TECHNICAL AIRWORTHINESS REGULATION REGULATION 6 APPROVED MAINTENANCE TRAINING ORGANISATIONS (AMTO)


6.1 GENERAL 6.1.1 This Regulation prescribes the mandatory requirements to be met by organizations seeking approval from DGTA to conduct training activities associated with the design and maintenance of aircraft and aeronautical products. 6.1.2 This Regulation shall be applicable to any training organization which seeks approval from DGTA to conduct training and examinations as specified in Regulation 6. For the purpose of this Regulation, a training organization shall be an organization under the State Aircraft Operators (SAO) or a legally registered commercial organization. 6.1.3 An application for an Approved Maintenance Training Organization (AMTO) approval or for the amendment of an existing approved Maintenance Training Management Plan (MTMP) shall be made by official application letter from the applicants organization to DGTA. 6.2 FACILITY REQUIREMENTS 6.2.1 The size and structure of facilities shall ensure protection from the prevailing weather elements and proper operation of all planned training and examination on any particular day. 6.2.2 Fully enclosed appropriate classroom separate from other facilities shall be provided for the instruction of theory and the conduct of knowledge examinations. The maximum number of students undergoing knowledge training during any training course shall not exceeding 28 per classroom. If the number of students exceeds 28, written permission from the appropriate Training Command Headquarter must be obtained prior to commencement of the training. The size of accommodation for examination purposes shall be such that no student can read the paperwork or computer screen of any other student from his/her position during examinations. 6.2.3 The classroom shall be maintained in a controlled environment such that students are able to concentrate on their studies or examination as appropriate, without undue distraction or discomfort.

6.2.4 The planned course, a training workshop and/or maintenance facility separate from the training classrooms shall be provided for practical instruction appropriate to the planned training course. If, however, the training organization is unable to provide such facilities, arrangements may be made with another organization to provide such workshops and/or maintenance facilities, in which case a written agreement shall be made with such organization specifying the conditions of access and the use thereof. The competent authority shall have access to any such contracted organization and this access right shall be specified in the said written agreement. 6.2.5 For module, trainee shall be provided with access to appropriate facilities containing examples of aircraft type relevant to the scope of training. The maximum number of students undergoing practical training during any training course shall not exceed 15 per supervisor or assessor. If the number of students exceeds 15, written permission from the appropriate Training Command Headquarter must be obtained prior to commencement of the training. 6.2.6 Office accommodation shall be provided for instructors, knowledge examiners and practical assessors of a standard to ensure that they can prepare for their duties without undue distraction or discomfort. 6.2.7 Secured storage facilities shall be provided for examination papers, answer sheets, questions analysis and training records. The storage environment shall be such that documents remain in good condition for the 5 years retention period as specified in paragraph 6.6. The storage facilities and office accommodation may be combined, subject to adequate security. 6.2.8 A library manned by qualified/trained personnel containing all technical books and journals to the scope and level of training undertaken with appropriate equipment facilities shall be provided. 6.3 PERSONNEL REQUIREMENTS 6.3.1 The organization shall appoint an Accountable Manager who has the authority for ensuring that all training commitments can be financed and carried out to the standard required by this Regulation. 6.3.2 The organization shall nominate a person or group of persons, whose responsibilities shall include the responsibility for ensuring that the Maintenance Training Organization is in compliance with the requirements of this Regulation. Such person(s) must be responsible to the Accountable Manager. A senior person or one person from the group of persons may be nominated as the Accountable Manager provided the nominated person meets the requirement specified in paragraph 6.3.1 6.3.3 The maintenance training organization shall employ sufficient staffs to plan/perform knowledge and practical training, conduct knowledge examinations and practical assessments in accordance with the scope of the approval. 6.3.4 By derogation to paragraph 6.3.3, when another organization is used to provide practical training and assessments, such other organizations staff may be nominated to carry out practical training and assessments. www.dgta.gov.my 2.6 - 2 of 10 TERHAD Amendment 5 1 Nov 12

