infamous establishment. "As local investors, we've been here forever and we'll continue to live here," said the husband and wife team. "We're confident about our country and what it has to offer. We have never thought about reinvesting elsewhere, we want to create jobs for our people and it's really important for us to continue to draw people to Fiji." Mr MacDonald said they held a soft opening on Monday to allow about 20 staff members the opportunity to get used to the equipment and facility, which includes three private dining areas, Karalina's Fiji Designer Boutique of locally-designed clothing and accessories, South Seas Treasurers for fine furniture and gifts, and the Governors Gourmet Coffee House & Restaurant Suva. He said they had decided on having a themed restaurant, which was Fiji and the Pacific Islands: Pre-1960. "We've tried to make it inclusive, involving Tonga, Samoa, Tahiti, Hawaii, Kiribati, Vanuatu, PNG and even Rotuma," he said. "We also thought Suva was very limited in terms of coffee shops and finer restaurants. We had a lot of antiques and collection of artworks so we built on that. "Feejee Island Traders (Heritage Mall) is the former home of Fijian high chief and dignitary Ratu Sukuna." The couple said they were in the process of attaining a liquor licence for the restaurant and planned to operate their Fiji Real Estate Centre business at the back end of the facility. The restaurant also features special news items from The Fiji Times as placemats for guests. Reserve Bank of Fiji governor Barry Whiteside said earlier they had seen a boost in the level of confidence among local and foreign investors in the economy.
The Ministry of Health is urging the public to exercise caution when purchasing fish by ensuring that adequate storage facilities are available. The Health Minister Dr Neil Sharma pointed out that consumers who often purchase fish that do not meet standard storage requirements can be vulnerable to food poisoning. He said that fish if not stored in ice or is not frozen can result in food poisoning. Minister Sharma said that whilst the Municipal Health Authorities attempts
to provide adequate fish markets, road side vendors often place consumers at risk by not providing adequate storage facilities. Environmental Health officers from Ministry of Health continue to assist in people by way of advice and enforcement. The public is requested to be cautious and to protect their health and that of their families by buying local produce which will not cause unnecessary health risk, Minister Sharma said.

Pure Fiji currently employs approximately 135 local workers, some who have been with the company since opening in 1995. The Minister for Labour, Industrial Relations and Employment, Mr Jone Usamate has reminded employers and workers about their obligations under the labour laws and has encouraged them to be part of positive dialogue and good faith employment relations. The ministers comments come after the Labour Ministry assisted a building construction employee with compensation payout after sustaining injuries during the course of his employment. Mr Usamate said the worker would be receiving a compensation payout of $5,466.24 through monthly installments of $1000 from the employer until the amount is paid in full. Speaking at the re-opening of the refurbished sales centre, Westpac Fiji head of retail banking Nirosh Weerasinghe said the outlet would bring Westpac's branch representation of dedicated personal branches to two the first being the Lautoka Personal Banking Centre, which was dedicated to offering transactional and lending facilities to personal customers only. The recruits would be the first batch to undergo the six months course after a lapse of 27 years. More than 270 villagers outside Lami now have access to clean and safe drinking water through an ecological purification system (EPS), thanks to the partnership between the Department of Water and Sewerage, the Water Authority of Fiji (WAF) and the Japan International Cooperation Agency (JICA). The EPS, which is the first of its kind to be installed in a local rural setting, was commissioned by the Ministry of Works, Transport and Public Utilities permanent secretary Commander Francis Kean in Kalokolevu village, Lami on Tuesday. Commander Kean said the pilot project was aimed at improving accessibility

He said this is a major milestone for the country and the Government in particular in its desire to lift the living standards of people in the rural and maritime areas. About 70 per cent of our rural and maritime population consume water directly from creeks and river sources which are most vulnerable to contamination, Commander Kean said. A total of $20,000 had been incurred in the installation of the EPS at Kalokolevu.

Fiji Signs Tobacco Protocol

Fiji became the 22nd signatory of the Protocol on the Elimination of Illicit Trade in Tobacco Products at a signing ceremony at the United Nations. Acting on full powers authorised by the Government of the Republic of Fiji, the Protocol was signed by Ambassador Peter Thomson, Fijis Permanent Representative to the UN. The Protocol was adopted during the fifth session of the Conference of the Parties to the WHO Framework Convention on Tobacco Control in November 2012. The Framework Convention on Tobacco Control is an international legal instrument that circumscribes the global spread of tobacco products and their use. Fiji was the first developing country to sign and ratify the convention in 2003. The Protocol requires that a tracking and tracing regime be introduced to assist in the monitoring of supply chains. It requires manufacturers, importers, retailers and growers of tobacco to keep proper records. In signing the Protocol, Ambassador Thomson noted that tobacco products currently kill about four million people in the world every year, and that half of these deaths happen to people in productive middle age. He said international efforts to eliminate the illicit trade in tobacco products would assist the global push to save lives that would otherwise be lost through tobacco consumption.

