ORDER

In pursuance of the Honble Supreme Court judgement dated 14.8.2003 delivered in the Civil Writ Petition No 350 of 1993 in the matter of the Islamic Academy of Education & others vs. State of Karnataka & others, subsequent office memoranda and public notices issued by the Ministry of Human Resource Development and the AICTE respectively and in partial modification of previous orders, the Government of Delhi is pleased to issue following policy guidelines on Admission and Reservation of seats covering the AICTE approved Courses / Institutes affiliated to the G.G.S.I.P.University for the academic year 2004-2005. A. ADMISSION

GGS IP University shall conduct the Common Entrance Tests (CETs) for all AICTE approved Degree level Programmes offered at its affiliated Institutes and shall also conduct admissions in respect of Delhi seats i.e. 85% of the sanctioned intake, except for BHMCT for which 15% of all India seats shall also be filled up by the G.G.S.I.P.University. The merit of students in the CET shall be the criteria for admission. GGSIP University shall ensure that the CET is conducted in a just and transparent manner and the admission of the candidates is done on the basis of their rank and merit. Appropriate counseling up to two rounds, as per the current practice, shall be provided by the University in a manner so that seats in different professional Institutions are filled up through a fair, just and transparent manner. The schedule of counseling be so arranged as to minimize the possibility of dropouts. The dropout seats subsequent to second counseling shall not be filled up by the university or by the concerned institute in any programme. Minimum eligibility conditions in the qualifying examination may be specified by the university as per their parameters. There shall not be any provision for Group Discussion and Interview for deciding the inter-se-merit. Rank of the students attained in the CET shall be the criteria for admission on merit for all the programmes. Joining the CET shall be a pre-requisite condition for re-validation of the NOC and/or continuation till such time an Institute opts out for having an association of their own to conduct a separate entrance examination duly approved by the competent authority. 15% of the sanctioned intake in each programme in respect of Engineering programmes, Architecture, Pharmacy shall be filled on the basis of the merit attained by the candidate in the All India Engineering, Architecture & Planning and Pharmacy Entrance Examination (AIEEE) conducted by Central Board of Secondary Examination (CBSE). These seats shall be allocated by CBSE or filled by institute as per guidelines of CBSE following the minimum eligibility conditions of GGSIP University.

15% seats of the sanctioned intake with regard to admission to MBA (Master of Business Administration) shall be through one of the five national entrance examination namely CAT (conducted by IIMs), JMET (conducted by IITs), MAT (conducted by AIMA), ATMA (conducted by AIMS) and XAT (conducted by XLRI). The concerned institute shall make the admission based upon the relative merit of the candidate on the basis of the rank attained in one of the five entrance test opted by the institute after following the minimum eligibility condition of GGSIP University. The institute shall inform the university regarding the choice of one of the five tests prior to publication of prospectus by the university. Admission to 15% seats of the sanctioned intake for MCA shall be on the basis of merit attained by the candidate as per his rank through an All India MCA Entrance Test (AIMCAET) conducted by IIT, Roorkee. These seats shall be allocated by IIT Roorkee or filled by institute as per guidelines of IIT Roorkee following the minimum eligibility condition of GGSIP University. For BHMCT programme, admission to all seats (Both for Delhi Region and Outside Delhi Region) will be conducted by the university on the basis of merit as per rank obtained by the candidate in the CET. There shall not be any Group Discussion and Interview for deciding the inter-se merit.