6.3.5 Any person in the training organization may carry out a combination of the roles of instructor, examiner and assessor subject to compliance with paragraph 6.3.6 and paragraph 6.3.7 6.3.6 The experience and qualifications of instructors, knowledge examiners and practical assessors shall be defined in the MTMP and approved by DGTA. Instructors and knowledge examiners shall undergo updating training/technologies for duration of not less than 3 days or minimum 25 hours in every 24 months and such training must be relevant and appropriate to the knowledge being trained or examined. 6.3.7 The training organization shall maintain a record of all instructors, knowledge examiners and practical assessors. These records shall reflect the experience and qualification, training history and subsequent training attended. Terms of reference shall be drawn up for all instructors, knowledge examiners and practical assessors. 6.4 INSTRUCTIONAL EQUIPMENT/TRAINING AIDS 6.4.1 Each classroom shall have appropriate presentation equipment of a standard that ensures students can easily read presentation text/drawings/diagrams and figures from any position in the classroom. Presentation equipment shall include representative synthetic training devices to assist students in their understanding of the particular subject matter where such devices are considered beneficial for such purposes. 6.4.2 Workshops and/or maintenance training facilities for basic training as specified in paragraph 6.2.4 must be equipped with the necessary valid/calibrated tools and equipment relevant to the scope of practical training and an appropriate selection of aircraft, engines, aircraft-parts and avionics equipment. 6.4.3 Aircraft type training as specified in paragraph 6.2.5 must have access to the appropriate aircraft type for purpose of training. Synthetic training devices may be used if such synthetic training devices adequately meet the specified training standards.

6.5

MAINTENANCE TRAINING MATERIAL 6.5.1 Maintenance training course material shall be provided to the student and cover the basic knowledge and course content for aircraft type training as specified in clause 6.4.2 and 6.4.3. 6.5.2 Students shall have access to examples of maintenance documentation and technical information from the library as specified in approved curriculum by SAO/DCAM.

6.6

TRAINING RECORDS The organization shall keep all student training, examination and assessment records for at least five (5) years following completion of the particular students course.

6.7

6.7.1 The organization shall establish procedures acceptable to DGTA to ensure proper training standards and compliance with all relevant requirements in this Regulation. The training organization shall also establish a quality system that includes: 6.7.1.1 An independent audit function which monitors training standards, the integrity of knowledge examinations/practical assessments and compliance with the procedures specified in paragraph 6.7.1 6.7.1.2 A feedback system of audit findings to the person(s) and ultimately to the Accountable Manager for appropriate corrective action. 6.7.1.3 Training validation report to be submitted to the appropriate SAO 6 months after course completed and not later than 1 year.

6.8

EXAMINATIONS 6.8.1 The examination staff shall ensure the security and confidentiality of question bank with sufficient number/set of questions. 6.8.2 Knowledge examinations must be in the form of multi-choice and written and may be computer or hard copy based or a combination of both. 6.8.3 The actual questions to be used in a particular examination must be determined by the Maintenance Training Organization examination staff. 6.8.4 Any student found during an examination to be cheating or in possession of material pertaining to the examination subject other than the examination papers and associated authorized documentation shall be disqualified from taking the examination and may not take any examination for at least 12 months after the date of the incident. DGTA and the respective SAO shall be informed in writing of any such incident together with the details of any enquiry within one calendar month. 6.8.5 Any examiner found during an examination to be providing question or answers to any student being examined shall be disqualified from acting as an examiner and the examination declared void. The DGTA must be informed of any such occurrence within one calendar month.

6.9

MAINTENANCE TRAINING MANAGEMENT PLAN (MTMP) 6.9.1 The training organization shall provide a document referred herein as MTMP which describes the organization and its procedures and shall contain the following information: 6.9.1.1 A statement signed by the accountable manager confirming that the MTMP has been approved as an official document that define the maintenance training organizations compliance with Regulation 6 and its commitment to comply with the Regulation at all times.