MOTIVATED by the death of her grandmother earlier this year in Fiji, US-based teenager Nivita Sharma has started her own charitable effort to help medical institutions. The 16-year-old student from Atlanta, Georgia has come up with a grand plan of supplying medical equipment and supplies to various hospitals and health centers in Fiji. She has brought over the first batch of medical supplies with her parents, who are in Fiji on a one-month assignment with the University of the South Pacific. These supplies are earmarked to be distributed to the Sigatoka Hospital, the Navua, Cuvu and Lomawai health centers. Nivita's father, Professor Divesh Sharma, originally hails from Sigatoka Town before he left Fiji to study in New Zealand in 1984. "In the future I want to expand throughout Fiji. I want to go to Rakiraki, Tavua, Naitasiri and Tailevu and other small towns and villages and the outer islands because those are the places that need the most help," Nivita said. Her efforts started earlier this year after her grandmother, her dad's mother, died in April. "This trip I decided to help out my home country, my grandmother passed away in March, three months ago and that really motivated me to help out the medical system here. "So, if only my grandma was here today, maybe other people will feel the way I do to help out hospitals in Fiji," Nivita said. Her grandmother was a life-long volunteer, helping out at the Sigatoka Hospital apart from helping physically handicapped children, the Red Cross and the Poor Relief Help. Nivita is also following her grandmother's footsteps and is eagerly awaiting her turn to help other people. "I want to volunteer because I want to help out my home country and I want to gain some experience overseas because I aspire to be a doctor, so once I become a doctor I want to come here and share my expertise, so I thought I should get an early start," she said. To honour her grandmother's memory and put her plan into action, the Australian-born girl approached two corporations dealing in medical supplies in the US, MedShare and WellStar. "Well, in the US they love to donate to other countries so all I have to do is email a few medical corporations. "There are two in particular that I went to. So I emailed the managers at the two corporations and I told them what I was doing, an individually initiated mission to go to Fiji and they said, 'come in, tell us what you need and we'll give it to you'," Nivita said. She had to buy and was given $5000 worth of medical supplies ranging from bandages, gauze, syringes and other small supplies that she could handle, because as yet she does not have a sponsor, to help her pay for the freight charges. "The number one problem I encountered was baggage because we have to pay a lot of it and what I would like is for Fiji Airways to help us out with the baggage cost because it is for a good cause. "We can bring a whole container but right now we just brought band aid and gauze but in the future we can bring wheelchairs, hospital beds and baby cots, like bigger things, even machinery for the hospitals," she said.

Hindu devotees with the poise of a lead ballerina walked through a pit of blazing embers without being burned. Fifteen Hindu devotees had their faith tested when they walked barefoot on hot charcoal in a pit during a fire walking ceremony at the Sangam Maha Mariamma Mandir in Vunivau, Labasa. Mr Nair said the bodies of the devotees are whipped before and during the ceremony and if they were focused on the divine goddess, they should feel no pain.

The owners of De Vos on the Park have successfully completed the first phase of plans to turn the previously known JJs on the Park in Suva City, into a five-star hotel. The new Sea Salt Restaurant and Brasserie had a soft opening recently, but celebrations and merry-making were underway last Saturday night to celebrate the milestone achievement. Over the next 12 months, the facelift will undergo an extensive four-stage upgrading with the first phase now over with the opening of the restaurant. The tenant owners of the YWCA Buildings, Annemarie and Chris de Vos, took over operations of JJs on the Park back in 2011 renaming it De Vos on the Park. Mrs de Vos said the refurbishment includes specific art designs ideally to complement the building and its uniqueness. This is the first stage in the plan to develop into a five-star hotel, Mrs de Vos said. We have tried to get it out of the way for a quite a time now but its been a real challenge, a lot of ups and downs. But weve always known that if you have to have the right people around you, you can achieve anything. Next stage of development The next stages will include overhauling the conference and events centre, having the rooms fully-set up, installing a glass lift and finally painting the building. In the next few months, a huge investment will be going towards the development and marketing the conferences and events area, she said. During that time, we will be doing the upper stages of the hotel so the rooms are nearly completed and the major thing after that is the new lift. Training To Improve Customer Services

Training employees to provide better customer services was the whole basis for a workshop conducted by the Lautoka Chamber of Commerce and Industry. Twenty-seven participants were part of the first Method B Customer Service Training workshop in Lautoka, with the experts from the Fiji National Universitys National Training and Productivity Centre (NTPC). Chamber administrator, Mohammed Salim, said their focus was on boosting the customer service system through good working practises. Investing in human capital National Training and Productivity Centre deputy director, Peni Taoi, stressed is a need to take care of human capital in Lautoka. He said this was despite the fact that Lautoka was home to a large variety of manufacturing industries and had advanced in many folds of industrial development. Mr Taoi said people are operating a knowledge-based economy where there continues to be a need for training and up skilling both employees and employers. It is creativity and innovation that drives individuals and organisations, he said. We can already see the distinction between organisations that train their staff and those that do not. As receivers of service, we would have experienced the difference between a trained staff and one that is not and hence the need for training. The Lautoka Chamber of Commerce was established 40 years ago acting as a business hub for its members. Over the years, the chamber has worked as an independent body in assisting its members in various roles.

