Biographical Summary

Jeff Rainey, SPHR

I offer over 20 years of solid HR leadership experience within major, market leading FORTUNE
500 companies. My career has provided me with the first hand knowledge and experience of 1st
class HR processes and practices as well as numerous opportunities to use this knowledge and
experience to identify, develop and execute strategic HR initiatives on a Corporate-wide basis to
support business operational goals and objectives.
At FedEx, I was fortunate to be a part of an organization that understands the importance of
people to an organization. Because of FedEx’s strong belief in the people side of the business, I
had the opportunity to learn from a HR structure that is considered to be one of the best. Their
HR processes are consistently recognized as best practices within the HR profession as well as
modeled by other Companies looking for a competitive edge through their people.
Since leaving FedEx to pursue a true HR leadership role, I have been afforded the opportunity to
be a part of major organizations that were looking for someone to help lead the HR function to a
higher level. I’ve spent a large amount of energy identifying, developing, implementing and
managing HR structures/processes that would help better support the Company’s operational
goals and objectives.
My success in implementing and maintaining change was done through a hands-on approach as
well as forging key relationships throughout the organization that fostered support of the change.
In addition to working with front-line employees and management, I have worked with Senior
Management teams to help resolve specific strategic HR issues that resulted in significant
savings to the organization as well as provided more efficient operations and better cu stomer
service.

Accomplishments

At Allied Waste Industries, developed and executed pro-active Employee Relations


programs that resulted in stopping the Teamsters aggressive organizing efforts in the South
East Region.

Had meetings with local, District, and Regional leadership to define the problem and
solicited input and support.
Company changed from BFI to Allied Waste, created and executed internal “The New
Allied” communications campaign.
Conducted Town Hall meetings with Senior Leadership and employees and rolled out
“Employee Surveys” to solicit concerns. Defined and communicated expectations/time-
tables to all employees for surveys results.
Conducted Surveys and developed individual action plans including measurable time-
tables for specific areas based on survey results.
Followed up to ensure execution of plans and communicated changes to employees.

Results: Successfully stopped an organizing attempt by the Teamsters at one of our largest
facilities within the Region. Reduce location Turnover by 40% and created internal training
programs that allowed for natural progression for employees willing to take advantage of the
programs.

In addition to creating and executing pro-active employee relations programs, I have had
experience in managing contracts, grievance management as well as developing and executing
Union Campaign strategies/programs.
At Allied Waste, developed, executed, and maintained compliance standards to stop and
prevent aggressive legal actions against the Company.

Developed formalized applicant, hiring and employment procedures/standards that


provided legal consistency within all locations.
Redefined, communicated and trained all employees on the Company EEO/Harassment
policy, including management responsibilities and reporting procedures.
Developed audit process that was consistently used within the Region to ensure
consistency and compliance.

Results: Prior to completing this initiative the Company had paid in excess of $600,000 in
settlements associated with gender and EEO complaints. The Company was not guilty of any
wrong doing, they just could not prove they did anything right. After completion of this initiative
the legal action dissipated and the processes initiated were adopted Company wide.

At Ashley Furniture, reduced employee turnover to a four (4) year low and consistently
maintained the level.

Analyzed new hire processes, Company policies, and turnover data to identify trends and
areas of opportunity.
Met with local management to communicate the cost of the problem, results of analysis
and seek input and solicit support of correcting issues associated with the turnover
problem.
Redefined the on-boarding process to include a more comprehensive hiring process and
initial training period for new employees.
Changed Company policy (rehire policy) that was having a negative impact on employee
turnover. Communicated the policy change to employees.
Developed formal processes to continuously monitor employee turnover.

Results: Consistently reduced employee turnover from a 95% - 125% range to 30% - 35% range
saving more than $3 million dollars annually. Hired a better employee, provided progressive on-
boarding training and became more of the employer of choice within the area.

At Allied Waste, created and executed temporary labor initiatives as defined by Executive
Management to reduce the use of Temporary labor company-wide by 4 million dollars
annually.

Determined the number of employees needed to most efficiently operate the business.
Identified the “efficiency point” between temporary labor and permanent employees.
Created a formalized “position control” process including creation position procedures.
Transitioned temporary employees to permanent employees until the efficiency point was
obtained.

Results: SE Region achieved the Executive mandate for the entire Company by saving four (4)
million dollars in the South East Region for temporary labor cost. Initiative resulted in more
efficient services and raised customer satisfaction and reduced customer complaints.

I worked with Jeff from 2004 to 2005, approximately for 17 months. Jeff did not leave because
of any problems. We went from a 9 to 5 regions. I had him move from Memphis to Atlanta. We
decided to consolidate one month later. We asked him to go to Charlotte, and he could not
move. He was definitely one of our best Regional HR Managers. Jeff could handle a bigger job
with more responsibility. If I could have I would have brought him with me to Arizona. I do
think he’d do fine with overseas assignments. He was very responsible for a lot of people. He
could easily control down and across Regional Vice-President’s. Has good business skills and is
a real early bird. At his prior company, TRW, was the same. He’s always on the floor before
any bosses and leaves after everyone else does. 10 Billion company, Jeff’s ready. Delivers, clear
communicator. Unusual laugh. He’s a very competent HR Executive. Great follow-up; Fine
job…Technically he is there, . He can get to any level to communicate and manage through the
organization. He understands union avoidance. He can be what I call “the polite
professional”…..and also put in his 2 cents on the table. Holds his ground. Rainey knows how
far to go without crossing any lines. He brought order to chaos.

Jeff has good interpersonal skills. Not rigid, not hung up on anything but getting the job done.
Very flexible. Old line operations at our company. We needed a good combo of diplomacy,
thinking skills and attention to results. He always gets end results and wins. Through every twist
and turn, he wins. Jeff is best I had among his peers. His responsibility was 1/3 of the country,
responsible to the Senior Vice President of Operations. He was very effective. Good
background. Will do anything he can to make it work. We needed him to manage change.
At Consolidated we had difficulty recruiting, convincing people to work. He actively had to
compete for people. Dock, clerical…..everything. He went to job fairs, made a big impact. Has
a 24 x 7 work ethic. Worked across multiple time zones. I never saw him unavailable….never.
Not at home. Always at work.
He’s ambitious. Very good in recruiting, EEO, compliance. (Boss labor atty). He has good
instincts. Lots of training delivery. He would teach every program the first 90 days. Great with
personality. He was very accepted. We left at same time. Company went into Bankruptcy.

Jeff was interactive with the Corporate Office and with the blue collar workers. Regional…saw
real employees. Traveled a lot over a large region. To any area where we did not have HR
coverage, he took it all on. Where ever he was needed. He was HR support. Provided
education for managers and dealt with grievances. We had lots of management issues. He was
very effective. Employees saw him as positive and would open up to him. He would analyze
problems. People received him well.
Management also received him very well. They looked to him for advice. He hired me. He
convinced me to leave where I was. We had lots of change and we reduced to 5 regions. Folks I
worked with in Region and Corporate respected Jeff. He led employee surveys and worked up
new procedures. We still use all his materials today. FLSA, communications. Any new policy
or law he would train us on. 3 HR managers reported to him. Very hands on, like in Miami
where we could not have anyone.
Jeff is a great motivator. He can train, delegate….great delegator.
He treated me well, I can’t think of anything he could improve on. He was a sounding board. I
could try out any ideas on him. His greatest strength: a great listener. Good advice. People
trust his judgment. I miss him. He was a very good person to work for.

I worked with Jeff for many years in the role of supporting his companies with employment law
and specifically union avoidance. He is one of the best HR executives I have ever worked with.
