Incentives for Green Government Procurement

Green Procurement Program


o Green Procurement Program for government through Executive Order 301. o Pilot implementation in 8 agencies. o Requires agencies to include environmental considerations in procurement criteria.

Incentives for Green Government Procurement


National Eco-Labeling Program
o Support facility to the Green Procurement Program. o Had developed criteria for 35 product categories and certified 24 products under the Green Choice Philippines Seal of Approval. o Recognized by the Global Eco-Labeling Network 13.

Energy Labeling Program


o A component of the National Energy Efficiency and Conservation Program of the Department of Energy (DOE). o Intended to inform consumers on the energy efficiency of electrical appliances and devices. Had certified 1,803 appliances.

Raising Consumer Awareness on Green Consumption


Eco-Labelling Programs
o Intended to increase awareness on green products.

Green Purchasing Alliance Movement (GPAM)


o Intended to increase awareness on green products. o Encourage MSMEs to produce as well as patronize green products.

Philippine Green Pages


o Online directory of green products at www.philippinegreenproducts.com.

Republic Act 9512 - Environmental Awareness


o Intended to promote environmental awareness.

Green Partnerships with SMEs and Large Corporations


Greening the Supply Chain
o Nestle Green Supply Chain involving more than 170 supplier SMEs. o Green Philippines Islands of Sustainability (GPIoS) supply chain greening of local companies, e.g. Meralco and 11 supplier/subcontractorSMEs. o Available financing packages from government financial institutions, e.g. Development Bank of the Philippines, Land Bank of the Philippines.

Government Support Programs for Green SMEs
o o o o Research and development assistance. Technology prototyping and piloting. Environmental technology verification. Technology transfer and commercialization support.

Technology Transfer Act of 2009


o Intended to stimulate public sector R&D through package of incentives for researchers and scientists.

o Enhance export competitiveness in European and Asian green markets of Cebu-based home and lifestyle SMEs through clean production and development of eco-friendly products. o Supported by EU, chambers of commerce and industry and government agencies.

o Initiatives to enhance energy efficiency and minimize environmental impact of local hotels and resorts.

Industrial Waste Exchange Program (IWEP)


o Trading of wastes among SMEs through a trade information system.

o Assists SMEs in compliance to environmental laws. o Manages the Industrial Waste Exchange Program.

o Philippines Energy Efficiency Project (with Asian Development Bank) Replacement of traditional bulbs with compact flourescent lamps. o SWITCH Policy Support Programme for the Philippines (with the European Union) - Assistance in various projects relating to sustainable consumption and production. o Green Business Asia (with International Labour Organization and Government of Japan) - Productivity improvement of enterprises. o Clean Production (with ICETT Japan) - provision of clean production training and consultancy to SMEs. o Clean development mechanisms with various international partners. o Climate change and environmental protection projects with KOICA. o Financing programs for environment projects (with World Bank, Asian Development Bank, others).

Recognizing Industries with Superior Environmental Performance
A partnership program with industries, in cooperation with the other environment-related agencies, aimed to support industry selfregulation towards improved environmental performance. Objectives: Promote self-regulation. Provide incentives and package of assistance to SMEs to achieve pollution prevention and cleaner production process. Capacity building. Regulatory Privileges: Relaxation of reportorial requirements. Simplified requirements for expansion projects. Recognition award with DENR Official Seal of Approval.