Some of our existing residents faced hardships with the construction companies so I came up with this idea to give ease of mind to our customers, he said. The idea has been a success mainly because of the standard of houses we have to offer at an affordable price. So far, Neefield Estates has sold over 70 lots and constructed 50 houses which had been sub-contracted. Customers who have different preferences can make changes with little cost, he said. Neelfield Estate offers lots ranging from 600 square metres to 1200 square metres to suit customer preferences. Development Seeing the increasing demand of packages, the company invested in earthmoving machineries to avoid delays in land development for house and construction. Once a customer buys our packages, we have stand-by machineries for earthmoving and construction companies to start the construction, Mr Lal said. Customers will be given a time-frame of the completed structure giving them ease of mind. The estate is fully serviced with proper drainage, electricity, sewerage and road under construction. Government initiatives, future plans Mr Lal acknowledged the Bainimarama Governments efforts in encouraging businesses with the new intiatives. Fijis judiciary welcomed another addition to its ranks following the appointment of a new resident magistrate. Resident magistrate, Mr Liyanage Kashyapa Wickramasekara took his oath before His Excellency, the President, Ratu Epeli Nailatikau and other senior officials of the Judiciary. Prior to his appointment, Mr Wickramasekara held the position of State Counsel with the Attorney Generals Department in Sri Lanka. He also holds a Bachelors of Law degree from the University of Colombo.
THE Fiji National Provident Fund has revealed about $6.3million in member contributions are in a suspense account so far. Those were funds mainly attributed to insufficient and inaccurate information supplied by employers for its contributing workers and unregistered members in the workforce. "The funds are transferred to FNPF unclaimed account and if not claimed within 10 years, it is transferred to the fund's general reserve," said CEO Aisake Taito. "We encourage all employers to take advantage of the surcharge amnesty period which has been extended to the end of this month. This is their final opportunity." According to the fund's 2012 annual report, the general reserve was established to ensure that the fund would not declare a negative interest rate on member balances even if investment returns were poor in a

The general reserve account includes reserves set up for special death benefit, pension buffer, supplementary fund and retirement income fund. It said the consolidated results for the group was a surplus of more than $108.85m, compared to the 2011 surplus of more than $236.48m.

Last-Minute Rush As India Stops Telegram Service After 162 Years

On Sunday morning joggers, housewives and students were among those sending messages to loved ones. Many were seen making calls on their mobile phones to get the postal addresses of their friends so they could send the last dispatch. "I have never seen such a rush before. They are some people who are sending 20 telegrams in one go," said Ranjana Das who is in charge of transmitting the telegrams. "The service would not have been killed had there been this kind of rush through the year," added worker Vinod Rai. System handled 600,000 messages a day at its peak The service, known popularly as the "Taar" or wire, is closing because of mounting financial losses. "While we communicate with improving modern means, let us sample a bit of history," said one of the last telegrams sent. "Keep this safely as a piece of history. Mum," read another. In the days before mobile phones and the internet, the telegram network was the main form of long-distance communication, with 20 million messages dispatched from India during the subcontinent's bloody partition in 1947. At its peak in 1985 the state-run utility sent 600,000 telegrams a day across India but the figure has dwindled to 5,000 at present, telegraph senior general manager Shameem Akhtar said. Most of these are believed to be sent from government departments. "Since 2008 we started redeploying our telegraph staff... and at present more than 90 per cent have been redeployed and only 968 telegraph staff remain," he added. Father Who Repeatedly Raped His Daughter Says Her Fragile Mental State Is Not His Fault A FATHER who repeatedly raped his daughter for years - only to get off with a good behaviour bond - claims it is not his fault the teenager is
The 19-year-old victim, who collapsed and was admitted to hospital in despair at the lenient sentence, is suing her father for damages in what her lawyer Greg Walsh said was her only way to get some justice. Since the sentence, the young woman has been re-admitted to hospital as she continues to battle depression. "She is doing this because she can't get justice anywhere else," Mr Walsh said. While the father, 55, escaped a prison sentence for the long-running sexual abuse, he was last week threatened with jail by a Supreme Court judge if he spent any of his money pending the outcome of the civil case. The young woman is claiming punitive damages against her father - plus compensation to pay for her continuing medical bills. "The (father) grossly abused his position of trust as the father of the (victim) in a calculated and degrading manner for his own sexual gratification," the woman's statement of claim lodged with the court alleges. "(He) demonstrated a contumelious disregard for (her) dignity, rights and well-being." The man pleaded guilty to repeatedly raping his daughter from the age of nine and was earlier this year placed on a three-year good behaviour bond on the condition he attend a residential program for men guilty of incest. The maximum sentence for the offences was 20 years jail. The father admitted in his defence filed with the Supreme Court that punitive