RESERVATION OF SEATS
Region wise allocation of seats

85% seats of sanctioned intake are reserved for the students who pass the qualifying examination from Delhi schools or from I.P. University and 15% seats are kept for the students who pass the qualifying examination from schools other than those located in Delhi. 2. Management Quota

10% seats of the sanctioned intake for each institute are reserved as Management Quota to be filled from amongst the candidates qualified in the Common Entrance Test conducted by the IP University as per their rank. 10% of the sanctioned seats allocated as Management Quota would be a part of 85% seats allocated for students passing out from Delhi schools or IP University. The management of the respective privately managed institutes shall invite applications for admissions against the management quota of 10% seats for non-minority institutes and 50% seats for minority institutes with a provision that the candidates must submit the copy of the application to the university. The admission against these management seats shall be conducted at the institute based on the merit as per the CET rank conducted by the university for ensuring a transparent admission process. The Institutes shall forward a copy of the list of admitted students as well as merit list of the applicants to the university. 3. Minority Institutes

50% seats of the sanctioned intake are reserved as Management Quota to be filled up by the management out of the merit list supplied by the University based on the CET examination and the admissions shall be restricted to the particular minority in respect of which minority status has been accorded to the institution. The admissions shall be based on inter-se merit from amongst that particular community and in a transparent manner. For the remaining 50% seats, 85% seats shall be filled up from the students passing out from Delhi Schools or IP University and 15% seats to be filled up from the students passing out from schools outside Delhi based on All India Entrance Test.

Reservation for SC/ST Category

15% of the seats for each programme are reserved for candidates belonging to Scheduled Caste category and 7.5% of the seats for each programme are reserved for candidates belonging to Scheduled Tribe category. Any unfilled seat reserved for Scheduled Caste shall be treated as reserved for Scheduled Tribe and vice versa and will not be offered to any other reserved category. 5. Reservation for Defence Category

5% of the seats for each programme are reserved for widows/wards of personnel of armed forces in the order of prescribed priority as follows: 1. Widows/wards of Defence personnel killed in action. 2. Wards of serving personnel and ex-servicemen disabled in action. 3. Widows/wards of Defence personnel who died in peace- time with death attributable to military service. 4. Wards of Defence personnel disabled in peace- time with disability attributable to military service. 5. Wards of ex-servicemen and serving personnel who are in receipt of Gallantry Award. 6. 3% of the seats for each programme are reserved for Physically Handicapped candidates duly certified by the prescribed authority. 7. Reservation for Kashmiri Migrants

One seat, which will be a supernumerary seat, is earmarked for Kashmiri Migrants in each institute. Admission will be based on merit through CET conducted by the University. First preference will be given to Kashmiri Migrants registered in Delhi up to 11.06.2001. In case of seats remaining vacant, Kashmiri Migrants settled Outside Delhi would be considered. A certificate of competent authority for availing admission against Kashmiri Migrants quota is to be produced by the candidates at the time of counseling/admission. All reservations relating to SC/ST/Defence Personnel/PH shall be applicable for Delhi and Outside Delhi students, separately, except for management seats. In respect of all reserved seats inclusive of SC and ST seats, any unfilled seat may be transferred to General category after completion of the second counselling and after exhausting the list of that particular reserved category of Delhi and Outside Delhi Region separately. . The admissions from the merit list of the Common Entrance Test in various courses/ affiliated Institutions will be published on the website of the University. A copy of the same is also to be displayed on the Notice Board of the University for the information of the candidates.

The affiliated Institutions will not be authorized to make any admission after a cut off date fixed by the University for the purpose is announced. The seats remaining vacant subsequent to this cut off date will remain vacant. The management of the affiliated Institutions shall be under an obligation to allow inspection of all the documents relating to the admission of candidates and running of the Institutes by the representatives/authorized officers of the University/ Govt of Delhi. It shall be desirable for the privately managed Institutions to provide scholarship or charge concessional fees from the economically weaker section and deserving meritorious students. If it is found that any student has been admitted de hors merit, penalty shall be imposed on that institution as per the provisions contained in the UGC Act and NOC/affiliation may also be withdrawn. The GGSIP University shall bring to the notice of Government of Delhi all such cases immediately with their comments. The Fee Structure for various programmes and courses would be determined by the Committee under a retired High Court Judge appointed as per directions contained in the judgement of the Honble Supreme Court delivered on 14-8-2003 in the matter of Islamic Academy of Education vs. State of Karnataka & others. These policy guidelines shall be applicable for the academic session 2004-2005 and may be reviewed subsequently. .
