Hidden Valley Golf Resort Residents were allowed to bus into their cabin sites on Sunday, July 7 to see the damage the floods have done. Everyone was pretty tearful and emotional, said Resort Manager Dick Burgess. But it helped them get a better idea of what we have been telling them. Burgess said Health and Safety inspectors had reviewed the site last week and classified it as highly dangerous with potential contaminants hazardous to health. There are serious safety issues resulting from the construction-related damages and flood debris in all areas of the resort. The resort looks a lot like a war zone. There are cottages and sheds strewn all over the place. It is truly devastation. The neighbours garage was rammed into our garage and our garage has either wiped out the deck and the hot tub, or become an extra room on the cottage. Only time will tell, said homeowner Earl Best about what can be done. The Homeowners executive states that RCMP along with Health Canada and the Fire Chief from the Siksika Nation cannot release access to the Resort until Health Canada has made specific tests to ensure the safety of all who enter, which is expected to take several weeks. Until approval is given hands are tied and access is blocked. Neither insurance adjusters nor residents are allowed to enter their home or remove any items from their home or property due to contamination concerns. Contamination concerns also extend to items removed or touched, so items cannot be taken to another location. Burgess said there are about 30 residents that utilize the resort as their primary home. Yesterday gave some of them a bit of closure, but we are going step by step and day by day, said Burgess. There are three to four feet of silt in places. Over 15 pumps are being employed to pumping out pockets of water and roadwork has begun to ensure it is safe for the buses. Arborist crews were attempting to take care of some dangerous trees that may fall on the route. The Flood Advisory Team was in again assessing more of the cost of the damage to the infrastructure. On July 7, residents of Hidden Valley Golf Resort located about 65 kilometres southeast of Strathmore, were able to get their first glimpse of damage at the resort caused by flooding in June. Cabin owners met at the Blackfoot Crossing Historical Park where they were loaded onto buses and driven, under escort, through the resort. Due to the dangerous conditions no one was allowed to leave their bus but the view from the bus gave them a clear understanding of the devastation left by the floodwaters. The resort, located on Siksika Nation land leased by cabin owners, was made up 305 cabins, some of which served as primary residences. The resort has existed for 39 years but amid controversial lease negotiations with the Siksika Nation, and now extensive flood damage, the future of the resort is unclear. Doug Taylor Photos

