Abstract
This study aims at identifying the degree to which the faculties of education in the Palestinian Universities apply the strategic planning from the point of view of the faculty members and its relationship with the total quality management through answering the main question of the study which is the degree to which the faculties of education in the Palestinian Universities apply the strategic planning from the point of view of their faculties members and its relationship with the total quality management. To answer the questions of the study the researcher adopted the descriptive analytical approach. The study population consisted of all the faculty members of the faculties of education in all the three Palestinian Universities ( The Islamic, Al Azhar, Al Aqsa ) for the academic year 2011/2012 amounting to (158) members. Then the sample was selected from the entire study population by means of comprehensive survey. To achieve the objectives of the study the researcher designed one single tool which is the questionnaire. It consisted of two axes and (82) paragraphs distributed to five fields related to the study subject. The questionnaire was presented to (15) arbitrators. The credibility was verified by applying it to exploratory sample consisting (20) individuals before applying it to the study sample. The researcher used the statistical packages for social studies (SPSS) to analyze the response of the sample members. Through analyzing the responses of the study sample members the researcher concluded the following results: 1- The degree of agreement of the sample members on the application of the faculties of education to the strategic planning processes amounted to (68,94%) which is a big percentage. 2- There are statistically significant differences at the level of significance ( 0.05) between the averages of the estimates of the sample members of the application of the faculties of education of the strategic planning attributed the university variable in favor of the Islamic University. 3- There are no statistically significant differences at the level of significance ( 0.05) between the averages of the estimates of the sample members to the application of the faculties qualification variable. 4- There is statistically significant direct strong relationship between the averages of the degree of application of the faculties of education to the strategic planning and the average of their estimates to the degree of application of the total quality criteria.

In the light of the results of this study the researcher made several recommendations including: 1- Conducting periodical revision of the strategic plan and ensuring that the objectives of the plan for the new year are being achieved. 2- Paying attention to the strategic alternatives when preparing the implementation plan because it is a factor of instability in the Palestinian environment and the multiple political economic changes affecting the application process. 3- Serious work to disseminate the total quality culture and its principles through the faculty members. 4- Working to achieve the role of the quality assurance unit in every Palestinian University so that it may able to carry out its task and while monitoring them in the application of the total quality management.