Prime Minister Kevin Rudd has announced that 50 Australian police will be sent to Papua New Guinea to help tackle crime, a day after armed soldiers attacked people at a hospital. The attack at the Port Moresby General Hospital happened just hours before Mr Rudd arrived in the capital for talks with his PNG counterpart Peter O'Neill. After the talks Mr Rudd said the Australian police officers would be deployed to the country by the end of the year. "Recognising the importance of law and order to PNG's economic prosperity, we have agreed importantly that by year's end Australia will deploy 50 police in visible policing roles in Port Moresby and Lae," Mr Rudd said. "Our law and order cooperation won't stop there, but it is a good start." PNG recently passed harsh new laws reviving the death penalty as it grapples with a wave of violent crime. In the latest incident, soldiers armed with guns, machetes and iron bars broke down the gates to the hospital and began attacking people. Police commissioner Simon Kauba says at least six shots were fired, while a medical student was seriously injured and the hospital sustained considerable damage. He has condemned the soldiers for attacking "the very people they have sworn to protect and defend". "This is totally uncalled for and unacceptable behaviour by members of a disciplined organisation," he said in a statement. "I condemn this action in the strongest possible terms and will ensure that it is thoroughly investigated and those responsible will face the full force of the law." The attack was reportedly payback for an alleged assault by medical students on two soldiers during a dispute over the use of an ATM at the hospital.

A graphic with the phony names including 'Captain Sum Ting Wong', 'Wi Tu Low', 'Ho Lee Fuk' and 'Bang Ding Ow' - was shown onscreen as the names were read out during a noon news broadcast. Within hours, the broadcast footage went viral online, drawing widespread criticism and ridicule. It has now been viewed almost 8 million times. "We decided to sue KTVU because Asiana Airlines thinks their news defames our pilots and our company's reputation," Kiwon Suh, an Asiana spokesman, said. During an extended on-air apology late on Friday, Fox affiliate KTVU said it failed to "read the names out loud, phonetically sounding them out." But in a bizarre twist, the station also blamed the National Transportation Safety Board, which had confirmed the names for the station prior to the broadcast.

"We will fully investigate and cooperate with authorities in this matter," said Apple's Beijing-based spokeswoman Carolyn Wu, offering condolences to the family. The state news agency Xinhua said on Sunday that local police had confirmed Ms Ma died of electrocution but "have yet to verify if her phone was involved". Ms Harris said, recounting her ordeal in a new Discovery Channel documentary series called Bugs, Bites and Parasites. Doctors tried first to flush the maggots out of the ear using olive oil. "It was the longest few hours that I have ever had to wait ... I could still feel them and hear them and knowing what those scratching sounds were, and knowing what that wriggling feeling was, that just made it all the worse," she said. When flushing the maggots out failed, the medics resorted to surgery and found a "writhing mass of maggots" within her ear, raising concern they could eat into her brain. The surgery removed a total of eight maggots. Analysis found that a New World screwworm fly had laid eggs inside Ms Harris's ear.
"If the accidents are real, let's be more careful when using our mobiles," one person said, but added: "Is someone trying to smear Apple?" Riots After Tainted Lunch Kills 22 School Children