Shannon LeClair Times Reporter The true western spirit has shone through in the past few weeks as strangers have lent their time to help clean up areas affected by the floods. That spirit has held fast and true in the Carseland area after Wyndham was severely affected. A call for help went out for the Parkside Store on June 25 after they realized the damage was just too much to fix on their own. Global Training Centre was just one of the groups who went out to answer that call, and they havent stopped lending a hand since. Global Training Centre started the Friends of Wyndham because we saw firsthand the need for assistance in Wyndham and how these families had been overlooked in the flood relief efforts, said Angela Beemer Editing Department Supervisor with Global Training. This area was hit very hard. There was damage to all the properties in the valley, the campgrounds and businesses including the Parkside Store on the campground and the Blue Sky Gardens greenhouse. Water was above our heads in this area and when it receded it left a lot of mud and devastation behind. One of the Global Training staff members, Jaymee Farthing, whose parents own the Parkside Store, asked her colleagues for help. While down there we noticed all the other poor folks working alone to try and clean up their property, said Beemer. The devastation was heart breaking. Beemer said Global Trainings Chief Executive Officer Debbie Shelley is an extremely passionate and caring woman. Upon seeing the devastation she committed the training centres time and resources to help the families. There have been 40 employees who have been spending their time over the past few weeks in Wyndham helping where they can. They have gone from property to property digging out mud, using equipment to clean the land, hauling garbage, tearing out drywall and insulation, power washing and much more. We have been very appreciative of the help we have also received from fellow citizens in the area coming down and asking what they can do to help. We have also had help from Rocking Horse Energy Services and the Strathmore Fire Department, said Beemer. There has been a Facebook page, Friends of Wyndham created to help spread awareness about the cleanup efforts, while also looking for more volunteers. We are still looking for some volunteers to help clean up Penny Reiterers house and Parkside Campground. Once we are done there we will be on to Phase Two, said Beemer. This is where we will be sending out a cry to the community asking for tradesmen to volunteer and help rebuild these families lives. We are in need of contractors, electricians, plumbers, HVAC/Furnace, well servicing, drywallers, painters et cetera. We are hoping that we will have enough volunteers in the trades to spread the work out and get this done quickly. These people cannot live in their homes or run their businesses until their homes and properties have been rebuilt. Beemer said that Global Training Centre will continue to coordinate the efforts. They are also accepting monetary donations which will be given out to the families equally. We want to send out a big thank you to our amazing community for stepping up and helping out these families. We have been able to get so much accomplished because of so many giving people, said Beemer. The danger is much smaller than secondhand smoke but the exposures are longer. How can you discourage mosquitos from biting? Avoid fragrant soaps and body lotions; avoid bright, floral colours and stick to the dull ones; cover as much of your body as comfortably possible...less area to bite; get rid of body sweat...mosquitos like that. Signing up to be an organ-donor makes good business sense for saving healthcare dollars. For example, it costs over $70,000 per year to maintain one person on kidney dialysis. The initial cost of a kidney transplant is nearly $100,000 then follow-up treatment and medication costs under $22,500 yearly. In the long run, organ transplant saves a lot of money. operator of seniors care facilities brought a vision of Seniors Living in Place development project to Strathmore. With the growing population of seniors in Strathmore and the surrounding communities, the need for affordable seniors housing and care services had been recognized for several years. The concept was to offer housing and care service options in the same location.
geCare purchased the 10-acre parcel of land on 140 Cambridge Glen Drive in 2008 and began the design of Sagewood Seniors Community. After going through the Land Use change process, construction for Phase 1 was started in 2009. Phase 1 consists of 60 units of supportive living (with 20 memory care units) as well as 42 affordable independent apartments for seniors. The supportive living units are for seniors who require assistance with activities of daily living and personal care. The monthly rent for supportive living is set by the Province of Alberta and is currently $1785 per month which includes room, meals, housekeeping, recreational and social activies as well as maintenance and other costs. Amenities in the facility include a commercial kitchen, dining rooms, a bistro, several lounge areas, recreation room, a wellness club that has a tness room, spa, hair salon as well as Shaw open internet access in all common areas. Attention has been paid to the design of the building with seniors in mind and includes wide hallways, handrails, wheelchair accessible shower in each suite and emerency-call system. The facility is staffed 24-hours a day. The seniors independent self-contained apartments have a 1-bedroom and 2-bedroom oor plans, including 9 barrier free suites. The seniors living in the apartments have access to all the common amenities and services on site, allowing
them to live in place. If these residents would rather not cook some days, they are able to purchase and have their meal in the main dining room just as you would in a restaurant. They can access housekeeping or laundry services if and when needed on a pay for service basis. The monthly rent for 1-bedroom is $658 and for 2-bedroom is $774. Phase one is about 90,000 square feet, three storey building with brick and vinyl siding exterior. The grounds are professionally landscaped with courtyard, walking trails, benches, street lights and surface parking. Phase 2 of the Facility consisting of 70 additional supportive living units, and 35 long-term care beds was started in June 2012 and is expected to open in October, 2013. Phase 2 offers a Child Day Care as well as an Adult Day Support Program. These programs allow for life-enhancing intergenerational programming. Once phase 2 is opened the Facility will provide a full spectrum of care from independent living, supportive living to long-term care all under one roof. The nal phase of the project is building 20 seniors bunglows. These are designed for independent seniors. The units vary in size from 1100 sq.ft to 1300 sq.ft. This phase will be condominiumized and will be for sale. Once fully completed Sagewood will employ more than 100 care and support staff as well as offer 227 units of Seniors Housing options for Strathmore.

The approaches to care and the physical environment did not support providing personalized care. More recently, however, a new industry perspective has brought about signicant change in both models of care and the way physical environments support staff, residents, and family of residents. AgeCare is working towards creating a culture of aging that supports the care of elders in settings where individual voices are heard and individual choices are respected. We are constantly reviewing evidencebased design criteria for residential care environments, leading to building of new facilities incorporating clientcentered care. New facilities are now part of larger seniors community that includes different housing and care options allowing seniors to age in place as they become more frail, couples with different care needs are able to live together. Social and recreational programs are enhanced by including spaces such as child day care, adult day center, wellness center, library, and bistro. Evidence based design concepts is evidenced by:

Annexation woes
Shannon LeClair Times Reporter Council has promised to look into concerns raised by Mr. and Mrs. Simonin, who live on Oxbow Road. The couple spoke to council regarding speeding issues, which occur most frequently between 7 a.m. and 8 a.m. People are speeding past their property constantly and to the point of dangerous levels on daily basis, and the couple says there has not been any enforcement during the hour they are most concerned about. Another point brought up by the couple is that they feel like they are not getting the same services as other town residents since the annexation. The couple stated that they have had to come to the town to ask to get the road graded and the grass mowed in the ditches. They wanted to know what they have to do in order to see some changes. Council did express concern about the issues raised and will be looking into the problems presented to see why things are not happening, and what solution there may be.