6.9.1.1.1 The title(s) and name(s) of nominated person(s) as specified in paragraph 6.3.1 and 6.3.2 and their duties and responsibilities including matters on which they may deal directly with the competent authority on behalf of the training organization. 6.9.1.1.2 Organizational chart showing associated chains of responsibility of the person(s) specified in paragraph 6.6.1 6.9.1.1.3 A list of the training instructors, knowledge examiners and practical assessors. 6.9.1.1.4 A general description of the training and examination facilities located at each address specified in the maintenance training organizations approval certificate, and if appropriate any other location, as required by paragraph 6.10.2. 6.9.1.1.5 A list of the maintenance training courses which form the extent of the approval. 6.9.1.1.6 6.7. The MTMP amendment procedure as required by paragraph

6.9.1.1.7 The maintenance training organizations procedures, as required by 6.7 6.9.1.1.8 The maintenance training organizations control procedure, as required by paragraph 6.10.3, when authorized to conduct training, examination and assessments in locations different from those specified in paragraph 6.10.2 6.9.1.1.9 A list of the locations pursuant to paragraph 6.10.2

6.9.1.1.10 A list of organizations, if appropriate, as specified in paragraph 6.10.4. 6.9.2 6.10 DGTA is the approving authority for the MTMP and its subsequent amendments.

PRIVILEGES OF MAINTENANCE TRAINING ORGANISATION 6.10.1 The maintenance training organization may carry out the following as permitted by and in accordance with the MTMP: 6.10.1.1 Approved Curriculum by SAO/DCAM or part there of.

6.10.1.2 The issuance of certificates following successful completion of the approved basic or aircraft type training courses and examinations specified in the MTMP. 6.10.2 Training, knowledge examinations and practical assessments may only be carried out at the locations identified in the approval certificate and/or at any location specified in the MTMP.

6.10.3 By derogation to paragraph 6.10, the maintenance training organization may only conduct training, knowledge examinations and practical assessments in locations different from the paragraph 6.10.2 locations in accordance with a control procedure specified in the MTMP. Such locations need not be listed in the MTMP. 6.10.4 The maintenance training organization may subcontract the conduct of basic theoretical training, type training and related examinations to a non maintenance training organization only when under the control of the maintenance training organization quality system. 6.10.5 An organization shall not be approved to conduct only examinations unless written in the MTMP and approved by DGTA. 6.11 CHANGES TO APPROVED MAINTENANCE TRAINING ORGANISATION 6.11.1 The maintenance training organization shall notify the competent authority of any proposed changes to the organization that affect the approval before any such change takes place, in order to enable DGTA to determine continued compliance with this Regulation and to amend if necessary the maintenance training organization approval certificate. 6.11.2 DGTA may prescribe the conditions under which the maintenance training organization may operate during such changes unless the DGTA determines that the maintenance training organization approval must be suspended. 6.11.3 Failure to inform DGTA of such changes may result in suspension or revocation of the maintenance training organization approval certificate backdated to the actual date of the changes. 6.12 CONTINUED VALIDITY 6.12.1 Approval as an AMTO shall be valid for 3 years. DGTA may renew the approval subject to the following conditions: 6.12.1.1 The organization remaining in compliance with this Regulation, in accordance with the provisions related to the handling of findings as specified under paragraph 6.7.1. 6.12.1.2 The DGTA being granted access to the organization to determine continued compliance with this Regulation. 6.12.1.3 The certificate not being surrendered or revoked. 6.12.2 Upon surrender or revocation, the approval shall be returned to the DGTA.

6.13

FINDINGS 6.13.1 Non-compliance that constitutes a major Corrective Action Required (CAR) are: 2.6 - 6 of 10 TERHAD Amendment 5 1 Nov 12

6.13.1.1 Any significant non-compliance with the examination process which would invalidate the examination(s), 6.13.1.2 The lack of an accountable manager, 6.13.1.3 A significant non-compliance with the training process and requirements. 6.13.2 A Minor CAR finding is any non-compliance with the training process other than Major CAR specified in paragraph 6.13.1. Observation/improvement/enhancement are findings that are not considered as non-compliance but requires the attention of the training organizations. 6.13.3 After receipt of notification of findings according to 6.7.1, the holder of the maintenance training organization approval shall define a corrective action plan and demonstrate corrective action to the satisfaction of the DGTA within an appropriate timeframe as in paragraph 6.13.4. 6.13.4 For non-compliance specified in paragraph 6.13.1, the maintenance training organization is required to take corrective action within three (3) working days for major CAR specified in paragraph 6.13.1 and thirty (30) days for minor CAR specified in paragraph 6.13.2 6.14 APPROVED BASIC TRAINING COURSE 6.14.1 Approved basic training course shall consist of knowledge training, knowledge examination, practical training and a practical assessment. 6.14.2 The knowledge training element shall cover the subject matter listed in the MTMP. 6.14.3 The knowledge examination element shall cover a representative cross section of subject matter from the paragraph 6.14.2 training element. 6.14.4 The practical training element shall cover the practical use of common tooling/equipment, the disassembly/assembly of a representative selection of aircraft parts and the participation in representative maintenance activities being carried out relevant to the particular training module. 6.14.5 The practical assessment element shall cover the practical training and determine whether the student is competent at using tools and equipment and working in accordance with maintenance manuals. 6.14.6 The Instructional Hours of courses shall be in accordance with approved curriculum by appropriate SAO or DCAM. 6.14.7 Basic knowledge examinations shall be held at the conclusion of each subject module or sub module of training and conducted without the use of training notes. The scope of examination shall cover a representative cross section of subjects from the particular module of training completed in accordance with the training course. 6.14.8 Basic practical validation shall be carried out during the basic maintenance training course by the nominated validators at the completion of each visit period to the www.dgta.gov.my 2.6 - 7 of 10 Amendment 5 TERHAD 1 Nov 12

