Situation of the Olympic Movement in Egypt

Dear Minister, We acknowledge, with thanks, receipt of your communication of 1 July 2013. From your letter we understand, with great satisfaction, that the Egyptian government (and your Ministry in particular) have given a strong assurance to fully respect the autonomy of the sports organisations in Egypt (in particular the Egyptian Olympic Committee, the national sports federations and the sports clubs). Your firm commitment in that respect is greatly appreciated. From a practical perspective, it is therefore our understanding that the Egyptian government and your Ministry agree with the IOC/ASOIF position expressed in our letter of 24 June 2013 (attached for reference) and will fully respect all requests mentioned in such letter, in particular: The specific provisions of the sports legislation/regulations currently in force which are in conflict with the principles and rules governing the Olympic Movement (in particular the principle of autonomy) will no longer apply and will be revised as soon as possible as per our letter of 24 June. You have indeed recognised in your letter that the current sports legislation is incompatible with the Olympic Charter. Therefore it needs to be revised urgently. All sports organisations (including in particular the national sports federations and sports clubs) are now fully responsible for establishing freely their own statutes/internal regulations in accordance with the basic requirements of the International Federations concerned and in close coordination with them. It is our understanding that each sports organisation will start working on this immediately with a view to rapidly having their own statutes adopted by their respective general assemblies and approved by the International Federations concerned. As mentioned in our letter of 24 June, this work may be done in close consultation and coordination with the relevant government authorities (and with the Egyptian Olympic Committee), however it must fall under the full responsibility and jurisdiction of each of the sports organisations concerned. All sports organisations (including in particular the sports clubs and the national sports federations) will be free to elect the members of their respective executive boards through their respective general assemblies, in accordance with their own statutes/regulations and the rules of the International Federations concerned, without any interference or appointment from any government/public authority. Consequently, no election must be conducted on the basis of the current

provisions of the sports legislation/regulations which go against the above-noted above principles, , as mentioned in our letter of 24 June.