The children started falling violently ill soon after they ate the free school lunch of rice, lentils, soybeans and potatoes. The food, part of a program that gives poor Indian students at least one hot meal a day, was tainted with insecticide, and soon 22 of the students were dead and dozens were hospitalized, officials said. It was not immediately clear how chemicals ended up in the food at the school in the eastern state of Bihar. One official said that the food may not have been properly washed before it was cooked. The children, between the ages of 5 and 12, got sick soon after eating lunch Tuesday in Gandamal village in Masrakh block, 80 kilometers north of the state capital of Patna. School authorities immediately stopped serving the meal as the children started vomiting. Savita, a 12-year-old student who uses only one name, said she had a stomach ache after eating soybeans and potatoes and started vomiting. "I don't know what happened after that,'' Savita said in an interview at Patna Medical College Hospital, where she and many other children were recovering. The lunch was cooked in the school kitchen. The children were rushed to a local hospital and later to Patna for treatment, said state official Abhijit Sinha. In addition to the 22 children who died, another 25 children and the school cook were in hospital undergoing treatment, P.K. Sahi, the state education minister. Three children were in serious condition. Authorities suspended an official in charge of the free meal scheme in the school and registered a case of criminal negligence against the school headmistress, who fled as soon as the children fell ill. Angry villagers joined by members of local opposition parties, closed shops and businesses near the school and overturned and burned four police vehicles. Sahi said a preliminary investigation suggested the food contained an organophosphate used as an insecticide on rice and wheat crops. It's believed the grain was not washed before it was served at the school, he said. However, local villagers said the problem appeared to be with a side dish of soybeans and potatoes, not grain. Children who had not eaten that dish were fine, although they had eaten the rice and lentils, several villagers told the AP. Sinha said the cooked food and kitchen utensils have been seized by investigators. "Whether it was a case of negligence or was intentional, we will only know once the inquiry has been conducted,'' he said. India's midday meal scheme is one of the world's biggest school nutrition programs. State governments have the freedom to decide on menus and timings of the meals, depending on local conditions and availability of food rations. It was first introduced in southern India, where it was seen as an incentive for poor parents to send their children to school. Since then the program has been replicated across the country, covering some 120 million school children. It's as part of an effort to address concerns about malnutrition, which the government says nearly half of all Indian children suffer from. Although there have been occasional complaints about the quality of the food served, or the lack of hygiene, the tragedy in Bihar appeared to be unprecedented for the massive food program.
Migrant Boat Capsizes Off Australia's Christmas Island
A boat carrying about 150 suspected asylum seekers has capsized off Australia's Christmas Island, with four people confirmed dead. Border authorities said two naval vessels had rescued 144 people from the water after the capsize on Tuesday. The vessels were escorting the boat to a detention centre on Christmas Island but the ship overturned in rough seas. Many asylum seekers try to reach the island, hoping then to move on to the Australian mainland. Christmas Island, located about 1,600 miles (2,575km) north-west of the mainland, is the closest part of Australia to Indonesia - the key transit hub for people-smugglers. Life rafts "Overnight, our officers have rescued 144 people from the sea and recovered the bodies of four other people," Home Affairs Minister Jason Clare said. Australia's rescue co-ordination centre received a phone call from people on the vessel on early on Tuesday, after the boat's engine reportedly stopped, he said. However, the "weather conditions and the high sides of the vessel" prevented rescue personnel from boarding the boat. Navy vessel HMAS Albany reported that one of the two engines on the boat was not working and began escorting the boat, he said. "At approximately 18:00, the vessel began to lean to one side and passengers began jumping into the water. At approximately 18:40, [HMAS] Albany reported that the vessel had rolled and capsized," Mr Clare said. "A total of six life rafts were deployed" to rescue the passengers as well as an overhead Orion aircraft and small boats from the naval vessels, he said, thanking rescuers for their "tough, hard, difficult and dangerous work".
Customs said it had now suspended rescue efforts as there were no further signs of life. The boat overturned 70 nautical miles from Christmas Island. Customs said in a statement: "HMAS Warramunga rescued 76 people from the water and HMAS Albany rescued 68 people from the water. Tragically, four deceased persons were recovered." David Johnston, commander for Australia's Border Protection Command, said: "It is a dreadful feeling in the stomach when we hear that a vessel has capsized, or that it is in some difficulty." "Recovering 144 people in the conditions they had was extraordinary work." Thousands of asylum seekers arrive in Australia by boat every year. Several boats carrying migrants heading for Australia have disappeared in recent months. In a separate incident on Saturday, 88 asylum seekers were rescued after their boat sank off the same island. A baby boy died in the accident and eight people were missing and presumed dead. The boat, which set off from Indonesia, was reportedly carrying asylum seekers from Iran, Afghanistan and Sri Lanka. New Australian Prime Minister Kevin Rudd is expected to announce new asylum policies in advance of Australia's general election, which must be held by November. Refugee tribunals have been told to use new country assessments by the Department of Foreign Affairs and Trade when assessing asylum seeker claims, Australian broadcaster reported. Critics say this will lead to genuine asylum seekers being classed as economic migrants and being sent back to their original countries.

Stir in the cornstarch mixture and cook until the sauce thickens and becomes glossy. 12. Transfer to a serving platter and take a moment to arrange the pieces in a more or less lifelike pattern. 13. Garnish the platter with green onions or cilantro. 1. Combine coconut milk, curry paste, fish sauce and chilli in a wok. Slowly bring the boil over medium low heat, stirring occasionally. 2. Reduce heat to low; add prawns. Cook, uncovered, stirring, about 10 minutes or until prawns are cooked.