Kinsmen Park amendments A public hearing was held at the July 3 regular town council meeting to discuss land use amendments to Kinsmen Park. The matter was brought forward to discuss changing the current designations for the area. The Town, with the intent to subdivide and sell a portion, purchased the land in 2011. The sale of the 1.3 acres would help offset the cost of the land purchase and the remaining 9.25 acres will be rezoned as P1 and dedicated as municipal reserve. Flood relief fundraiser A motion was made and approved at council to approve the purchase of 1,000 pins in the amount of $933 plus GST. The flood relief pins are selling for $5 each, and all funds will go into the Red Cross Southern Alberta Flood Relief Fund. The funds to purchase the pins came from the Financial Stabilization Reserve.

Ingredients:
4 M&M Bacon Wrapped Beef Filet Mignons Prepared Barnaise Sauce Mix or Classic Barnaise Sauce Classic Barnaise Sauce Ingredients: 1 cup white wine 1 cup tarragon vinegar 4 tbsp. shallots, chopped 2 tbsp. tarragon, chopped 1 1/2 tsp. chervil, chopped Freshly ground peppercorn pinch of salt 6 egg yolks 1 pound/500 g of ordinary melted butter

1. 2. GRILL the filet mignons according to your taste. Meanwhile, prepare the Barnaise Sauce Mix according to package directions or prepare the sauce the classical way as follows: PLACE white wine and tarragon vinegar in a sauce pan with shallots, tarragon, 1 tsp. of chopped chervil, 2-3 turns of freshly ground peppercorns and a pinch of salt. Reduce the mixture by 2/3 and allow to cool. ADD egg yolks to the reduction and prepare the sauce over a hot water bath or (gentle heat) by whisking in melted butter. The sauce should thicken and the butter should incorporate completely. Once the sauce is finished it should be passed through a fine strainer. Add 1 tbsp. of chopped tarragon and tbsp. of chopped chervil.

