Background This method statement describes about underground laying of pipes for traffic light cables that are to be installed at the junction of upper changi road east and upper changi road link Scope of work To carry out the underground laying of a 100mm diameter GI pipes with Pilot Wire for traffic light cables at an average depth of 1.00 meter below the proposed finish road level. All pipes to be used shall be of Class A GI Pipes. Upper Changi road East- Along West bound foot Path A) Cutting of Concrete or Premix Road / Pavement using Power Saw Cutter A.1)Preparation Engage a Licensed Cable Detection Worker to carry out the services detection and liaise with relevant authorities to either divert or isolate the affected services before commencement of the cutting works. Establish exclusion around the work area. Cordon off the work area. Provide temporary road signs / traffic cones...etc. Provide temporary non-slip footpath for public only if necessary. Provide workers to access. Re-direct traffic flow only if necessary. Follow LTA-Code of Practice on Traffic Control at Work Zone at Road. Provide banksman to carry out traffic control only if necessary. Place bunding around the cutting area to contain excess water and slurry. Secure the area to be cut. Pre-mark the cut line with a waterproof crayon, permanent marker pen. Measure the length of cut that needs to be made.

Select the correct saw blade diameter to suit the requirements of the cut and technical conditions. Carry out a pre-start check in accordance with manufacturers instructions.

Lift the blade off the ground before starting or stopping the machine A.2)Operation Fit all blades with guards before staring the machine. Supervisor must train the worker on the safe use of the power saw cutter before allowing the worker to operate the power saw cutter. Ensure sufficient amounts of water are used while operating. Cut in a straight line. Saw only as deep as the job specifications and conditions required. When using concrete saws, lower the blade into the cut slowly and proceed to cut forward. Use consistent pressure that does not force the blade to climb out of the cut. To avoid overworking the saw, set engine revolutions to the cutting speed recommended by the manufacturer for t he material.

Stop the engine when not in use. A.3)Work Area Safety Keep work area clean and well lit (night operation only if necessary). Cluttered or dark areas invite accidents. Establish exclusion around the work area. Cordon off the work area Provide temporary road signs / traffic cones...etc. Provide temporary non-slip footpath for public only if necessary Provide workers to access Re-direct traffic flow only if necessary Follow LTA Code of Practice on Traffic Control at Work Zone at Road Provide banksman to carry out traffic control, if necessary. Do not operate power tools in explosive atmospheres, such us in the presence of flammable liquids, gases or dust. Power tools create sparks which may ignite the dust or fumes. Keep children and bystanders away while operating a power tool. Distraction can cause us to lose control.

A.4) Personal Safety Stay alert, watch that we are doing and use common sense when operating a power tool. Do not use a power tool while we are tired or under the influence of drugs, alcohol or medication. A moment of inattention while operating power tools may result in serious personal injury. Use of personal protective equipment. Always wear eye protection. Prottive equipment such as dust mask, non-skid safety shoes, hard hat or hearing protection used for appropriate conditions will reduce personal injuries. Prevent unintentional starting. Ensure the switch is in the off position before connecting to power source and /or battery pack, picking up or carrying the tool. Carrying with power tools with our finger on the switch or energising power tools that have the switch on invites accidents. Remove any adjusting key or wrench before turning the power tool on. A wrench or key attached to a rotating part of the power tool may result in personal injury. Dress properly. Do not wear loose clothing or jewellery. Keep our hair, clothing and gloves away from moving parts. Loose clothes or long hair cn be caught in moving parts. If devices are provided for the connection of dust extraction and collection facilities, ensure these are connected and properly used. Use of dust collection can reduce dust-related hazards. B) Excavation Works B.1) Preparation Underground cables, piping and obstacles must be physically identified on site and updated on drawings. All relevant agencies such as PowerGrid, SCV, Telecoms, etc. shall be notified to approved before work commenced. The above must be marked on the ground of the excavation area before commencement of work. Excavation near any underground facilities must be carried out manually using hand tools. Trial trench holes are to be hand dug to a depth exposing the underground obstacle or to the depth of the planned excavation.

Cables, piping, etc. that are exposed during excavation work, must be sufficiently supported to avoid breaking under their own weight. Slabs covering electrical cables should not be removed without the companys approval. If any damaged accidentally of underground components, must notify the responsible company. The excavation area must be barricaded with warning signboards. Only authorized persons are allowed to operate the excavator and other machinery for excavation. No person are to be permitted to work or to be in the vicinity where he may be endangered by the excavating machine or by material dislodged by the machine or falling from it. Machinery must be positioned and operated in a manner that will not endanger any person involve in the excavation works. Excavated materials and other superimposed loads such as removed earth and other equipment are to be placed safely away from the edge of the open excavation and trenches. Excavations with a depth of more than 1.5 meters must be shored, sheet piled and braced if theres any. In every excavation exceeding 1.2 meters in depth, ladders, stairways or ramps must be provided in sufficient numbers and in such locations as to be readily accessible. Ground water must be pumped and kept out from the bottom of all excavations. Gas cylinders must not be permitted in any excavation trench. Gas checks must b conducted for excavated trenches for evidence of suspected gaseous elements before any personnel enters the trench. The edge of the excavation and other falling and tripping hazards must be marked to be clearly visible by day and night. All excavations at roads must be illuminated at night with blinking hazard amber lights (in any case of night works). Starter bars and other similar protruding elements must be covered. Personnel removing of shoring after completion of work must not be at the bottom of the excavated trench.

B.2) Operation and precaution

C) Pipe Cutting and Laying Make sure the personnel responsible for the cutting of pipe must have the suitable eye protection, a hard hat, ear protection, protective gloves and breathing protection while the tool is in use. Measure the desired length of pipe to be laid then proceed with the cutting. Place the pipe in the right position using the pipe spacer, the pilot wire must be in place and temporary cover at both ends of the pipe to prevent from entering any objects inside the pipe during backfilling. Place sand bags as temporary covering during backfilling for easier to locate the connections for the pipe when making the joint connection. Proceed with the backfilling works and compaction follows. Once compaction is done, then cover with premix. For every sequence of work, these procedures will be repeated until the whole sequence is completed. Due to limited working space at site, smaller excavator and machinery will be deployed for construction work. Install sufficient concrete barrier/water barrier at work zone Ensure sufficient warning signs, reflectors, blinker lights in good condition at all time Barricade the perimeter to prevent workers from falling into the trench / drain. When work is carried out in the Foot Path location, proper diversion will be provided to the pedestrians so that they cross the work area safely and without much inconvenience. When work is carried out in the vicinity of residential area, water will be spray on the road to minimize dust pollution. No concreting work or excessive noise construction work to be carried out on Sunday to minimize noise pollution. Environmental control measure to prevent water pollution to the existing drainage system. In dealing with the residents nearby, circular will be distributed to them indicating the period and type of work prior to commencement of construction of work. Preventive & protection measures to prevent damages to utility services.