Jason Kenney, Canadas new Minister of Employment and Social Development, will hang on to the multiculturalism file, Postmedia News has learned. The long-time citizenship and immigration minister got a brand new portfolio Monday focused on jobs and the economy, but senior officials say Tim Uppal, the new minister of state for multiculturalism will report to Kenney, not Chris Alexander, the new minister of immigration whose department he actually falls under. The move comes as little surprise to Geoff Norquay, a seasoned public policy specialist with Earnscliffe Strategy Group and former communications director for Stephen Harper when he was opposition leader. The shuffle was about priming the party for the 2015 election and Kenney, he said, was instrumental in reaching out to ethnic voters prior to the last election. CRTC Denies Payphone Rate Increase And Invites Comments On The Use Of Payphones In Canada
Tuesday, the Canadian Radiotelevision and Telecommunications Commission (CRTC) denied an application by Bell Canada, Bell Aliant Regional Communications and Tlbec to increase local payphone rates up to $1 for cash calls and up to $2 for calls charged to a credit card or other forms of payment. The Bell companies had indicated that if payphone rates were permitted to increase, revenues would likely improve, which would slow the rate at which payphones are being removed. The CRTC recognizes that the telecommunications industry has changed substantially in recent years as the majority of Canadians have adopted wireless services. At the same time, the number of payphones operated by the telephone companies has declined along with public demand for those services. This trend is likely to continue regardless of the rate charged for payphone services, and highlights the need to reassess the role of payphones, said Jean-Pierre Blais, Chairman of the CRTC. Consultation on payphones In a consultation launched today, the CRTC is inviting Canadians to share their views on the role of payphones in the Canadian communication system. The 51-year-old Vancouver man, Stanislav Kalmin, has been charged with endangering the safety of an aircraft, assault with a weapon, and mischief. Sources told the media that Kalmin may have used a shoelace in a threatening manner against the flight crew. The Boeing 777 aircraft left Vancouver airport at 6:30 p.m. local time Monday night and had to make the stop at Halifax's Stanfield International Airport at 5:15 a.m. AT on Tuesday for about two hours, according to the website Flight Aware. RCMP Cpl. Scott MacRae said the plane was somewhere over Newfoundland about six hours into the flight when it was forced to turn back and land in Halifax Police allege that Kalmin became unruly on the flight, throwing water on passengers and crew. The man was also uttering threats toward the crew and acting "strangely" while at the same time ignoring the crew's attempts to calm him. After the flight landed in Halifax, the man was taken into custody and brought to hospital for assessment. Kalmin was released from hospital, and was remanded back into custody. MacRae said the man could face hefty fines. "Especially with the Aeronautics Act and also the Criminal Code charges, fines can be quite punitive, they can be substantial and they can range in the thousands of dollars. What will transpire in court, of course, will be a matter for the [justice] system," he said. "The charges are serious. I would like to get a message that, yes, theyre not an everyday incident but they have happened in the past. They cause a lot of inconvenience for passengers, costs are incurred by the airlines and of course the disruption in the airports and police take these seriously." The Supreme Court of Canada is taking on the question of whether police can access information on a cellphone that isn't protected by a password. The court has agreed to hear an appeal from Kevin Fearon, who was arrested after an armed robbery in Toronto in 2009. Police obtained photos of a gun and cash, as well as a text message about jewelry, after taking a closer look at Fearon's phone, which was unlocked. After he was convicted, Fearon appealed, arguing that police breached his rights when they examined the phone after his arrest. The Ontario Court of Appeal said it was all right for the police to look through the phone in a cursory fashion to see if there was evidence relevant to the crime, but after that they should have stopped to get a search warrant. Had the phone been password-protected or otherwise locked to anyone other than its owner, "it would not have been appropriate" to look through the phone without a search warrant. B.C. NDP Leader Adrian Dix Calls Liberals Cheats Over Ethnic-Vote Scandal
Opposition New Democrat Leader Adrian Dix called British Columbias Liberals cheats Wednesday, as the ongoing debate about the failed Liberal plan to court ethnic voters turned into a name-calling contest, and one Liberal cabinet minister said the NDP was beating a dead horse. Dix said the seeds of the Liberal cheating were planted during Premier Christy Clarks leadership campaign in February 2011 and continued throughout the development of her jobs plan and up until last springs election. The email in question involves communications from Bonney, who was found to be at the heart of the scandal, suggesting disgruntled former Liberal worker Sepideh Sarrafpour should be offered money to do nonpublic work before Mays provincial election. Sarrafpour could not be reached for comment but she told Global BC she met with former Liberal cabinet minister Harry Bloy about a possible job. She last worked for the Liberal government in September 2012. Correspondence between Sarrafpour and Bonney that appear in the pages before the job-offer email show the liaison worker, who helped organize events in ethnic communities, was extremely frustrated about communication with Yaps office. She sent an email Aug. 30 outlining her concerns, but like many of the emails, it was heavily redacted, making it difficult to understand the specifics of her complaint. The email in which Bonney appears to lay out a strategy to mollify Sarrafpour, including the potential job offer, was sent Sept. 18. The New Democrat have called on the Liberals to initiate a broader review to focus on the questions raised by the emails. But Citizens Services Minister Andrew Wilkinson said the government is not about to second-guess the findings of the four-person committee that included Dyble and three other senior civil servants. India's favourite "bad man" and veteran Bollywood actor Pran Krishan Sikand, died last Friday after a prolonged illness. He was 93. With the death of Pran, a chapter of Bollywood has come to an end - a chapter where the villain in Bollywood has had as magnificent a journey as the hero. While the early 50s and 60s belonged to Pran, the 70s can't be complete without Amjad Khan, who started his villainous ways with Gabbar Singh in 'Sholay' (1975). And in the mid-80s, arrived Amrish Puri's despotic Mogambo in 'Mr India' (1987). Though all the three actors crossed over to positive roles, Pran and Amrish had a better run with good roles as compared to Amjad (Yaarana in 1981, Love in 1991). While Pran's transition towards good (Shaheed in 1965, Upkar in 1967) was said to be willful, it's believed to be more of a professional compulsion for Amrish, who did it with aplomb in films like Gardish (1993) and DilwaleDulhania Le Jayenge (1995). Reason being that by the mid 90s, in the wake of NRI romances and social dramas, the larger than life villain had begun to disappear. As Mahesh Bhatt points out, "The days of baddies pitched fiercely opposite good has kind of faded with time. As the audience matures and innocence is lost, the larger-than-life evil character that appeared like a comic book villain was lost." He has comfortably slipped into playing Sardar Patel and Lord Mountbatten on screen and effortlessly reprised the roles of Urdu poet-lyricist Sahir Ludhianvi and Maulana Azad on stage. But thespian Tom Alter - often called a "firang" for his western looks but who insists he is an Indian - desires to enact the roles of two stalwarts of partition, Jawaharlal Nehru and Muhammad Ali Jinnah. "Jinnah is a very controversial figure to play. But I personally feel there is something to learn from him. Why he became a fanatic, no one knows. If we can find that out, I am sure there must be something to learn from it," Alter told in an interview. "I have played so many roles, but playing Nehru and Jinnah on stage should be exciting. We haven't explored the lives of these people," he added. If one connects the dots of Alter's journey, it bears striking resemblance to that of a Bollywood movie: a 19-year-old school teacher is inspired after watching late veteran Rajesh Khanna's performance in "Aradhana". He packs his bags and gets admitted to the prestigious Film and Television Institute of India (FTII) and the rest, as they say, is history. Though his debut film was "Charas", the Padma Shri recipient is fondly remembered for his role of Captain Weston in Satyajit Ray's "Shatranj Ke Khiladi" whom he had met at FTII's convocation day in 1974, where Alter had won a gold medal.

