POLICY PAPER
DEVELOPMENT OF THE ECONOMIC OF THE COUNTRY

I. BACKGROUND OF THE PROBLEM Around the world, some 75 million children more than half of them girls have no opportunity to attend primary school. One in three children in Africa that are enrolled in school dropout of primary education. For socially disadvantaged groups such as rural or indigenous communities, poor urban dwellers, AIDS orphans or the disabled, access to education is especially difficult. Four out of five children who do not go to school like in rural regions. In many countries traditional rule patterns stop parents enrolling girls in school. The stronger the cultural preference for boys in a particular country or region, the greater the gender disparities in the educational sector. In addition, many children are prevented from going to school or account of crisis and wars . The majority of people who are forced to flee armed conflict are women and children. In many countries where civil was in raging, the majority of school have been destroyed.

What are the issues of education in developing economics of the country?


a. Inadequate budgets In most developing countries, the budgets allocated for primary education are two low to meet requirements and to achieve the goal of universal compulsory school attendance. According to the United Nations Educational Scientific and Cultural Organization (UNESCO) the developing countries spend an average of 4.4 percent of their national income on education. The United States and countries in Europe invest 5.5 percent on average, some countries even invest more than 8 percent on education. In the period between 1999 and 2006, 40 countries reduced their education expenditures and that figure does not even include many countries that did not supply statistics. If the primary school system is to keep pace with the growth in the number of school age children which is still strong, considerably more money will have to be invested can the least developed countries at any rate do not have the necessary resources at their disposal bad governance, high staff turnover, in efficient use of funding corruption and lack of management and organizational skills that are other obstacles to the universal provision of education.

b. Lack of schools and teaching staff Rural regions in particular but also poor urban districts often lack a comprehensive primary school network. Children in rural regions often have to walk extremely long distances to school. Many girls are not allowed to attend schools some distance away as parents are concerned

about their safety. Many schools are purely equipped. They lack textbooks and teaching materials and when these are available, they are often as outdated as the furnishings. Many schools have no funding to cover overheads such as water, electricity or transport for pupils. Teachers working conditions are unacceptable in many developing countries. Many teachers have to teach two or three shifts a day in a classes with very high student numbers and a poor pay.

c. Costs of attending school Many people in developing countries cant afford to pay school fees or for learning materials, school uniforms and transport to school. In countries in which school fees have been abolished enrolment rates have risen markedly. Numerous families rely on the income their children contribute. According to estimates done by the International Labor Organization, some 166 million children between the ages of 5 and 14 years to have to work often up to 16 hours a day. One in four children have to work.

d. High illiteracy rates Based on estimates, the lack of access to and often poor quality of the education systems in developing countries means that some 30 to 50 percent of those who leave school after four to six years of primary education are neither literate nor numerate. Around 11 percent of young people between ages 15 and 24 are classed an illiterate. Worldwide, around 776 million adults

and young people over the age of 15 cant read and write just under two thirds of them women. Between 1970 and 2006, illiteracy rates dropped from 37 to 16 percent worldwide, but on account of population growth the absolute number of those who cant read and write has continued to rise in many regions. Ninety-eight percent of those who cannot read or write live in developing countries. e. Failing vocational training and higher education system Sustainable economic development is not possible without qualified experts. But most developing countries lack well trained specialists. Many countries only have a rudimentary vocational training system, or one that is not integrated into the education and employment system. Universities and colleges in developing countries are poorly equipped and lack the necessary funding. Only few are able to sufficiently fulfill their research and teaching responsibilities.

*Why do you say that the teacher is the cause of the development of the economic? Teacher is the causes of the development of the economic because they are the ones fulfilling the learning needs of every students. Therefore they should be provided with the trainings and seminars in order to meet quality teaching especially now a days that the country is globally competitive. Teachers need to be equipped too with the use of new technologies and the promotion of life skills.

II. SIGNIFICANCE OF THE PROBLEM This study is conducted as an effort to widen the knowledge regarding issues on economic literacy among teachers. Each individual is facing problem solving of basic economic problems. Hence, it is important for each teacher to have enough knowledge regarding basic economy to ensure that they can make wise economic decisions. It is hoped that the results of this study will give information on effective financial among teachers which include aspects of spending, saving and investment. World economy causes each teacher to face problems of making decisions with limited resource that needs expertise on means and methods to manage money effectively taking into consideration the current economic factors. Besides that, this research is aimed to give new shine and intrinsic motivation to teachers to escalate knowledge about latest economic information. Therefore, teachers as adults are supposed to take initiative to improve economic literacy either through printed media or electronic media. Services of accessing information through internet facilitate learning process. Other than that, government should improve effort through related agencies to distribute economic information to society as a whole. Various programs that are suitable can be arranged such as editing of journals, economic awareness campaign, seminars, forum, workshops and others. These efforts may create awareness on the importance of economic literacy among the people. Schools are responsible to shape good values through curriculum in the aspect of intellectual, physiological, emotional and spiritual. Hence, this study is hoped to be cooperated by the schools in order to enrich knowledge on economic literacy among students since from primary schools and will be practiced later on in life.

III. DIAGNOSE What should be done in order that we develop economics? In our own country we need to be united in order to attain development itself. It should be started at the young ones upon entering the first grade he/she needs to be acquainted or oriented on how to save, preserve and value whatever he/she has. It also means that parents should also start educating children at home. If this is so, then when a child is already old he automatically been educated in his mind the right things to be done. Though there are unnecessary actions seen by anyone he knows already how to think the advantage and disadvantages of everything.

IV. ALTERNATIVE/ANALYSIS The alternatives that should be done in the development of economics is in case there is no access to new technologies. One can do manipulative work like in school or factories. It can be done through laborious hard work. We can do anything when it is done with love.

V. CONCLUSION/RECOMMENDATION The result of analysis showed that the economic knowledge or acquired education is significantly correlated with economic literacy. Also, teachers who have taken economic as a subject in high schools have more economic literacy than those who didnt. Therefore one most

have knowledge on how to develop economic properly. Though how ignorance a person is, if he insist to know little things he will soon learn with courage.

VII. SYNTHESIS What did you learn in the development of economics? I have learned that institutions play the very important roles in molding the youth. They are the director of every individual in order to gain or attain good qualitative way of living and it is also based on how economic generated from production is employed to increase welfare of people. Economic development is the improvement of all life standards, like health, education, life expectancy, institutional quality and others. What happens is that most of the people think greater growth will drive greater development.