FOIP revamped
Sharon McLeay Times Contributor Anyone who has wrangled with the intricacies of the Freedom of Information and Privacy (FOIP) Act will be glad to hear that the government is going to update the Act to address previous problems and adapt it to a digital world. The expectation for electronic and immediate access to information is increasing, as is awareness of the need for Albertans to ensure their personal information is protected. Rapidly evolving technologies also pose a new set of questions and parameters, said Associate Minister Don Scott. To that end, Scott and a team of FOIP staff toured Alberta last week, holding open meetings to hear what Albertans have to say about their experiences with FOIP. An overview of the existing Act was presented by Joanne Gardiner, Manager of FOIP Services, Policy and Governance and then the floor was opened for discussion regarding confusion over the interpretations, administrative complexities, and suggestions for improvements to the Act. They asked for suggestions on what kind of information should be in the Act, and how to deal with the digital aspects of information gathering and how information should be delivered and protected through personal devices. Those who attended the Calgary public meeting, held at the Airport Holiday Inn on June 20, also brought in issues involving the Personal Information and Privacy Act (PIPA) and the Health Information Act (HIA). Some felt the many of the Acts were misused to hide information, rather than leading to open transparency in government, private and health institutions. Educational staff discussed their struggles with delivery of information. They wanted clearer guidelines. They said duplication of requests for the same information increased the man hours and placed a burden on resources. It was suggested that the Act should include a mechanism to preview information and cut down on paper copies delivered. Whether charges should apply to requests for information was discussed. Another person questioned the amount of data that was gathered, with individuals having no knowledge of how it was used. It was suggested that sometimes data presented a bias against individuals, when applying for different services in the government, because the data is allowed to be shared. The subject of increasing government control through digital monitoring was also brought up. Personal information was required before services are rendered, making it almost a type of personal currency. Privacy was discussed and some wanted concrete definitions and commented that private databases were being shared by businesses with no input from the public. Scott said they would like to find ways to make the Act clear and user friendly. They identified that many people misunderstand or misuse the Act. They wanted to make government information transparent and processes for accessing that information less complex. They also want to protect personal information, which some people felt was exchanged and used at the discretion of the government for their purposes, but not accessible to the individuals themselves. In order for this process to be meaningful, we need a lot of feedback from people, said Scott. They are taking comments until July 31, at which time the information will be compiled and Scott will take the results to discuss with other officials across Canada. He said the process will not be speedy, but hoped that changes will occur within the next two years. John Godsman Times Contributor Maries parents lived in Norway, and knew each other, before moving to North America in the early 1900s. Her father Andrew Emile Hildahl, moved to North Dakota, then to what is now known as Wheatland County arriving in 1905. Here he worked for Harry Groves until he could get his own land, and build a house. At the same time her mother Elise moved from Norway to Minnesota. When her father Andrew had acquired his own land, and built a house, he travelled to Minnesota and married Elise in 1917. Then they travelled back to Alberta and took up residence on the farm, nine miles southwest of Strathmore. Marie was born in 1920 at Nurse MacKenzies Nursing Home, the second of seven children. She attended a one-room school at Glencairn along with up to 35 other children. Her father Andrew, a Mr. Groves and a Mr. Jackson had been instrumental in getting the school built, because in these three families alone, there were 22 children needing education. Marie left Glencairn, and moved to the Strathmore High School for Grade 12. Unfortunately, her mother became quite ill and had to be hospitalized, so Marie left school to return home and take care of her family, while her father worked the farm. About a year later, she returned to Strathmore, where she obtained work with Mr. & Mrs. Palardy. Mrs Palardy was expecting, and soon gave birth to their only daughter. Mr. Palardy operated Palardys Transport, and this is where Marie met Fred Teare, her future husband in the late 1930s. They were married in 1940, and this marriage produced one daughter and two sons. She now has seven grandchildren, and 12 great-grandchildren, plus another one due any day, two great-great-grandchildren, and another one coming. This makes five generations. Maries husband Fred was a trucker for Palardys Transport until it was sold to Ray Snider. He continued to work for the new owner until 1950, when he bought the business and renamed it Freddys Transport, which operated between Strathmore and Calgary. When he retired in 1976, he sold his business to Wayne Keeling. Regretfully, Fred passed away from cancer in 1988. Maries community activities include being President of the Home and School Association, member of UCW and a Sunday School Teacher. She served in many positions with The Happy Gang which culminated in her becoming President. She was and still is a very good crib player. Ninety-three years have passed since she was born in this area. She comments there have been many changes in that time, too numerous to list here. After her marriage to Fred in 1940, they lived in a house on Third Ave., now known as The Red Carrot! She lived there for 52 years, before moving to Brentwood for nine years, then to Wheatland Lodge in 2001. Yes there have been many changes.

Ben Sader was one of 14 Strathmore participants in this past weekends Sinister Seven Run, a 148 km trailrun through Crowsnest Pass, Alta. Saders team finished the race in just over 16 hours, at 11:35 p.m.
Strathmore bantam Thunder brought home a bronze medal on July 8 after competing all weekend in Wetaskiwin at provincials. The girls work hard all year round and look forward to a month off to enjoy their summer before practice starts up again.
Hayze Stevens (l) and sister Destiny travelled to Gallup, New Mexico from June 23-29 to compete in the National Junior High Finals Rodeo. Hayze was awarded a $1,700 scholarship from a team roping competition. Both ranked within the top five in the province, they will be competing in Canadian Finals in Nanton, Alberta from July 25-27.

Aryssah Stankevitsch Times Reporter Strathmores own Adam Kirkpatrick will be representing not only Team Albertas inline hockey team, but also Team Canada, in Huntington Beach, as part of the AAU Junior Olympics (July 11-14) and the FIRS Youth World Cup (July 1518). This means that over an eight-day span, the young defenseman could be playing 12-16 gamesin California heat. Im really excited, itll be fun. Like after our games, we get to go to Disneyland and stuff like that, said Kirkpatrick, wholl be going into the fourth grade at Wheatland Elementary this fall. Kirkpatrick is the only one from Strathmore to be playing on Team Alberta; that same team has been named to represent Canada in the Youth World Cup, facing off against countries such as Great Britain and Japan.

Reporting to the Operations Manager of Public Works, the Building Maintenance Operator performs a variety of work as relates to the preventative maintenance program which includes but is not limited to the repair of buildings and building systems which includes servicing, and minor troubleshooting of carpentry, electrical and plumbing requirements within Town owned facilities. Recommends to Supervisor appropriate purchases of goods and services and inventory levels according to approved policies and budgets. Provides assistance in non-routine repairs as may be required. Completes daily, weekly, monthly and yearly checklists on buildings and building equipment maintenance procedures and maintains records of scheduled maintenance procedures as per the preventative maintenance program.