The Nissan Pathfinder is a mighty familiar SUV nameplate in the market. It's been around more than a quarter century; yet this year it warrants a complete reintroduction. Current or former Pathfinder owners looking to rekindle their relationship with the new version are likely to be sorely disappointed, as the 2013 Pathfinder doesn't exactly follow in the previous model's footsteps. This is no longer a musclebound truck; and Nissan wasn't shooting for rock-crawling ability, or powerboat-towing prowess. Those who clear their preconceptions will find who Nissan was opening the doors to: families, and especially families who need a little extra space. For that, you'll likely find the Pathfinder to be an attractive, well-thought-out vehicle that performs better (and more efficiently) than a number of other family crossovers on the roadwhere it matters. The 2013 Nissan Pathfinder has made that transition to a passengeroriented uni-body designnow with just a dash of ruggednessand its styling, with a soft, rakish tall-wagon look, communicates exactly that. With the available Nissan Navigation System, you also get traffic information, Bluetooth streaming audio, and voice recognition. Also on offer is a tri-zone entertainment system that lets you play separate programming for each of the two seven-inch rear screens (DVD, gaming input, or photos), all while front-seat occupants can listen to their own programming. All that's missing on the Pathfinder is the taste of high-tech convenience featureslike adaptive cruise control, or a blind-spot systemthat are starting to jump from luxury brands down to the mainstream.

The hydraulic-electric steering in particular is excellent.
Models with four-wheel drive come with an Auto mode, as well as a 4WD Lock mode that sends an equal 50/50 to the front and rear axles, with traction-control electronics managing distribution side to side. Theres also a 2WD mode that can boost your gas mileage slightly when roads are completely dry and clear. There's still some trail ability here, but don't expect much more than you'd get in, say, a Subaru Outback (there's actually less ground clearance). So, youre going to the beach to enjoy this beautiful weather is it legal to drive there with your flip flops on? Yes. In BC, and many other provinces and US states, you can drive with bare feet, sandals or even slippers that look like bears feet if you want. But theyre certainly not safe. Its legal but really unsafe, says Steve Wallace, owner of Wallace Driving School in Victoria. Many drivers have misconceptions about whats allowed and whats not while theyre behind the wheel, and summer offers a few seasonal challenges. Most people dont know that school zones only apply on the 195 or so statutory school days. There are no school zones governing summer school, Christmas holidays or Easter break, Wallace said. But the same cant be said for playground zones. Playground zones count every day of the year New Years Day, Christmas Day, your birthday, its always roughly sun up to sundown. Of course you should always slow down, because a lot of the school zones double as play areas. The key is that black and white speed signs you have to follow and yellow and black signs are simply warnings, he explains. If you see a parking spot across the street by your favourite patio, can you make a turn across a yellow centre line or double solid? You can turn across those lines in order to enter or exit residential or business areas but youre not permitted to hold up traffic in doing so. Thats a ticketable offense. They changed that law in the mid 80s. And with summer roadwork in full swing, watch for changes to regular rules of the road. The rule is you have to abide by the posted speed but always look to the flag people, they take precedent over lights and signs their instruction trumps any other traffic control that happens to be in effect. Take a look at the flag people, theyre your guide, Wallace says. Many American tourists head north on summer road trips, resulting in more vehicles on the road without daytime running lights. Those vehicles are known to have a disproportionately high number of crashes. The reason is we just dont see them, we dont key in to them. Be very careful this summer, take a good look at the vehicles coming at you with no lights on. Wallace also wants you to remember that its not the curves, intersections or hills that cause most of the problems. Seventy percent of fatal crashes in summer happen on clear, dry, straight roads. That extra 10, 15 or 20 kilometres an hour you go beyond the speed limit is a killer. Remember stopping distance increases as a square proportion to speed triple your speed and it takes you nine times as far to stop. Stay appreciably close to the speed thats posted. Thats the safest thing you can do.