practical workshop/maintenance facility in accordance with approved basic training course. 6.14.9 Basic Practical Assessment shall be conducted by an approved practical assessor and carried out in a manner that is acceptable to DGTA. 6.14.10 On the successful completion of the basic training course, the organization may issue the Certificate of Recognition/Completion to the qualified student. 6.15 PROCEDURE FOR APPROVED MAINTENANCE TRAINING ORGANIZATION 6.15.1 This section establishes the administrative requirements to be followed by Approved Training Organization. 6.15.1.1 The Approved Maintenance Training Organization shall establish documented procedure and an organizational structure to comply with this Regulation. 6.15.1.2 The Approved Maintenance Training Organization shall be appropriately staffed to carry out the requirements of this Regulation. 6.15.1.3 The Approved Maintenance Training Organization shall establish procedures detailing how compliance with the Regulation is accomplished. The procedure shall be reviewed and amended to ensure continued compliance. 6.15.2 Record-Keeping 6.15.4.1 The Approved Maintenance Training Organization shall establish a system of record-keeping that allows adequate traceability of the training related process. 6.15.4.2 The records for the training related process of maintenance training organizations shall include as a minimum: 6.15.4.2.1 6.15.4.2.2 The student application documentation. The student previous and current certificate

6.15.4.2.3 A copy of the audit program listing the dates when audits are due and when audits were carried out 6.15.4.2.4 6.15.4.2.5 Continued oversight records including audit records. Details of student exemption records

6.15.4.2.6 Any reports from other foreign authorities relating to the student exemption. 6.15.4.2.7 Organization exposition and amendments.

6.16 APPLICATION FOR APPROVAL 6.16.1 An application for maintenance training organization initial approval or variation of a maintenance training organization approval shall be made on a form and in a manner established by the DGTA. 6.16.2 The maintenance training organization approval shall be granted to the organization by the DGTA through the issuance of a certificate of approval. 6.16.3 An application for an approval or variation shall include the following information: 6.16.3.1 The registered name and address of the applicant, 6.16.3.2 The address requiring the approval or variation. 6.16.3.3 The intended scope of approval or variation, 6.16.3.4 The name and signature of the accountable manager, 6.16.3.5 The date of application. 6.16.3.6 6.16.4 Sponsored letter from appropriate SAO (Initial application).

Approval Procedure 6.16.4.1 DGTA shall review the MTMP, and verify the organizations compliance with this Regulation. 6.16.4.2 All findings identified during an audit visit shall be recorded and confirmed in writing to the applicant. 6.16.4.3 All findings shall be closed in accordance with 6.7.1 before the approval is issued. 6.16.4.4 The reference number shall be included on the approval certificate in a manner specified by DGTA.

6.16.7.1 Failure to complete the rectification of any Major CAR finding within three days of written notification shall entail revocation, suspension or limitation by the DGTA. 6.16.7.2 Action shall be taken by the competent authority to revoke, limit or suspend in whole or part the approval in case of failure to comply within the time scale granted by the DGTA in the case of a Minor CAR finding. 6.16.8 DGTA shall have the authority to suspend an approval on reasonable grounds in the case of potential safety threat; or suspend, revoke or limit an approval.