In his book, The Antioxidant Prescription, Dr. Bryce Wylde addresses what science has discovered to be the true underlying cause of disease: free radicals. Luckily, free radical damage can be avoided, especially if you avoid these foods. 1. Fast food. You dont need me to go into more detail about fast foods. Avoid em. 2. Hydrogenated fats. As we all know by now, these fats must be avoided because they cause heart disease. Theyve been used for years in snack foods, bakery items and margarine. Avoid buying cookies, crackers, baked goods or anything else that has hydrogenated oil or trans-fats on the ingredients list. 3. Olestra is a synthetic fat used to make non-fat potato chips and other snacks. Youd think, with all the bad rap fat has garnered, a non-fat fat would be great. But Olestra has been shown to bind with fat-soluble vitamins A, E, D and K and carotenoidsour invaluable antioxidant nutrientsand to eliminate them from the system. Never mind the fact that Olestra causes stomach upset and other digestive problems, its consumption encourages people to skip over fruits and vegetables for snacks that appear to offer no threat. 4. Nitrates. Found at high levels in cured meats such as bacon and hot dogs, nitrates preserve colour and prevent microbes from taking up residence. But theyre badreally bad. The nitrate itself is harmless, but it can convert to nitrite in your body, which in turn can form nitrosamines, powerful cancercausing chemicals. Whenever possible, look for nitrate-free organic meats. If you must eat foods containing nitrates, take extra vitamin C as it is known to prevent the conversion to nitrosamines in your stomach. 5. Alcohol. Im not talking here about moderate amounts of red wine, but excessive amounts of alcohol. Liver toxicity is the main issue when we exceed our limits, and this, as weve learned, causes free radical excess. 6. Raw oysters and sushi are great but they can carry deadly bacteria that can cause severe illness or death. You take a big risk every time you consume them. To date, no government or independent body inspects seafood for safety or will guarantee its quality. Oysters and fish are usually safe and nutritious foods if you cook them first. 7. Saturated animal fats include the fatty meats, especially beef and pork, and the skin on poultry. It also includes full-fat dairy products such as cheese, milk and cream. Fatty meat and dairy products do have some contributions to make to a dietincluding nutrients that feed your brainbut not many that cant be found elsewhere. 8. Soda pop. This is a poor way to get fluids in the short term and a great way to develop diabetes in the longer term. Pop is full of sugar or artificial sweeteners and often contains caffeine, artificial colours and flavours. Replace pop by mixing sparkling water with fresh, pure juice. Bonus: the sparkling juice tastes better than pop. (Thats why pop bottlers try to imitate it.) 9. High-fat and high-sodium snacks. These include chips, even if they are made with vegetable oil. Try to avoid these. The balance of fat in our diets has shifted too far towards the omega-6 variety found in most processed vegetable oils. We way overdo salt, leading to many cases of high blood pressure. And theres now evidence that too many of these fats and sodiumrich foods may be leading to specific chronic diseases. One reason we want to supplement the diet with the necessary omega-3 oils is to regain the proper omega balance and prevent everything from inflammation to heart disease. 10. Frozen meals. They may not be inherently bad for you if they have all the right ingredients in them, but they do keep you from eating fresh, whole, natural foods that contain more nutrients and fibre and disease-fighting phytochemicals. You may be tempted to excuse them as better than fast food. You may be sometimes pressured for time. But dont let simple laziness displace real foods in your diet.

Instead of moping for that lost passion, recall the early days of your dating/courtship/wooing/chasing. This will instantly re-establish the connection that brought you both together, and you'll fondly look back at those days and moments. You may not be able to summon that kind of passion, but you can still steal time for just the two of you.... Remember when passion subsides, companionship takes over. Revel in the comfort of becoming good companions. 2. True, you are now man and wife, but you don't need to merge your individual identities. If before marriage you were fond of wearing skirts, or playing a game of cricket with the boys, you don't need to give that up just because you're now married. The young lad was on fasting for the month of Ramadan where consuming of water and eating of food is forbidden from the sun rise to sun set. I was fasting the whole day but still I played for my team because it is the love and the attachment for the game of football which I have though it is not allowed to eat but I guess it was the fitness which carried me throughout the two days of playing football which was a challenging one for me, Ali said. Futsal referee Jainut Dean will be another referee who will be accompanying Amitesh Behari to the 2013 Oceania Football Confederation (OFC) Futsal Championship in Auckland, New Zealand. I am looking forward for the championship next week and I have been training hard for the event and there for me I am ready to officiate at the event, Jainut Dean said. The fitness test is completely different from the 11- a side football match and in the test we also have to sprint as well, Dean said.
